ARREST UPND CHAIRMAN SAUL CORNHILL

The ruling UPND Lusaka Province Deputy Chairman Mr. Saul Cornhill referred to University of Zambia workers, students and graduates as dogs, in a well shared video.

According to section 65 of the Cyber Security and Cyber Crimes Act No.2 of 2021, calling someone a dog amounts to a criminal offense of hate speech. If Mr. Saul Cornhill was an ordinary citizen or a member of the opposition, we have no doubt in our minds that he would have already been arrested by now.

We therefore challenge President Hakainde Hichilema and his Inspector General of Police, Mr Lemmy Kajoba to come out clear on this matter and tell the nation whether in their view, referring to someone as a dog amounts to hate speech or not. If it amounts to hate speech, then the UPND official must immediately be arrested.

If Mr. Saul Cornhill is not arrested, then the conclusion will be that referring to someone as a dog does not amount to hate speech. If that is the case, then going forward, we in the Patriots for Economic Progress shall be addressing every official in the UPND administration with the title of “Imbwa”. For example; Imbwa zaku Home Affairs. Imbwa zapa Force Headquarters etcetera. The bottom line is that we cannot have a country where criminal laws apply only to the opposition and not the ruling party.
