BALLY AND HIS GOVERNMENT SHOULD STOP KICKING CIVIL SERVANTS LIKE FOOTBALL AND WITHOUT PERMANENT SECRETARIES LOSS WILL BE BEFORE 90 MINUTES

I have followed the slow pace of forming the UPND government by Bally. Do not deceive yourselves that you can run a ministry without a Permanent Secretary. A Minister is a political head and needs a Technocrat to run the government affairs in that Ministry.

A Permanent Secretary is the most senior civil servant in any Ministry and you start running government and without government heads. This is why mistakes are being made so early. How do you start recovery of debt swap and after civil servants show their displeasure you now send a circular that you have suspended it. What sort of confusion in leadership is that? Your so called Acting Permanent Secretaries will bring you down before you even settle. You don’t run government like fire brigade waiting for fire. The question is was UPND ready to govern? Does Bally understand government operations? Could it be that UPND was ready to deal with PF reason it was easy to quickly appoint IG and Deputy?.

Those in the UPND senior leadership circles will agree with me that in 2016 there was a list of would be Permanent Secretaries before the elections? What happened to that list? A ruling party rarely loses by elections and what we have started seeing is just too early and someone must sit up. If you frustrate civil servants you must know what you are doing. Appoint Permanent Secretaries with the same speed you used to appoint IG and Deputy together with the rest of the service chiefs.

This is just an advice but as usual you will tell me how many insults will follow from “BAMUNSHEBWA”
