Don’t be too excited over announced $1.1b crude oil refinery in Ndola – Kalaba



Citizens First (CF) leader Harry Kalaba has urged Zambians to temper their excitement over the recently announced $1.1 billion crude oil refinery project in Ndola, warning that it may be another election-season promise designed to sway voters.



“In the past, this government has promised the moon and not even delivered a star,” Kalaba said, referencing the UPND’s track record on infrastructure and economic pledges. “Let’s wait until the bulldozers roll before we celebrate.”


The refinery, backed by the Industrial Development Corporation (IDC), Fujian Xiang Xin Corporation, and the Zambia Development Agency (ZDA), is expected to process 60,000 barrels of crude oil per day and generate thousands of jobs.



But Kalaba remains skeptical, citing the Lobito oil project in Angola as a more credible example of regional energy development. He said Angola’s Lobito Refinery, slated for completion in 2025, will process 200,000 barrels per day and is already transforming Angola’s downstream sector.

  1. You spend of your time criticising what the current government is doing without leaving even a single minute on what you’re going to do and expect to win an election. If you had gained 3 votes after leaving PF and some people believed that you had a bit of some integrity for criticising Lungu, in 2026 you will be competing with Tembo Zero!

  2. That is why some of these opposition leaders are not taken seriously by the people because they behave like comedians. It seems the man is blind and can’t see the promises which have already been fulfilled so far by the new dawn government and only a few are remaining. Since he does not seem to know the promises which have been fulfilled, let me list some of them to enlighten Mr. Kalaba.
    1. Free education, kwenyu.
    2. Increased CDF, kwenyu
    3. Restoration of meal allowance for university students, kwenyu
    4. Resuscitation of the mininig sector which had almost collapsed, kwenyu.
    5. Reviving of the broken economy from a shrinking one, taking it from -2.8% growth to 4.8% as 2024 and is projected to grow by over 6% in 2025, kwenyu.
    6. Debt restructuring, kwenyu.
    7. NAPSA partial payment, kwenyu.
    8. Recruitment of civil servants, kwenyu. 9. Getting rid of carderism, kwenyu.
    10. Restoration of rule of law, kwenyu.
    11. Payment of retiries, some of whom stayed for over 25 years without getting their pay, kwenyu.
    In short, I can list a lot of things which have been achieved so far by the UPND government. By the way, his analogy of promising the moon but not even a start being fulfilled is wrong. It’s supposed to be the other way round because it is easier to reach the moon than reaching a star, but it seems he is unknowingly saying the UPND has over delivered on it’s promises.

  3. Kalaba is now in the group of political time wasters, nothing worth of listening to comes out of his mouth. People are excited and Kalaba cannot stop them, for example yesterday, Northwestern Province was told that it’s receiving a new airport in Solwezi and a bridge across Zambezi River in Zambezi District. So what can stop the people of Northwestern and Zambia at large to get excited? Can they even listen to a time waster like Kalaba? HH is a performer, he has revived almost all the mines, Kasama Airport is done, Mansa Airport is being worked on, Kalaba comes from Luapula, he should just take time to visit his home Province and see for himself. Many Chiefs’ palaces are completed and are already in use while many others are being constructed. Very soon and is very soon, Mulungushi Textiles will be commissioned bringing life to Kabwe City and Central Province. Ndola-Lusaka dual carriage way works are getting advanced everyday, ala umulumendo alebomba. So all well meaning Zambians are optimistic that the Refinery is coming in Ndola and is it will be another big Kwenyu for HH and UPND. HH wakuleka fye.
