FORMER Vice-President Enoch Kavindele has submitted before the Technical Committee on Constitutional Amendments that all Cabinet ministers should be appointed outside Parliament to ensure inclusivity.
Mr Kavindele has also proposed that the presidential term should be seven years, and should not be subject to re-election.
He said the appointment of minsters outside Parliament has always been the demand from Zambians, even in the previous constitutional reviews.
“The system as it is now, the President has to appoint people from Parliament. The President will do a lot better in terms of development if the 20 million Zambians were available for him to appoint from,” he said.
He said people contest elections to be Members of Parliament (MPs) and not ministers, describing ministership as a bonus.
“This will help avoid a lot of politics based on regionalism and many other things.”
& years no. Next year you want to bring ti to 2 terms which will make it 14 years. Current 5 years with 2-term limit is perfectly ok. Nominated MPs are to cater for appointing ministers outside elected parliamentarians. Leave these as they are.
When this story broke out last year, UPND denied that they where even considering that. When the story of constitution changes broke out 2 years ago, Hakainde denied that he was considering it.
Citizens, we need leaders that have integrity and mean well for our country. We should always reject leaders that are tribalist, oppressive, incompetent, and only care about their own Panama bank accounts.

Where is this 7 years coming from?
There were whispers of this 7 year Term , and now Kavindele has presented it..
And if this passes, after 5 years , the constitution will again be changed to two , 7 year Terms, eventually the term limits will disappear.
The 3 regions, as a result of Hakainde’s Constitutional Amendment , will have majority Parliamentary seats, and thus legislative powers and will control what ever laws are passed in Zambia.
Eventually Zambia will be a Federal State.
Hakainde and his group are resolved to change Zambia forever.
The mischief in this proposal is to ensure we do not have presidential elections next year and HH continues as President without being subjected to an election. For Kavindele, he would wish to continue living off HH’s rule till he dies. That is how mischievous the old man has become. Such a shame!
