GOVERNMENT SUSPENDS DIALOGUE WITH OASIS FORUM
Earlier today, Attorney General Mr. Mulilo Kabesha led a Government delegation in scheduled talks with the Oasis Forum as part of the constitutional reform process.
The meeting was intended to follow up on the Friday 28th of November 2025 engagement at State House chaired by President Hakainde Hichilema. Government has, however, since suspended the dialogue after it became clear that the Oasis Forum was not prepared to engage constructively.
Instead of participating in meaningful discussions, the Forum submitted a letter dated Saturday 29th November 2025 indicating its unwillingness to proceed with genuine dialogue. It was also evident that the Forum came to the meeting with the same fixed position outlined during the Friday meeting rather than taking an open-minded approach, which is necessary to achieving consensus in any meaningful dialogue.
As a result, Government has been left with no option but to discontinue the engagement for now, as effective dialogue requires mutual commitment and acting in good faith.
Government notes that the Oasis Forum’s letter does not identify specific problematic clauses in the proposals and they have not offered any alternative proposals. Meaningful engagement is best achieved where both parties at the table are willing to offer clear alternative solutions to move parties closer to consensus-building rather than generalised objections.
President Hichilema remains committed to inclusive dialogue as a cornerstone for national unity and development. A gesture of goodwill was extended to the Oasis Forum in that spirit, but this was regrettably not reciprocated.
Government will continue to engage other stakeholders and will not allow this development to disrupt the broader national consultation process, including engagement with parties who hold differing views from the Oasis Forum. Government reaffirms that the doors for dialogue remain open to all stakeholders, including those in the Oasis Forum.
The Government wishes to reaffirm that all legal protocols have been strictly adhered to in the formation of the Technical Committee and the solicitation of citizens’ views nationwide. The Technical Committee has since conducted extensive consultations with citizens in all the ten [10] provinces of Zambia.
The Government remains steadfast in its belief that constitutional amendments are critical at this time to enhance equity, broader and inclusive national development and governance.

The composition of the forum itself is reason to be suspect of it’s intentions.
While the Catholic Institution may be a good thing to foster salvation and charity, it certainly may have been infiltrated by people of no good intentions but to cause confusion and access an easy life of gifts and offerings.
There have been many cases of phonication with members’ wives or desperate single women reported in this country.
Sad examples include one where a married woman died, not only at the house of a priest, but in his bedroom in Kaunda square.
There was yet another one who was murdered near his concubine’s house while in returning to her in possession of her motor vehicle.
The biggest scandle came to light when Bishop Banda was in the middle of possession of two hilux vehicles suspected to be proceeds of crime, one for him and the other for his concubine (If I were catholic, I would walk out each time this man would walk to the pulpit).
This man and his cronies in the Catholic Faith have turned the church into a political vehicle for the PF for obvious reasons and weaponsized the pulpit to fight HH and the UPND for obvious reasons.
In Rwanda, the Catholic Church played a very big role in sparking the genocide and this path they have taken is one, not to build but destroy the peace and tranquility this country has enjoyed since independence.
The fight is not about being of service to the nation but which tribe is in state house.
It is not about development but access to the many opportunities that come with being in government.
Others may be misled or be beating about the bush, but these are the major reasons why this unnecessary fight against a constitutional amendment proposal that seeks to put every region on an equal footing is being fought tooth and nail.
What composition are you talking about. What does composition have to to do with the work of the Technical committee? You’re behaving just like the Oasis. We don’t need an Oasis in Zambia because we have so many rivers and lakes that have fresh water. When you negotiate, you stick to issues under negotiation. You can’t resolve anything if you start negotiating like in marriage with your wife, where they lose the substance and all of a sudden everything becomes a point of negotiation.
In front of cameras you claim you want to dialogue, when cameras are off you become your usual. ” We will push the Illegitimate and unconstitutional Bill 7. If you are not happy, go and lobby the MPs” .
This is Hakainde’s version of Dialogue.
Empty NOISE. Coffee. SELFIES..And zero results.
It’s good the Oasis Forum knows the Person they are dealing with.
You gave Dialogue a Chance… But it will never work.
Today he will meet with Mac Donald Chipenzi’s GEARS, Mwanza’s ZCLU, Muyunda ‘s SACCORD and the other one man NGOs. The heads of these NGOs are part of the Technical Committee.
This is the Dialogue he wants… Those agreeing with Bill 7.

I suggest ZCCB issues a Pastoral Letter to be read in all Parishes of the Catholic Church, explaining the Church ‘s stance on the Illegitimate and unconstitutional Bill 7.
A meeting with Members of Parliament should also take place as soon as possible.
A Million People March should be back on the Agenda.
Your open minded approach is agreeing to HH ideas. They won’t accept because they have good counter points which HH does not want.
He benchmarked this dialogue meeting and his team was just a rubber stamp as always.
The outcome was overtly predictable. Shame.
One can never negotiate with a psychopath.
This now paves way for us to protest at community house. His threat of sending his cadres to harm us will not stop us. All patriots are welcome to this peaceful protest against dictatorship of this psychopath.
