HARRY KALABA OF DP WEIGHS IN ON THE SUMMONING OF THE FORMER COORDINATOR OF DMMU BY PAC
I have read with surprise that the Parliamentary Accounts Committee has summoned former Permanent secretary for the Disaster management and mitigation unit(DMMU) to appear before it.
PAC doesn’t have the constitutional right to summon former officers of Government to appear before it. PAC can only summon serving officials.
If there is anything wrong an ex officer did while in office, the individual must be reported to the Anti corruption commission.
It will then be the Job of the ACC to summon such a one.
Parliament must therefore guide accordingly otherwise it’s efficacy will be put on trial.
