HOW A SEAN TEMBO CABINET WOULD’VE LOOKED LIKE:
1. Ministry of Finance & National Development
2. Ministry of Defense
3. Ministry of National Security
4. Ministry of Internal Affairs
5. Ministry of Foreign Affairs
6. Ministry of Commerce
7. Ministry of Agricultural Affairs
8. Ministry of Mines
9. Ministry of Tourism & Environment
10. Ministry of Sports & Youth Affairs
11. Ministry of Education
12.Ministry of Labour & Social Security
13. Ministry of Health
14. Ministry of Traditional & Community Affairs
15. Ministry of Infrastructure
16. Ministry for Adhoc Affairs
Note that:
(i) Energy, Lands, Transport, Science & Technology will be a departments under Ministry of Commerce, as they are enablers of commerce and they should therefore not be stand-alone ministries;
(ii) There will be no ministry of information and broadcasting services. Parastatals such as ZNBC, Times, ZANIS, IBA etcetera will fall under the ministry of internal affairs.
(iii) There will be no ministry of local government. The affinity by the central government to control local authorities is what has made decentralization to fail.
(iv) The position of Minister of Justice will be scraped as it is a duplication to that of Attorney General.
(v) Provincial Ministries will be scrapped. Instead Local Authorities will be empowered to provide the necessary services at provincial level.
(vi) The Zambia Security Intelligence Services, Zambia Police, Prisons Service, Department of National Registration and Immigration Department will fall under the Ministry of National Security.
(vii) All other home affairs departments, parastatals and government agencies such as Registrar of Societies etcetera will fall under the Ministry of Internal Affairs;
(viii) Commerce is an all-encompassing word and includes trade and industry. Therefore there is no need to name the ministry as Commerce, Trade & Industry. Just Ministry of Commerce is adequate.
(ix) The Ministry for Adhoc Affairs will handle all unplanned for issues such as natural disasters, national events, etcetera.
