JCC subpoenas ConCourt president
THE Judicial Complaints Commission has subpoenaed Constitutional Court president Professor Margaret Munalula and her predecessor Hildah Chibomba(Rtd) to appear before it today.
The two are expected to answer some questions before the disciplinary body in a matter where three of their colleagues, judges Ann Sitali, Mungeni Mulenga and Palan Mulonda are facing disciplinary charges for professional misconduct.
Businessman Moses Kalonde has complained against the trio for their ill conduct during the hearing of the 2016 presidential election petition, and for being under qualified to sit on the bench to interpret constitutional maters.
During the continued hearing the three “erring” judges refuted some of the allegations leveled against them and mentioned justice Munalula and justice Chibomba as their witnesses, prompting the JCC to subpoena the two.
Judge Munalula and her predecessor will either confirm or rebut some of the accusations against the trio.
They are expected to show up at the High Court commercial Court building in the conference room where hearing is being held.
Last month the JCC wrote to President Hakainde Hichilema asking him to suspend the trio to allow it probe the judges on allegations of gross misconduct brought by Kalonde.
The proceedings are being held in camera and the findings by the JCC will be a determinant for the President to either to axe the three judges or reinstate them.

This is indiscipline. These proceedings are in camera. What’s the discerning reader to make of this?
UPND are trying to come up with a narrative so that they can save Mulonda and get rid of the other 2. This shows that it is political and nothing else.
No, Sir. Not UPND. The JCC is hearing the evidence from the witnesses including from the suspended Judges and the subpoenaed former President and current President of ConCourt. This is as it should be with justice.
