MUKANDILA CALLS FOR HH IMPEACHMENT
…for breaching constitutional provisions in relation to Bill 7
Lusaka… Monday September 8, 2025 – Lusaka based lawyer Celestine Mambula Mukandila has called for the impeachment of President Hakainde Hichilema, accusing him of breaching the Constitution in the process of introducing Bill 7.
Mr. Mukandila, who also serves as Tonse Alliance National Youth Chairman, argued that nine constitutional provisions were abrogated by the President in formulating the Bill.
He said the alleged breach was confirmed by the Constitutional Court, which ruled that Bill 7 was unconstitutional and could not proceed.
He also demanded the impeachment of Speaker of the National Assembly Nelly Mutti, criticizing her recent statement on Bill 7, which he said went against the court’s ruling.
Mr. Mukandila said this when he featured on the COSTA programme on Diamond Television in Lusaka.
“Bill 7 remains unconstitutional and the court has directed that the process of coming up with a Bill should represent the wider majority citizens,” he said.
He added that government leaders should abandon the Bill altogether, stressing that the President’s directive to defer the Bill was meaningless since the court had already declared it dead.
Mr. Mukandila accused the President of breaching several constitutional articles including Articles 1, 2, 5, 7, and 8 by failing to establish an independent body to handle constitutional amendments.
He further warned that if Speaker Mutti proceeds with the Bill in Parliament, he and others would commence contempt proceedings against her.
“There was a breach of the Constitution by the President in coming up with Bill 7 which is impeachable. This Speaker is a traitor to the democracy of the country, even her statement is impeachable,” he charged.
That’s the way to go.

Whoever will dare bring back Bill 7 on the floor of Parliament should be held in Contempt of Court.
No need to even labor on this, the President and his Speaker should be liable for Impeachment if they dare bring this illegal Bill back to Parliament..
It’s high time we got serious as a country in the respect of our Constitution, and our Democractic Institutions.

When HH mentioned the introduction of free education and increments of CDF, the buffoons wondered whether HH was normal, for they didn’t believe that such things would work. When HH increased the floor prices of maize, the buffoons still wondered. When HH reintroduced meal allowances for students and mentioned of recruiting over 45, 000 civil servants, the buffoons almost protested, for they still thought HH was mad,. This Time, when the population has risen to over 22milion from 9million in 1991, when the last delimitation was done, and when evidently, some constituencies have become too populated and vast for fair distribution of CDF and equatible service delivery to take place, the same buffoons are now dreaming of impeachment of hh. What a shame! HH has seen it wise and developmental to come with Bill 7 to work out this, but the buffoons with their corrupt crooked egos are attempting to oppose the good thing for the nation.what a shame!

The Constitutional court guided that more time should be given to stake holders to debate and digest the content of the proposed bill. How can anyone declare a proposal illegal? It is like saying there should be a divorce even before a couple are married.
The bill is still in the PROPOSAL stage. How do you impeach anyone for something that does not even exist? Mungulu bweka bweka ba lawyer..

The population has increased indeed. But it’s not the sole determining factor for delimitation. There are other considerations such as the geographical span etc.

The Answer is NO .
The population growth of all the 9 provinces from the last Census have been given, Southern Province population growth has not been given yet. Kindly read Hon Situmbeko Musokotwane ‘s statement to Parliament on brief on Population Census Report.Southern Province is Missing.

Secondly Hakainde is keeping the delimitation report secret. How do you expect people to debate a Bill when critical information is being held secret.
Thirdly, there are no Constitutional Provisions, noted even by the Constitutional Court, through an act of Parliament entrusting , entrusting a legally empowered body to Amend our Constitution.
All this is in Hakainde’s pocket..by his pocket and for his pocket.
My brother, we are a country of Laws, governed by our Supreme Law, the Constitution of Zambia. You don’t just wake up and say I will create 55 more Constituencies! How and where?
If Hakainde dares to bring Bill 7 back to Parliament, Impeachment Proceedings should be commenced against him.
He is not above the law.

Impeachment of a president is a political-legal process and not a media show. It starts politically and requires numbers by those sponsoring it. If there are no numbers, it collapses.

And CDF is not Constitutional. It’s a program started by MMD, continued through the Patriotic Front, and enhanced by the UPND.
If some other party comes into power, it will look at things differently.
It may emphasize the central government ‘s role, Centralized planning, Projects, Implementation, monitoring and Control.
Another party will think tailoring development along Our Rivers will take development to the people… or even General Miyanda’s village concept. These are party programs and not constitutional issues.
CDF is not a determining factor in creating more Constituencies.

Even their lawyers are just social media actors. They failed to impeach their own when he was busy looting and raping the constitution. In 2026 refuse the wanted only confusion by not voting for the opposition of propagandists, fake news producers and those who deliberately manipulate the truth with false stories.

Counsel Mukandila is not a Social Media Lawyer.
It was him and Munir Zulu who took Bill 7 to the Constitutional Court, and the court listened and made judgement. Hakainde hastily removed the Bill from Parliament after ‘sensing’ that the judgement was going to be against him.
Mr Hakainde is now stuck with the Illegal and Unconstitutional Bill 7. He can’t do any consultations with members of the Public. Who in his right senses can debate a Bill deemed illegal and unconstitutional by the Constitutional Court.
And note that Hon Mukandila is not just a Lawyer, but a member of Parliament, and he can move a motion to Impeach the President, which can be seconded by another Member, setting in motion the Process..Yes the numbers are not there to Impeach him, but just the Process will shed light on Mr Hakainde Hichilema ‘s Governance, Disrespect of our democratic institutions, and Court decisions.
