Proposed Sana’a–Riyadh Agreement Outlines Ceasefire, Full Saudi Withdrawal from Yemen

A proposed agreement between Yemen’s Sana’a-based authorities and Saudi Arabia calls for an immediate ceasefire, a complete Saudi military withdrawal from Yemen, and an end to mutual interference in each other’s internal affairs.

The proposal, reportedly mediated by Iran and Oman, with political and security guarantees from Turkey and Pakistan, outlines 10 provisions aimed at ending the direct conflict between Sana’a and Riyadh.

Key terms include halting Saudi airstrikes and Yemeni missile and drone attacks, exchanging prisoners and remains, reopening airports and seaports, and preventing cross-border ground operations.

The draft also calls for both sides to stop supporting hostile parties, respect each other’s sovereignty, and formally declare an end to the state of war.

Under the proposal, Iran and Oman would facilitate implementation, while Turkey and Pakistan would provide political and security guarantees. The agreement would not cover military operations involving other parties in Yemen.

The proposal aims to end the direct Saudi-Yemeni confrontation and establish a framework for peace without external interference or political guardianship over Yemen.

The proposal’s status and whether the parties have formally accepted its terms remain unconfirmed.
