UNITED STATES EXPANDS SANCTIONS ON RUSSIA’S VTB OVER IRANIAN FINANCIAL NETWORK

The United States has imposed additional sanctions on VTB Bank, accusing Russia’s second-largest financial institution of helping Iran evade international restrictions and attempting to move billions of dollars in frozen Iranian assets.
VTB was already blocked from the American financial system over its role in Russia’s state-controlled banking sector and Moscow’s full-scale invasion of Ukraine. The new action places the bank under a separate Iran-related sanctions authority, substantially increasing the risk for foreign financial institutions that continue conducting significant transactions with it.
According to the US Treasury Department, VTB established correspondent relationships with sanctioned Iranian banks, expanded its presence in Tehran beginning in January 2025 and created a settlement system using Russian rubles and Iranian rials. This structure was designed to reduce reliance on Western currencies and expand trade between two heavily sanctioned governments.
Treasury stated that VTB took steps to transfer billions in frozen Iranian assets. The wording does not establish that all those transfers were successfully completed, but it identifies the bank as a major component of the financial architecture being built between Moscow and Tehran.
The significance extends beyond one Russian bank. Foreign institutions that continue facilitating major transactions through VTB could now face secondary sanctions, potentially restricting their own access to the US financial system.
VTB was previously sanctioned on February 24, 2022, and received another Russia-related designation on January 15, 2025. The new Iran-related penalties make it one of the most comprehensively sanctioned financial institutions in the world.
Russia and Iran are increasingly attempting to build a parallel system for moving money, expanding trade and sustaining their military industries beyond the reach of Western restrictions. Washington is now warning the banks connected to that system that helping Moscow and Tehran may carry consequences of its own.
