The history is very clear but people have not been very enthusiastic to resolve the problem it has brought despite all the centuries that have passed. It is like another case of Rohingya Moslems who are almost stateless. Myanmar does not recognize them, so does Bangladeshi and these people keep on suffering and dying.
So if AU wants the M23 issue to come to an end, let DRC recognize the Tutsi people within its borders as Congolese and not Rwandese. That should be the first step and everything that will follow will be very easy. What is obtaining in Congo and Rwanda is also there in other countries, e.g. in Belgium itself where King Leopold came from, on one side people speak French while on the other side, they speak Flemish which is very similar to Dutch. In Africa they managed to teach French and that’s how DRC, Rwanda and Burundi became French speaking countries. In this part of Africa, Zambia, Mozambique, Angola and the same DRC, the tribal groupings along the borders of these countries are found on either side of the border. But Zambian Chewas are not Malawians or Mozambicans and vise versa. Zambian Lundas, Luvales, Chokwes, Mbundas and Luchazis are not Angolans or Congolese and vise verssa. So we are peaceful here because each country recognizes its own people despite being of the same tribe with the groupings on the other side of the borders. It would be delusional, for example Zambia to chase all the Chewas from here and tell them to go to Malawi and Mozambique. How do these people go there because they are not nationals of those countries and have never stayed in those countries. The moment any country attempts to do that, then terrible confusion follows just as we are seeing in the Kivu Provinces. Let Congo do the same thing it’s doing with Zambia and Angola, let her recognize her people despite being of the same ethnicity with Rwanda and Burundi. The sooner DRC does that, the better and this long standing conflict will come to an end.
