CONSTITUTIONAL BILL WILL PASS – BINWELL
… opposition doesn’t have numbers to stop it

Nkana member of parliament (independent) Binwell Mpundu says the opposition political parties do not have the numbers to stop the proposed Constitutional Amendment Bill from going through in parliament.
Last week, Caritas Zambia Director Fr Gabriel Mapulanga urged members of parliament who raised concern with some of the provisions in the proposed Constitutional Amendment Bill to vote against it when it goes to parliament.
This was after the government published Bill number 7 of 2025 and called on civil society organisations and constitutional lawyers to take keen interest and interrogate the document.
Various key stakeholders in the country have urged the government not to go ahead with the proposed amendment of the Constitution citing bad timing.
Others fear that the UPND might manipulate the Constitution and prolong their stay in power following their determination to rush through with the Bill, amidst heavy opposition.
And reacting to Fr Mapulanga’s comments and if he thought the ‘loyal’ opposition members of parliament had the numbers to shoot down the Bill, Mpundu said yesterday that it was possible that the Bill would pass and become law because

Nothing is certain yet.
Even it is passes, it will disadvantage him and his people once we boot him out of power. We will even enjoy immunity from cyber laws but his people will be subjected to it. The shoe will be on the other side. He who laughs last, laughs loudest. REMEMBER THAT!

We hear alot mumbling on the bill. Critic clause by clause ibjectively so that any reasonable critisms can be not for the nay sayers.
We have folks making statements devoid of the real issue.
1. Aspects raised that find pertinent are the delination. What is so bad about increasing the number of constituencies? The rationale is very clear. Service Delivery.
2. Are we against the youths, disabled and women quota? Why?
3. Bye Elections – what is exactly wrong with the suggestion. Can folks crunch the number based on the cost? As cost has been the reason suggested for amending the clause.
Any other clauses raised and why people feel it bothers them?
4. 90 step down of ministers when Parliament is disolved. Why should Ministers hold office when Parliament is dissolved? Why should they continue getting paid and using public resources. Was that not a contenious issue in the Lungu regime? 90 days is not too long to wait? The Civil Service can still operate. This is why we have PSs they are the civil Servants and this is why political appointees to this position muddy the waters. The same man that is now back tracking on the Ambulance issue is a political appointee to a public service position and this why he finding himself compromised; making half wit statements while moving goal posts.
These are amemdments to issues that have been seen as non contentious. Not making of a constitution.
