Mbula urges Hichilema to strengthen anti-corruption measures

AMB.LESLIE MBULA has called on President Hakainde Hichilema to strengthen measures in the fight against corruption, emphasising the need for support from all Zambians to achieve desired results.

Addressing the media yesterday, OCIDA founding trustee Ambassador Leslie Mbulo praised President Hichilema’s consistent stance on zero tolerance against corruption but noted that achieving significant progress requires collective effort.

“The President has been consistent in his fight against corruption but will likely not achieve the desired results if he is not supported by all citizens because of the complexity of the vice,” Mbulo stated.

OCIDA expressed concern over the lengthy duration of corruption case resolutions and urged the President to expedite these processes.

“Cases of corruption are taking longer than necessary to conclude. It is critical that these cases must be concluded quickly so that those who betrayed the people’s trust can be made to pay,” Mbulo said.

The association also emphasised the need for legal reforms, particularly the enactment of subsidiary legislation on asset declaration to enhance transparency.

“Asset declaration is a good practice to enhance transparency. However, there is a need for an enabling law in this direction,” Mbulo explained.

Meanwhile, OCIDA called for the appointment of a substantive Director General and a new board at the Anti-Corruption Commission (ACC) to ensure the fight against corruption is not derailed.

“Corruption is a cancer that must be fought at all costs,” Mbulo asserted.

Additionally, OCIDA urged President Hichilema to initiate dialogue with opposition political parties to foster unity and address the country’s challenges, including the drought situation.

“Dialogue is an important ingredient of democracy. All stakeholders should be brought together to find solutions to challenges such as load shedding and the food deficit,” Mbulo said.

The association also highlighted the need for thorough investigations into the disbursement of the Constituency Development Fund (CDF) to prevent misuse and ensure accountability.

“We call upon citizens to take a keen interest in this fund. Government should support local initiatives by building capacities for monitoring and evaluating programs and projects in their respective constituencies,” added Mbulo.

  1. There’s nothing that Honourable Silvia Masebo has done to warrant losing any or indeed her Ministerial position. Nothing at all.

    But what government and indeed our Republican President , His Excellency Dr Hakainde Hichilema should be aware of is that the PF crooked group of thieves and bunch of Satan’s agents headed by the serpent himself, the proclaimed snake – green mamba himself that serpent, the devil who leads most people astray, Mr edgar chagwa agwa changwa lungu who always presents himself – according to his own confension as a dove but with that serpent dangerous vernon to deceive the masses like his master the devil, Lucifer moving always with that demagogue style which is now spreading all over in innocent human beings’, spreading lies and divisible information on social media, radios stations, TV stations and on the streets by using his and their blood stollen money to cash out to who ever they found in a vulnerable state in order to devour them in spreading false-hood and provocative but also arrogance divisible statements /information., like their master the devil who already knows his fate and also his very close associates whom together were rooted and thrown out of government knows their fate because everyday that comes points to their being in custody or close to their being prosecuted and jailed for what they did wrongly -they know that the judgement of their wrong doings is already catching up with them and also catching up with them speadly so they want to involve innocent people to be in their web since they know they have nothing to lose but to go down with under with alot of other people whom they have targeted – always bringing and brewing confusion which to them in their club is always job well done and they always celebrate.

    Watch out for these people, who they are and their motives.

    Focus not on them but on the job that you have already started doing for the people of this great country Zambia and results are all over to be seen by well meaning Zambians.

    They are on a mission to distabilise your team and once they see many cracks in the ranks, to them in their dark world they will ululate and celebrate. Watch out and be on the look out. We are behind you.

    Your team! This team of Ministers are hard working while these crooks led by Lungu, Emmanuel Mwamba, Antonio Mwanza, Freddie Mmembe are always trying to chock them by using their agents evil cocking mud in the system.

    Additionally ,Let the Ministers be always on the ground to fetch for information, monitor and see how programs and pronouncements are being implemented. Like Honourable Collins Nzobvu always does and see how he is bringing most of the hidden covered in the mud and being and what planned out there- let all the ministers not just rely on their technocrats but verify their reports by physically going down streams. ” WATCH OUT FOR THESE Evil PEOPLE THE AGENTS OF The DEVIL” who are up for nothing but to disturbing you and your gallant team! please be aware of them.

  2. Again the title and name attributing that Masebo be fired is not quoted in the article.
    Another attenpt at Kepachas to sway the narrative?
    If the said former Secretary to the Cabinet and not Ambassador as the article again misleads us, suggest that Masebo be fired. The article doesnt state so apart from a misleading title. Neither is there a statement from Mr. Mbula to explain his rationale.
    The Katele Kalumba and other officials case took more than a decade to prosecute. Chiluba died before he was prosecuted. X Chungu case lost traction and the facts remain murky at best. I therefore understand where Mr Mbula is coming from given that he was also leading another institution that last property under mysterous corrupt circumstances. But let us remember that we want investigations to be thorough and meticulously done. In a way that when the Prosecution presents them no matter what arguement the Defence may offer the courts will find the perpetrators guilty. And the scrouge/vice will be seen as a fruitless pursuit.
    Corruption is a complex crime often involving collusion. And the facts often hidden by other actors.
    So before urging that “blood be drawn” be sure that the facts support the assertion. Masebo was earlier said to have been involved in some scandal by some South African businessman. Was that not just a person seeking her removal so that he could have his way at the Ministry? Remember the Honey Bee scandal where the Minister was said to have been at the Center when the matter got to court, he walked?
    With all due respect sir, and I hope the statement attributed to is not true. But we have also read, from former leaders and lawyers the different points of view about the Board and Operational nature of the ACC.
    The Board is toothless at law. And I ask the significance of it to the operations. Mr. Russell rightly said that reporting to the President is a step in the right direction. It would be helpful delve deeper to understand his rationale. What purpose does it serve apart from giving people the notion that they are important yet not doing anything for the organisation and drawing sitting allowances.
    Is the Board therefore suppose to provide oversight to the DG? In what sense if he reports to the President? Administratively or technically? Certain position are effective in certain settings. Its also important that the appointees understand and not abuse the arrangement.
    Its from this point that I question Mr. Mbula’s statements but not take away his advice on the need to hassen and fight corruption cause of the damage it causes to our society.

    • I am equally baffled by the fact that there is no correlation in the heading and the contents in relation to Hon. Masebo and other Ministers.

    We are being ruled by thieves, again. Except this time, the thieving is at tsunami level.
