THIS IS BILL 7
Here are the 13 amendments to the Constitution of Zambia (Amendment) Bill, 2025, along with reasons why we should support them:

– Reason: This will allow experienced leaders to continue serving, promoting stability and good governance.
5. *Harmonization of parliamentary and council terms*: Aligning terms to 5 years, promoting stability and good governance.
– Reason: This will ensure consistency and predictability, allowing for more effective planning and implementation.
6. *Vacancy in Minister’s office 90 days before elections*: Ensuring accountability and transparency.
– Reason: This will prevent abuse of power and ensure a smooth transition.
7. *Revised qualifications for Secretary to Cabinet*: From 10 years to 5 years, promoting meritocracy.
– Reason: This will ensure the best candidates are appointed, regardless of experience.
8. *Attorney-General and Solicitor-General continue in office*: Until new appointments are made, ensuring continuity.
– Reason: This will ensure stability and consistency in government operations.
9. *Revised definition of “child” and “adult”*: Clarifying legal definitions, promoting clarity.
– Reason: This will ensure consistency and clarity in laws and policies.
10. *Election petition deadlines*: Specifying timelines, promoting efficiency.
– Reason: This will ensure timely resolution of disputes, promoting stability.
11. *Inclusion of MPs in councils*: Enhancing representation and participation.
– Reason: This will ensure MPs are more involved in local governance, promoting accountability.
12. *Revised nomination procedures*: Addressing resignations and disqualifications, promoting fairness.
– Reason: This will ensure a smooth and fair process, promoting democracy.
13. *Clarification of partial terms*: Addressing ambiguities, promoting clarity.
– Reason: This will ensure consistency and fairness, preventing abuse of power.
Overall, these amendments aim to strengthen democracy, promote accountability, and enhance representation and participation in Zambia.
I think this is one of the best amendments.

But personally, I do not see any issue here unless the writer has hidden something from us , the increase in constituencies has actually more benefit to the general public. Look here even if we divide Kanyama constituency into twenty new constituencies it will not change the number of voters then how is the politician going to benefit the answer here is zero.

Explain to me how you came up with 55 additional Constituency Parliamentary seats.
Show me how these extra seats are spread through out the Country.
If you won’t give me this information, then I don’t want to see the Illegitimate and unconstitutional Bill 7 any where in my Country.

In Zambia we shall be drailing ourselves if we fight to see every report the government receives even when it’s not for our consumption. For example, MMM never released the Gabon Air disaster, Sata never released the Rodger Chongwe Commission report on Western Province, the same Sata increased districts from 72 to 116 and provinces from 9 to 10 just by the word of mouth, no consultations, no parliament and no one complained. But what has changed now. Mundubile is saying Bill 7 is very dangerous others are saying it’s toxic. But they can’t explain how dangerous and toxic it is. People have different opinions and different levels of understanding, let them explain to us so that we can understand Bill 7 the way they understand it, otherwise we can’t just be following or protesting blindly.

I now present how Stinky, Toxic and Evil the illegitimate and unconstitutional Bill 7 is.
If the illegitimate and unconstitutional Bill 7 is allowed to become law, it will make effect the TOP SECRET ECZ Delimitation Report…
As a result the UPND will be assured of 95 constituency based Parliamentary seats in 3.5 provinces of Zambia, namely Southern, Western, Northwestern and part Central Province. ( Let the delimitation report be released, and the spread of the 55 extra Constituency based Parliamentary seats if my assumptions are wrong)
No Opposition party will win any constituency based Parliamentary seat in Southern, Western and North Western Provinces of Zambia.This is a fact.
The major political party, the Patriotic Front is as of today not on the ballot..
This leaves the UPND to battle for the other 99 Constituency based Parliamentary seats with other small Parties..and your guess is as good as mine as to what will happen.
Assuming a 50% showing by the small Parties, UPND gets an additional 47 Seats resulting into 146 Constituency based Parliamentary seats.
Further assuming 50% showing of small Parties on the Proportional representation ballot, the UPND gets 11 more seats resulting into 157 Seats.
If Mr Hakainde wins the presidency, with 10 Nominated seats, the UPND will get a total of 167 seats in a 216 Member National Assembly.
And am even being generous to the small Parties.
This is what will happen come 14th August,2026 if the evil Bill 7 becomes Law.
With the Illegitimate and unconstitutional Bill 7 becoming law, and the major political party being excluded from the elections, expect more or less a single party, UPND , in Parliament. The death of our Multi Party Democracy.
The Legislature will be held by 3 regions of Zambia, namely Southern, Western and North Western Provinces.
Whoever holds the Legislature owns the Country. They will have the power to make and unmake laws.
The laws such as 50+1, Having a Running mate, 2 – 5 year Terms, the years in a Term can easily be changed after 2026.
Even Zambia being a unitary state to a federal structure can be changed.
No laws will be allowed on the floor of the house if the interests of the 3 regions are not taken care of..And no Constitutional Amendment will ever pass through in Zambia unless it’s from the majority 3 regions or their interests are taken care of.
It’s like having a state within a state.
Then the methodical rule will begin… from the Speaker , Deputy Speaker, Chief Justice, Deputy chief justice, Attorney General, Solicitor General, Secretary to the Treasury, Bank of Zambia Governor, ACC Director / Commissioners , ECZ Chair person/ Commissioners… will be rubber stamped by a 3 regions Parliament, as the other regions watch.
This is Hakainde’s Scam.
That’s why he desperately wants the illegitimate and unconstitutional Bill 7 to pass before the 2026 Elections.
It’s about power…and power to be owned by 3 regions.
