Latest Auditor General report ending December 2024 reveals that the Ministry of Agriculture disbursed K68,268,150 to 1,094 loan beneficiaries in 12 districts. K18,310,678 was to be recovered but only K5,351,499 was with K12,959,179 unrecovered. Why? Was it political handouts or gifts to UPND cadres?
The AG report also reveals four terminated contracts worth K48 million had K12 million in unrecovered advance payments as of August 2025, see, AG Report on Ministry of Water Development and Sanitation

Such disclosures should not be taken lightly nor frowned upon with partisan disdain. They reveal the depth of the rot in our society.
It is discouraging to see loans not repayed and the culprits getting away with it. This culture of total disregard for national resources must be dealt with firmly and effectively by holding people to account.
Meanwhile, the finance minister is busy introducing new tax regimes and hiking the existing ones, so that more resources can be frittered away to irresponsible individuals.
This really sucks!
Until the like of Fred Mmembe pay their debts to whom their decisions have inflected pain and suffering. Mmembe is nothing but the biggest hypocrite.
Lets not look at issues narrowly. Mmembe reckless decisions led to the closure of the Post newspaper. His reckless borrowing in the Zambian Airways saga (a venture that was not feasible and should have been inevitable as a accounting graduate) led to a financial burden to invest trust bank.
Yes, all criminals more so those that steal from the Public purse need to be caged. With stiffer sentences. But with dwindling donor support and the big hole left by Pf borrowing. Public programs can not be suspended. Its absurd to suggest that these should be done away with as they support uneconomical aspect of our society and can only be sustained by taxes and levies. Lets not pretend that money to fund these aspects of our lives will merge by supernatural means. Its being naive. The Minister is just doing what his job entails
Fools like Mmembe would be have no different from Edgar Lungu, Trump or indeed his socialist buddies. Stuff their pockets with wealth and money while call names without any pragmatic solution to the issues that would plague us as a nation.
Suck as it may…its reality. A deal life has dealt us with. And we would do well to be objective. Change our mindset of handouts and skidroll to patriotism and hardwork
