KINKONGE GOLD BETRAYAL: CADASTRE DATA CONFIRMS WHAT DCs AND CHIEFS FEARED – TRAINED COOPERATIVES LEFT OUT, INDIVIDUALS BATCH-APPROVED ON ONE DAY

There is revealing evidence. All hands are pointing at DPS northwestern Province. Now the cadastre portal has spoken.
1. WHAT PORTAL DATA SHOWS – FACTS, NOT RUMORS:
On 24th August 2026, mining rights were approved these were not among trained cooperatives in the comprehensive safe mining training structured by the government using tax payers money under the directive and instruction of the President Mr. Hakainde Hichilema.
Allocation of 89 tenements closed on the 17th October, 2026 yet individual Artisanal Mining Rights (AMRs) were granted with tenaments leaving out trained cooperatives
– AMR 42822, 42824, 41516 – All Active
– All 100% individual holders
– All 6.66 Hectares
– All granted on 24/08/2026
– Application dates are different (05/12/2025 and 19/08/2025) but grant synchronized.
Question: If Government policy was to give 2 cooperatives per district from 450 or 1200 trained cooperative members, why does public portal show batch granting of individual 100% rights on the same day?
2. WHAT THIS MEANS FOR 11 DISTRICTS
Chavuma, Zambezi, Kabompo, Manyinga, Mufumbwe, Kasempa, Kalumbila, Solwezi, Mwinilunga, Ikelenge, Mushindamo – cooperatives from these districts that benefited from Government-sponsored training have been left out. They have certificates, no tenement.
Instead, individuals who never attended training allegedly have tenements. Portal evidence supports this fear because none of the three licenses show cooperative name or district tag or chiefdom representation.
3. DPS WORKED IN ISOLATION – DCs CONFIRM:
– Dean of DCs Mr. Kamuna has no clue what DPS did.
– Solwezi DC Mr. Fulwe personally took selected cooperatives to DPS, he refused.
– All DCs across the province were told he will handle this process from his administration.
This is not how New Dawn works. New Dawn works with consultation. DPS put the last nail on the dying hope of many vulnerable people in the province.
4. BETRAYAL OF CHIEFS AND SUBJECTS – GOVERNANCE IMPACT:
Cooperatives represent chiefdoms. Each cooperative has Royal Highness backing. By excluding them, DPS has:
a) Betrayed Chiefs: Chiefs gave land for formalization. If their subjects are excluded, Chiefs lose trust in the Government. They may withdraw land, allow illegal mining back, leading to deaths.
b) Advanced Poverty: Kinkonge was supposed to be a poverty exit for million households. When you give 6.66 Ha to individuals instead of cooperatives representing 20-30 members each, you advance poverty. One man eats, 30 families starve.
c) Promoted Other Regions, Punished Northwestern: How can Northwestern gold benefit outsiders while Northwestern people watch? This is why the province remains poor despite being the richest.
d) Destroyed President’s Credibility: President said “I will personally supervise, Kinkonge is for Zambians, no foreigners.” When his own DPS allegedly allocated to individuals in batch on one day while leaving trained locals, people say “President lied” yet the President did not lie, his officer betrayed him.
5. THE MAN WHO NEVER LEARNS:
In Mushindamo when he was Council Chairperson, the same concerns of self-centered leadership were raised. Today as DPS with Government vehicle, Government salary, Government allowances, traveling allowances comfortable, yet allegedly not satisfied to even go for what should benefit poor people.
How will people trust President Hakainde Hichilema when officers are selling out what should benefit poor Zambians?
6. WHAT WILL HAPPEN NEXT – STRAIGHT SHOTS
If the President Does Not Act Within a few weeks;
1. Chiefs Revolt: Royal Highnesses across 11 districts will summon emergency meetings and issue statement withdrawing support for formalization as it does not benefit their subjects. Kinkonge will give a third revelation of what transpired in Mwinilunga Kanseseli, and Kasempa Dengwe where locals never benefited from endorsed resources in their land.
2. Youth will go back to pits:450 trained miners will go back to illegal pits with anger. More deaths, more mercury, more insecurity and Government will be blamed.
3. DCs Lose Morale: Most DCs bemoan privately. If they are sidelined, they will stop implementing any provincial directive. Provincial administration collapses.
4. UPND Loses Northwestern: In 2031, people will vote with gold anger. They will say “We trusted President Hichilema with our gold, his DPS ate it.” Opposition will use this portal data as campaign material.
5. ACC/DCC Must Step In: With portal evidence of batch individual grants on 24/08/2026, ACC has prima facie case to audit entire 89 list. If an audit shows the majority are individuals not cooperatives, this becomes a corruption case.
7. WHAT THE PRESIDENT MUST DO TODAY – NOT TOMORROW:
1. Suspend all 89 licenses pending audit Ministry of Mines to publish full list with holder type, district, training status.
2. Summon DPS to State House – Let him explain with documents why individuals got 6.66 Ha on the same day while cooperatives excluded, why he worked in isolation, why Dean Kamuna and DC Fulwe were sidelined.
3. Reinstate 2-Cooperatives-Per-District- As originally intended, ensure Chavuma, Zambezi, Kabompo, Manyinga, Mufumbwe, Kasempa, Kalumbila, Solwezi, Mwinilunga, Ikelenge, Mushindamo cooperatives that were trained are first beneficiaries.
4. Ministry of mines and mineral development to Verify – Cross-check training attendance register vs cadastre holders.
5. Public Hearing in Mufumbwe. Let Chiefs and cooperatives speak, live on radio.
CONCLUSION:
DPS, you are comfortable with Government payroll, Government vehicle, allowances. A poor person in Northwestern has nothing but hope in Kikonge gold. You allegedly put the last nail on that dying hope for selfish gain.
If portal data is wrong, publish the list and shame us.
If portal data is right, then you have betrayed trained miners, you have betrayed Royal Highnesses, you have betrayed 11 districts, and you have betrayed President Hichilema who appointed you.
All hands are pointing at you. Portal is pointing at you. DCs are pointing at you. Chiefs are pointing at you.
Mr. President Sir we humbly ask you to act now, or history will record that you saw the betrayal of Northwestern people and stayed silent.
Let the office of the DPS reveal to you the criteria that was used in arriving to a complete list of beneficial individuals in this saga.
NB: Mr. President Sir a cooperative that hosts all the 11 district Youths Chairman in the Province were left out. These are leaders who are working every single day grow the party while your appointed office bearers are in luxury and allowances. How will they feel about this betrayal?
Their cooperative name is still at DC Fulwe’s table because it was rejected by DPS, is this not biting a finger that feeds you?
