MWAMBA PENI SEEKS IMMEDIATE RELEASE FROM POLICE CUSTODY

Former Permanent Secretary for Special Duties Mwamba Peni has asked the High Court to order his immediate release from police custody, arguing that his continued detention is unlawful.
Mr Peni has sued the Attorney General Mulilo Kabesha, seeking a writ of habeas corpus to compel those holding him to bring him before the court.
Mr Peni says he was apprehended on August 20, 2026 by officers from the Crime One Unit, ZICTA and the Office of the President over a GRZ Mitsubishi Pajero, registration number BAP 9646, which he says was officially assigned to him while he was a civil servant.
He says he was formally arrested on August 21 for conversion not amounting to theft, an offence he says carries a maximum six-month sentence or a fine and is bailable.
Mr Peni claims he secured two working sureties for police bond, but officers failed to process his release despite repeated follow-ups by his lawyers.

How has this gentleman found himself in this situation? One would think that any PS who leaves office knows the procedure for acquiring ownership of a personal to holder motor vehicle.
This is the same guy when he was made PS he used his new position to call ZRA to audit a restaurant because they asked him to pay his bill which to him was wrong because he felt entitled. Good riddance to him and lets hope he gets a custodial sentence.
