KAMBWILI’S FAMILY WEEPS …After he is jailed for forgery

THERE was wailing and speaking in tongues as women threw themselves on the ground after Chishimba Kambwimba was yesterday sentenced to two years imprisonment with hard labour for forgery and uttering false documents.

If this sentence stands, Kambwili would be knocked out of the presidential race, either as president, running mate or indeed member of parliament for five (5) years.

A melee of mourning ensued outside courtroom number 3 after Deputy High Court Registrar David Simusamba, who sat as Principal Resident Magistrate convicted Kambwili and gave him a one year jail term with hard labour of the two accounts. Some ladies were throwing themselves on the ground while others screamed in disbelief.

After the case was adjourned, some of Kambwili’s children and relatives wept while others encouraged him to remain strong as he was driven away in a police prison truck commonly referred to as Kasalanga.

The stunned relatives were galvanised into action after they realised that their relative was now a convict and tried to go and console him but police officers stopped them in their tracks. The horde of family members, party cadres and well wishers who included some church men and women, then trooped outside.

In what turned out to be a full scale mourning, family members both and women wept openly outside as Kambwili awaited transportation to Lusaka Correctional Facility, just opposite the Magistrate courts.

One female was seen crying and praying in tongues and asking Jesus to come down and show his power. “Ilangeni mwelesa, come down and show your mighty…..”.

Shocked cadres with tears rolling down their cheeks were subdued without their leader but vowed to stand by him.

Kambwili’s relatives could not hold back their grief as Mr Simusamba sent the former Roan member of Parliament to prison after finding him guilty on the two accounts of forgery and uttering false documents but acquitted him on the charge of giving false information to a public officer.

Mr. Simusamba sentenced Kambwili to 12 months imprisonment with hard labour in the first count of forgery and another 12 months in the second count of uttering false documents. The sentences will run concurrently meaning that Kambwili will only serve one year.

This was after the court was satisfied with the evidence that the national registration card (NRC) assigned to Kambwili’s son Mwamba at the registration of the convict’s company Mwamona Engineering Technical Services (METS) belonged to Kambwili’s sister Sampa.

Mr. Simusamba agreed with evidence of complainant Chilufya Tayali, who is Economic Equity Party (EEP) president, and arresting officer Stanley Mumbula that the person Mwamba Chishimba, whose name appeared as one of the directors in METS at its registration, was fictitious as Kambwili’s son was a minor aged eight and could not be a director at law in 2001.

In mitigation, defence lawyer Musa Mwenye said Kambwili is a family man with five children and a grandfather responsible for a large extended family. He said Kambwili is diabetic, hypertensive and that he sleeps with a sleeping machine without which he faces the danger of dying.

LUCKY Mulusa says former president Rupiah Banda’s tears after he lost the presidency in 2011 have been justified by the poor state of the economy.

He says Felix Mutati and him, when they joined the President Edgar Lungu’s government, tried to assist the PF on how not to govern wrongly

“So, by the time when we joined them five years later, the wheels of development had already started coming off,” Mulusa explained.

Featuring on Hot FM’s Red-Hot Breakfast Show yesterday, Mulusa who is the newly formed opposition Movement for Democratic Change interim secretary general, said Banda cried for the nation and not for himself.

He said the MMD was running the economy effectively as could be attested to by the reasonable prices of commodities such as fuel and mealie-meal that time compared to today.

“Running a government is like running a relay. So, you’ve got one runner with a baton in the hand, who runs and hands over at a particular point in time to the other. So, the first runner is actually in front of the rest of the competitors; and that’s where we were as the MMD then. When we handed over that baton, we actually gave them a very good pole position,” he said as one of the presenters reminded him that the mantle was taken from MMD after people rejected the then ruling party. “But that’s what the Constitution says. It calls for an election, and when you lose you handover gracefully. Of course, there was regret, and if you notice RB cried. I’m sure he cried for… he wept. Yes, he wept for the nation, and those tears were actually right, looking at where we are today.”

Mulusa outlined various parametres on which the current government could be weighed against the previous one.

“Let me just refer to a couple of parametres when the PF took over from the MMD in 2011. And [Lusaka lawyer and PF member Kelvin Fube Bwalya] KBF has been able to line them up very, very well. You know, we had the kwacha to the dollar, I think operating around K5.04 to a dollar. We had fuel well below K10.00 – around five kwacha [per litre]; we had investor confidence running very high,” Mulusa explained. “And that’s why the initial Eurobond of US $750 million was four times oversubscribed. It was oversubscribed, and that was an indication of the investor confidence that had been cultivated and left at a particular level and handed over to the PF. Economic growth was running at 7.5 per cent. And if MMD had still been in power we would have been talking about that particular growth actually breaching 10 per cent.”

He said first finance minister in the PF led government Alexander Chikwanda could not complain about an empty treasury because he found it full.

“Now, today nothing of those fundamentals are in place. So, they were gradually destroyed. And that’s why every single finance minister, except for honourable Chikwanda, has actually cried that, ‘I have inherited an empty treasury’,” Mulusa said. “But ba Chikwanda never said he inherited an empty treasury because the MMD government was running the economy effectively, efficiently, and was growing it at an impressive trajectory.”

Asked why people should trust him and Mutati when they both served under President Edgar Lungu and were part of the problem, Mulusa exonerated himself.

“At the time that we joined the government of the Patriotic Front, the foundations had already been created. You will recall in 2011 when both president Mutati and myself were in parliament, our debates always tried to assist the PF on how not to govern wrongly, and the records are there. So, by the time when we joined them five years later, the wheels of development had already started coming off,” Mulusa explained. “And what we did in terms of our participation is assist slow down degeneration of the welfare of the nation, and also try to promote good governance practices. We did our work and we did it well. So, it’s not right to say president Mutati or myself were part of the problem. We actually slowed down the problem. And I will explain how we slowed down the problem.”

He said the PF prioritised wrong projects for political expediency.

Mulusa said it’s because of such misplacement of priorities that the country was in the current mess. “When I became advisor to the President, I re-sequenced project implementation. I made sure that projects, actually in terms of road construction, were done in a manner where we would start with roads whose value contribution to the economy would actually cross-subsidise the creation of social roads. But before that it was the other way round,” said Mulusa. “And that’s why you’ll find that if you go across the country, you’ll find that most of the road works from 2011 under the Link Zambia 8000 was actually driven through political expediency rather than economic expediency. And that’s why roads that contribute so much to the economy like the Kafue/Mazabuka Road, the Solwezi/Chingola Road took long to be completed. But other roads were quickly completed and they were financed through loans. Now, when you get a loan, implement a project that will contribute cash flows to repayment of that loan so that you don’t overburden the economy. The economy has a carrying capacity. And this economy’s carrying capacity was reached as early as 2013.”

The Life of the National Democratic Congress (NDC) party President, we can learn something on what is happening to his life, the same way like what happened to Joseph in the Bible, if we really want to understand certain circumstances we should consult God and ask him to explain to us what is teaching us in a certain situation.

To All the NDC members and sympathisers we should not worry Dr Chishimba Kambwili has a divine purpose for this country hence these persecutions, Dr Kambwili is destined to rule this country come 2021, hence there is no test without a testimony

The secret is to kept our eyes on God,

“Lord, thank you for the lessons you’ve taught us through Joseph’s life. Encouraging us through his life to seek you more intimately and to trust you for every situation that comes into our lifes. Keep us mindful that you are always in control.”

The National Democratic Congress (NDC) party President Dr Chishimba Kambwili was found guilty on two (2) accounts and was subsequently given a sentence of 12 months on each account and the sentence to run concurrently meaning : He is going to service both 12 months at the same time which brings him to serve 1yr.

I would like to encourage our members out there. Coming to the eligibility of our President in 2021 general elections, this means our leader is still eligible to appear on ballot paper because he is serving less than 3 years according to our constitution article number 100 (2) of the laws of Zambia.

Unless otherwise; we are on the right track and who ever advised the ruling to allow such nonsense to happen to our President doesn’t love them and they are just cheating themselves .
What the government is doing is campaigning for us for free and we could only thank them for that. The PF have just added more salt to the wound as when our President comes out from that confinement, he will be more wounded and he will definitely increase more volume. To the Zambians out there, let’s learn something out of this and this should only show us that PF can never be trusted and we should show them an exit door come 2021.

So to our party members and sympathisers country wide let us stay calm, remain praying for our President and let’s keep on mobilising our party as its darkest before dawn and very soon we shall be celebrating.

The conviction of NDC president Dr. Chishimba Kambwili yesterday by Magistrate Simusamba is a pure abuse of public institutions by Mr. Edgar Lungu and his minions who continue to determine the verdict of these cases and use Judges as vuvuzelas .We have argued time and again, that Lungu is a pure blood dictator! devil worshiper who is here to destroy Zambia through abuse of authority as he continues suppressing critical voices using public institutions like the judiciary and police.

We have been vindicated by our recent reports to the international community of Lungu’s government planning evil against Zambians ahead of the general elections. The conviction of Mr. Kambwili for two years with hard labour has nothing to do with the case in question, but facts are that he patriotically and objectively refused to return to his PF vomit.

State house sources have narrated to us how PF government wanted Kambwili to return to their camp by slapping him with trumped up charges. We therefore, today want to honor CK for not succumbing to them but offer his life for all Zambians across the Political divide.We are aware of Mr. Lungu’s plans to arrest all prominent opposition leaders before 2021and smear them with criminal records so that they are technically disqualified from contesting. They have done their evil schemes on Kambwili, and now they are after Hakainde Hichilema, be alert fellow Zambians. It will be up to us Zambians to say no to this level of injustice or perish all together.The international community should take the Zambian case as an emergency issue as the Zambian judiciary roadmap to criminal justice is botched up. There is rampant abuse of human rights. A few days ago, it was UPND officials Mucheleka and others who were wallowing in prison and now Mr. Kambwili.

Zambia has been in a state of progressive Rigor Mortis since 2016 when the PF regime under Edgar Chagwa Lungu made their forced entry into the corridors of power. We have witnessed the most horrendous constitutional regression leading to the current legal commatose and Constitutional Rigor mortise. Rigor Mortise is a state of death characterised by the stiffening of the body after death. It’s triggered by the absence of blood due to the cessation of circulation after death.

The oxygen of democracy and Constitutionalism has been completely cut off from the circulatory system of good governance.The Zambian Constitution as a framework for systematic functioning of the national machinery has been regressing at an alarming rate.

True to President Lungu’s campaign promises, we have all seen the closure of the Post Newspaper in legally contestable circumstances. Despite contesting the tax computation, the post was closed without regard to other options such as curative tax repayment plan. Laying down workers most of whom have died due to the depression of being out of employment.The subsequent looting and sharing of the Post Newspaper assets among the PF cruelists is to this day open to the public. The private media clamp down and selective application of the Public Order Act(POA) have all been key landmarks in the demise of our constitution. R.I.P dear constitution.

It’s apparent that the governance record for Zambia has hit the core trench of our democracy.How does one explain the sudden power shift from Constitutional bodies to the PF surrogates like magistrate Simusamba and their horde of rabid cadres. Never before in the history of any nation have civilians assumed so much power as the PF oppressive regime and their cadres. Never in the history of any nation has professionalism been ridiculed as is the case with the PF ANNOINTED.

We have professional Police officers, Judges and other civil servants with high credentials in jurisprudence who should have reformed the old mentality police of illiterates (basilikali) with aura, in the judiciary and at the Electoral Commission of Zambia. But what we have is a mess worse than the illiterate Police, judiciary and ECZ of yesterday.

Just look at the mess in the police command. PF cadres now superintends over officers on how they should arrest. Assumed Traffic offences are considered treason only to enter into nolle proseques to save the face of their corrupt master who is drunk with power. Highly Skilled investigative wings like FIC and ACC are reduced to sangoma in their noble duties (mfwiti mfwiti).

Innocent citizens are slapped with non bailable offenses for supposed mere civil infractions. The Constitution spells out governance functions and provides guidelines on operations. But when the Constitution goes into Rigor Mortise and is discarded, impulsive functioning take centre stage in a maelstrom of disjointed excitement.The Constitution is in a state of rigor Mortise.Its motor function has ceased as thugs rides on whilst shouting pa-bwato.

Today, PF self glorified thugs can wake up and set a market ablaze, initialize Nationwide gassing terror campaign, shoot, kill, tear gas, deny public permits to the Law Abiding citizens without any credible Constitutional redress available to the suppressed. PF cadres can wake up and walk into state house with a petition of uselessness and meet the President without an appointment. Yet the president can not address the nation the debt mountain that is sending many Zambians to an early grave.

Where have we gone wrong to lower the Presidency to such slam levels? The Constitution should have been our bulwark in such dark nights had it not been in this state of rigor mortise.
Where is that civil society that saved Zambia from the third term bid of crafty FTJ? Where is that spirit that exposed the Zamtrop Account saga? Where is the Law Association of Zambia, a body mandated to promote, uphold and protect the Zambian constitution?
Where are men and women who exercised Patriotism by exposing the covert attacks on our constitution? Where’s the church?

We have a firm and stubborn faith that Zambia will soon burst with vigor and vitality. The Constitution will be saved and resurrected from this homicide. Let’s love our country. Zambia is greater than all the Zambians today because it outlives them all.

*As long as you are a straight forward Zambian who is not a thief,criminal and corrupt, under Edgar Lungu and PF government you are a potential prisoner.* after they are done with us who tells them off their faces, they are coming for you all who are silent and non partisan.

Its a PF persecution- Akafumba!

NDC vice president Joseph Akafumba has described the arrest and charge of Its party president Chishimba Kambwili as persecution from ruling Patriotic Front (PF) that stand to benefit from the matter.

Akafumba told journalists in an interview that magistrate in his judgement Magistrate Simusamba made it clear that the matter was first reported the case to Amos Chanda who was at the time press assistant to president Lungu and what followed was the arrest of Dr. Kambwili.

Akafumba said by this implications the arrest of Dr. Kambwili was a project for the ruling Patriotic Front who stood to benefit from its outcome.

He said when the matter started, Dr. Kambwili not only reported Magistrate Simusamba’s bad conduct the Chief justice but asked the ACC carryout investigation to establish whether or not there was any wrong doing in the conduct Dr. Simusamba.

He said Dr. Kambwili did not only end at reporting magistrate to the authorities but also sued him in the high court of Zambia.

He regretted that this is the same magistrate who went to hear and determine the matter involving Dr. Kambwili.

He said although what has happened at court today is extremely saddening the NDC expected going by the route for trial Dr. Chishimba Kambwili took which was out of the realm of any justice system.

He observed that from the word go, magistrate has scores to settle with Dr. Kambwili and the was reported to the chief justice to suggest Magistrate Simusamba was not the right magistrate to hear the matter.

Even today when reading out the judgement, it was clear that Magistrate Simusamba was settling scores on the perceived conduct of Dr. Kambwili especially when accused Kambwili making moves to delaying the court and was going to punish him for it.

He said this is not the way it should be because in all court systems, the magistrate is required to have water in the mouth.

Regrettably magistrate Simusamba had to swallow the water and jumped into the arena to fight Kambwili and for this reason that the judgment came out in the manner it has come.

He said the party is instructed the lawyers appeal against the conviction and sentencing all the way up to the supreme court.

He is sure that the facts before court does not support the judgement and this made the chances of succeeding are very high.

He urged members countrywide not to lose hope because what happened is but just a temporal set back which has come from the PF.

Socialist Party Spokesperosn Rehoboth Kafwabulula’s Responde To Sun FM’s Off-Putting And Sexist Questions

Over the weekend, Sun FM issued a statement on the interview I had on their program, “The Public Forum”. In that statement they told many half truths and drew several wrong conclusions.

We must never mistake tolerance for acceptance of the abnormal. Sun FM journalist, Mr Kausa Mbasela asked an off-putting and sexist question at the start of the interview. “Who are you sleeping with for you to get to this position.”

He asked this at the start of our conversation. In my response to him, I had hoped he realized that the question was completely off. The fact that he abandoned this line of questioning after my response was indication to me that he realized this.

My political history with the Socialist Party is on record for all to see. I joined the organization in 2016. In 2018, I became the General Secretary of the Socialist Youth League. In September, 2019, at our Party Congress, I became a member of the Central Committee of the Party. As of July 2020, I have been the National Spokesperson of the Socialist Party. So what is questionable about my age, my position and my abilities that one should suggest I got my way to the top either through nepotism or because I am sleeping with someone.

Any journalist worth their salt would have done their homework on a guest they invite to their studio. With this public record in mind, I don’t expect anyone to ask “Who are you related to in the Party or who did you sleep with for you to get this position”.

It was my hope that Mr Mbasela would realise, in my response to his question that it was completely unwarranted, disrespectful and showed a lack of research on his part, and consideration.

When he changed his line of questioning, it was an indication, to me, that he would pursue more pertinent issues as per the interview questions sent to me.
My comrades, some women and gender-based organizations, media agencies and many individual Zambians far and wide have expressed their disappointment and castigated Mr Mbasela and Sun FM for asking such an inappropriate question. I am grateful for all the support.

I decided to remain quiet on the matter because I was of the view that Mr Mbasela and Sun FM would realise self correct their action, on the basis of my response and the public outcry that followed. Silence does not mean acceptance.

I am outraged that Sun FM would attempt to justify their behavior by insinuating that I condoned it.

The questions they sent did not contain any question asking “who did you sleep with to get to where you are”.

It is my hope that Sun FM will stop using my name to peddle a sad attempt at justification.

I’m grateful for all the support the Party has received in response to this sad turn of events

Opposition Too Fragmented To Unsettle PF – Nathan Chanda

The opposition in Zambia is too fragmented to unsettle PF, says the ruling party’s Copperbelt provincial chairperson Nathan Chanda.

And Chanda has accused the opposition of wanting to maintain the old voters register in order to use it to rig elections in their own strongholds.

Speaking with Daily Revelation, Chanda accused opposition political parties of being driven by selfish ambition therefore it was not possible for them to remove PF from power.

“That guy they (in apparent reference to an appointment in Felix Mutati’s newly formed MDC) have put in charge of whatever, economic and art was he not two, three days ago raising a fist or a symbol of UPND? So they are just feeding from within themselves,” Chanda said. “The opposition in Zambia is fragmented and they cannot more like unsettle us. They cannot dislodge PF. They are a bunch of selfish people who don’t mean well for Zambia, it’s about their self interests. It’s personal. That’s why today if one is fired, or the President relinquishes somebody’s position then they will form (parties), look at all political parties?”

Chanda claimed that most opposition parties have been formed out of bitterness.

“Every fired person has almost formed a political party in Zambia. Count you are a journalist, you have invested in investigative journalism,” he said.

Continuing with his attacks, Chanda said the opposition should avoid engaging in what he termed as “events campaigning”.

“They have concentrated on events campaigns. If the bag of mealie meal goes up it’s their campaign strategy, the bag of mealie meal comes down they are quiet. If the Kwacha, load shedding hey load-shedding,” Chanda said. “You don’t behave like that. You should come up with a proper strategy. Have a proper manifesto which will talk about the issues that the people of Zambia would want more to see.”

Chanda said the opposition should engage in issues like telling voters how they would do things differently on programmes like the farmer-input support programme, and the Infrastructure development the government was carrying out around the country.

“Is it not the opposition who were telling Zambians that are you going to eat the roads, today they are the ones when they go to de-campaign PF, no here there are no roads, you should punish PF because they are taking roads in this and that,” he said.

Chanda said President Lungu would win the 2021 elections with 70 percent of the vote, saying the PF was making inroads into opposition UPND strongholds, citing recent by-election victories in Copperbelt rural and elsewhere.

“So us we are dealing with facts and figures them they are dealing with social media. That’s why the opposition are crying everyday because they want to prepare the minds of people, that’s why they are even trying to throw scorn, mud on ECZ so that when time of losing comes, they announce that President Lungu has won they they would want to justify that that’s what we were saying. They know they are no anywhere on the ground,” he claimed.

On the controversial move by the Electoral Commission of Zambia (ECZ) to do away with the voters register, which has been opposed by the opposition and other stakeholders, Chanda accused the opposition of wanting to maintain it for their own benefit instead.

“So whatever they are doing and whatever tactics that the opposition they want to use, using dead people in the voters roll. We have have heard what they were doing. We heard even in Lufwanyama the way the opposition where manipulating certain things, but now we will be vigilant everywhere including in their stronghold of Southern Province, PF will be vigilant to guard the votes,” Chanda said. “So even the little numbers that they were having they will not have it. So they know that’s why they are trying to say this, that, but when it comes to voting, because you win elections on a ballot paper, not through social media, the number of fake accounts that you have created, that the opposition have created and when they post something they send people to be doing cyber bullying, insulting people. That will not translate to votes.”

Asked what evidence he had for accusing the opposition of rigging elections using the voters register, Chanda pointed to their opposition to do away with the old register in order to come up with a new one. However, that matter has not only been opposed by the opposition parties, but other Zambians as well, just as there are also those who have supported the move.

“I don’t blame them because they are very immature, they are very bitter and inexperienced bunch of political failures. I think so because they want to heap the blame on ECZ or government to say no the registration period is short, extend you can’t register 9 million,” Chanda said. “They are forgetting that the current constitution has got a fixed date to hold elections…we have to work within the confines of the constitution.”

He said that the opposition were trying to prepare the minds of Zambians to cause civil unrest when they lose the elections

“If I can tell you you will be there I will be there President Edgar Chagwa Lungu will win by more than 70 percent believe you me,” he said.

Chanda said the people were calling on him to contest Roan constituency in 2021.

“It’s the people, not like where you impose yourself like it’s a matter of life and death no. Like the case of HH it’s a matter of life and death for him to just be where he wants, but is it for the people? HH has got a lot of money that if he was a good man with a good heart of helping Zambians he would have influenced the people of Zambia by the good works that he should have done not because of him being in Plot 1. No,” said Chanda. “He’s got money where he can give every Zambian some money that he may have gotten maybe from somewhere we don’t know. We leave it to other issues to come later. POLICE HANDLING PF JAY JAY CASE COMPROMISED, SOURCES REVEAL…as re-arrest is enforced on him, others immediately

Police officers handling the case involving suspended Patriotic Front (PF) Eastern Province youth chairman Emmanuel Banda and four others, are alleged to have been compromised and are trying to find a way of stopping his prosecution, sources have disclosed.

And Banda popularly known as Jay Jay was this morning re-arrested shortly after the state discontinued its case through a nolle prosequi.

Meanwhile, Lusaka Police commissioner Nelson Phiri has confirmed the re-arrest of Jay Jay and others who have since been granted bond.

Sources told Daily Revelation that the arresting officer was lying about victim’s illness.

They said officers handling the case are alleged to have been given some money while others were promised with superior ranks.

The source said the nolle prosequi was one plan to try and silence the case.

The source wondered why a case should be discontinued on account of the witness being unwell.

They said Zambians should see if the case would continue.

Earlier, when the case came up before High Court judge Timothy Katanekwa for commencement of trial, state prosecutor Angelica Mwanza said the court was unable to proceed with the case, as they had encountered challenges to secure witness attendance.

“We were unable to proceed this morning owing to the nurture of the offence. We intended to call the victim who is the key witness in the matter. Unfortunately, we encountered challenges to secure the attendance of this witness,” she said.

Detective chief Inspector Mubita Moya, who is also the arresting officer said Mbahwe was unwell.

Moya said Mbahwe was an out-patient at Zambian Italian Hospital and was unable to walk, as both legs and the right wrist were swollen.

“I wish to inform the court that the complaint in this matter Allan Mbahwe is unwell. He is an outside patient at Zambian Italian Hospital . He is unable to walk, both legs and the right wrist are swollen. He presented the sick note to the judge,” Moya said.

In response, Mwanza said under the circumstances, the State was left with no option but to discontinue the matter for now so that it goes back to court in the next session.

‘We are left with no option but to discontinue the matter for now so that it comes in the next session to allow the victim to get better. We will be discontinuing this matter by way of nolle prosequi with instructions to re-arrest,” she said.

Judge Katanekwa then told the accused persons that the state has opted to discontinue the case by way of nolle prosequi.

“The state has opted to discontinue this matter by way of nolle prosequi. That being the case, the court has no option but to discharge you all . I wish to warn you that such discharge is not an acquittal. In the meantime, you are all discharged and set at liberty,” the judge ruled.

Refuse to be disrespected no matter what – M’membe

 

DR FRED M’membe says no one should accept to be disrespected no matter the situation.

Reflecting on Kelvin Mukua’s lone protest at State House last Friday, Dr M’membe, the Socialist Party president, said at times one has to stand up alone to face the injustice.

“One should refuse to be disrespected at all no matter what. You cannot always be nice; people will take advantage of you – you have to set boundaries. Every person needs to set boundaries beyond which they should not let anyone do any damage to them,” he said yesterday. “Allowing someone to disrespect or mistreat you should never be acceptable no matter what. Truly, everything can be tolerated, except injustice. The saying that ‘it is sin to commit injustice, but it is a greater sin to tolerate injustice’ holds true because if one continues to tolerate the injustice being done now, then it gives the offenders the courage to continue with their sins and there shall be no end to it.”

Dr M’membe said if people kept quiet amidst injustices, the situation would never change.

He commended Mukuka, saying it takes a lot of courage to stand up to injustices.

“Unless one raises their voice for honesty, truth and compassion against the injustice, greed and lies, the situation will not change on its own. We need to speak the truth even if our voice shakes. People don’t bother if injustice is being done to someone but it makes a huge difference when the same situation is being faced by them or their loved ones,” said Dr M’membe. “If you see an injustice it’s better to voice your opinion, be it for yourself or others. It takes a lot of courage, efforts to stand up for what you believe in and it may involve lots of risks as well. What you allow is what you continue. Never ever be bullied into silence, for you will allow yourself to be made into a victim. Do not let someone get comfortable by disrespecting you. One needs to stand up for what one believes in even if it means standing alone. It does take a lot to stand alone.”

Mukuka staged a lone protest at State House and was arrested by police.

He was questioning why it was only members and supporters of the ruling Patriotic Front that are allowed to hold rallies and protests.

“There is no freedom of expression… a lot of people are being intimidated. If it’s to go to jail, I’ll go. If it’s to sleep in the cells, I’ll sleep. I don’t mind! What I want is good governance,” complained Mukuka.

MOZAMBIQUE :FORMER AND CURRENT PRESIDENT AT “WAR”

Former Mozambican President Armando Guebuza has reacted angrily to a request to speak to the country’s Attorney General, in a statement he made to the Council of State and which has been leaked to the media. Guebuza is named as a ‘Third Party’ in a claim being made by the Mozambique government against Credit Suisse and three former Credit Suisse bankers; Lebanese businessman Iskandar Safa; and five companies related to his Privinvest group. Mozambique wants the London Commercial Court to rule guarantees backing loans arranged by Credit Suisse to Mozambican state-owned entities, signed by the former finance minister, invalid — and to order the defendants to pay Mozambique compensation for damages caused by the scandal and resulting financial crisis caused by the deals.

The‘Third Parties’ in the claim — who also include former Deputy Finance Minister Isaltina Lucas, and the former President’s son Armando Ndambi Guebuza, have been included in the claim by Credit Suisse as parties it may seek indemnification from. Credit Suisse also reportedly wants to include sitting President Filipe Nyusi in the case, and has enquired with the Mozambican authorities as to his immunity.

The Council of State was convened, virtually, on 15 September, to discuss a request from the office of Mozambique’s Attorney General, or Procuradoria Geral da República (PGR), to interview Guebuza ahead of his possibly being called to testify in London. The PGR’s request comes in light of new and highly compromising evidence.

As a member of the Council of State, the summons by the PGR must be approved by the Council of State before Guebuza needs to honour it. In his statement to the meeting, seen by Guebuza accuses the PGR of citing him in the London case — and says it is “strange that our Attorney General has preferred to cross sub-Saharan Africa, the Sahara desert, the Mediterranean sea, continental Europe and the Channel, to obtain clarifications from a national citizen resident here.”

“When we joined the Mozambique Liberation Front, in hiding,” Guebuza continued, “we had the noblest aspiration to see our homeland, the homeland of heroes, freed from the colonial yoke, guaranteeing the reaffirmation of our Mozambicanity, respect for the rights and freedoms and the well-being of all Mozambicans. And this aspiration remains intact.”

Guebuza’s intervention lays bare the animosity between him and the regime of President Filipe Nyusi — describing the PGR’s latest request as “a continuation of an attempted political assassination” which gained “tonic” after a speech he gave last month at the Eduardo Mondlane University in Maputo. The speech included strong criticisms of the Nyusi government. “Our sovereignty is in question. … We’ve stopped believing in ourselves. We had the Renamo situation for 16 years, and two more years, but we didn’t stop believing that Mozambique was ours, and that we would win. Now voices are starting to appear, that doubt that,” Guebuza said.

He also lists a number of occasions when he has felt mistreated by by the PGR — having found out through the press in 2017, for example, that the PGR had demanded access to his banking records; and an instance in 2018 when the PGR asked him to answer questions about the offshore security deals financed by Credit Suisse and supplied by Privinvest.

On that occasion, Guebuza deferred to President Nyusi to decide whether he should answer the PGR’s questions. Nyusi replied that he should — to which Guebuza replied in turn that the matter ought to go before the Council of State, though he grudgingly agreed to answer the questions anyway. In his statement, Guebuza also condemned the PGR for not taking seriously an alleged attempt to poison him and his family, which happened in 2018.

Guebuza said he would still meet with the PGR to answer their questions. The Council of State itself did not make a decision on it, with the Frelimo members asking for more time. The three Renamo members abstained on the question. The Council could be reconvened in October.

The Commercial Court in London expects to hear the case in January 2021, having in July included Safa as a defendant, and having limited the various defendant’s rights to appeal.

Guebuza seems to have misunderstood who is citing him in the London proceedings. If it were Mozambique — the Claimant — then he would be a Defendant. In fact, he is a Third Party subject to a ‘Part 20’ claim, which is a counterclaim or additional claim that defendants can make. It is the bank that requested the inclusion of Guebuza and the other Third Parties. Without the background of Guebuza’s animosity to the current regime — including the Attorney General whom he appointed — it would appear natural that the PGR and Guebuza would confer ahead of a trial in which they are both pitted against Credit Suisse. But Guebuza instead sees his real enemy as the PGR. There have been persistent rumours since Guebuza was toppled from the leadership of Frelimo in 2015 that there is an internal war going on within Frelimo. This statement from Guebuza confirms that — and so Mozambique presumably cannot count on his support in trying to win its case against Credit Suisse, despite his protestations that the loyalty to Mozambique that caused him to join Frelimo in the first place remains intact.

Guebuza was first interrogated by the PGR and the special Parliamentary Commission of Inquiry (CPI) after the emergence of the secret debt in 2016.

António Muchanga says Guebuza is reaping what he has sown

Renamo MP António Muchanga said Armando Guebuza is “reaping what he has sown”, following the former president’s complaint that the Attorney General’s office is acting in a political manner in the case of so-called hidden debts. Guebuza himself appointed the Attorney General, Beatriz Buchili, in 2014, because — Muchanga says — she was a suitable figure to carry out political expediencies — including the episode of the convening of the Council of State on 19 July that year, in order to remove Muchanga’s immunity, arrest him and humiliate him.

Muchanga said that Guebuza was lucky, because he should have suffered the same indignity as Muchanga who was handcuffed and arrested just after the end of the Council of State session. “Armando Emílio Guebuza has to eat the bread that he helped the devil to knead,” Muchanga said in a press conference.

It has taken five years since Guebuza left office to force his interrogation, but marks how much his power within Frelimo has declined.

The ‘hidden debts” case

The ‘hidden debts’ are related to loans worth $2.2 billion (€2 billion) taken out between 2013 and 2014 with the British subsidiaries of the investment banks Credit Suisse and VTB by the Mozambican state companies Proindicus, Ematum and MAM.

The loans were secretly endorsed by the government of the Liberation Front of Mozambique (Frelimo, the party in power since independence), led by Guebuza, without the knowledge of parliament or the Administrative Court.

Among the 19 defendants arrested in Mozambique are figures close to the former President, such as one of his sons, Ndambi Guebuza, and his secretary, Inês Moaine. The Mozambican Public Prosecutor accuses the defendants of criminal association, blackmail, taking bribes, embezzlement, abuse of position or function, violation of management rules, and forgery. -October Issue of PAV Magazine

THE RICH SOCIALIST AND THE POOR CAPITALIST

Now and again, when I listen to socialists like Kabimba or M’membe or Musumali on radio, as I chanced M’membe this morning on Hot FM, Red Hot Breakfast, two points arise from the presenters or radio phone callers that is either suggestions of merging or alliance or pact of the like parties or how socialism is outdated for this time and for Zambia.

Firstly, the callers who dismiss socialism do seem to have proper understanding of either socialism or capitalism.

I know so because, socialism of the Socialist Party and liberalism of UPND are dismissed even by or especially the PF that is in fact both socialist and liberal.

In fact, the dismissive callers sound impoverished apologists of capitalism or at least poorer than M’membe himself.

I mean poor people or house niggers or house Bantu that supported extensions of capitalism in slavery, colonialism and neocolonialism.

In the independence month of October, 2020 and in a Eurobond indebted poor African country, how would one poor individual, as said poorer than M’membe the socialist can be the defender of capitalism over socialism is something.

As M’membe once answered in respecting an other’s ignorance, the ignorant think the right to ignorance is being right.

Otherwise, other than the contradictions of the engagement of rich socialism and poor capitalism, what has failed and where it has failed is capitalism in Zambia.

Thus the default position for Pan Africans and Zambia is socialism as independence was from capitalism itself and its failures.

On the other hand, M’membe thinks it is also important to declare his religion or denomination as Catholic even by third generation birth. That should not factor much.

Let religion be private and public policy.

Further, the church has partnered capitalism in slavery, colonialism and neocolonialism or opposition of socialism including the simple argument that human are born equal.

The church and socialism preach the same message except the church has been captured or sold out to capitalism.

The record of the church on the rivalry between capitalism and socialism just as on poverty is not a proud one.

Therefore, M’membe the president after M’membe the editor must work on selling the politician and socialism against capitalism more than religion and Catholicism to the poor as the poor giving unto Caesar what belongs to Caesar than Caesar giving unto the poor what belongs to the poor is the indefensible Catholic capitalist or colonialist message.

Unfortunately, Catholicism as the system was not as much part of the liberation theology or liberation itself as M’membe is undertaking for Zambians from personality-cult-and-hero worship of leaders who should be servants.

In the end, perhaps democracy is better as Catholic in vox populi vox dei more than Protestants in all (earthly) leadership is anointed of God.

UPND will cry if Bill 10 doesn’t pass, claims Kebby Mbewe

KEBBY Mbewe says the opposition UPND will in 2021 cry like small babies if Bill 10 does not pass in Parliament.

Mbewe says UPND leader Hakainde Hichilema must learn to listen from others.

“The opposition UPND will cry like small babies if Bill 10 does not pass in parliament because they will still remain in the opposition in 2021.They don’t know that they will need Bill 10 more than the people of Zambia needs it,” he said.

Mbewe said Hichilema should not think that he was a star to publicly prohibit his members of parliament from supporting Constitution (Amendment) Bill No.10 of 2019.

“The opposition leader should learn to bend and listen more from others than to only listen to himself. Let him have the humility of listening to what other political players are saying. That’s why majority political parties in the country now are working with the PF because they have seen that the UPND leader does not like to listen from others. Let him be sober up,” he said.

Mbewe, who is PF member of the central committee, said it would be wise for Hichilema to allow his MPs to debate Bill 10 in parliament than walking out.

“If the UPND decides to walk out of parliament in protest against Bill 10, they will regret in 2021 in the sense that there are good clauses in the bill not only for Zambians but for the opposition itself that could have addressed some of their concerns they keep complaining about,” he claimed.

And Mbewe urged the UPND leadership not to be seen to fight the Electoral Commission of Zambia in the manner it raises concerns but should instead concentrate on devising strategies to mobilise its party.

He said the UPND shouldn’t be accusing the PF of planning to rig the 2021 elections “when it was the opposition party that rigged in its strongholds both in 2015 and 2016 elections”.

“If they did not rig the elections in their strongholds then why are they refusing to have a new Voters’ Register? We know that their motive behind opposing to the ECZ idea of having a new Voters’ Register is based on their appetite to use the same manoeuvres they did in both 2015 and 2016,” Mbewe said.

He said it was surprising that the UPND was so much in opposition of the idea when it was not the one spending the money for the exercise.

Mbewe insisted that the PF was going to retain power in 2021.

“But for my elder brother HH, he should not lose hope because he can still contest in 2026 when he loses in 2021,” he said.

Mbewe also expressed disappointment that Hichilema did not recognize the Head of State during the ECZ’s meeting for political party presidents.

“It is a sign of lack of humility for the opposition political party leader to continue not to recognise President Edgar Lungu when as a Christian himself understood very well what the bible says about those in leadership. Let him take the biblical way and embrace the principle of love and humanity, according to the values of Christianity,” urged Mbewe. “HH is my fellow elder in the Seventh Day Adventist (SDA). He knows how we are taught in the book of Romans that we need to respect leaders of the land. This is not the Zambia we want where leaders are not respected.”

NEWLY-FORMED Movement for Democratic Change (MDC) interim president Felix Mutati says the country is at crossroads where it is divided on tribal lines.

And Mutati has accepted collective responsibility for the country’s high debt.

Launching the party at Mika Convention Centre in Lusaka yesterday, Mutati who has also served in various cabinet portfolios under three different presidents, said the MDC provided an alternative to unite the country.

“As we consulted on issues to do with the conditions of living, we also were told that the current political climate, the way we are carrying on, we are a country divided. We are divided along tribal lines; we are divided again along regional lines. And, indeed, it’s not that I know you, but I know that if you come, you are a Bemba and I’m a Lozi I must hate you,” he said as the audience applauded him. “So, we are at a crossroads as a country. And what is more, we have a dilemma of making a choice between the lesser of the worst. Who should the people of Zambia, which party, should they choose? It’s always the lesser of the worst. So, we are here as MDC to give you an alternative. The Movement is a party created for the people of Zambia to bring prosperity to the people of Zambia through the people themselves.”

Mutati said in the midst of such divisions his party provided the best option for next year’s elections.

“Like I said, with MDC, for the next year’s election, it provides the people of Zambia the option, the alternative, the chance not to choose the lesser of the worst. And because they are choosing the lesser of the worst, many Zambians have elected that it’s better not to go and vote,” Mutati said. “So, our role as MDC is to motivate those of our Zambians that now there’s an option, now you have a choice. A choice which is not covered by tribe and region, by gender, but driven by the fuel of unity, peace and prosperity for the people of Zambia. As a party, our focus on prosperity is that you cannot prosper through corruption. You can only prosper through hard work; and there’s no other shortcut. We are not just a party but we are the party. We will shake that other party. We are starting a movement and all positions are open. We shall go through a normal process and we shall hold a congress.”
Mutati pledged to restore the country’s credibility both at home and abroad.

If elected Republican president, he promised to surround himself with competent people.

“I will not take your confidence for granted. But I can only promise that I’ll do my very best with all my heart, so that wherever I don’t succeed it’s not lack of effort; it will be the limit of my ability,” he said. “And that is the reason I’ll endeavour as much as possible to be surrounded by competent people; people of credentials. People who are going to make that difference. As MDC, our philosophy is servant leadership. That you are not the best, but you are one among the equals. Anyone of you can be president; and I promise you, I will not last forever.”

And Mutati, who served as finance minister under President Edgar Lungu, refused to apportion blame on anyone for the country’s high indebtedness.

“And you say Mutati you were part of it, you were minister of finance. Yes, I accept collective responsibility. I’ll not be the first one to apportion and appoint blame of who did and did not do. I played my part in the team. When the team wins, everyone celebrates. When you lose, please don’t point fingers; that is not team spirit,” he said.

Mutati further said he had heard a lot of complaints from people about the high levels of corruption in all sectors.

He bemoaned the corrupt system involved in accessing public services.

“…These are simple things, but these are the things that are grappling our people on a daily basis; they are critical issues. Others lamented that they are seeing a surge not only of corruption in the high offices, but also in corporate boardrooms, which is making the cost of service to go up,” he said. “If you want a job you have to pay something. If you want a favour you have to pay something. Sometimes even to get a place in school you have to do that and scratch somebody.”

He condemned lawlessness from political party supporters as was currently happening.

“We believe as MDC that Zambia has greater value to the world and all humanity through its diversity. A Zambia where everyone is free to express and participate in political life assured of security of life, and property, no matter your affiliation,” Mutati said. “This is the MDC that believes that cadreism, essential as it must be, it must not be the law unto itself. Let’s give space to the institutions to do what they must do; they must not be overrun by cadreism. These institutions belong to all of us and must protect all of us. We must look to them, let them not run to us for protection; that is important for MDC.”
Meanwhile, Mutati said he has worked with three presidents and learnt something from each one of them.

“I have worked with three presidents. I have worked first, the one who appointed me first [was] Levy Patrick Mwanawasa. And what I remember of him is the issue of discipline, the issue of rule of law, and the determination to push you to work hard; he had no limits,” Mutati explained. “Rupiah Banda gave us space and said, go and make mistakes, but provided you deliver on your role. President Lungu, I learnt one thing; humanity, very humble. So, from each president there was something that has rubbed on to me and I salute the three presidents.”

Notable among party members are former national planning minister Lucky Mulusa who is the secretary general.

Others are renowned economist Trevor Simumba, former ZCTU president Leonard Hikaumba who is the party’s vice-president, and former labour minister Fackson Shamenda.

The launch was also attended by Lusaka lawyer Kelvin Fube Bwalya.

ON CHISHIMBA KAMBWILI – THE NECESSARY EVIL

To some extend, I concur with those saying no to HH/CK alliance. Exactly the same stance I had, not until my own private ground intelligence information/investigations data humbled me and finally I succumbed.

Truth is that CK has many flaws, but cannot be worse than the likes of Edgar and his minions. One of his biggest weakness is greed just like the politicians he left in PF that passed through the school of Micheal Sata politics. One of the greatest errors Micheal Sata made was to allow PF members to get contracts under the impression of 20% empowerment this only brought corruption and greed.

Is he Veep material under HH ?

The primary objective of any political party is to win elections. That being the case can Kambwili bring in votes that can enable HH increase his vote base? The answer is Yes. The GBM story must not just be rubbished. GBM did help HH in the 2016 elections by bringing in the Northern block and if the UPND had done it’s homework by protecting it’s votes, GBM would today be the Republican Veep.

When we look at the 2016 elections Kambwili single handedly delivered the Copperbelt and Northern regions for ECL. He was PF’s most effective campaigner and only one among cabinet Ministers assigned a chopper. His robust and effect communicating with the common man especially in the Northern region is what UPND is lacking with the departure of GBM.

Let’s look at Kambwili under HH.

One of the reasons many people who have ulterior motives for joining politics fail to work with HH is because he is a principled man.

What lacks today is strong govt institutions that can put politicans in check. I believe HH will institute institutional reforms for the police, DEC, ACC, ECZ and JUDICIARY etc that will be the backbone of governance issues. For example the ACC can be totally Independent of the political influence like in South Africa. This is the only way the fear of many ZAMBIANS concerning greedy and corrupt politicans can be addressed.

I believe that Kambwili can work properly under HH because he is a reasonable man and right now he knows what is at stake. If Kambwili wants to go back to PF today he can easily pack and go where he can easily be Veep but the man to his credit has refused despite being offered millions.

In short Kambwili on any given day is better Veep chose than any UPND official right now. The picture is bigger now and we cannot gamble with a political novice for Veep the stakes are too high. The soul of the nation is at stake.

To those who want to bring confusion in the Alliance

The Alliance was born to save Zambia the earlier everyone understand that, the better. It will be hot coming months. Some of us don’t care what matters are votes even in relationships we don’t marry a perfect spouse they all come with their good and bad characteristics but we concentrate on the good.

UPND needs NDC and Vice Versa. Even other well meaning opposition political parties should come aboard. We don’t need a divided opposition if we want to defeat PF in 2021. How many political parties was Michael Sata party of? UNIP before MMD then PF allied with UPND at some point. Before winning as PF.

Why is it hard to accept failure? No one wants to fail. But when you have failed, admission of failure is both honorable and remedial.
The Patriotic Front government administration is a case of one classic paradox! In all fairness and decency, after five years of unbridled access to power and colossal loans, they should have been CRESTFALLEN before the Zambian public.

What a paradoxical lot they are over failed policies? From the *ninety days social economic transformation promise* massive job creation *more money in people’s pockets*. To the now total dilapidation of the national public standing of our country in the world, they should have been humbled and tamed by their abysmal failure. But no and behold, their arrogance, denial, pomposity and vehemence is not only embarrassing to the region but also fatal to the nation.

Theirs could be equated to a witch who crash lands and is paraded before a crowd in Adam’s suit during the daylight. No matter how much they can try to cover their exposed criticals with their bare hands, there will still be parts exposed. Who in their normal self would claim any achievement under such a failed Social and Economic environment? If ever there is anything like a failed state, Zambia could come first.The strategic reserves have been wiped whistle clean.The dollar is jutting the roof through the ceiling,International lending institutions have red flaged us, Hospital shelves are empty of even methylated spirit, and Retirees dieing in queues.

Honestly, even a person with only a thread of morality would be ashamed to hold their head above their shoulders.Their continued arrogance and insistence that the economy is doing well is the most dehumanizing insult to the Zambian people who feel the pinch of their looting. How many Zambians can afford a decent meal? Mealie meal prices still beyond the horizon of even the salaried workers.
What one reasonable argument can the PF forward to justify day dream of wanting to stay in office?

The only promise they have fulfilled is putting money in their pockets. That’s why they can boldly deride the Kaunda Family for not stealing during their 27 yrs in power. That’s why Bowman can go shopping and come back with 2 million Kwacha change. That’s why they can steal and spit in the face of the Disabled by promising them Bill 10. That’s why they want deputy ministers back to loot more money. That’s why they want Edgar Chagwa Lungu to be the sole signatory to loan contraction.
That’s why they are willing to kill anyone who threatens to end their joyride.

Their failure is paradoxical. They are a Paradox of Failures(PF) not willing to admit or own up! To let others with the capacity carry on.

Their killers are well known by you sir and they killed with your full blessing. This amount of wickedness is so painful especially when it is instigated by a person who should have been their protector.As a head of state it is sad that you have participated in terrorising your own people through your cadres.

It is no doubt that you are running a terrorist organization which has continued killing citizens holding divergent views with your full blessings. All we can assure you is that God is watching you and your minions. One day soon,you shall be called to account for your atrocities against humanity.

Kindly note that we are aware that your government has released the key suspect in the gassing terror operation.Spax is being taken care of by home Affairs Ministers Steven Kampyongo and that’s the reason why Vice president Inonge Wina informed the country that there will be no commission of inquiry in the gassing. Soon your government is working out modalities to send him either to Rwanda, Mozambique or Angola for terrorism trainings.

The biggest question I have for you is that, why do you want to do this to the people of Zambia? As you carry out these schemes against innocent citizens know that there is no sure foundation set on blood.

The blood of the innocent is crying for justice. No matter how long it may take, your peace will soon be washed away by the innocent blood. We have continued receiving very credible information about the activities of a Zambian registered Company allied to Anglo American PLC which has been engaging in what they are calling Mineral ‘Exploration’ in Sichili and Mulobezi areas of Barotseland. We would like to suggest that people considers taking up this matter and seek clarification from The BRE as to what is happening exactly and who has given them this authority.

We have heard stories of how similar things are done in Zambia where they have continued losing their Mineral Wealth to Companies that continue engage in the pretext of so-called Exploration but they have actually been Mining and getting minerals. This is the information we are getting about what is happening in Sichili. We are not completely certain as to whether this has the Blessings of Namuso or The American Homecoming Heritage Restoration Group especially considering the company that is doing this is Zambian registered. We should tread carefully so as not to ascribe or apportion blame on Our Brothers and Sisters The African Americans before we gather the facts as this may play right into the hands of the enemy who seeks to drive a wedge of division between Barotseland and Them and frustrate Our much needed economic Cooperation with them.

We are told when queried this Company is referring people to Lusaka as the source of their authority.

As BET, we have a plan that will target Mining by having a heavy stake in Investing in the Rich Mineral wealth of The Nation of Barotseland hence we cannot take this matter lightly. We urgently need to follow up on this issue through the BRE representatives hereon and get an official position statement on the matter. The activities of this Company need to be more closely monitored in order to ensure they do not perpetually engage in what they are calling ‘Exploration’ when in actual fact they could be Extracting Our Mineral Wealth without us knowing. We do appreciate how Exploration by its very nature sometimes involves getting Samples for analysis and testing but when this goes on for too long then we should get concerned. We equally need to establish whether their activities are not irreparably harming the Living Environment and causing unnecessary displacement of Our people who live in and around the areas where they are Mining. How are people’s agriculture fields being affected by what this Company is doing in these areas? We shall not be told or sedated and euthanized with the same old Zambian story of they are providing employment for Our local people. We know what is more important ,Our Mineral Wealth and where the Revenue generated from it will be used.

Our members on BBN platform who are close to the areas where this is happening t may they come forward so that they can be tasked to get on the ground and gather more information and report back to BET. Is the activity of this Company ultimately going to Develop Barotseland or Zambia? We have lessons of How the Mining activities and f Zambia’s North Western Province may not be benefiting that place as much. We should not make the same mistake.

We have always told these people that “We are Going to Develop Barotseland but Not the Zambian Way.” May we treat this matter with the urgency it deserves and demands.

FALLING KWACHA: THE ELEPHANT IN MVUNGA’S NEW ROOM
AS I was reading the report on the swearing in of new Bank of Zambia (BoZ) governor, Christopher Mvunga, by President Edgar Lungu yesterday my mind wandered off.
I found myself reflecting back on the swearing-in of Mr Mvunga’s
immediate predecessor, Denny Kalyalya on March 18, 2015.
At that time the dismissal performance of the Kwacha against major convertible currencies like the United States (US) dollar was a major subject.

It is little wonder that one of the immediate major challenges to Dr
Kalyalya by President Lungu then was to address the foreign exchange (FOREX) rate volatility, with one dollar then fetching above K14.
“’Resuscitate Kwacha’…President Lungu directs new BoZ chief,” was this paper’s main headline the following morning.
That underscores the importance of a stable rate of the Kwacha which in my view still needs to be addressed by Mr Mvunga.

The Kwacha – in connection with international convertible currencies – falling to K20-per-dollar level.
As I have said before, the forex rate is a product of market forces –
demand and supply.
As you may already know, unlike the forex rates for some countries
which are fixed, Zambia’s is a floating one meaning it can change from one day to another.
Therefore, one of Mr Mvunga’s tasks in connection with the subject isto ensure that there is some level of stability in the value of the
Kwacha vis-à-vis other currencies, using monetary policies.

This stability is important in planning and budgeting especially in
international trade because things have to be factored into decisions or measures with some semblance of predictability.

The fall in the value of the Kwacha to the current level of about
K20-per-dollar is not in the interest of the national economy.
A simple definition of foreign exchange relates to trading in currencies to make profit as the result of changes in currencies’
values.

According to FOREX.com, it is the world’s most traded market, with
turnover of $5.1 trillion per day.
In my view, the most appropriate definition is, “the rate at which one country’s currency may be converted into another.”
But why should you care how much Kwacha it takes to buy a dollar, as a Zambian, for instance?

If you plan to travel outside Zambia you need to know the forex rate
particularly for the dollar which has become a universal currency.
It reminds me of my experience in 2013 while traveling to Japan, I
stayed without food and water for seven hours because all I had was a stack of Kwacha notes, which all bureaux de change at Jomo Kenyatta International Airport could not accept.

According to experts, there are eight leading factors which affect the exchange rate.
These are inflation rate, interest rate, balance of payment, terms of
trade, political stability, recession, speculation and most relevantly
government debts.

Changes in market inflation cause changes in currency exchange rates in that a country with a lower inflation rate witnesses the
appreciation in the value of its currency.

The prices of goods and services increase at a slower rate where theinflation is low.
Forex rates, interest rates, and inflation all have a correlation.
Increases in interest rates cause a country’s currency to appreciate
because higher interest rates provide higher rates to lenders, thereby spurring foreign capital, which causes a rise in exchange
rates.

The depreciation of the kwacha therefore is contrary to the current
high interest rate unless there are factor scarring away foreign
investors.
Further, a country’s current account reflects balance of trade and
earnings on foreign investment.
It consists of total number of transactions including its exports,
imports, debt and others.

On average, Zambia has been recording a deficit in current account due to spending more of its currency on imports, debt and others.
This is definitely a contributing factor to the current scenario.
Some countries use their foreign exchange reserves to keep the value of their currencies at a fixed rate.

A good example is China, which pegs the value of its currency, the
yuan, to the dollar.
This is given its huge international reserves of more than $3 trillion
as compared to Zambia which has about $1.4 billion.
A country’s political state and economic performance can affect its
currency value.

For a long time now, Zambia’s major attraction has been its low risk
for political turmoil and that has helped to spur foreign direct
investment.

Therefore, the risk has been more from the economic sector rather than on political front.
When a country experiences a recession, its interest rate is likely to
fall, decreasing its chances to attract foreign capital.
So, its currency weakens in comparison to that of other countries,
thereby lowering the exchange rate.

If a country’s currency value is expected to rise, investors will
demand more of that currency to make a profit in the near future.
As a result, the value of the currency will rise due to the increase
in demand thereby triggering the appreciation of the currency.
On December 2, 2015 we looked at how adverse sentiments can affect the national economy, including the value of the local currency.

I stated then that from a layperson’s point of view I can liken the
economy, especially a poorly performing one, to a patient, on what
some people may term deathbed.

At that point, whatever other people say about that person, obviously, becomes very important as words can either revive the patient or send him/her to his/her early grave.
Some Christians describe that as the power of the tongue and it
seemingly works in both spiritual and physical realms.

The economy “hears” what, especially, national leaders and the media say!
So as Mr Mvunga takes office, there is need for people to remain
optimistic and express positive sentiments towards the BoZ and the economy, including the value of the Kwacha.

THE COLONEL: I WOULD RATHER DIE THAN FAIL

HE IS standing tall and imposing – pistol in hand, and an Uzi Pro submachine gun slung across his shoulder – in a shooting range littered with countless cartridges emptied from different types of military firearms. Colonel Peter Malembeka is the man in charge of the Special Forces unit, popularly known as commandos, at Mushili Barracks in Ndola.

And today, the men in maroon berets are using the Israeli-made Uzi and Jericho 941 pistols to fire at their targets, simulating urban warfare. Some men are taking turns on two sniper weapons on legs. One is the Russian Dragunov sniper rifle capable of taking out a target up to 1.5km away, while the other is an Israeli-made Galil sniper rifle.

Col. Malembeka is not a man who leads from behind, pushing his troops. Rather, he likes barking orders from the front.

When I ask him how he trains his men to become some of Zambia’s best soldiers, he replies with a smirk: “I don’t train them, I train with them!” The colonel believes in setting the pace for his soldiers. “You never find them anywhere training and I’m not there,” he tells me.

“Whether it’s waking up at 03:00 hours, I will be there with my men, and I will lead the way. As such, they have the confidence that I can never send them anywhere I wouldn’t go.”

And it is this trait that won the colonel a good reputation in West Africa, especially in the Central African Republic (CAR), where he served under the United Nations (UN) peace mission.

Col. Malembeka is no foolhardy fellow, but he is driven by a rare kind of bravery. The Special Forces motto Be brave my heart, seems etched on his very heart.

He also swears by another motto specifically coined for his battalion, which almost sounds like a death sentence – Fear not death, but defeat. “I would rather die than fail,” says the colonel, who looks gentle but intimidating nonetheless. So what really goes through his mind when he is faced with danger?

“What goes through my mind is, what if I fail, where will be the people of the country, where will be my family, so fear is not an option. The biggest fear I will ever have is to fail.

That is why I always ensure that the men under my command are always ready for the task,” he says. In 2001, the colonel was deployed in Sierra Leone, his first mission outside Zambia.

As a young and inexperienced platoon commander, he was dropped in a rebel-held territory called Tongofields. It was the heart of the brutal Revolutionary United Front rebels led by Foday Sankoh.

But perhaps due to poor coordination by the UN team, when the colonel and a small band of soldiers landed at an airstrip, they found themselves surrounded by rebels.

They could not get back-up, and they could not back out. It was the colonel’s first close brush with death, but one that also transformed him into a fearless soldier.

“It was a wake-up call that fear does not take you anywhere. If your time to die comes, you just have to make peace with your Maker,” he says. Then in 2005, he went on another peace mission under the African Union in Sudan’s Darfur region.

He returned to Sudan in 2008 under ZAMBATT, where he is famed for leading a team deep into rebel territory – in a place called Abyei – to retrieve UN equipment that had been forcibly taken by rebels. The daring operation was aptly code-named Operation Pokolola Katundu.

“It was a bit rough there, but we managed to retrieve the equipment,” says the colonel, reluctant to give details about the operation.

He also learnt to speak Arabic in Sudan, and it would come in handy years later when he went on another peace mission to the Central African Republic (CAR).

In 2015, he was deployed in CAR, which had become a flashpoint for rebellion, with about 14 active rebel groups fighting for control of strategic areas.

One area called Birao had particularly become a dangerous place, with rebel groups fighting for secession. Birao had become off-limits to any foreign troops, and those who dared to venture into the town became easy targets. Many soldiers died. The UN was not allowed to operate in the area. But the colonel was unfazed.

He decided to go in with a band of about 40 men. “We were a very small force compared to the rebel groupings and also the distance between us and the nearest UN forces was over 700km. It was a very big risk. My biggest weapon was to try and win the hearts and minds of the people,” he says.

“We were pointed weapons on several occasions, and of course at certain times we found ourselves in situations where we were required to show our force levels and capabilities,” he says, trying to sound as humane as possible.

The colonel and his men stayed in Birao for a few months trying to pacify the rebels, and he became well-respected among some of the rebel leaders.

The rest of the UN team only arrived in Birao six months later after some normalcy had returned to the town. For the colonel, the operation in CAR was a defining moment in his career. It revealed to him and his men the ugliness of war.

“Central Africa was the most touching mission because the level of suffering that I saw among my fellow Africans, I had never seen before, and that is what made me and my men more than willing to do our level best to uplift their lives,” he says.

Although he prepares for it daily, the colonel would rather war never happens at all.

“Retired Brig. Gen. [Godfrey] Miyanda once said that only a military man knows the real weight of war, and in as much as we are always seeming to be prepared for it, we are the people who don’t wish it to happen the most because we know the consequences it will have on the population,” he says.

He adds: “The men that are in the whole army, not just this unit, have answered the call which calls for them to be ready to make the ultimate sacrifice. [But] they don’t need to be at war or die to show that they are ready to do that.”

And, although they present a tough image, the colonel speaks of their humanness.

“In as much as we don’t have fear, at the back of our heads we know that we’ve got a family that we are leaving behind. What if I die, what will happen to them?” says the colonel.

The colonel’s life has been built on discipline, and he believes a disciplined army should not be engaged in political, tribal or religious rivalry.

“Once a defence force, which is an instrument of power for the government, starts engaging itself in such activities, just know that that is a recipe for insurrection in a country. And this is what I have seen in the countries where I have been,” he says.

And the colonel believes the Special Forces is the most disciplined unit in the Zambia Army.

“Much as we have this capability, which is beyond a regular soldier, we are one of the most disciplined,” he says. For the colonel, part of that discipline is knowing when to apply force, and when to refrain.

“I know that if I were to slap somebody, by instinct I will hit him where it counts because that is what I’m trained to do, and I know that he will drop and if he is not physically fit, that will be his last breath,” says Col. Malembeka without flinching.

The colonel wears the maroon beret with great pride, and displays a deep sense of loyalty to his country. “The pride that being a special force carries is one which is embedded in you; that you can do what they can do, but they cannot do what you can do. That’s what separates us,” he says.

He then adds with a snigger, almost as an afterthought: “And they don’t know what it is that we can do.”

“As commandos, as much as we are part and parcel of this army, we are its backbone, we are the last line of defence. When all hell breaks loose, this is where it’s supposed to stop,” he adds.

For the colonel, wearing the maroon beret is also a rare privilege.

“Many are called, few are chosen, and to be among those who completed the training gave me a sense of pride,” he says. The colonel likes using maxims in his speech. It is almost as though his whole life is hinged on them.

EARLY LIFE

The colonel was born in Ndola in 1977. His father was a soldier who retired as a full colonel. His mother worked as a secretary, but later became a stay-at-home mum, and now works as a pastor.

When he was a small boy, the colonel fancied becoming a truck driver because one of the neighbours owned some trucks. But when he grew older, his father’s military experiences inspired him to enlist. However, his father never lived long enough to see him pass out.

It remains a blotch on the colonel’s life, one he cannot erase from memory.

“It was very disheartening that he could not see me pass out,” he says, “but he was very proud of me when he heard that I had qualified for the training.”

His first posting was to Tug Argan Barracks in Ndola as a regular soldier. But a few months later, in 2002, when the Special Forces advertised for recruitment, the young soldier grabbed the challenge.

“I decided to take it a notch further and go and do the hardest training known to man internationally, that is the Special Forces training,” he says.

And he did not earn his colours on a silver platter. Twice during paratroop training, the colonel broke his legs. Col. Malembeka was one of the first Zambian soldiers to do paratrooping within the country. He is also a scuba diver.

“I have had my near-death experience in the water,” he says. He also underwent counter-terrorism training in the US and Egypt.

“For the first 15 years of my career, I had never stayed home for more than three months; it was one mission after another and one training after another, whether it’s local or international. It reached a point where my second-born daughter used to call me uncle,” he says.

Col. Malembeka is married to Sombe, a major in the army, and the daughter of a former commando.

Together they have four children. When he is not shooting targets with his guns, the colonel likes shooting baskets with his daughter. And sometimes he plays volleyball and squash. The Colonel also likes farming. In future, he wants to study conflict management.

A common saying among the Special Forces is that a commando has 48 masks, which speaks about their ability to adapt in different situations.

Of course “48” is the number consigned to the Special Forces in the Zambia Army. Today, the colonel is wearing a friendly mask.

Don’t be Lungu’s puppet, bootlicker- HH advises BoZ governor

UPND president Hakainde Hichilema has urged the new Reserve Bank of Zambia (BoZ) governor to be bold and not to be used for President Edgar Lungu’s selfish interests.

He urged him to maintain professionalism, restrain quasi-fiscal operations such as money printing, as this would drive inflation up.

Hichilema called on Mvunga to provide objective analysis and advice to the government on the real state of the economy and not to be a bootlicker.

Despite the ratification of the Christopher Mvunga as Governor of the Bank of Zambia, the Kwacha continues to come under intense pressure.

We cannot ignore lingering uncertainties about the extent of the central bank independence over the next 11 months, and the implications for inflation and the exchange rate.

As a close affiliate of the President and a member of the PF, Mvunga’s first task should be to clear the air as to whether the Bank of Zambia will operate independently, or join the class of public institutions that are severely compromised by the current PF administration.

Specifically, will economic considerations be subservient to political interests, whenever his allegiances to Lungu do not align with the long-term interests of the Zambian people?

So far, the misplaced instructions from a PF cadre, to Mvunga to deal with perceived economic sabotage at Bank of Zambia, have left the public wondering if he will be his own man, or if he will be working under instructions from his fellow party affiliates.

For the sake of the weakening economy, we strongly urge the Bank of Zambia to maintain its professionalism, restrain quasi-fiscal operations such as money printing, and provide objective analysis and advice to the government on the state of the economy.

In dispelling all doubt, it must be known that it will not be sufficient to have central bank independence in pronouncement only.

Rather, it will be the actions of the Bank of Zambia that will speak louder than its words.

For instance, will it aggressively use our merger foreign reserves in pursuits of a short-lived appreciation of the Kwacha to impress his party, or will it take a more cautious approach?

The rapid depletion of our reserves could lead to a steep depreciation and/or imposition of foreign exchange controls of the 1980s, taking the country in reverse.

On the issue of money printing, it must be noted that the Bank of Zambia Act limits lending to Government in 2020 to approximately K7.4 billion, or 15 percent of 2019 revenues.

Estimates place current lending at 9.0 percent. Considering the planned domestic financing of K17.4 billion in the 2021 budget, it is easy to imagine a rapid use of the remaining headroom.

A breach of this limit would be indicative of a weakening of the fiduciary responsibility under Mvunga’s regime and risk of additional upward pressure on inflation within the context of an already struggling economy.

Zambia has a painful history of hyperinflation when there was excessive money printing in the 1980’s and early 1990’s, to which we should not go back.

We strongly urge the Bank of Zambia to slow down its purchases of government bonds and restrict lending to Government within the limits prescribed by the law, so that we do not have excessive inflation.

Further, various political statements by the PF over the dismissal of the previous Governor, suggest that the Party has a strong interest in the K10 billion stimulus package.

Again, it will be important to closely watch the actions of Mvunga on this matter.

Will he loosen restrictions to provide the PF easy access to these funds? And if they do gain access, will they repay these loans? We all know that the poor repayment culture that plagues CEEC and DBZ has a lot to do with easy lending to interested parties.

As things stand, the non-performing loans of the Banking Sector are very high at about 13 percent, and it will be important for any economic recovery that a stable financial sector remains.

In sum, Zambians should watch the actions of the new Governor and judge his performance by the outcomes on inflation, exchange rate, and financial stability. His predecessor left inflation at 15.5 percent, the dollar exchange rate at K18.5/$, and a stable banking system.

Where Mr. Mvunga takes things from here will depend on his actions in these areas. We hope that for the sake of the Zambian people, Bank of Zambia will remain independent and carry out its operations in a manner that makes the cost of living more affordable for the majority of the population.

Prophet Abraham Nathan Tembo of ‘God’s Mountain’ Ministries based in Lusaka West says President Edgar Lungu gave away some considerable territory in the natural, but most critically in the Spiritual realm when he allowed himself to be ‘talked over’ by his main political opponent, at an ECZ meeting in Mulungushi International Conference Centre last week. The Prophet said words carry substantial amount of power and when they are not responded to or repudiated, the listener is submitting to the authority of the speaker.

“President Edgar Lungu should have allowed himself to speak even just closing remarks to thank fellow Presidents for taking time to attend the meeting. That would have been enough to withdraw the authority he willingly granted to his political rival”.

Prophet Tembo likened the meeting to a biblical incident in Samuel 24: 1 – 8 when David cut part of King Saul’s garment and sneaked away from the cave unnoticed.

“The spiritual meaning of what happened when David cut off of a piece from the hem of Saul’s garment was that it signified the transfer of kingly authority from Saul to David. Now I know that President Lungu is not a monarch like Saul was, but an elected representative of the people, but we are dealing with power here whether political or kingly, it is still authority and Hichilema cut a good part of it from the President”, stated Prophet Tembo.

The Prophet said President Edgar Lungu had an opportunity to reverse the blunder had he upon his departure from the auditorium walked over to Hichilema and greeted him.

“The President used human wisdom and arrogance. He should have walked over to Hichilema and greeted him and that would have neutralized the glitch because he would have ‘talked over him’ which was the most important thing, but he didn’t”, mused Prophet Tembo.

Prophet Tembo believes this has profound significance especially that the meeting in question was not an ordinary one but of transfer of power. He believes no matter what President Edgar Lungu does or does not do to Hichilema, the UPND leader is headed for a victory next year, even amidst whatever stately intervention on behalf of the Republican President.

For a long time, Hakainde Hichilema had been cajoling President Edgar Lungu for a dialogue on governance issues and the economy, and at the ECZ meeting, the UPND President got the opportunity, but Lungu came to the table very subdued and with nothing for it but the debate went on.

Man Kills Wife, Children After Discovering He Is Not The Father

A man in Zimbabwe has axed his wife and two children to death, after the wife reportedly told him that he was not the biological father.

The shocking incident happened in Village 4 under Chief Svosve in Hwedza on September 8, 2020.

According to information on i Harare, Innocent Chakabuda had a heated argument with his wife Junior Dzonga, whom he suspected of being engaged in an extra-marital affair.

During the course of the argument, Dzonga is alleged to have told Chakabuda that he was not the biological father of the couple’s two children, Vongai and Anenyasha. The ages of the children had not been established at the time of publishing.

Incensed by this revelation, Chakabuda is alleged to have armed himself with an axe and struck his wife and children twice each on the back of their heads. After committing the heinous act, he tried to take his own life by ingesting a tobacco pesticide. However, he seems to have taken a non-lethal quantity of the poison.

Chakabuda was later arrested when the community learnt of what had transpired. He appeared before High Court judge Justice Erica Ndewere yesterday facing three counts of murder.

Chakabuda who is being represented by Phanuel Mazhande of Mazhande Legal Practice denied all the charges. His lawyer indicated that they will be using an insanity defence.
Mazhande argued that his client had suffered a psychotic break and does not recall committing the heinous murders. He also said that his client’s sanity should be examined by two Government medical doctors before the trial commences.
Mazhande also challenged the admissibility of his client’s warned and cautioned statement, saying that Chakabuda had been coerced into giving it by the police.

Appearing before the court, Mazhande said, “The accused and his wife exchanged words until wife told him that both children were hers and not his. Before conception of the first child, the couple had conception problems.

“The accused will state that he remembers seeing his wife on the floor with blood on her head and also remembers seeing his two children also lying on the floor. He also remembers seeing an axe on the ground beside the three deceased.

“The accused will state that he has no recollection of exactly what he did that resulted in the deaths of the three.

“The accused will state that he drank the poison so as to end his life simply because the sight he had seen frightened him and he had no appreciation of what had taken place,” he said.

Justice Ndewere granted the application for mental examination and ordered that Chakabuda returns to court on October 26 for trial.

The Lodge has been identified as Crystal Gardens Lodges in Lusaka’s Kalundu area opposite the University of Zambia along Kabompo Street.

Max is portraying as though the Property is his or the house belongs to him.

This as affected the Morale of Opposition Youths who have been made to regret that it only pays to belong to the ruling party because of endless business contracts and other multimillion priviledges.

Thats a furnished lodge where you go with nothing and indeed check out with nothing.

Those children in the video may have just been borrowed to paint a picture of a well established family.

How can a house like that have no kitchen anyway.

Not even a Bedroom but just some living rooms?

A check at Zesco doesn’t not indicate Max Chungu as a client for the electricity utility. There is no Max Chungu in the Zesco Data base. So where does he get his electricity? Is that house illegally connected to Zesco power? Unless he says he is using proxies?

Another Check at Lusaka Water and Sewerage Company doesn’t show Max Chungu as a customer. So where does he get his water? WARMA doesn’t show Max Chungu as a subscriber for Bolehole Tax either. Does it mean even his bolehole is not registered and it’s an illegal borehole?

PRESIDENT Edgar Lungu says the PF mobilisation committee has no duty to start identifying candidates for 2021.

He says PF is the party of choice and “everyone wants to be a part of the PF. I became President not because of money, but patience and humility.”

President Lungu has since told party secretary general Davies Mwila and mobilisation chairman Richard Musukwa to resolve the frictions on the Copperbelt.

There has been friction between Copperbelt PF mobilisation committee chairman Bowman Lusambo and the Nathan Chanda-led party provincial executive.

The Chanda executive has been accusing Lusambo of appointing people in his committee who are seeking to be members of parliament on the ruling party ticket.

But during a meeting with party officials in Lufwanyama on Saturday evening, President Lungu said the mobilisation committee had no authority to start choosing who would be adopted.

He said the committee should be given clear terms of reference.

President Lungu directed the committee to work with elected party structures.

“Your Job is [to] support PF MPs, mayors and councillors because they have a mandate. Don’t start positioning yourself in the name of mobilisation and getting members from the party structures. To those that lost elections at provincial, district and constituency levels, now you are lucky that you have been co-opted in the mobilisation committee,” he said. “Don’t use this committee to settle scores, we will remove you. But I want to tell you that [the] mobilisation committee should work with structures. It is not the duty of the mobilisation committee to choose or identify candidates in constituencies and wards. It is not the duty of the mobilisation committee to be choosing candidates for 2021, but it is the duty of the structures to recommend to the central committee for possible consideration on the recommended names.”

President Lungu called for unity in the PF and asked members to embrace newcomers.

He said organising the party did not require one to have money.

“Let me emphasise the need for team work in order to have more numbers because politics is about numbers. The mobilisation is not about the individual, but the party. Those that lost elections should not take a confrontational approach and start undermining elected officials,” said President Lungu. “You need to emulate the tolerance of our founding president Mr Michael Sata. PF is the party of choice and everyone wants to be a part of the PF. I became President not because of money, but patience and humility. God’s time is always the best. The mobilisation committee needs to mobilise outside the party.
Mobilisation is an ad hoc committee but structures are seniors as elected officials.”
President Lungu was on a three-day working visit to the Copperbelt where he inspected developmental projects in Masaiti, Mpongwe and Lufwanyama districts.

Law lecturers question LAZ ‘quiet diplomacy’ amid autocratic rule

THREE constitutional law lecturers at the University of Zambia have questioned LAZ’s ‘diplomatic’ approach to authoritarianism that has grown in the country.

In a write-up titled; The slow and painful death of LAZ: neutrality is choosing the side of the oppressor, Pamela Towela Sambo, O’Brien Kaaba, and Felicity Kayumba Kalunga state that the association is in fact supporting autocratic rule.

The trio argues that such an approach from the current Law Association of Zambia (LAZ) council is a promotion of dictatorship being perpetuated by the current government.

“Under the ongoing democratic backsliding, it is imperative that LAZ asserts its independence both in word and deed. This can only be demonstrated by taking a firm, clear, unequivocal and publicly ascertainable stand against the status quo,” the lecturers wrote. “Continuing with the current approach of closed-door meetings as the main way of claiming to realise its objectives of advancing social justice and the rule of law is not only going to be ineffective but may in the long run damage the reputation and credibility of the Association. It does not work. It has not worked anywhere and will not work now, but simply play into the hands of autocracy. What works is standing up to authoritarianism.”

In supporting their argument, the three quoted retired South African Constitutional Court chief justice who said that, “standing up to bullies does change the world. Doing nothing allows evil people to prosper.”

The lecturers have expressed sincere disappointment with LAZ’s quietness in the midst of numerous injustices permeated by the PF government.

“Meeting these objectives inevitably mandates LAZ to unequivocally condemn any and all threats to democracy and side with the victims of authoritarianism. The law requires LAZ to be biased only towards the law and justice in all circumstances,” they state. “This mandate cannot be accomplished by a LAZ that is apologetic and subservient to or expends its resources to endear itself to political elites. LAZ should openly and categorically stand on the side of the law and constitutionalism and categorically denounce the ongoing assault on democracy. To act otherwise, using an alien ‘quiet diplomacy,’ is to dilute and betray its duty towards advancing law as an instrument of social justice; a dereliction of the duty to seek the advancement of the rule of law and human rights in Zambia and beyond.”

They stated that the Abyud Shonga-led council had shifted from the objectives and mandate for which LAZ was established.

“The new LAZ Council seems to have departed from the approach of previous councils in the manner of articulating concerns about the rule of law. Instead of taking clear and categorical positions to advance the rule of law and constitutionalism, the current LAZ Council seemingly prefers a lukewarm approach of behind-closed-door discussions with the public entities or persons who are at the heart of the current democratic backsliding,” the trio noted. “For example, one of the first official public acts of the Shonga led LAZ Council was to pay a courtesy call on the Republican President on 21 July 2020. At this meeting, the LAZ Council reminded the President that ‘our role is to speak out when the rule of law is being breached. We advised that we would prefer to talk to the government when breaches occur so that we can be part of the solution’. This approach may appear neutral to those not well versed with the rule of law and constitutionalism; and indeed, the objectives to which LAZ is legally wedded. On the contrary, such pronouncements can be fatal in situations involving the breach of the rule of law and social injustice by the government.”

The scholars cited other examples where LAZ has ignored a breach of the law by public institutions.

They stated that instead of condemning Electoral Commission of Zambia about its illegal online voter registration process, LAZ just scratched on the matter.

“There are presently two judicial review applications in the High Court and a constitutional challenge in the Constitutional Court, all of which cases are challenging the legality and constitutionality of ECZ actions. Prior to these cases being filed into the courts of law, LAZ was mute, and conducted no meaningful public education on any of the alleged illegal ECZ actions,” stated the lecturers. “Needless to mention, the ECZ is an important public institution, accountable to the law and the general public, more so in this run up to general elections. It must be in the interest of LAZ, and indeed the law, that the ECZ conducts its affairs within the strictest confines of written law… It is laughable that LAZ considers ‘ensuring the right thing is done’ revolves around concern for the good image of ECZ. Instead of focusing on the image of the ECZ as the right thing to do, LAZ should instead categorically advise the ECZ concerning its obligations under written electoral law and practice in thriving democracies; the breach of which will be responsible for any perceived damage to the integrity of ECZ.”

Forsake PF, Kalaba tells Nsonga residents

DEMOCRATIC Party president Harry Kalaba on Saturday afternoon told a delighted gathering in Nsonga to forsake the PF, as it has forsaken them.

Nsonga is in the outskirts of Mansa town.

Before his trip to Nsonga, on a dusty and bumpy path, Kalaba opened the Democratic Party (DP) Bangweulu Constituency office in Samfya town.

He told Bangweulu Constituency and Samfya district DP officials to bolster party mobilisation, and use the opened office as the meeting point.

In Nsonga, Kalaba, accompanied by party deputy national secretary Clement Kumalinga and other senior leaders, paid a courtesy call on sub-chief Nsonga.

The traditional leader is under Mabumba chiefdom.

Afterwards, Kalaba walked from the sub-chief’s residence to go and address a huge crowd that was waiting for him.

“Ndelanda ukutila nga kwaliba abasulwa, abaipatikisha kuli ba PF, nimwebo mwebena Nsonga (if there are people who are totally forsaken, people who only force for attention on the PF government, it’s you people of Nsonga area,)” Kalaba said to the gathering. “Look at the road that leads to here, from the Samfya-Mansa tarred road! You can’t write anything home about this road. Why should we have a road like this, 56 years after independence? Then someone should be going around saying pabwato, pabwato (on the boat)!”

Kalaba warned the gathering that voting for the PF in 2021 would amount to self-destruction.

“You are luck as the people of Nsonga because all along, you have just been voting for people you don’t even fully know. If you opt not to elect me and continue with pabwato, ninshi lwenu (then it’s up to you). Being forewarned is being forearmed!” he said.

He added: “winning and losing next year’s elections will not be decided on 12th August, 2021.”

“[But] winning will start on 28th October this year, when the voter registration exercise starts. Forget about your old voters’ cards! If you don’t register to vote once the process begins, you won’t be able to vote next year,” Kalaba sensitised the cheering crowd. “Let’s ensure that we regard the PF the way it has regarded us over the years. You have been forsaken over the years! So, when that time comes, show them – reciprocate.”

He further told the gathering how PF leaders, in towns, speak ill of them (Nsonga residents).

“Those in the PF always say the people of Nsonga are not militant enough – all they deserve is K2, K5. But refuse that demeaning description. You can’t continue forcing yourselves to be loved by PF leaders who are calling you as typical villagers,” said Kalaba. “Mukabalenge ati tamufwaya icibeleshi (show them that you can’t be ridiculed). Don’t be afraid of anything and anyone,” said Kalaba, who spoke in Icibemba.

Even if we put billions into economy, some people will still be poor – Lusambo

LUSAKA Province Minister Bowman Lusambo says even if government injected billions into the economy, some people would still remain poor because they are lazy.

And Lusambo says government is not ashamed to borrow because the money has been put to good use.

Meanwhile, Lusambo says the ruling party has met the expectations of the Zambian people.

Speaking when he appeared on Muvi TV’s The Assignment programme, Wednesday evening, Lusambo said in life, it was impossible for everyone’s fortunes to be the same.

Lusambo said the Zambian economy was doing well because some families were able to go for holidays to Siavonga.

“These roads you are seeing are part of development. Zambia is developing in all sectors. When you are doing good in Agriculture, when you are doing good in the health sector, when you are doing good in Education in health sector, when you are doing good in the economy, when people are going for work, they are able to pay for school fees, they are able to pay for medicals and other bills. They are able to for holidays and have meals. I was just coming from Siavonga, I went to Chirundu. You know that it is part of my district. From there, the officers told us that there is something we need to do in Chief Sikongo’s area and it’s very near to Siavonga. We went to Siavonga, we spent a night there, and the rooms were full to capacity. And we wanted to start off from Siavonga at 05:00. I told my guys that we can’t start off at that time, I want to see the people that have come here. When it was around 07:00 people were coming from their rooms with families, they have gone for a weekend,” Lusambo said.

“Ichalo efyo chaba teti abantu bonse babe fimo fine (this is how life is, we can’t all be the same). We are bettering the lives of people. When you go to South Africa, there are people who are poor and rich. Ichalo efyo chaba nififine whether twabika ama billions mu economy, abantu bakaba aba pusana. Kwaliba nabantu banang’ani bafwaya fye ukubaletela ati akulya (This is how the world is. Even if we put billions in the economy, people will be different. There are also people that are lazy, they want things on a silver plate).”

And Lusambo said government borrowed to better the lives of citizens.

“America borrowed from China and other countries are borrowing. Even you (the host) you have borrowed in your life. So for us to borrow is not a miracle, we are borrowing to make sure that we give development to our people. And we are not even ashamed. We have borrowed and some of the money which we are talking about is not only coming from the PF government under President Edgar Lungu, other governments also borrowed. For us the money which we borrowed we have used it in the normal manner. And we can’t shy away that we are not borrowing, we are. Even America borrows. We are using it very wisely. The President you see in State House is a President who has a vision for this country and he is a no nonsense President. And whatever things which have come to this country, it is audited. There is no one who can squander government’s money. Government’s money is audited money. No one can eat government’s money,” Lusambo said.

Meanwhile, Lusambo said the country was in capable hands under President Lungu and that the ruling party had delivered to the expectations of the people.

“We haven’t failed as a country, Zambia is not a failed state. Zambia is in the capable hands of His Excellency Edgar Chagwa Lungu and the government of Edgar Chagwa is working. We are working and we were delivering to the expectations of the people. The people of Zambia told us they needed roads, we are giving them roads. The people of Zambia told us that they need schools, we are constructing schools, the people of Zambia told us that give us hospitals, health posts, we are doing that. The people of Zambia are saying ‘no, the Zambia Army needs houses’ we are constructing houses for them. The police need houses. We are doing that. The people of Zambia are telling us that we want food, our staple food is Nshima, we want maize in this country, and we invested in agriculture,” said Lusambo.

“And we have a bumper harvest. How much are we buying a bag of mealie meal? In other shops we are buying it at K90. There was a time when people of Lusaka almost started lining up for mealie meal because of other selfish individuals. And mealie meal is also all over. The mealie meal is fetching at an affordable price. Tell me the town where people are complaining that there is no mealie meal. When we offload this mealie meal in town, people are buying, go to Shoprite and see how many trucks per day. Take me to our compounds; Kalingalinga, Mtendere, Chawama, Mandevu, [and] Kanyama, people are buying mealie meal. My concern as a government is to know and see if we have shortage of mealie meal in my compounds and the answer is no we have plenty of mealie meal.”- DIGGERS

I told Kang’ombe to start campaigning in Kamfinsa, admits Davies Mwila

PATRIOTIC Front secretary general Davies Mwila has admitted that he guided suspended Kitwe Mayor Christopher Kang’ombe to start campaigning in Kamfinsa constituency, but added that the incumbent member for parliament, Elalio Musonda, insisted on re-contesting the seat.

On Wednesday, Kang’ombe revealed that Mwila guided him to start establishing himself on the ground ahead of next year’s polls so that he could stand in Kamfinsa constituency.

Speaking on Hot FM’s Red Hot Breakfast Show, Thursday, Mwila admitted to guiding Kang’ombe to stand as area member of parliament, but that the incumbent equally expressed interest in being re-adopted at a later stage.

“There are two charges that have been given to Binwell Mpundu (former Kitwe District Commissioner) and Kang’ombe in the first one, they are saying they held a press briefing when the Vice-President (Inonge Wina) and myself were in town. I will not talk about that much in that the information I got was that the Vice-President left Kitwe around 08:00 on Sunday and the gentlemen held the press briefing at 11:00. The second issue is that the central committee made a decision that where we have sitting members of parliament, no one should be allowed to campaign until such a time when a decision shall be made,” Mwila said.

“Yes, I got information, as secretary general, that the incumbent MP for Kamfinsa is not going to stand. Later on, we discovered that Mr Elalio Musonda wants to continue. What that means is that the decision of that decision of the central committee still stands and we don’t expect anyone to campaign where we have a sitting MP, that is the charge. I was informed yesterday that they have been suspended. For the press briefing, I will give them a benefit of doubt.”

When asked if he was aware of the press briefing they held, Mwila responded in the affirmative.

“I was aware about it. The notice was circulated,” he responded.

And when asked why Kang’ombe was not guided to stop campaigning when Musonda was re-contesting the seat, Mwila said Kang’ombe was told to stop.

“He is very much aware. He knew we had an incumbent and that he made a decision that he wants to continue. Kang’ombe and Binwell are aware that the central committee made a decision that no one should campaign where we have a sitting member of parliament. And Binwell should tell the truth! He has been campaigning throughout Nkana without authority from the party. And when we come to Kang’ombe, it is the same thing…that is the reason they have been suspended,” disclosed Mwila.

But when asked if there were any internal wrangles brewing within the ruling party on the Copperbelt, Mwila denied.

“No, no, it’s normal. I know they want to aspire, but they have to follow the laid-down procedures. No one will stop them, but they have to follow the rules. I am accepting that earlier on [I guided], but we discovered that the incumbent MP wanted to continue. And he (Kang’ombe) has never talked to me for the last one year. Three years ago, that is when I guided him because Kang’ombe wanted to stand in Kwacha (constituency), I said, ‘no, there is no need to fight, there is a vacancy because the MP for Kamfinsa doesn’t want to stand…’ that is the advice I gave. After one year, the MP came that he wants to continue so what do I do?” wondered Mwila.

PF Copperbelt chairman Nathan Chanda has since lifted the suspension of Kang’ombe and Mpundu in the spirit of party unity.

ELECTION COMMISSION OF ZAMBIA.

ECZ is a Constitutional body mandated to conduct Elections in this Country. Their role is to manage free fair and transparent Elections for the people of Zambia to freely elect their preferred Leaders to manage the the Country on their behalf.

People are represented by Political Parties. This makes political Parties to be Associations which the ECZ has to work with to ensure impartiality in its activities. What we see the ECZ today is that it seems to favour certain political Parties. The Commission has powers to punish Electoral malpractice where it exist. What has been seen in recent by Elections leaves a lot to be desired out of the Commission. You even wonder whether the Judge Essau Chulu led commission deserves to serve on the Commission. Political Parties on behalf of the people of Zambia have to be consulted and agree to how Elections are to be conducted. The Commission of late is behaving as if they are a Court. Judge Chulu should not behave as if he is running a Court where his decisions are final. He has to consult and agree with representetive stakeholder on the manner elections are to be conducted.

Police haven’t conducted themselves very well in the application of the Public Order Act. We expected the Commission to give its position on the conduct of the Police in relation to political gatherings and processions. These are cardinal to Political Parties to meet and prepare the people to elect credible candidates. But today Police are stopping Political gatherings and procession by the opposition. This is denying the opposition the ability to mobilize their supporters in preparation for elections. Such conduct has to be sanctioned by the Commission.

Recently the commission called for a Stakeholder meeting. It was a shameful sight. Stakeholders were given limited time to express very important issues related to Peaceful transparent elections. Who does ECZ represent if it is not the people of Zambia here represented by their preferred Political Parties. An opportunity to hear from the people of Zambia was denied by the Commision. They are seen to be party f the Executive and its Party. The question is whether the Commission with the way they have conducted themselves can run credible free and fair Elections is yet to be seen.

DR GUY Scott has urged Kelvin Bwalya Fube to tell Zambians more about how they dubiously made Edgar Lungu the PF presidential candidate in 2015 after Michael Sata’s death.

During a recent press briefing in Lusaka after his dismissal from the position of deputy chairperson for elections in the PF, KBF disclosed how he and a few others managed to obtain the orders they wanted from the courts after waking up a judge at 04:00am.

He also disclosed how they intimidated Dr Scott to give up the party leadership which he constitutionally held as he was the party’s vice-president at the time.

“We fought this battle, I was not a member of the central committee, I was not a member of Cabinet at that time but I chaired central committee because members of the central committee were not lawyers. They didn’t understand what was going on. Willie Nsanda was sitting on my right, ba Samuel Mukupa on my left at all times. Members who attended the central committee include a Mr. Mwale in Luapula, ba Chali in Central Province, the PS now at the Ministry of Defence Stardy Mwale, he was Copperbelt Provincial chairman at the time, ba Nkandu Luo joined us, my own minister who has dropped me now, Jean Kapata, was always on me asking ‘what time are we going to meet, what are we going to do?’” KBF recalled.

“I spent my time, effort and knowledge as a lawyer to educate central committee members who didn’t understand their own constitution so that they know they had power to go against Guy Scott…By the time we were getting to Mulungushi, we were ready. We knew the Constitution at the fingertips. We knew every clause…When we decided against all odds that we were going to expel Guy Scott from the party, ba Chali read the statement, signed by all central committee members because then they realized they had power to do that. We went to Cool Breeze Lodge and Guy Scott was dropped. It was that pressure that forced Guy Scott to come back and say ‘okay let’s agree’…We came back from Mulungushi, the President’s candidature was secured at the time. They ran back to Lusaka, me and my security detail decided we were tired…let’s rest. We wanted to sleep in Kabwe after the convention. At exactly 20:21 hours, I received a phone call from Kaizar Zulu, ‘Counsel, where are you. We have landed at Lewanika, the president wants you here.’ I was like ‘what is the problem?’ He said ‘emergency.’ We didn’t sleep; we drove like mad. One and a half hours, we were at Lewanika. The President called a meeting and he said ‘These guys are going ahead with their convention tomorrow, we have just had a convention, and we need an injunction’.”

He said he had sacrificed a lot for the party for anyone to expect him to leave.

“Myself, the legal advisor to the President, Tutwa Ngulube, and my young brother Bokani Soko…from Mulungushi, I didn’t go home…We worked the whole night, we had no secretaries. We were doing one little finger at a time. We are men but at least we can type. By 02:00 hours, the papers were ready. We had to start calling people to open the High Court. We opened the High Court at 03:00 hours and we rushed there. People were leaving their wives and children to open the High Court. We had to find the judge,” narrated KBF.

“We found ourselves knocking on the door of the judge at 04:00 hours in the morning. By 05:00 hours, the judge had read and signed the documents. At exactly 10 minutes to 06:00 hours, I was delivering the injunction to the President at his home. The President then said, ‘This injunction has to reach Mulungushi so that we stop the convention.’”

Dr Scott, in his reaction, said it was interesting to learn that President Lungu’s team was ‘crawling’ in the judges’ offices at 04:00am to stop a legitimate convention.

“It’s fascinating to know that President Lungu’s team was crawling in judge’s offices at 04:00 hours in the morning trying to serve injunctions on me, which he couldn’t do because I was the acting President. You don’t serve an injunction on the President. KBF said his colleague who was the commissioner for the second convention promised him that he was going to count the votes but not declare the winner, but he announced them at the convention. The winner was Miles Sampa,” Dr Scott said.fube

“Miles Sampa won because he did his homework and he had supporters who were there and voted for him when others ran away after that bogus convention which Edgar Lungu was declared winner. I had to remind the Chief Justice that we had two conventions and that she did not just expect us to sort it out. Otherwise, we would have had two nominees from PF and we would have had bloodshed probably. Miles tried to get an injunction to have him declared winner but that did not work and we had consent order.”

He said he would ask KBF to orient him on how to get judges to sign injuctions at 04:00am.

“It’s so nice to hear about the crawling around in the night like burglars. If they looked a little bit like burglars, maybe that’s because that’s how they spend their nights. I will ask Fube to show me how he went about it, he should tell us more. I will even ask him to give me the addresses for the judges so that the day I will need help, I will just go and knock on one of the judge’s door at 04:00 hours,” Dr Scott said.

And Dr Scott said the PF now belonged to the MMD.

He said what was happening in the PF was not shocking to him.

“Everything happening in the PF is entirely predictable. You take the PF remnants if you like, the PF core of that party, even me I came from Mpika and I campaigned the whole Copperbelt. But for some reason, he (President Lungu) wants to give each of Rupiah Banda’s loyal subjects positions. And if you remember, they were defeated by us (PF), now they are senior to us! We have Bowman Lusambo – MMD die-hard – boasting that he is PF! That is the party we defeated because we felt it was too corrupt and people wanted change. We have got them back. So it’s entirely predictable,” Dr Scott said.

Asked how he felt about the happenings in the PF, he said: “I don’t think there is anything surprising about what is happening in the PF. But again I am just observing. I think it’s fine. Let’s wait and see what happens. Politics, they say, there are two certainties in life; one is thanks and the other is ingratitude. That’s how I feel. It’s true. Ingratitude is inevitable. I am not worried. You want me to start sulking or crying? I did what I intended to do. People were even jealous when I was made deputy President, I was president for three months. I have even put the picture on the wall, chapwa (finished).”

DOUGLAS Syakalima has asked if President Edgar Lungu kills citizens willy-nilly apart from as established by law.

He is also distressed that in all the league tables of bad things, Zambia is topping.

Syakalima is UPND leader Hakainde Hichilema’s senior advisor and the Chirundu member of parliament.

He called The Mast on Monday and posed some questions to President Lungu.

“When people said Edgar Lungu wants to kill HH…Remember he said ‘I don’t want to kill HH. If I had wanted, I could have done that a long time ago.’ My question which I posed and I still pose – and even [Isaac] Chipampe must answer me – is that does Lungu kill people?” Syakalima asked.

“He said if I had wanted I could have done that a long time ago, confessing that he kills or he can. Are Presidents given power to kill citizens? He has not answered me and I’ll pursue this to its logical conclusion.”

He indicated that what he knew was that the police have killed in President Lungu’s name.

“They killed [Mapenzi] Chibulo, they killed Vespers [Shimunzhila], they have loaded a bullet in the buttocks of our member (Peter Masani). They do all this in his [President’s] name!” he said.

“But for him to directly say that…I want an answer. This question will not finish until it’s answered; Does Lungu kill people? Does he have the authority that he can kill people, that he can kill citizens if he wants?”

Syakalima, however, pointed out that when judges sentence people to death, the President must sign a warrant.

“That is by as law established! But for him to say that if he wanted he could have killed HH a long time ago, who is he? Who is he to decide on the life and death of a human being, when he is just a human being as well? Only God can recall you!” Syakalima said. “I know that one time he had said that he is the alpha and omega. Again, blasphemy! We know that he was blasphemous. But for him to come in the open to say what he said about killing…Is he telling us that Presidents kill?”

He continued asking: “where has he found that some Presidents killed people wantonly?”

“This question must be answered before he leaves office next year. Otherwise it will be asked to him as ‘how many did you kill?’ He boasted that if he wanted; meaning that he has all the powers,” Syakalima insisted. “In the name of the President, civil servants do things. So, in his name, crimes have been committed. He is answerable to that also. But the biggest thing is where he uttered the words [of killing] himself.”

He asserted that instead of looking at corruption that had endemically spread in Zambia, President Lungu was talking about how to fix a political opponent.

Syakalima regretted that Zambia was now rated the third hungriest country in the world.

“But he wants to kill innocent people. In all the league tables of bad things, Zambia is topping. Be it corruption, poverty, hunger, disease, squalor, ignorance – it is Zambia topping up the league table,” he complained. “Zambia has the second worst performing currency in the world. But Lungu is looking at who will I fix next. You are fixing yourself, Lungu! Mark my words; you are fixing yourself. Many dictators have ended up fixing themselves.”

Meanwhile, Syakalima has told the President to be on alert and that he should not allow: “your mouth to be loose.”

“He is a very lucky man. Most presidents leave their presidency and then I come to protect them, because I never warned them. [Dr Kenneth] Kaunda, I never used to advise him and all the other presidents I never openly advised them,” he said. “[But] Lungu is a lucky man that he has a person who is advising him from outside the people that he doesn’t even know. What I can tell you is that Lungu doesn’t know anyone of those that are around him.”

Syakalima has a premonition that President Lungu’s inner circle would abandon him, once his presidency ends.

“Next year they will run away from him. Let him not run to me! I have been openly advising him. If he is less intelligent and not taking my advice, that is his fault. But I will keep on telling him,” said Syakalima.

Nathan Chanda was instructed to lift the suspensions slapped on Mpundu and Kang’ombe – PF source

A SOURCE within the PF has revealed that Copperbelt chairman and member of the Central Committee Nathan Chanda was instructed to lift the suspensions recently slapped on Binwell Mpundu and Christopher Kang’ombe.

This is contrary to Chanda’s statement that the duo’s suspension was lifted due to their “remorsefulness”.

The source within the PF on the Copperbelt revealed that Chanda was in fact instructed to lift the suspensions by PF secretary general Davies Mwila.

“Secretary general Davies Mwila instructed Nathan Chanda to lift their suspensions. The instruction was given to him yesterday (Wednesday),” the source said.

But in his statement, Chanda purported that Kang’ombe and Mpundu exhibited and were therefore pardoned following a meeting with the Kitwe district officials.

“I’m in receipt of the letters of suspension of Mr Christopher Kangombe and Mr Binwell Mpundu from the Kitwe District Patriotic Front Party by Kitwe PF District Chairman Mr Evaristo Chilufya. The same letters of suspension are also copied to the PF Secretary General Hon Davies Mwila. After our meeting with the PF Kitwe District Chairman Mr Evaristo Chilufya, his District Secretary Mr Lungo Kawaya, PF Nkana Constituency Chairman Mr Edward Chitambetambe, PF Kanfinsa Constituency Chairman Collins Chansa, including Mr Binwell Mpundu and Mr Christopher Kangombe, who showed remorse,” Chanda stated.

He stated that the PF had a constitution and a disciplinary code which guides all disciplinary matters involving party members.

“Based on the aforesaid, and remorsefullnes shown by Mr Christopher Kang’ombe and Mr Binwell Mpundu, I have decided to lift the suspensions,” he said.

Chanda added that if the Kitwe PF district executive committee still feels the duo or any other PF members committed an offense or in the near future warranting disciplinary action, they could charge them following the PF constitution and disciplinary code.

“I want to give a serious warning to the trio for taking the matter to the press and social media when as a party we have many channels of airing out grievances. I also wish to take this opportunity to restate that the PF party on the Copperbelt will work towards promoting unity, love and reconciliation among its membership,” Chanda said.

He insisted that he will not condone indiscipline from party members, including those who have launched premature campaigns in constituencies with total disregard of the PF central committee’s guidance as per the circular signed by Mwila.

“Lastly let’s respect and support the party by putting all our efforts together in building the party and campaigning for President Edgar Chagwa Lungu who is our candidate for the 2021 General Elections,” said Chanda.

NAREP’S STANCE ON ECZ PRESIDENTIAL SUMMIT

NAREP’S STANCE ON ECZ PRESIDENTIAL SUMMIT

Presentation by the Commission through its CEO
Mr. NShindano.
The presentation merely briefed the Presidents about their works towards elections from 2019 all the way to 12th August, 2021.
What they have done;
What they are doing;
And
What they are going to do. Very clear.
No doubt, no query, no ill feeling.
Their presentation according to what they wanted to tell and inform us was perfect and excellent.

If the intention was to inform us:
Then, good and fantastic, the summit should have ended there.

BUT
Since they went ahead and opened the floor for discussions, questions and suggestions.

We as NAREP have a different view and take over what happened during the summit at Mulungushi International Conference Centre.

We saw 4 camps in the summit:
The opposition Presidents who opposed process of being told against consensus and dialogue before action.

The opposition Presidents on the side of the ECZ and the ruling government who to some extent charged on their fellow opposition Presidents.
The Republican President and his team who were merely spectators and did not take part in any of this discussions.

The ECZ itself which facilitated the meeting and played the role of informing coupled with defensive position when it came to queries put across by the opposition Presidents which was unfortunate.

We as NAREP also observed that it was important for ECZ to bring in two other crucial stakeholders into the summit namely:
The Inspector General of Police to be able to answer issues pertaining to security and political violence during elections and campaign also to Public Order Act and selective use of law.

The Commissioner General of Correctional Services to answer and give position and assurance to all Presidents and their respective political parties that they will be given a fair chance to campaign within the Prisons.
This was a missed chance at the summit.

This resulted into the following problem:

NO TRUST
There is seemingly No Trust between the opposition Presidents on one side and the ECZ with the Government on the other side.

Further there is no trust between the people of Zambia and the ECZ with its Government.
It is because of this mistrust that everything that is done by ECZ without really consulting the Stakeholders will result into being shot down by the opposition.

History has it that since UNIP to-date every five years when it nears the General Elections, the same problems mentioned here with ECZ do resurface again and again and we all know the problems and the causes.
The ruling government knows that very well .

NOW THE MILLION DOLLAR QUESTION:
Is ECZ interested to solve these issues once and for all?
Is the sitting Government interested to solve these issues once and for all?
Clearly the answer is NO!
And any normal person will ask but WHY??
Our position as NAREP
Today we are living in a digital era within Zambia you will be at least digitally connected.
Therefore we say if the Ruling Government and its ECZ wanted to solve the main problem of trust they would remove the manual and human handling of all these NRC and Voter Registration and automise.

When you are born, you are captured and a Birth Certificate is issued in the absence of the birth certificate an affidavit sworn before commissioner of oath is issued.
When you die, a Death Certificate and Burial Permit are issued.
So the system automatically can perform the following functions:
At 16 years the system will generate an NRC.
At 18 years it will generate voters card.

When one dies, the system will automatically know that you have died so you are no longer expected to vote and it will automatically remove you out of the Voters Register.
Zambia has enough educated people to carry out this exercise.
ZAMBIA FOR ZAMBIANS
ONLY ZAMBIANS WILL DEVELOP ZAMBIA

It’s an easy system that exists in so many other countries, today and it exhibits TRANSPARENCY.
Commitment to serve the people.
Integrity
And above all:
IT INSTILLS TRUST AMONG ALL STAKEHOLDERS
Such a system will at the same time allow election results to be ready within few hours after closing of the voting at the Polling Stations.

We do understand that there is no willpower by the ruling Government and its ECZ to adopt a system that does not allow human manipulation and intervention so that the intended RESULTS AND ANY OTHER OUTCOME CAN BE JUSTIFIED.

Finally, development is about identifying the previous shortfall, challenges, mistakes that hinder progress and provide better solutions for better future results.

ECZ’s insistence on new register creating suspicion – Katolo

SOLWEZI Central parliamentary aspirant Joseph Milner Katolo says abandoning the old voter’s register to start afresh has raised suspicion of rigging among the public.

In an interview, Katolo, who is also a renowned lawyer, said there was absolutely no need to discard the old voter’s register.

He said the law places a mandate on the Electoral Commission of Zambia to register and update the register.

“ECZ has issued notice to the public saying everyone must register even if you registered before. And if you don’t register now, you will not vote; that is where the issue of discarding the old voter’s register is coming from. There is absolutely no need,” he said. “The law, both the electoral process Act and electoral registration of voters regulations place a mandate on the Electoral Commission of Zambia to register and update the register. The expectations of Zambians this time was that the existing register would be updated.”

Katolo explained the process involved in updating the register as stipulated in the law.

‘’ And how is it updated? Firstly, you remove people that have died, change addresses for people that have relocated, you add new people that have gotten NRCs and people that are changing polling stations, you adjust…that is the updating that is there so that once it is updated and approved by all stakeholders, that is now the register that will be certified by the chief electoral officer, who is the CEO of ECZ that this is the register to be used for 2021,” Katolo explained. “It does not mean abandoning the old register to start afresh, as that raises suspicion of rigging by the public. And if I was at ECZ, I would want to stand tall and make sure that no one points a finger at me; just update the register as it is and certify it later for the elections. What are they afraid of? We want answers.”

He doubted the possibility of free and fair elections when stakeholders’ concerns were not addressed.

Katolo further cited the short period government has allocated to mobile issuance of national registration cards.

“As it stands, the question of a free and fair election raises so many issues because it starts with processes that build up to an election. The registering of voters itself, the issuance of national registration cards to citizens itself, all go towards a free and fair election,” he said. “We have heard so many complaints in opposition strongholds that very few days are spent there, excuses of machines breaking down and we had statistics that showed that pro-government strongholds had more people registering for NRCs and opposition strongholds very few people registered, why that imbalance?”

He also questioned home affairs minister Stephen Kampyongo’s fears whenever he saw opposition members of parliament visiting national registration centres when they were also stakeholders.

“When members of parliament in opposition strongholds tried to follow up on issuance of NRCs, which they have a right to do because they are government officials, there were threats by the Minister of Home Affairs that anyone interfering will be prosecuted, why that threat? What was the Minister of Home Affairs afraid of?” asked Katolo. “If he is transparent and has nothing to fear, he should actually commend those members of parliament that they were actually checking on his officers to ensure that they were doing their work because they are government workers by virtue of being MPs. They had the right to ensure that their people in their constituencies are given NRCs. When you now come to registration of voters, it also creates a lot of problems as there is now the introduced online voter’s registration and you and I know that very few people along the line of rail can be able to do that with the internet of smart phones.”

POLICE EXPOSE NAKED BIAS, UNPROFESSIONALISM IN PERMIT ISSUANCE

Police in Lusaka have exposed their deep-rooted bias, unprofessionalism and double standards in the application of the Public Order Act, with regard to the issuance of permits to political players.

Last week, police denied United Party for National Development (UPND) and National Democratic Congress (NDC) youths permit to hold a peaceful rally, on Friday, October 9 at Freedom Statue in Lusaka, citing lack of manpower as police officers were engaged in other national duties.

Today, ruling Patriotic Front (PF) youths are holding a rally in Kafue to launch what they call, “2021 President Edgar Lungu endorsement”, to be graced by Lusaka Province chairperson Paul Moonga and other senior party officials.

Lusaka Province youth chairperson Daniel Kalembe confirmed in an interview that the rally would be held today, Sunday, October 11, in Kafue district. However, Kalembe said he was unable to attend the rally because has had travelled to North Western Province for a bereavement.

Moonga had his phone off by Press time.

And When contacted to know whether or not the PF youths had been given a permit, Police spokesperson Esther Mwaata Katongo declined to comment and referred all queries to Lusaka Province police commissioner Nelson Phiri.
“Ask the Lusaka (Province police) Commissioner. Since Kafue is under Lusaka, I think the Commissioner should know whether they (PF youths) have a permit, in fact, if there was a notification,” Katongo darted.

But when reminded that she is police service spokesperson who should have known whether or not the PF youths obtained a permit to hold a public gathering, Katongo got into a hysteria, grew cold feet – and insisted that all queries be directed to the Lusaka Province police commissioner.

Exhibiting similar style to that of Katongo, Phiri instead told Daily Revelation to ask the PF youths whether or not they have a permit.

“Just ask them, ask them (if they got a permit), Phiri retorted.
When reminded that it is important to first inquire from the police, being the authority that issue permits to political parties in line with the Public Order Act, Phiri responded: “You know what? First of all, an initiator is the person who wants to convene (a public gathering or rally), so ask them whether they have the permit. Don’t ask me.”
There have been myriad of complaints from the general public, especially opposition political parties in the way police behave with regard to the application of the Public Order Act, vis-à-vis issuance of permits to political players to hold public gatherings such as rallies. It has been observed by the general public that the ruling PF do not get permit or notify the police to hold public rallies across the country, while the opposition, despite notifying the police, are denied permit to hold rallies or gather in the quest to mobilise.

BOWMAN LUSAMBO’S CRAZY EXPLANATION ON THE COLLAPSE OF THE KWACHA

It was astonishing to see a cabinet minister on Muvi TV give a crazy and senseless explanation on the collapse of the kwacha.

It’s also frightening to see the caliber of people that are governing this country, people that don’t understand the basics of governance and economics.

Bowman Lusambo said that the kwacha has depreciated because the government is importing fuel and agricultural inputs for the farming season and therefore paying out dollars.

How does that even make any sense?

Zambia has been importing fuel and fertilizer for decades, why didn’t the currency depreciate then? Why now?

In fact international oil prices are their lowest in over 20 years, the government should be spending less on fuel and passing on the benefits to consumers by reducing the pump price.

Let us give him the real reasons why the kwacha has lost value.

1: EXCESSIVE NATIONAL DEBT – President Lungu has borrowed too much. Zambia’s debt is now at almost 100% to GDP. The debt repayment figure it too high and every month the government is sucking out more and more dollars to repay debt. This is reducing the supply of dollars in the country and causing the kwacha to lose value . Every month taxes collected by ZRA have to be converted from kwacha to dollars to pay debt.

2: CORRUPTION – Alot of the borrowed money is being stolen by government leaders instead of investing it in income generating activities. We have over borrowed and part of that is a corruption premium for inflated project costs.

3: MINES – The inflow of dollars from the mines has always been a stabilizing force for the kwacha, ever since the cadres took over KCM production has slumped over 50% and the inflow of dollars into the country has reduced substantially.

4: LOSS OF INVESTOR CONFIDENCE – Investors are pulling out of the country due to bad economic management and political instability and they’re taking their dollars with them. No one wants to invest in a country where their investments are not secure, or where the government changes tax rules every year.

5: DEPLETED BOZ RESERVES – The Bank of Zambia is broke, all of the money in the reserves has been utilized to pay debt. With no dollar or Gold reserves at BOZ, the kwacha has nothing to back it up, it becomes a worthless piece of paper. Market speculators who are holding dollars will not change them to kwacha and will keep profiting off the depreciation because they know that BOZ has no tools left in the tool box to intervene, they have no dollars in the reserves to offload onto the market and quench this depreciation fire.

They often claim that we don’t give them solutions, here are the solutions ;

1: Stop borrowing

2: End Corruption

3: Let the mines be run professionally and free of political interfere so that they can become productive and profitable and in the process increase the inflow of dollars into the country.

4: Zambia needs to be transformed from an import driven economy to an export driven economy through the creation of manufacturing industry, that will mean less dollars going out of the country and more dollars coming it, it will also insulate Zambians from inflationary price increases due to currency instability.

5: Let a substantial amount of the gold in Zambia be held at BOZ reserves to back up the kwacha.

6: Negotiate an IMF bailout to get lower interest rates on the national debt and have the debt repayments spread over a longer period of time.

7: Give good incentives in the firm of tax breaks to both local anf foreign investors who chose to set up manufacturing industries here in Zambia. That’s the only way to attract them to come.

8: Disallow the importation or impose tarrifs on certain goods into Zambia where we have Zambian companies that produce similar goods locally.

This is the only way the economy will stabilize, the kwacha can gain strength and jobs created for the youth, there is no other way.

…as President Edgar Lungu directs PF Secretary General Hon. Davies Mwila and Mobilization National Chairman Honourable Richard Musukwa to quickly convene a meeting to resolve the friction between party structures and the Mobilization Committees.

who is also the Patriotic Front Party President,
has assured the PF party structures on the Copperbelt and the nation that the friction that is there between the Mobilization Committee and the structures will be resolved very soon.

President Lungu has since directed the PF Secretary General Hon. Davies Mwila, the Chairman of the PF party MCC Samuel Mukupa and Mobilization National Chairman to quickly call for a meeting and give clear terms of reference.

President Lungu said the Mobilization Committee needs to work with the elected structures, just like the structures need to embrace and work with the Mobilization adhoc committee to grow the party. Your Job is support PF MPs, Mayors and councillors because they have a mandate don’t start positioning yourself in the name of Mobilization and getting members from the party structures.

President Lungu said this in Mpongwe and Lufwanyama when he addressed party members.

President Lungu is on a three day working visit to the Copperbelt where he has inspected developmental projects in Masaiti, Mpongwe and Lufwanyama Districts respectively.

The PF President and Republican President said the party needs to develop the spirit that it’s founding President Mr. Micheal Sata had.

“To those that lost elections at Provincial, District and Constituency levels! Now you are lack that you have been co-opted in the Mobilization Committee don’t use this committee to settle scores we will remove you. But I want to tell you that Mobilization Committee should work with structures. It is not the duty of the Mobilization Committee to choose or identify candidates in constituencies and wards,” said President Dr. Lungu.

“It is not the duty of the Mobilization to be choosing candidates for 2021, but it is the duty of the structures to recommend to the Central Committee for possible consideration on the recommended names. Let me emphasis the need for team work in order to have more numbers because politics is about numbers. The Mobilization is not about the individual, but the party. Those that lost elections should not take a confrontational approach and start undermining elected officials.”

President Dr. Lungu also encouraged party structured officials to be embracing new members.

“Be like like the Church that welcomes everyone and ensures that they are converted. Let us develop the spirit that Mr. Sata had,” he said

“You need to emulate the tolerance of our founding President Mr. Micheal Sata. PF is the party of choice and everyone wants to be a part of the PF.”

President Dr. Lungu said organising the party does not need one to have money.

The PF Party President said the Mobilization Committee should mobilize members outside the party.

“I become President not because of money, but patience and humility. GOD’S time is always the best.The Mobilization Committee needs to mobilize outside the party. Mobilization is an adhoc committee but structures are Seniors as elected officials,” President Lungu said.

Kapenta – How The Name Was Coined!

Kapenta is the name used to refer to the silvery small type of fresh water lake fish and comes from two closely related species of Lake Tanganyika fresh water fish – a sardine and a sprat (Scientific names: Limnothrissa miodon and Stolothrissa tanganicae).

The original Bemba name for Kapenta is inshembe.

Kapenta was originally only found in the Rift Valley lakes (Rwanda, Congo DR, Tanzania and Zambia). It was introduced into the Zambezi River initially in 1959 on completion of Lake Kariba and in the 1970s into the new Cahora Bassa dam. This has made it easily available in Zimbabwe (where it is known as Matemba in Shona) and in Mozambique.

Since the increase in mining activity on the Copperbelt from the 1930s onwards, increasing numbers of people migrated from the rural areas into the towns. This increased the need for food supplies.
Sun dried Kapenta had a long shelf life and was lighter and easier to transport over long distances. Large quantities therefore found their way to Kitwe and other Zambian towns from Lake Tanganyika.

Kapenta was a tasty, affordable high protein dish that was easy to prepare quickly. This made it popular among young miners’ wives and girlfriends who spent more time at local pubs (known as taverns) than in the kitchen preparing family meals.

In the sixties and seventies, miners early shifts ended at 15.00hrs. A siren would sound at SOB shaft in Wusakile west. You could hear it all over Wusakile and as far as Chamboli and Ndeke townships. This gave these wives enough time to dash home and have the Nshima and Kapenta ready for their men. These women who frequented taverns, shared Chibuku drinks or Castle Lager with strange men and felt no shame dancing to the blaring Rhumba music. Most of these town women used to apply lipstick and applied glycerine to their arms and legs to make the skin look smooth and shiny. (It was rumoured that when they had spent all their money on drink and couldn’t afford glycerine, these women improvised by dissolving sugar in water to make a sticky liquid that had the same cosmetic effect). They were referred to as “Kapenta milomo” – “She who paints her lips.”

When those people who were recent arrivals on the Copperbelt from their villages who had conservative traditional values wanted to buy the Lake Tanganyika sardine they used to ask that do you have that small fish that is mainly bought and eaten by “Ba Kapenta Mililomo” – “Those who paint their lips”? With time, the Lake Tanganyika sardine thus came to be popularly known as “Kapenta”

Son Claims VP Chiwenga’s Family Members Are Engaged In Many Rituals

As Vice President Constantino Chiwenga’s family was hit by serious allegations around child molestation, his son wrote out saying they are engaged in many rituals.

This complaint is released pursuant to Child Protection laws and guidelines.

During an emotional family squabble, Vice President Constantino Chiwenga’s “son,” Kuda Blessing, also exploded to suggest that the man he calls his father, is a thief who survives on stealing. Writing publicly, on Wednesday, he said his dad is a monkey- anasoko “ nekuti munopona nezvekuba.” Chiwenga’s totem (African surname) is a monkey. [This translates to mean a monkey that survives on stealing].

He also offloaded a series of old pictures while penning out his thread. In the piece he also made several allegations against the father concerning his love life.

He alleged that he has been molested, without however elaborating what he means by that type of abuse whether metaphoric or literal. He said, “I may have no memory of this, but I do believe I was loved then. After that, it was just molestation, abuse, and a whole bunch of horrors. 2020 has seemed to exceed them all. There truly is a devil out there. God help us all.

He alleged that a woman named “Getty” is destroying the whole Chiwenga clan. He then penned out several staggering allegations against the said, Getty.

He said, “Nhai Getty, woparadza dzinza rese here, wodya murume, kushandisa Charles kuba maunderwear evanhu, zvino shop yako naMwamuka yakasvikepi.

“ Zvino vana vawakabheja kuti tichafa tingoripo.

“Nhai ngatigarei dare, musungise vakandibata chibharo. Ndosaka wakavengwa nedzinza rekumurume wako. Kubatirira pahanzvadzi kutya mhosva. Repent. All of this is your fault. Ndini ndazvitaura.”

After this he went on to point the accusing finger against his father saying that he is conspiring with stepmothers to ruin children’s lives. He said: “You see a whole grown man conspire to help some stepmothers ruin lives. Kubva kuna Jocy, toti Maria. Asi nhai Muradzi wakakwana here nemumwe wako Chaminuka. Zvamave retired muchiri double agent here Mr Chams.

The last block of allegations he offloaded is about the father. He said in full:

While attempts to get a comment from VP Chiwenga and his three former lovers were fruitless at the time of writing, several family members had joined in to somewhat commiserate with Kuda, with some saying the running complaints need to be attended to by family as a matter of urgency. -zimeye
