There are no Tax Holidays that we are Giving to Mines-Musokotwane

FINANCE minister Situmbeko Musokotwane says he feels sorry that government has to be begging for finances.

Speaking at the first private sector day in Lusaka on Monday, Dr Musokotwane also said the government is not going to give tax holidays to mining firms but bring tax levels to where they are supposed to be.

“So, for us, that is very clear and in the next few years, then led by the President, the issue of taxes we want to gradually reduce taxes because when we don’t reduce taxes there will be no enterprises coming up. No jobs while people pay Pay as You Earn. So don’t listen to those who are saying we are giving tax holidays. There are no tax holidays that we are giving. We are only bringing the tax levels to where they ought to be,” he said. “But the problem with many of you when these people talk unreasonable things, you keep quiet and come to the office and say ‘you are doing a good job’. Don’t come and tell me, go and tell those people who are…let’s have more voices of reason. I feel sad. I feel sorry that we have to beg all the time. It is not our intention. Our intention is to make our… independent so that in the next 10 years, we shall also be contributing to those who are not fortunate enough. But for now, I will swallow my pride and ask for contributions.”

Dr Musokotwane thanked the International Finance Corporation (IFC) for its US $500,000 contribution to the country.
International Finance Corporation – a sister organisation of the World Bank and member of the World Bank Group – is the largest global development institution focused exclusively on the private sector in developing countries.
He however said there was need for more investment and the money was not enough.

“…IFC, thank you for the agreement that we have signed for you to contribute US $500,000 to facilitate this process. This money is not quite enough. Can we have our colleagues, cooperating partners…We are also going to put money into this ourselves to ensure commitment,” Dr Musokotwane said. “We have already put in money but can I ask cooperating partners to chip in and with that I think we will be ready to sign the agreement. And I wish this forum best success so that we don’t just end at talking but we deliver those jobs that we are talking about. IFC, I want to assure you that you are not forcing us. I want to assure you that you are not forcing us. It is us who are forcing you to get this job done. To get the environment clean, to attract more money. But I also want to urge you as I have always done, put more money in Zambia. I know you have put some but we are not satisfied. Put more money. And when you put that money in Zambia, we are not here to make you lose money, we are here to make you make profit. We are here to make the private sector make profit, because without the profits, you cannot sustain the jobs that we are talking about.”
Dr Musokotwane added that the government was committed to dealing with the country’s critical issues affecting young people such as unemployment.

“If you listen to the majority of people in this country, especially the young ones, there are two critical things on their minds. Number one is jobs, and the other one we are talking about decent jobs here. A survey that was taken some years ago, not so long ago, clearly indicated that the biggest problem on the mind of the young people is jobs, jobs, jobs and second; incomes,” said Dr Musokotwane. “The quality of life that people used to enjoy some time back is no longer available. I also want to state that these two problems that I have mentioned here they are very important for our nation. This is gun powder waiting to explode if we don’t do anything to resolve these issues. Not only that, I think the kind of leadership that we have now, we don’t want any citizens… We would feel humiliated if any of our citizens are among those trying to go across the Mediterranean Sea to go and look for jobs elsewhere. It will be humiliating.”

IFC vice-president for Africa Sergio Pimenta said the institution would do more in line with the World Bank Group partnership to create economic diversification with the government and ensure a conducive climate for private sector development.

He noted that the cost of capital remained the biggest constraint to the growth of the private sector in Zambia.

“I was really impressed, I must say, that this is one of the open dialogues that I have seen. And it’s just the beginning. The public and private sectors are not very patient. They all want to move fast. They all want to move quickly. But Rome was not built in one day, neither was Lusaka. But I see the progress and I see the direction. And I really congratulate you all for all of this,” said Pimenta. “IFC has had a fruitful relationship with the public and private sector of the people of Zambia. This relationship ranges from investment, in financial institutions, in agribusiness and also in tourism. I heard this morning that we need to do more in that sector. But also, telecommunications and energy…I agree with the Minister of Finance that we need to do more and we can do more in Zambia in line with the World Bank Group partnership to create economic diversification. To this end, we are keen to developing our collaboration with the government to ensure a conducive climate for private sector development…The cost of capital remains the binding constraints to the growth of the private sector in Zambia…”

Man who cut wife’s throat avoids jail as judge says he ‘acted out of love’
A judge ruled that a man who attempted suicide by stabbing his wife in the throat did not commit manslaughter since he did it out of love.

Graham Mansfield, 73, claimed to have murdered cancer patients. Dyanne Mansfield, 71, after she requested he kill her should things grow difficult for her.

The saddest words Graham had ever heard, he admitted before Manchester Crown Court, but he consented to his wife’s wish so long as he could also commit himself.

The body of Graham Mansfield’s wife of more than 40 years, Mrs. Mansfield, was discovered slumped in a chair at the bottom of their stairs on the morning of March 24, 2021, while Mr. Mansfield was discovered laying in a pool of blood.

Police and paramedics went to the home in Canterbury Road after Mr Mansfield dialled 999 and told the operator he had killed his wife of 40 years at 9pm the previous day before trying to kill himself.

Mrs Mansfield had bled heavily from a 6.3in “gaping incised wound” and her windpipe had been severed.


Three knives and a lump hammer were found near her body.

Also discovered nearby were two bricks on top of a plastic wallet containing a note written by Mr Mansfield for the police.

“We have decided to take our own lives,” it said, giving instructions on where to find his house keys and how to contact his sister, the court heard.

Another note written by Mansfield, addressed to his family, was found in an envelope in the house.


It read: “We are sorry to burden you with this but there is no other way. We made a pact that when it got too bad for Dyanne we would end it.

“I couldn’t bear to live without Dyanne and as the months progressed and as things got worse, it only reinforced our decision that the time has arrived. We hope you all understand.

“Don’t get too upset. We have had a wonderful and happy life together.”

The notes were not signed by Mrs Mansfield, the court heard.

Mansfield was arrested at the scene on suspicion of murder and later underwent surgery for wounds to his neck and both wrists.


Mansfield later said he killed his wife in an “act of love”.

Police went on to speak to the couple’s family, friends and neighbours, who spoke favourably about the defendant and his “unswerving devotion” to his wife.

Some even expressed no surprise at the suggestion that he had killed her as part of a suicide pact, jurors heard.

In a victim personal statement read out to the court, Mrs Mansfield’s brother Peter Higson said: “I miss my sister terribly. Her death did not come as a shock to me because I knew she was very ill and in great pain.

“However, the manner of her death did come as a shock.

“Having said that I can understand the predicament that Graham found himself in. I found myself in a similar situation when my own wife died of cancer.

“I don’t hold any malice against Graham and will continue to value his friendship in future.

“If Graham is sentenced to an immediate term of imprisonment, I would be very unhappy. I believe Graham has suffered more than enough and he will never get over this ordeal.”

A jury of 10 men and two women took 90 minutes to find Mansfield not guilty of murder but guilty of manslaughter.

Sentencing Mansfield, Mr Justice Goose today, July 21, said: “The circumstances of this case are a tragedy for you and are exceptional in the experiences of this court.

“You were under immense emotional pressure.

“I am entirely satisfied that you acted out of love for your wife.”

Outside court, an emotional Mansfield said his wife would be “fuming” that he has a criminal conviction.

He said: “The law needs to change. Nobody should have to go through what we went through.

“Unfortunately today my wife is not here. She shouldn’t have had to die in such barbaric circumstances, that’s what we had to do.

“As far as I’m concerned as soon as we can get some form of euthanasia with terminal illness, in our case, as a priority, the sooner that happens the better this country will be.

“Dyanne would be fuming now that I have got a conviction for doing something that she asked us to do. That I couldn’t live without her.

“She would be fuming, but at the end I have walked out of this building thinking… I was going into a cell and a prison van.

“I don’t want anybody to go through this. It’s a strain.”

She is definitely the mother of the nation, full of love for anyone, far from politics even though the husband is a politician.

She is humble and generous, with a big heart for the poor. Why should this Govt drag her in to their dirty politics.

We are not saying, she can’t be interviewed by DEC or any investigation wings, but there should be a substantive case, in this case there is nothing

1. Upon receiving the info that the flats have been abandoned (which is not true because the caretaker was there), DEC would have investigated who the OWNER was.

2. Madam Mary Chirwa revealed that they checked with Chongwe council and they the details showed that, the property was sitting on property number F/11031 but when they checked this number with Ministry of lands, they discovered that, it was a Farm in Kasama under Bernard Chituta.

2(a) The good questions to ask DEC is, the property number at the Council was attached to which name, since the local authority collects land rates, was it Esther Nyawa Tembo or Bernard Chituta?

2(b) Furthermore, who allocates the property numbers, is it the client or the authorities? So if there is a mistake, whose fault is it?

3. Madam Mary then said they later discovered that the owner of the Flats was Esther Nyawa Tembo through a Zesco pre-paid meter, but they couldn’t tell which Esther this was.

3(a) However, if they were good investigators, they would have pulled out the details from Zesco which would given them more information including especially the NRC, Plot/Title-deed and most certainly the phone numbers.

3(b) Mind you, you can’t install electricity on a property without giving them details of the property from both the Council and Ministry of Lands.

4. If DEC is really thorough and professional, why didn’t they check the name (Esther Nyawa Tembo) which they got from Zesco with Ministry of land to check what details come out against that name.

4(a) So, DEC would have resolved what seems to be a mystery of property number F/11031.

5. With this scanty information, how did DEC conclude that, the property must be a proceed of crime, without establishing who the real owner is.

6. How did DEC take possession of the property without seizing it, because before you take possession you must first seize from the owner, but they didn’t know the owner, yet they took possession, who did they seize the property from?

7. Mary held a press conference and said that DEC is ready to follow the former First Lady to her home, meanwhile they wrote a call-out summoning her to DEC offices without fail.

7(a) The question is what will DEC ask the former First Lady when she has given them the copy of the Title to the property?

8. I checked the details with Ministry of Lands using the name and the records are clean, so what is the issue.

9. The question of saying where did she get the money, is actually foolish because the income of a President is far much more to build that property.

10. Therefore, I find this an injustice and I will stand with the Mother of the nation in this tribulation. If anything I would like to see DEC sued over this matter.

Beyond The Recruitment of Teachers

The new dawn government has done the needful and employed 30,496 teachers in the civil service. A promise they made right after winning the August 12th., 2021, elections. This development in itself should not be controversial at all but should be applauded especially with so many of our people being in dire need of a job. Against the 90,000 plus teachers who applied for consideration in the recruitment process, perhaps one can argue that this government should have hired more teachers than the figures mentioned, or names published in the newspaper. However, in defense of this government, we are all aware that it has only been 11 months since this administration got elected to public office, and they are already making difficult and bold decisions with very little to almost no money at all. Hence, for any objective, hopeful and well-meaning Zambian, this exercise of employing 30,496 teachers within the first year of serving as government as the new dawn administration is progress indeed. And we can only anticipate that there is more to come in the remaining 4 years before the next general elections of August 2026. Nonetheless, the Teaching Service Commission (TSC) has a more daunting task than just helping with the recruitment process. In fact, the most important thing to do now as we go forward in this era of free education is to improve service delivery. The quality of education is not measured by the number of children enrolled in schools, or by nice classrooms or desks delivered to these schools, but rather the things that we teach our pupils or students who attend these public schools. Therefore, beyond the recruitment of teachers we should seriously undertake the task of evaluating and revising the school curriculum from grade 1 to grade 12.

There is no doubt that anyone who has carefully studied or taken the time to look at what our children learn in schools, will definitely agree with me that it leaves much to be desired; especially if we expect them to compete in this modern day and age. It is unthinkable that we still have that colonial type syllabi in most if not all public schools. For example, in 2022 we still have teachers who are trained and instructed to teach students things like; it was David Livingstone who discovered the Victoria falls, or even worse force the same students to learn and memorize what is produced in the great plains of North America, but yet the same young ones know nothing about the great plains of Barotseland. We need to be serious for once as a country and set up the next generation for success and not failure. This achievement of recruiting more teachers provides us with an opportunity to start afresh now, to interrogate other inefficiencies in our education sector and begin a painful but much needed discussion about what is wrong with our education system. And so, let me propose herewith that, the most pressing issue we deal with right away is the need to have a complete overhaul of all public-school curriculum or syllabi. It is unfortunate that we have to waste 12 years of our lives in primary and secondary schools, learning nothing of consequence to the realities that surrounds us. Most of these kids who learn about the Prairies of Canada or North America, will probably never ever travel to, or see North America. If anything, should any need arise for them to know about such information; I am sure this google generation will have no difficulties to search or look up this kind of information in such an instance.

Today, the United Party for National Development (UPND) together with the alliance partners have a unique opportunity to fix our education once and for all. In fact, what should be done is that the government needs to task the Teaching Service Commission (TSC) to evaluate the quality of education in our public schools. The commission should set-up a research and development department in charge of investigation and gathering of all the findings, and then present a full report to parliament, the ministry of education and the powers that be for consideration. Zambia needs more STEAM schools now more than ever which are publicly funded, and of course these schools will focus on teaching relevant science, technology, engineering, the arts, and math for purposes of problem-solving as well as making sure that grade 12 graduates have tangible skills after leaving secondary school. The new dawn administration will do well to build an economy that will employ grade 12 leavers, because of the quality of education and skills that these young folks would have attained even before advancing to college or university. Just like our forebears who were employed upon graduating from secondary school with a form 5 certificate during the post-independence era. If we can do that, our country will be the talk of the region, if not Africa and the world over. Sadly, what we have now is an education system that cannot even make our college and university graduates compete in the region. Truth be told, our quality of education is so pathetic that if one graduates from a college or university in Zambia; not only do they struggle to get a job at home, but they will be so lucky to even get employed by any of our neighboring countries and much less other countries abroad. Just like all things in life, the foundation of anything you are trying to build is very important. Therefore, we have to fix this education situation from the bottom up.

This country has a lot of retired educators who have served Zambia with distinction as teachers, headteachers, principals etc. The knowledge and wisdom possessed by this constituency of elders can be a reservoir of formidable experience from which the Teaching Service Commission (TSC) can mobilize and seek guidance during the new curriculum formulation process. In my view, the much-needed revised curriculum from grade 1 to grade 12 should be nationalist, patriotic but yet with a global outlook in all the subjects taught in public schools. I cannot believe for the life of me, that social studies and civic education textbooks do not mention the name Dean Mung’omba and others alike. What kind of heroes do these young Zambians of today learn about and look up to? Yes, we need to learn about Japan, China, Brazil or even the United States of America. But in all of these lessons, we need to answer some fundamental questions such as, how does this topic of another country, be it their discoveries, innovations, culture, or history relate to me as a Zambian and Africa? How does this education help a Zambian secondary school student fit into the world picture? Lastly, we should commend the new dawn administration for the promise kept as they have recruited 30,496 teachers who will be a great asset to our nation. We wish the government well with the implementation of these recruitments, for which we understand will not be easy at all. Again, the next step beyond this recruitment phase is to improve the quality of our education in public schools without fail.

There is no intelligence that Putin is ill or mentally unwell – CIA chief Burns

Russian leader, Vladimir Putin is not unstable or in bad health, the director of the CIA has said.

There has been increasing reports that Putin, who turns 70 this year, may be suffering from ill health, possibly cancer or be mentally unstable due to the way he has launched an attack against Ukraine but CIA director, William Burns said there was no evidence to suggest this, joking that he appeared “too healthy”.

Burns’ comments came as the US announced it would provide Ukraine with more long-range weapons after Russian Foreign Minister Sergei Lavrov said Russia’s military focus in Ukraine was no longer “only” the east.

“There are lots of rumours about President Putin’s health and as far as we can tell he’s entirely too healthy,” Burns said at the Aspen Security Forum in Colorado on Wednesday, July 20.

Responding to laughter, he said that this was not a formal intelligence judgement.

Burns, who served as ambassador to Moscow, said he had been observing the Russian leader for more than two decades.

Putin is “a big believer in control, intimidation and getting even” and these traits have hardened over the last decade as his circle of advisers has contracted, the CIA chief said.

“He is convinced that his destiny as Russia’s leader is to restore Russia as a great power. He believes the key to doing that is to recreate a sphere of influence in Russia’s neighbourhood and he cannot do that without controlling Ukraine.”

Burns travelled to Moscow in November to warn about the serious consequences for invading Ukraine following intelligence the US had collected about Russia’s plans.

But he said he left Moscow “more troubled than when I arrived”.

Putin’s plans were based on “profoundly flawed assumptions and some real illusions especially about Ukraine and the will to resist”, Mr Burns said.

“Putin really does believe his rhetoric. I’ve heard him say this privately over the years that Ukraine is not a real country.

“Well, real countries fight back. And that’s what the Ukrainians have done.”

Russia invaded Ukraine in February, claiming falsely that Russian-speakers in Ukraine’s eastern Donbas region had suffered a genocide and needed to be liberated.

Five months on, Russia has occupied parts of the east and south of the country, but failed in its original aim of capturing Kyiv .

89-year-old farmer who killed his wife and hid her body for 37 years has been jailed for 18 years

A pig farmer who murdered his wife and hid her body for 37 years has been sentenced to 18 years in jail.

89-year-old David Venables killed his spouse Brenda in May 1982 and then dumped her body in the underground septic tank at their farm in Kempsey, Worcestershire.

Mrs Venables’s skull and other bones were discovered during work to empty the underground chamber on July 12, 2019, six years after Venables had sold the property for more than £460,000 to his nephew.

During his trial, Worcester Crown Court heard how the retired farmer killed his wife because he wanted her “out of the way” after he rekindled an affair with another woman.

Speaking to a local newspaper at the time, he suggested Brenda might have taken her own life as she was suffering from depression after a recent bout of flu.

The cold killer stuck to this story even after he was arrested for Brenda’s murder. He told detectives his wife had been depressed and said she could have committed suicide by drowning herself in the sewage pit.

Venables also said he believed the notorious killer Fred West may have murdered Brenda. However, his web of lies fell apart during a trial at Worcester Crown Court.

Lawyers representing the pensioner, who denied murder, said West had links to the village of Kempsey, where Brenda disappeared.

They also claimed she may have left her marital home at Quaking House Farm and “either killed herself or met with or encountered someone who wished her harm.”

However, the jury did not believe Venables and he was found guilty of murder by a 10-2 majority verdict last week.

Passing sentence on Venables, Judge Tipples said he had taken advantage of his wife’s depression to create a “carefully thought-out story” that she had left home in the middle of the night, apparently to take her own life.

She said;

“You killed Brenda Venables in her own home, where she was recuperating with an injured leg and suffering from depression. You were Brenda’s husband and she should have been able to trust you.

“Your complete lack of respect for Brenda is obvious from your decision to dispose of her body in the septic tank.

“The fact that is what you did with her body is disgusting and repulsive.”

David Venables, 89, will have to reach the age of 107 before he can even apply for parole after he killed Brenda Venables in 1982.

He showed no emotion in the dock during trial, or when he was found guilty by a 10-2 majority verdict last week.

But he was heard shouting ‘no’ repeatedly after he was taken towards the cells following sentencing.

A father has been jailed after he left his daughter in the bath for 7 minutes while he smoked and browsed Facebook.

Leah Jayde drowned in the bath on April 2, 2021, after her dad Daniel James Gallagher, 26, left her alone in the water with the taps still running.

Leah’s death came just days after a near tragedy when Gallagher had left her alone in 10-12 centimetres of water at their home in Queensland, Australia, The Sun reports.

Gallagher has now been handed a five-year sentence, which will be suspended after 15 months, after pleading guilty to Leah’s manslaughter.

Gallagher initially left Leah in order to deal with an electrical issue at the property, the Brisbane Supreme Court heard.

However, having headed outside he then smoked a cigarette while he scrolled through Facebook for several minutes.

Kenya and Tanzania Increase Foreign Debts with New IMF Loans

Kenya and Tanzania have increased their foreign debts after both countries received approvals for new loans worth over $1.2 billion. The East African countries received confirmation from the International Monetary Fund (IMF) to disburse the loans.

The IMF has agreed to give an additional sum of $235.6 million in loans to Kenya, and loans worth $1 billion to Tanzania.

Both countries received the approvals and confirmation after the Executive Board of the International Monetary Fund (IMF) completed its third review under the 38-month arrangements under the Extended Credit Facility (ECF) and the Extended Fund Facility (EFF) arrangements.

After the review, the Board reached an agreement to disburse the sum of $235.6 million to Kenya immediately. According to the government of Kenya, the funds are to be used for budget support to fund capital projects and operational costs.

Official records place the total loan disbursement for budget support to Kenya at $1.21 billion. This is more than 50 percent of the total available facility of $2.34 billion under a 38-month program approved in April 2021.

In a statement, the IMF said that “Despite the resilient economic recovery, the program remains subject to downside risks, including from deeper disruptions from the war in Ukraine, unsettled global market conditions, and an increase of food insecurity.

“Continued steadfast commitment to prudent policies and advancing structural reforms remains essential to maintain macroeconomic stability and safeguard Kenya’s positive medium-term prospects,” it added.

Critics have faulted the decision of the Uhuru Kenyatta-led government to seek more loans, especially as the country is struggling to service existing ones. Kenya is at high risk of debt and currently battles an existing $84.4 billion debt ceiling.

However, in defense of the Kenyan authorities, the IMF has said that the loan facility was necessary as the country continues to battle the effects of the pandemic. It also cited the decline in the value of global stock values due to the war in Ukraine as the reason that necessitated the loan request.

“Kenya’s EFF/ECF arrangements for a total of SDR 1.655 billion aim to support Kenya’s program to address debt vulnerabilities, the authorities’ response to the pandemic and global shocks resulting from the war in Ukraine, as well as to improve governance and support broader economic reforms”, the international body said it its statement.

In the same vein, the Board of the IMF also approved a loan facility of about $1,046.4 billion for Tanzania, with about $151.7 million to be disbursed immediately.

In another statement, the IMF said that the 40-month financing package would assist Tanzania’s economic recovery, address the spillovers from the Russia-Ukraine conflict, help preserve macroeconomic stability, and support structural reforms toward sustainable and inclusive growth.

Socialism is about a better life for all our people anchored on equity, solidarity, humility and honesty. And socialism has shown how poor nations can get out of poverty in the shortages historical times. Look at the achievements of Cuba – a country fought and blockaded for over 63 years. Without the minerals Zambia has, Cuba in 2020 had a GDP of around 107.35 billion U.S. dollars. GDP is an important indicator of a country’s economic power.

GDP in Zambia was expected to reach 24.00 USD Billion by the end of 2021. In the long-term, the Zambia GDP which has been pursuing unbridled neoliberal capitalist policies for more than 30 years is projected to trend around 27.00 USD Billion in 2023, according to some econometric models.

India’s socialist state of Kerale is leading in many economic and social indicators and scientific achievements. Whatever their attempts to credit China’s achievements to capitalism, that is a great socialist state pursuing socialism with Chinese characteristics. And this what its leaders say. They attribute their economic successes to socialism. We also have the successes of Vietnam.

The ignorant attempt to smear socialism and socialists to hide their greed and corruption quest to become billionaires won’t do. No matter what they say or do socialism will one day triumph in our homeland. Capitalism has for centuries failed our people. Let them show us where capitalism has succeeded in Africa?

And more interesting is the fact that the most achievements scored in Zambia can be attributed to certain socialist inspired principles that were implemented in the country. The creation of free education, infrastructure development, creation of state-owned enterprises that employed many and some which still stand today are as a result of having a human face towards national economic development which in itself is socialism. Most leaders today who are a product of free education and other socially oriented programmes want to ridicule a system that moved them from poverty and then support imperialist policies that only benefit a few foreign interests.

Zambia definitely needs a citizen led economic development agenda which under a socialist government will be attained.

We want Zambians who can have genuine businesses and not these crooked dealers, tenderpreneurs calling themselves businessmen. Like China, Zambia will manage to free its people from poverty through socialism with Zambian characteristics. It’s socialism and only socialism that can guarantee us a better life and prosperity.

FINANCE minister Situmbeko Musokotwane says he is ready to have investigative wings probe the authenticity of his declaration of assets.
He said the attacks on him by acting PF president Given Lubinda was a ploy to divert public attention from on-going cases of corruption against the former justice minister and others that served in the PF government.


Dr Situmbeko told The Mast that he had nothing to fear about having his declarations probed.
“What is happening now is an attempt by the PF as you can imagine any of them are caught up in all sorts of issues including Mr Lubinda himself,” Dr Musokotwane, who is also Liuwa UPND member of parliament, said. “As usual they are trying to divert attention away from their problems by inventing things. This is why they are connecting the case of the former first lady [Esther Lungu] to the issue of declarations. You can see the comparison to say, ‘if so and so declared so much, why would it be wrong for a first lady blah- blah to have so much’. I want to say that I have no problem with anyone checking the accuracy of our declarations but they should also do the same.”
He said the PF had now mastered the art of deceit and was using it to distract the government.


“I have not been a civil servant throughout my life. I have been in business. They should stop crying when investigative agencies approach them. They are the same people that stood up when I declared US $320,000 in the bank. They went to change it to K320 million. Instead of taking what was declared, they added three zeros. What was the purpose of that? It was to divert attention from their own issues so that people don’t focus on them,” Dr Musokotwane said.


“From day one PF has always been a deceptive organisation. It is full of deceptive people. They want UPND to answer to lies that they are concocting every day. They have not just attacked me but attacked government. They have not come out of this mode of telling lies which is their culture.”


He said unlike ministers under the PF, those in the UPND were observing the law by declaring their assets and allowing Zambians to take note of what they possessed.


“Under PF I can’t remember people speaking about declarations openly in the manner that we are doing. We have no problem. This is what the law requires us to do. There is nothing to hide for us. If they feel there is need to check and they can convince those who are supposed to check, I have no problem about that. They can do that,” he said.


And Dr Musokotwane said as far he was concerned, money was ready for newly recruited teachers to be put on payroll immediately.
“As far as we are concerned as treasury, we are ready for the salaries to be paid. And in fact I urged my colleagues the Minister of Education [Douglas Syakalima] and I know he is equally concerned about this but between the Ministry of Education and ourselves, we should work diligently to make sure the teachers are on the payroll as quickly as possible because I repeat the money to pay them is there,” he said.


Dr Musokotwane assured teachers of consistency in paying their salaries as the government had placed priority on education.
“In the past there was no commitment to spend money on basic things. And my government takes the view that hiring teachers to teach the children and paying those teachers is one of the most basic things. Japan, Korea have no minerals but they are powerful. Why is that so? Because human beings in these countries are well trained, confident and can make an economy run even without mineral resources. If money runs short, education will be one of those that must never suffer. So there was no serious political commitment, the commitment is there now,” said Dr Musokotwane. “The focus was on paying loans, a situation we had inflicted on ourselves. So we were not able to fund the sector. We know we have been at this issue of resolving the debt for some time and we are confident that before the third quarter ends, we should be able to resolve the issue of the debt crisis. So sustainability will be there.”


On Monday, Lubinda said the recent declarations of assets by Cabinet ministers demonstrates lack of seriousness in the fight against corruption by the new dawn government.


Addressing journalist in Lusaka, Lubinda wondered why it took 10 months for ministers to declare their assets when the law dictates that within the month of being appointed, a person must make a declaration.

“It is now established that the fight against corruption is a fuss and has descended into a fight to destroy the Patriotic Front and its leaders. Our warning is to the law enforcement agencies to know that Zambians are watching how state institutions are being abused to achieve this objective,” he said. “While they pay a blind eye to the current massive acts of corruption being done in the new dawn government, Zambians are recording the details. The recent declarations of assets by Cabinet ministers demonstrates, illustrates, the lack of seriousness in the fight against corruption by this government. Firstly, the declarations are belated by 10 months because the law dictates that within the month of being appointed, a person must make a declaration.”

Lubinda said the amounts being declared made a mockery to the pursuit of 15 flats belonging Esther Lungu.

“Secondly, the indecent amounts and assets that have been declared make a mockery of the pursuit of 15 flats against the former first lady, are designed to cause public embarrassment and ridicule to the former first family. We have seen persons that have been civil servants all their lives declare $18 million cash in the bank. So, in this case, you mean the first lady can’t build 15 flats?” asked Lubinda. “The declarations by ministers need verification with various institutions to ensure that the assets were genuinely earned and obtained, and appropriate taxes were paid on the assets. The declarations should not be used as insulation against future cases of corruption.” S

It is good that Given Lubinda, Acting president for PF has raised concern over the recent declaration of assets by the current Cabinet Ministers and the slow pace it is being done.

Mr Lubinda argues that, FIRSTLY THE DECLARATIONS ARE BELATED BY 10 MONTHS BECAUSE THE LAW DICTATES THAT WITHIN THE MONTH OF BEING APPOINTED, A PERSON MUST MAKE A DECLARARTION.

He may be right on the time framework it has taken to declare and the concerns on the figures and one wonders the reluctance from those concerned to declare.

However, one may ask whether Mr Lubinda, as former Cabinet, and his colleagues have read the Constitution on the declaration of assets and liabilities and who is targeted for that.

Do they know the demands from the Constitution that both ‘the ins and outs’ public officers (cabinet minister) need to declare their assets and liabilities?

For avoidance of doubt, Article 263 of the Constitution of Zambia demands that both Mr Lubinda, as former minister, and the current Ministers should have declared their assets and liabilities long time ago

The Constitution states, A person holding a public office shall, before assuming office or leaving office, make a declaration of their assets and liabilities, as prescribed

The law on declaration of assets and liabilities, the PF acting president was referring to, must have been derived from the above cited Article.

The question is, have the former ministers declared their assets and liabilities in the last 10 months after leaving office?

If yes, how many have declared, and if not, why?

Unfortunately, the Constitution doesnt exempt Mr Lubinda and his friends who were former ministers, former Vice President, Inonge Wina and former president, Edgar Chagwa Lungu and public officers.*

Isn’t it the non declaration of their assets and liabilities 10 months after exiting the office a breach of the Constitution?

And if people breach the Constitution, doesnt that attract prosecution under the law or the former ministers are awaiting persecution in order to be forced to declare their assets and liabilities?

FINANCE minister Situmbeko Musokotwane says he feels sorry that government has to be begging for finances.

Speaking at the first private sector day in Lusaka on Monday, Dr Musokotwane also said the government is not going to give tax holidays to mining firms but bring tax levels to where they are supposed to be.

“So, for us, that is very clear and in the next few years, then led by the President, the issue of taxes we want to gradually reduce taxes because when we don’t reduce taxes there will be no enterprises coming up. No jobs while people pay Pay as You Earn. So don’t listen to those who are saying we are giving tax holidays. There are no tax holidays that we are giving. We are only bringing the tax levels to where they ought to be,” he said. “But the problem with many of you when these people talk unreasonable things, you keep quiet and come to the office and say ‘you are doing a good job’. Don’t come and tell me, go and tell those people who are…let’s have more voices of reason. I feel sad. I feel sorry that we have to beg all the time. It is not our intention. Our intention is to make our… independent so that in the next 10 years, we shall also be contributing to those who are not fortunate enough. But for now, I will swallow my pride and ask for contributions.”

Dr Musokotwane thanked the International Finance Corporation (IFC) for its US $500,000 contribution to the country.

International Finance Corporation – a sister organisation of the World Bank and member of the World Bank Group – is the largest global development institution focused exclusively on the private sector in developing countries.

He however said there was need for more investment and the money was not enough.

“…IFC, thank you for the agreement that we have signed for you to contribute US $500,000 to facilitate this process. This money is not quite enough. Can we have our colleagues, cooperating partners…We are also going to put money into this ourselves to ensure commitment,” Dr Musokotwane said. “We have already put in money but can I ask cooperating partners to chip in and with that I think we will be ready to sign the agreement. And I wish this forum best success so that we don’t just end at talking but we deliver those jobs that we are talking about. IFC, I want to assure you that you are not forcing us. I want to assure you that you are not forcing us. It is us who are forcing you to get this job done. To get the environment clean, to attract more money. But I also want to urge you as I have always done, put more money in Zambia. I know you have put some but we are not satisfied. Put more money. And when you put that money in Zambia, we are not here to make you lose money, we are here to make you make profit. We are here to make the private sector make profit, because without the profits, you cannot sustain the jobs that we are talking about.”

Dr Musokotwane added that the government was committed to dealing with the country’s critical issues affecting young people such as unemployment.

“If you listen to the majority of people in this country, especially the young ones, there are two critical things on their minds. Number one is jobs, and the other one we are talking about decent jobs here. A survey that was taken some years ago, not so long ago, clearly indicated that the biggest problem on the mind of the young people is jobs, jobs, jobs and second; incomes,” said Dr Musokotwane. “The quality of life that people used to enjoy some time back is no longer available. I also want to state that these two problems that I have mentioned here they are very important for our nation. This is gun powder waiting to explode if we don’t do anything to resolve these issues. Not only that, I think the kind of leadership that we have now, we don’t want any citizens… We would feel humiliated if any of our citizens are among those trying to go across the Mediterranean Sea to go and look for jobs elsewhere. It will be humiliating.”

IFC vice-president for Africa Sergio Pimenta said the institution would do more in line with the World Bank Group partnership to create economic diversification with the government and ensure a conducive climate for private sector development.

He noted that the cost of capital remained the biggest constraint to the growth of the private sector in Zambia.

“I was really impressed, I must say, that this is one of the open dialogues that I have seen. And it’s just the beginning. The public and private sectors are not very patient. They all want to move fast. They all want to move quickly. But Rome was not built in one day, neither was Lusaka. But I see the progress and I see the direction. And I really congratulate you all for all of this,” said Pimenta. “IFC has had a fruitful relationship with the public and private sector of the people of Zambia. This relationship ranges from investment, in financial institutions, in agribusiness and also in tourism. I heard this morning that we need to do more in that sector. But also, telecommunications and energy…I agree with the Minister of Finance that we need to do more and we can do more in Zambia in line with the World Bank Group partnership to create economic diversification. To this end, we are keen to developing our collaboration with the government to ensure a conducive climate for private sector development…The cost of capital remains the binding constraints to the growth of the private sector in Zambia…”

ACC asks High Court to quash immunity granted to Chitotela

IN the quest to have former minister of tourism Ronald Chitotela indicted for ‘illegally’ amassing wealth, the Anti-Corruption Commission has asked the Lusaka High Court to quash the immunity it granted him from facing prosecution.


The Commission has sued the Pambashe PF member of parliament, seeking an order that the out of court settlement entered into between itself and him be set aside for misrepresentation and concealment of facts by Chitotela and for not make a full and frank disclosure of facts relating to his past corrupt conduct or disclosing any illegal activity by himself and others.


The ACC says Chitotela misrepresented facts and did not satisfy the requirements of the law which warranted it to assure him that it would not prosecute him because he did not fully disclose that the property was acquired illegitimately or he was involved in any corrupt activities, as required by the law.


In an affidavit in support of summons to set aside out of court settlement pursuant to section 86 of the Anti-Corruption Commission Act no.3 of 2012, Martin Mayembe, an acting chief legal and prosecutions officer at ACC said on May 4, 2022 Chitotela was charged with two counts of possessing property suspected to be proceeds of crime.

He said before plea could be taken on May 5, this year, Chitotela through his advocates Andrew Kampamba Kombe and Benjamin Mwelwa, raised a preliminary issue that there was a subsisting immunity agreement which ACC undertook to exempt him from prosecution relating to the charges which were a subject of the settlement.


“The magistrate (Jennifer Bwalya) in her ruling of May 18, 2022 discharged Chitotela on the basis that there was no evidence to show that the said out of court settlement had been set aside before commencing the criminal proceedings against Chitotela in the Magistrates’ Court,” Mayembe said.


“The settlement was purportedly entered into pursuant to the Anti-Corruption Commission Act No.3 of 2012 and was signed on June 24, 2019 between ACC and Chitotela.”
He stated that in the purported satisfaction of the settlement, Chitotela surrendered his house in Lusaka’s Ibex Hill, property no. subdivision A2 of Lot no.3270/M which is registered in the name of his wife Lillian Lufupa.


Mayembe said Chitotela promised to pay US$10,000 as reimbursement for expenses the Commission incurred in investigating the matter.
He stated that in a letter dated September 20, 2019 Lufupa demanded that the Commission gave her back the house surrendered by Chitotela, claiming she legally acquired the property.


“Lufupa stated that she made substantial developments on the property, all out of savings arising from her employment and that the said property was of sentimental value to her,” Mayembe said. “The purported disclosure by Chitotela concealed any corrupt or illegal activity by him and the said surrendered property appears to have been acquired through legitimate sources, entailing that Chitotela withheld information regarding the property acquired through illegitimate means.”


He argued that Chitotela violated the conditions precedent to an undertaking not to institute criminal proceedings as dictated by Section 80(3) of the ACC Act no.3 of 2012.


Mayembe added that in order for the settlement to be binding, Chitotela ought to have given a full and true disclosure of all the facts relating to his past corrupt conduct and any illegal activity he was engaged in.


According to information obtained by The Mast, efforts by ACC to have the immunity agreement set aside before taking Chitotela to court had proved futile as prosecutors did not have access to the document at the time.


It is alleged that former ACC acting director general Rosemary Khuzwayo and Chitotela’s lawyers declined to release the document.
Khuzwayo claimed that she had surrendered the document to late chief justice Irene Mambilima.
The Commission’s officers wrote to the office of the chief justice in an attempt to have the document retrieved but they were informed that the document was not filed there.


The prosecution team only had access to the document after Chitotela filed it before court as proof that he was exonerated from prosecution by the ACC in relation to the acquisition of his house in Ibex Hill.

PAYE a cry for the Zambian worker

I know budget submissions are done formally on a paper and submitted to the ministry of finance but since they read my posts, I will make use of my page widely.

I have for a long time argued that for a developing country like Zambia, Personal income tax is extremely high. In an era where the government is trying to promote entrepreneurship and wealth creation, the best way to collect tax is through Value added tax since everyone regardless of the sector they are in formal or informal, employed or unemployed pays vat at the point they consume goods and services.

The most developed country in Africa Mauritius has Personal tax pegged at only 13%. In most countries, citizens are allowed to take home a fair share of their income home but part away with some of it in the consumption stage.

For argument’s sake, a person who gets k100,000 today walks home with only about k65,000! Then when they go to the store, they give GRZ another 16% and even more if goods or services consumed have VAT! Now with this background, saving becomes a big problem there hindering investments because the source of investment is savings.

For a long time, our employees have been denied the opportunity to build, and start small businesses because of PAYE.

This government made a progressive move of reducing company income tax from 35% to 30%! In the long run, this saving will lead to business growth and job creation there generating even more tax income for GRZ.

So in next year’s budget, I propose that we introduce a flat PAYE at 20%! High-income earners are not in the majority so the loss will be minimal but the gains will be more as maids, bricklayers and others will be employed helping in job creation. Small businesses that will be created will also contribute to GDP!

A lot of people will argue that GRZ might lose revenue and therefore I propose to increase VAT to 18% from 16%. I also propose that we improve on VAT administration to avoid leakages, therefore, equalising revenue forgone from PAYE reduction.

This bold move by the government will see us improve the livelihoods of citizens. Because of our African dependent system, even those unemployed but dependent on a working relative will benefit and the government will still tax them at the consumption stage.

Am very aware that colleagues at the ministry of finance have a model to analyse the impact of such a measure.

In future, we should target 13% PAYE. We shouldn’t worry about inflation or revenue loss. GRZ will capture this revenue through customs duty, VAT and excise duty.

Police arrest two men after American vlogger, 21, is ‘gang-raped in Pakistan hotel’

An American vlogger was reporetdly gang-raped in a hotel in Pakistan by her guide and an accomplice who took videos of her to use as blackmail

Pakistan’s police announced on Wednesday, July 20, that they have arrested at least two people for the assault, which the lady claimed happened when she was visiting a tourist resort in the eastern Punjab province.

The detainees included the woman’s host, who took her to a hotel in Dera Ghazi Khan, a district in the Punjab province where she says she was sexually assaulted this week, according to an initial police investigation.

The woman arrived in Pakistan three weeks ago, according to police.

Police say they are still investigating to determine how the woman was lured and taken to a hotel by the two men accused of raping her.

The woman earlier stayed at the home of one of the alleged attackers for five days, with local reports suggesting he was her ‘guide’.

Pakistani news outlets reported that the woman was a vlogger visiting the country, and that police are carrying out raids to find other suspects.

The U.S. Embassy in Islamabad told The Associated Press that its consulate in Pakistan’s city of Lahore was ready to provide consular services to the victim.

‘The protection of U.S. citizens overseas is the highest priority of the U.S. Department of State and our embassies and consulates abroad,’ it said.

It said ‘out of respect for the privacy of the alleged victim, we cannot comment on the specifics of the allegation.’

In a written document by police when a case is first reported, the woman told police she was gang-raped by two men who filmed the assault and used it to blackmail her.

‘We stayed in a hotel at Fort Monroe where both suspects gang raped me and also made a video of the act to blackmail me,’ she alleged in the FIR.

She then said one of the suspects threatened her after she went to the police.

US to provide additional weapons, security assistance to Ukraine as Russia says its objectives in Ukraine have escalated beyond Donbas

The US administration has revealed it will provide additional weapons and security assistance to Ukraine later this week, as the U.S. has collected “ample evidence” and intelligence that Russia is laying the groundwork to annex additional sovereign Ukrainian territory.

The revelation by the US comes as Russian Foreign Minister Sergey Lavrov told state media on Wednesday, July 20 that Russia’s objectives in Ukraine now extend beyond the eastern Donbas region into the country’s south.

As the war in Ukraine approaches its fifth month, Sergey Lavrov told state media that the “geography is different.”

Lavrov pointed out that as the West continues to supply Ukraine with more long-range weaponry, including High Mobility Artillery Rocket System (HIMARS), Russia’s geographical objectives in Ukraine would move further away from the current line of the Donbas region.

“We cannot allow any weapons in the part of Ukraine controlled by Zelensky or whoever will replace him that pose a direct threat to our territory or the territory of the republics that declared independence or those that wish to determine their future independently,” Lavrov said.

“The President was very clear, as you quoted: denazification and demilitarization in the sense that there should be no threat to our security, no military threat from Ukraine’s territory, and this objective remains,” Lavrov said.

The White House National Security Council Coordinator for Strategic Communications John Kirby has now said that downgraded intelligence shows that Russia is beginning to roll out an “annexation playbook” — similar to its plans in 2014 as it annexed Crimea.

Kirby said Russia is installing “illegitimate proxy officials.”

“We know their next moves,” Kirby said, noting proxy officials will “arrange a sham referendum on joining Russia. Then Russia will sue those sham referenda as a basis to try to claim annexation of sovereign Ukrainian territory.”

“The Russian government is reviewing detailed plans to purportedly annex a number of regions in Ukraine” Kirby said, including “all of Donetsk and Luhansk Oblast.”

In Kherson, Kirby said Russia has taken control of broadcasting towers, established “loyalist security forces” and replaced telecommunications infrastructure. Kirby said the Kremlin has also forced residents to apply for Russian citizenship, and are issuing Russian passports.

“The Kremlin has not disclosed the timeline for the referendum, but Russian proxies in these territories claim they will take place later this year, possibly in conjunction with Russia’s September regional elections,” Kirby explained.

Annexation by force, Kirby said, would be a “gross violation of the U.N. charter.”

“We will not allow it to go unchallenged or unpunished,” he said, adding that the U.S. will “continue to provide Ukraine with historic levels of security assistance.”

Later this week, the US will announce the 16th presidential drawdown package of weapons and equipment for Ukraine since President Biden took office.

Kirby said the package is expected to include more HIMARS — also known as highly-mobile advanced rocket systems, and additional rounds of multiple launch rocket systems and artillery ammunition.

“We’re also going to continue to expose Russian plans so the world knows that any purported annexation is premeditated, illegal and illegitimate,” Kirby said, adding that the Biden administration is also sanctioning the “Russian-installed puppets and proxies” in areas of Ukraine that are under Russian control.

“If Russia nevertheless proceeds with their annexation plans, we’re going to respond swiftly and severely and in lockstep with our allies and partners,” Kirby continued. “Russia will face additional sanctions and become even more of a global pariah than it is now.”

He added that the U.S. “will never recognize any purportedly annexed territories belonging to Russia,” and said the Biden administration will “support accountability, efforts for forced deportations, prosecutions of oppositionists and other gross human rights abuses carried out by Russia.”

Man rapes and strangles his friend’s fiancé to death in Kenya

Detectives attached to the Directorate of Criminal Investigations (DCI) have arrested a man who raped and killed his friend’s fiancé in Nairobi, Kenya.

The suspect, Edwin Onditi Odada murdered Pamela Asesa, 26, after she welcomed him into the home of her fiancée’ while he was away at work.

DCI in a statement on Thursday, July 21, 2022, revealed Ms Asesa’s fiancée, James Samson Oduor, returned home on July 12, to find her lifeless body on the bed with a t-shirt inserted into her mouth.

“Had Pamela Asesa known that letting her man’s friend to their house would cost her life, she would have never allowed it to happen. Unknown to the deceased, her man’s friend was burning with malice and resentment. Edwin Onditi Odada attacked, raped and strangled her before leaving her for dead,” the statement read.

On July 12th, James Samson Odour, returned home as usual at around 8pm, tired after a long day of grind, expecting to be received into the warm arms of his lover.

The two had been cohabiting at a rented apartment in Nairobi’s Umoja Estate. Oduor, who works at an engineering company along Mombasa road, arrived at his house only to find it inaccessible having been locked.

At first, he assumed that his fiancé had probably gone out to shop for dinner, but her phone constantly went unanswered.

It was not until minutes turned into hours without her showing up that he smelt a rat. He contacted a friend who showed up immediately and together, they broke into the house. What they witnessed sent shockwaves all over Oduor’s body.

His fiancé’s lifeless body was lying sprawled on their bed. A T-shirt had been inserted into the deceased mouth, while the body had visible scratch marks on the neck, indicating that she had been strangled. The deceased also appeared to have been sexually assaulted before she breathed her last.

Preliminary investigations indicated that Edwin Onditi Odada, who is the main suspect, was seen leaving Oduor’s house at around 4pm on that fateful day.

Detectives have established that the deceased had initially reported to her boyfriend that at one time on an earlier date, the suspect had attempted to rape her.

The suspect had been close friends with Oduor and they even resided together in the same house that the beastly act was committed.

Oduor had expelled Odada from the house after learning that he had attempted to rape his girlfriend, only for him to return on the fateful night where he found the deceased alone in the house, and resorted to strangling her to death.

Following the brutal murder, Dandora-based sleuths swung into action and conducted a nightlong operation where they successfully managed to arrest two suspects. Edwin Onditi Odada, the main suspect has since confessed to having committed the murder.

A second suspect, Samuel Juma Otieno, was found to be in possession of the deceased’s mobile phone.

Criminal records have revealed that Edwin Onditi Odada had previously been sentenced to life imprisonment by Oyugis high court following a case of defilement in the 2017. He was later released after a successful appeal in the 2020.

THE POLITICAL WILL TO END POLITICAL TENSION ALREADY EXISTS

THE United Party for National Development has welcomed and agreed with calls by Lunte Member of Parliament Mutotwe Kafwaya to end political tension and bitterness in the country.

The call by Mr Kafwaya is in line what President Hakainde Hichilema has been championing before and after becoming Republican President.

To avoid political tension and bitterness after he was released from the 127 days of a trumped up treason trial, he forgave all those that were involved in raiding his house and arresting him for a trumped treason charge.

This is the man who after winning issued a decree to end political cadreism in public places to end political tension and violence against political party members.

This is also a man who has by all means embraced everyone in the public service all in a bid to end political rivalry considered as a drive of political bitterness and tension.

It is worthy to note that the UPND has been championing of peace and unity in the country as evidenced by President Hakainde Hichilema’s commitment and always insisting to work with former President Edgar Lungu.

On a number of occassions Mr Hichilema has invited President Lungu as ‘Father of the Nation’ to represent the country on a number of State functions.

The Head of State, for instance, invited President Lungu during the funeral of fifth Republican President Rupiah Bwezani Banda and veteran politician Sikota Wina when he himself was denied an opportunity to bid farewell to Dr. Kenneth Kaunda when in opposition.

For UPND and its leadership, the party has always been ready to provide leadership with a peaceful environment and bring about unity and what the PF must do for now is to support President Hichilema’s peace efforts in the country just like Mr Kafwaya has said.

During the PF’s rule, citizens who identified themselves with the UPND and openely supported President Hichilema could not trade in markets and bus stations because they were being attacked.


There is fresh air across markets, bus stations and media houses since UPND formed government as there is no traceable attacks on these public instititutions, thanks to President Hichilema who made it clear just after being elected that cadresm would not be tolerated under his rule.


Calls by Mr Kafwaya must be taken seriously by all well meaning Zambians for the benefit of having a more united and peaceful country.


As a party, we also call upon Mr Kafwaya and entire PF rank and file to respect his views of supporting President Hichilema’s to remai united as a country.


We also agree with Mr Kafwaya that it is true there can only be one President at a time and must be respected.
Mr Hichilema must be respected as Head of State while President Lungu must also be recognised as Father of the Nation.

ECL’S CONFESSION OF BEING IN ACTIVE POLITICS: THE SILENT LONG-SHORT STORY

Recently, ECL’s admission that he was still politically active and a man of influence politically, has raised political eyebrows and washed out political lipsticks and facebpowder on many political commentators.

It has even attracted government reaction through Minister of Justice who has revealed that goverment has written to Cabinet over the issue with the possibility of cutting off the former President’s benefits.

The minister further disclosed in the Article carried by the NewsDiggers that ECL is still President of a political party, in this case PF.

Not knowing what ECL meant by being in Active Politics, his utterances are incriminating to him and offends the law which defines “Active Politics” to mean, under Chapter 15 of the Benefits of Former Presidents Act,

(a) the doing of any act indicating a person’s intention to hold elective or appointive office; or
(b) the holding of elective office or appointive office in a political party or in an organisation whose main aim is the furtherance of political objectives

By that statement from the former President, it meant the above by law and section 5(b) of the same law does not allow any former President to engage in active Politics or risk losing his/her entitlement such as security, salary, vehicles, residence among others.

The question therefore is, is it true ECL is still in active Politics especially that he announced his resignation through a letter to Secretary to Cabinet, last on 26 August, 2021!

Another question is, have the records at Registrar of Societies being amended and ECL does not appear as President of PF?

If the records still bear ECL as President of PF, then indeed, he is in active Politics and is not entitled to any benefit accrued to a former President.

Lastly, if ECL is not president on the Registar of Societies records, then PF is unnecessarily dragging the former President in active Politics and also undermining the Acting president, Given Lubinda.

It is politically incorrect for PF to be running to a retired president whose details are not in the Registrar of Societies records for any grievance yet the party president is around.

The earlier PF MPs and members accord Given Lubinda respect and recognition as one in charge of running the party, the better for the peace of the former President.

Patriotic Front (PF) Chairperson for Information and Publicity Raphael Nakacinda has laughed off threats by the New Dawn Administration to strip former president Edgar Lungu off of his benefits.

Following the remarks that president Lungu made when PF MPs went to pay solidarity to his wife Esther Lungu, Justice Minister Mulambo Haimbe threatened that government will take the said action claiming that the former president is still politically active.

But Hon Nakacinda said the continued poking of president Lungu by President Hakainde Hichilema and the UPND goes to undermine the Head of State’s capability to govern the country peacefully.

He said this when he addressed the media in Lusaka today.

“I want to address Mr Hakainde Hichilema as my elder brother. The bembas say mwikala patalala mwine apatalalika. Your continued poking of the former Head of State only goes to undermine your capability to govern this country peacefully,” he said.

“These little boys that are excited being in offices as ministers and so on like Haimbe are actually being used by external forces to undermine your office. President Hakainde Hichilema, the Patriotic Front and its members and all those that are supporters of president Edgar Lungu and supporters of the opposition political parties have nothing to lose.”

Hon Nakacinda also said there is nothing to write home about the so called benefits.

He charged that the country has not fully dignified the office of our former Head of State.

“You are the one that is in office. You are the one that has a greater responsibility to be able to use a high standard in your judgement in dealing with the citizens including the former Head of State. To suggest that you can strip off the so called benefits, first of all, there is nothing to write home about benefits, whether its financially or otherwise,” he said.

“This country has not fully dignified the office of our former Head of State in terms of benefits that you can talk about. So there is nothing really there to take away. The only thing I can advise is, like they say, you can defend a lion that is caged but the moment you open the cage, the lion will defend itself.”

Hon Nakacinda further told the President that, “otherwise, you are going to prang this nation into chaos.”

The PF MCC urged the UPND to stop what he termed as nonsense.

“President Edgar Chagwa Lungu has respected your Presidency from the time he left the inauguration at Heroes Stadium. He has constantly stayed at home. He has even minimized his movements to give you enough space for you to govern this country,” he said.

“You are the one who continues through your surrogates like Haimbe who continue to poke him out of his house. We advise, stop that nonsense.”

Police pick up Luanshya married woman and her lover after hubby dies in unclear circumstances

A romance between a 26-year-old married bar lady of Luanshya and her 23-year-old lover has ended in tears as the two are now lead suspects in the alleged murder of the woman’s husband.

Loveness Mwansa and her boyfriend Ben Sichali, a caretaker have been picked up for questioning by police to help with investigations after Kelvin Chanda was found unconscious at home and later pronounced dead by health authorities.

Mr Chanda, unemployed is believed to have died in unclear circumstances and now his brother Ian Chanda suspects foul play.

Police however, await postmortem examination results to determine as to what could have caused the death of Mr Chanda.

Copperbelt Province Commanding Officer Sharon Zulu said police have recorded a case of suspected murder after the brother of the deceased reported the incident which occurred between July 18th and 19th this year.

“Brief facts of the matter are that on on Tuesday this week, at 07:00 hours Francis Chewe, the cousin to the deceased decided to go to the couple’s home to check on Mr Chanda and when he reached the house, he found Ms Mwana. When Mr Chewe asked for his cousin, he was told by the wife that he was still sleeping as they slept very late the previous night,” she said.

Ms Zulu said that Mr Chewe is said to have left, but that he decided to sit at a nearby shop and after some time he saw people frequenting his cousin’s house .

“When he inquired what was happening, he was told that his cousin was not alright. He then rushed there and when he entered the house, he found Mr Chanda laying unconscious on the floor in the sitting room,” she said.

She said that Mr Chewe told police that while in the house ,he saw Ben come out of his cousins bedroom and that later, Mr Chanda, the now deceased was rushed to the clinic where he was pronounced dead on arrival.

“Police have since picked up Ms Mwansa and Mr Sichali to assit with the investigations. When officers visited the scene of crime, they inspected the body thoroughly and found a black patch around the left eye of the deceased.The body has since been conveyed to Thomson District Hospital Mortuary awaiting post mortem to ascertain the actual cause of death,” she said.

There are thousands more coincidences between Christianity and socialism than between Christianity and capitalism. Responding probably to different motivations, they both advocate attitudes and behaviours that are quite similar.

There’s great coincidence between Christianity’s objectives and the ones we socialists seek, between the Christian teachings of humility, austerity, selfishness and loving thy neighbour and what we might call the content of a revolutionary’s life and behaviour. For, what is the Socialist Party teaching its members and the Zambian people? To kill? To be selfish? To exploit others? Just the opposite. We are teaching them unwavering commitment to honest, equity, humility and solidarity.

We are telling them that our country right now may be too poor to give our people great material wealth, but it can give them a sense of equity and of human dignity. We socialists believe that Christ was a revolutionary par excellence. His entire doctrine was devoted to the humble, the poor; his doctrine was devoted to fighting against abuse, injustice and the degradation of human beings.

There’s a lot in common between the spirit and essence of Christ’s teachings and socialism.
And the Bible has very revolutionary content. The teachings of Christ are very revolutionary and completely coincide with our aims as socialists.

That is why we believe and openly say that we socialists are not the only revolutionaries. All those who truly follow Christ’s doctrine and devote themselves to the cause of the humble, the poor; and devote themselves to fighting against injustice, abuse and the degradation of human beings and to helping them liberate themselves are all revolutionaries.

Like we socialists, the Catholic social teaching does advocate the protection of property rights, but only when strongly situated within what is called the universal destination of goods. That is, “Christian tradition has never recognised the right to private property as absolute and untouchable: ‘On the contrary, it has always understood this right within the broader context of the right common to all to use the goods of the whole of creation: the right to private property is subordinated to the right to common use, to the fact that goods are meant for everyone.”
(Compendium of the Social Doctrine of the Church, No. 177, quoting St. John Paul II’s Laborem Exercens). And because God intends the world to provide for the needs of every person, the distribution of resources must allow every human person with what is needed for a full life. Isn’t this what we socialists are advocating for?

In his encyclical “Pacem in Terris,” St. John XXIII explained: “Man has the right to live. He has the right to bodily integrity and to the means necessary for the proper development of life, particularly food, clothing, shelter, medical care, rest, and, finally, the necessary social services. In consequence, he has the right to be looked after in the event of ill health; disability stemming from his work; widowhood; old age; enforced unemployment; or whenever through no fault of his own he is deprived of the means of livelihood” (No. 11). Isn’t this what the Socialist Party’s manifesto is advocating for?

A defense of property, absent that context, functions to absolve those who own property from responsibility to those in desperate need. But Catholic teaching treats the withholding of resources from those in need as a failure of justice, and so private property always comes with a “social mortgage.”

Pope Leo XIII explained in his encyclical “Rerum Novarum”: “[W]hen there is a question of defending the rights of individuals, the poor and badly off have a claim to especial consideration. The richer class have many ways of shielding themselves, and stand less in need of help from the State; whereas the mass of the poor have no resources of their own to fall back upon, and must chiefly depend upon the assistance of the State” (No. 37). Isn’t this what we socialists are seeking?

And what is being advocated by the Catholic social teaching is not consistent with the capitalist social order. Even on religious liberty, the Catholic social teaching is saying that it must also respect the common good.

As capitalists, with their religious agents, seek to accord special recognition to Christianity or section of it, the “Compendium” says, “Such recognition must in no way create discrimination within the civil or social order for other religious groups” (No. 423). The church’s witness to the Gospel always requires (and Catholics must acknowledge that it often has failed in this) the defense of the well-being of persons who do not accept the Gospel, in keeping with the commands to love both neighbour and enemy. The purpose of the right to religious liberty within Catholic thought is both to make room for the church’s freedom to give witness to the Gospel and also to honour the call of God for every person to freely enter into communion with the divine life. These two purposes are not at odds. The church’s witness to the Gospel always requires the defense of the well-being of persons who do not accept the Gospel.

The document “Dignitatis Humanae,” promulgated at the Second Vatican Council, explains it thus: “It is…completely in accord with the nature of faith that in matters religious every manner of coercion on the part of men should be excluded. In consequence, the principle of religious freedom makes no small contribution to the creation of an environment in which men can without hindrance be invited to the Christian faith, embrace it of their own free will, and profess it effectively in their whole manner of life” (No. 10).

This makes it important to remember that Catholic teaching says the right to religious liberty “is not of itself an unlimited right. The just limits of the exercise of religious freedom must be determined in each social situation with political prudence, according to the requirements of the common good, and ratified by the civil authority through legal norms consistent with the objective moral order” (No. 422).

And speaking for myself, I can say that the ethical values that are propelling my revolutionary, socialist work came from my Catholic upbringing and education, from my teachers – the Capuchin Fathers, the Irish Christian Brothers and Sacred Heart Brothers. I would even say from my Christian family, home.

I was taught very early in my life that I should not lie. I was taught what was right and wrong, things that should and should not be done. I remember being punished by my Form 1 mathematics teacher at St John’s Secondary School to write 3,000 times, “Oh what a web we weave for ourselves when we first practice to deceive.” I had not done my homework and when asked about it, I lied that I had left it in the dormitory. I was told to go and get it. And immediately after I left classroom, the teacher told the class I was not going to come with any homework. He asked for a bet on it. When I came back empty-handed, the whole class burst into laughter. I have carried these words and memories of that day with me wherever I am and in whatever I do. And I remind my classmates of this incident whenever we meet. That was my baptism out of lying.

Later on, my revolutionary and political involvement began to create in me a feeling of what was wrong, the violation of an ethical standard, an injustice, abuse or fraud. I began to have an idea of what was fair and unfair. I began to have a concept of personal dignity. I think I have always had a sense of justice – from very early on – because of what I saw and experienced.

Undoubtedly, my Catholic upbringing and education influenced me a lot. The Capuchin Fathers, the Irish Christian Brothers and Sacred Heart Brothers inculcated a very strong sense of personal dignity in me, regardless of their political ideas which quite often I didn’t agree with. They valued character, rectitude, honesty, courage and ability to make sacrifices.

The Irish Christian Brothers definitely influenced me with their strict organisation, their discipline and their values. They contributed to my development and sense of justice. Following that path, I came to view abuse, injustice as unacceptable.

If you mix ethical values with a spirit of rebellion and rejection of injustice you begin to appreciate and place a high value on a number of things that other people don’t value at all. A sense of personal dignity, honour and duty form the main foundation that enables people to acquire political consciousness and a revolutionary spirit.

The just ended Lusaka summit had unprecedented low turnout both at lower ranking end and at Presidentual level. There was many theories but post Pandemic stigma on physical meetings cannot be ignored. It was also a mid term evaluations gathering and historically it does not receive much attention as does the January main summit. Only Presidents that are in Committee to produce reports tend to attend the mid year summit.

Presidents of neighboring countries are however expected to attend summits held in their region as a matter of soliderity to the hosting nation. I could only note the presence of Congo DR President Ettiene Chisekedi from the region.

My surprise absentee ‘landlords’ were Malawi and South Africa’s Lazarus Chakwera and Cyril Ramaposa respectively. I was not so surprised Zimbabwe’s 🇿🇼 Emmerson Mnagagwa did not make it but that is a topic for another day.

Achimwene (uncle) President Chakwera should have come by all means necessary but guess he only enjoys trips out of Africa to the USA and Europe where he can espouse his chizungu (accent) better.

As for Sir Ramaposa (CR) who was even on the Lusaka summit agenda to give a report on Pandemic progress in Africa, he may have hard a ka small ‘matter of urgent public importance’ to deal with back home. There are some public calls for the ANC to recall him following his pala pala farm scandle. About $8M cash was found hidden inside a sofa at his farm cottage. A brother to the maid ‘robbed’ the cottage and ‘accidentally’ took off with both the sofa and contents. Lol.

He was arrested in Namibia, imprisoned in SA and then paid some $50,000 or so never to tell the story.

This happened about 3 years ago and only leaked recently. The SA public is questioning President Ramaposa on his source of the huge US $ 8M cash to which he said he sold his animals (Cows and Buffaloes). Lol

So we can forgive CR for not attending our Lusaka Summit. We must actually empathize with his predicament as he could be the next Boris Johnson (famous BoJo😊) at the rate pressure is mounting on him.
Is Sir CR about to follow his predecessor Jacob Zuma who was also recalled by the ANC for condoning the state capturers (The Guptas)? Only time will tell.

On the local front we had winners and losers to the event. Those whose vehicles got hired (have a story to tell here) won some good money while those that never managed to get clients were left Ku wire. Hotels and Lodges that got clients made some big money. Pamodzi , Radisson, and Sarova hotel were fully booked entire summit period. Those that for some reason did not get guests, were also ‘hanged’ business-wise.

Restaurants also made money and personally took a few guest to taste our Zambian cuisine. Kumushi in the show grounds and one along Kwacha road were some of my Matebeto restaurants winners out of the summit. Took my guests there for meals and yes they paid in Dollars.

The Kwacha was also amongst winners and should pick up some strength once all Dollar payments from the summit are converted into the local currency.

Otherwise well done Zambia for successfully hosting the AU summit. It was ‘incident’ free 😊.

SOUTHERN Province minister Cornelius Mweetwa says government opted to employ more primary than secondary school teachers to give life to the realisation of government policy of free education.
In the current recruitment exercise announced on Friday, slightly over 20 per cent of those recruited are secondary school teachers and degree holders.


Mweetwa acknowledged when he featured on Choma’s Manu Radio on Saturday that majority of secondary school teachers and many other categories had not been picked.


“I have seen on social media platforms where some people are saying they have been left out. And I want to clarify this. Yes, the advert was about 30,000 positions available. Those who came through to apply were more than a 100,000. Inevitably therefore, it meant that those who will be left out are the majority. And therefore, it should not surprise anybody that there will be people expressing grief or concern that they have been left out but we want to assure them that this is not the end of the game. This is the beginning of the business of recruitment of public workers,” he said. “The point I want to drive home is that in this teacher recruitment which was announced yesterday [Friday], the majority of those who have been recruited are primary school teachers. Those who applied as secondary school teachers, the majority have not been picked. The rational is simple, this recruitment is and was responding to the implementation of government policy of free education from grade one up to grade 12. And for those therefore who are entering the school system which is pyramidal in nature that you have more people entering school at grade one… So those who have been left out, the majority are in the bracket of secondary school teaching.”


Mweetwa said the government had shamed critics that thought the recruitment would not happen.
“Contrary to nay and doomsayers who predicted that in fact the government was playing hide and seek, delaying the announcement of names of those who were successful candidates, like we have done on free education; like we have done on CDF (Constituency Development Fund); like we have done on purchases of mattresses, beds and blankets for prisons; like we have recruited 30,000 teachers in one off recruitment process,” said Mweetwa. “We expect not to be praised but we expect the people to reclaim the lost confidence in the governance system. We insisted when in the opposition that we are going to govern by the rules of trust and honesty and hard work to ensure that the people can believe in their own government .”

The United Nations will deliver an ultimatum to the governments of Zimbabwe and Zambia to immediately halt unsanctioned development at Victoria Falls or risk losing its unique heritage status, according to documents seen by The Times.

Unesco officials conducted a recent visit to the site to “assess the potential threat” to the natural wonder from plans for lodges, a golf course and a hydroelectric dam.

The area’s wildlife migration routes and unique rock structures, as well as world’s largest sheet of falling water, earned its world heritage site status in 1989.

An unusually punchy report for the next meeting of the world heritage committee warned that the southern African site is “facing increasing threats” from a number of developments inside the protected area which have not been signed off by heritage officials.

The job of monitoring infringements was “a particularly challenging task”, the monitoring team found after a five-day trip, citing the “inconsistency in the use of precise boundaries and buffer zones” on plans published by the authorities in Lusaka and Harare.

A lack of full transparency about ambitious projects on either side of the Zambezi river which feeds the falls is fuelling local rumours of corruption.

The Unesco team have called for a halt to the building of a 300-bed hotel complex on the Zambian side and provision for a golf course that disrupts an established elephant corridor.

Plans for a hydroelectric dam downstream of the falls “should not proceed as currently proposed”, the team said, in a list of blunt recommendations.

If development pressed ahead, the area’s special status “could be considered to be in danger in the near future”, the delegation said.

Local conservationists are concerned that the Unesco site visit in February did not even include some of the most sensitive areas being targeted as part of the Zimbabwe government’s ambitions for a tourism sector worth $5 billion by 2025.

A new 100-bedroom hotel upstream of the falls has just been announced. The delegation’s 35-page report makes no reference to the virgin riverine bush that has already been cleared for a restaurant, a stone’s throw from the western end of the falls, where a car park has already been gravelled.

Also unmentioned is the lease issued for commercial activity on Cataract Island, an environmentally sensitive rocky promontory. A $170 package has already been marketed for a picnic on the site where death-defying “selfies” can be taken in a natural pool on the lip of the falls.

The island is regarded as a unique rainforest biome, created by the permanent spray that can be seen 30 miles away from the falls’ torrents that crash more than 328ft (100m) into the Zambezi gorge. The mile-wide curtain of water is known locally as Mosi-oa-Tunya, “the smoke that thunders”.

The Cataract Island plan was first considered about five years ago but was shelved after public opposition grew.

Since the British explorer David Livingstone became the first European to reach Victoria Falls in 1855 — describing the approach along the Zambezi river as so exquisite that it “must have been gazed upon by angels in their flight” — there has been considerable change downstream.

Although both countries are under huge pressure to improve their citizens’ access to power, heritage officials said the proposal for a new hydroelectric dam “should not proceed as currently proposed”.

The Unesco World Heritage Committee is made up of 21 member states elected from the 194 countries that have ratified the World Heritage Convention. In 2019, Russia was elected to a four-year term. The committee was due to meet last month but a new date has yet to be set.

Woman with tummy ache goes to toilet and discovers she has given birth after seeing two feet in toilet

A 22-year-old woman had no idea she was pregnant until she went to the toilet, thinking she had a stomach ache, and saw a baby in the toilet bowl when she tried to flush.

Lucy Jones, a trainee flight attendant thought her stomach ache was period pain after feeling unwell back in March.

But while in bed the next morning, the 22-year-old said her tummy “flipped” and she dashed to the loo.

While using the toilet, she said she heard a “crash”, looked down and discovered the baby she didn’t know she was having.

The first-time-mum claims she was terrified as she had no idea she was expecting given she had no symptoms throughout her pregnancy. She added that she took contraception daily and still had her periods.

She also said she had a medical examination when she would have been eight months pregnant and two pregnancy tests came back negative.

She said she worked 70-hour per week, drank often and went clubbing around 15 times throughout her pregnancy, including just three days before she gave birth.

Now that her daughter, Ruby is four months old, Lucy said she’s taken to motherhood like a “duck to water” and wouldn’t change anything for the world.

Lucy, from Bristol, said: “I had no bump, no sickness and had a period every month.

“I had two negative pregnancy tests, because of my new cabin crew job I had to take them for that. I would have been eight months pregnant when I went for my medical and did the pregnancy tests.

“He [the doctor] pressed all down my stomach and body, and he suspected nothing. I was still taking the pill. I took it every day and had been on it for six or seven years.

“I went up one dress size after Christmas and then I went back down again, and I put that down to eating and drinking a lot.”

Lucy claims she received her fit to fly certificate the month before she gave birth.

She said she’d often work long hours as a pub manager and had her last shift just ten days before having Ruby, Daiilystar reports.

Lucy said: “I did a week’s training [for cabin crew] came home for two days and that’s when she magically arrived.

“I had tummy and back ache the night before but I was due my period at the end of the week so just put it down to that. I woke up in the morning, had a bath and just thought I’d sleep it off before I went back to Bristol for work.

“I was in bed for about 45 minutes and it felt like my stomach flipped, it’s the only way I can describe it, and I just felt like I needed a poo.

“I ran to the toilet and gave birth to my daughter in the toilet at home by myself. I heard a crash and looked down and there was two feet sticking out of the toilet.

“I didn’t have any pain. No-one could believe that. I had my back ache and tummy ache but there wasn’t actually any pain when I was physically, what I thought was pushing out a poo.”

Lucy said when she saw the baby in the toilet, she wrapped her daughter in a towel before placing her in the kitchen sink.

She was home alone at the time, called her dad and her parents arrived back around ten minutes later.

They also rang for an ambulance while they were on their way.

Lucy said: “I had no idea I was pregnant until I saw the baby in the toilet.

“I was hysterically screaming saying ‘there’s a baby’ and they were expecting there to be a miscarriage, not a full-sized seven-pound baby in their kitchen sink.

“I was terrified. I didn’t know what had hit me. It was just the shock. I felt numb in a way.

“When my parents walked through the door it all went a bit blurry because I think the shock just took over and I can’t really remember anything then until about 1pm when I was in the hospital.

“Dad described the kitchen – it just looked like a murder scene because when I’d ran from the toilet to the kitchen to get my phone the cord had snapped and there was just blood leaking out.

“It was up the walls, the door, fridge and freezer.”

Shortly after the paramedics arrived, Lucy was dashed to hospital in an ambulance.

Lucy said: “Properly holding her for the first time felt weird. I’d held babies, but never my own.

“Probably on day four or five it became reality. My dad rang around the family and when he told everyone there was just like silence on the phone, no-one could believe it.

“Even now as a family, we still can’t get our heads around what happened. There’s still moments where we’re like ‘wow’.

“It’s one of the stories that you read about, but you never think it would be you, your friend or someone you know.”

The aspiring cabin crew member engaged in weekly personal training sessions throughout her pregnancy. But stopped once she’d started her training and last went to the gym around two to three weeks before giving birth.

Lucy said: “I was still doing everything – going out drinking, partying, to festivals and the horse racing.

“In my personal training sessions I’d be doing squats, sit ups, press ups on the rowing machine and the bike and lifting weights.

“I used to go out drinking twice to three times a month. I went clubbing probably ten to 15 times when I was pregnant. I went clubbing in Bristol the Saturday before I gave birth.

“If I had a drink I’d sometimes socially smoke, but not every time I was drinking. I roughly had four cigarettes a month if that.”

Lucy isn’t the first woman to give birth in the toilet without knowing she was pregnant.

In Zambia and as human beings in general, we focus mostly on the bad things and neglect good things.

Looking at the composition of our foreign debt, the one I hate most are Eurobonds. When government first issued Eurobonds, the country was full of joy the same way now everyone is clapping for everything without having a critical view.

I remember going to radio Ichengelo explaining to the public what Eurobonds were and their danger and as usual I received a hostile reaction from the then faithful some of whom are currently serving in government. Well if you look at our debt negotiations now, Eurobond holders are now giving us the most headaches and despite paying interest for many years, the principle remains the same.

Yesterday ZESCO revealed that Zambia has achieved an electricity generation surplus of 1,156MW (Megawatts) following the successful commissioning of 4x150MW capacity from the 750MW Kafue Gorge Lower Power Station.

ZESCO Managing Director Eng. Victor Mapani says currently the installed national generation capacity stands at 3,456.8MW against a peak national demand of approximately 2,300MW.

Eng. Mapani told a high-level Panel Discussion at the ongoing Association of Power Utilities of Africa (APUA) meeting in Dakar, Senegal that ZESCO was using internally generated resources to progress the 750MW project, being constructed at a cost of approx.$2.3Billion to completion by November of 2022 at a cost of US $2.3Billion following non-disbursements by the project financiers.

According to Power technology the financing for the Kafue Gorge Lower power station is estimated at $2bn, which includes engineering, procurement and construction costs of $1.58bn, financing costs of $43m, the insurance cost of $100m and capitalised interest of $312m.

The project is being financed by the Zambian Government and foreign financial institutions, including the Exim Bank of China. The government allocated an initial investment of $186m for the project.

Now our external debt in 2021 was estimated in the region of $12.9bn of which at least $1.5bn can be attributed to the kafue lower gorge. Zesco MD has announced that with the completion of this project load shedding in Zambia is no more. His predecessor also made a similar pronouncement just last year.

With a surplus of 1000 MW, we can connect new houses and even survive a minor drought as compared to previous years. With energy supply we can now export power and raise revenue to even pay back some debt. No wonder we even signed a power export agreement with Namibia recently.

So am very sure as we demonise the past, we have to point out some positives. The way we demonise anyone who holds public office has really removed the eagerness of professionals to serve in government. Anyone holding public office is viewed as privileged and corrupt! I know our current youth don’t know this but it’s every government since unip that we have labelled corrupt!

Same even today, we need to critically analyse the goods and bads so that we do justice to ourselves. For example we need to continue building infrastructure because a country is all about infrastructure. Without schools we can’t employ teachers and without roads we can’t transport goods and services.

So let us continue building our nation and also consider alternative sources of project financing.

Those that leave legacy deserve credit and those that are in the process of creating their own legacy need support.

FORMER education minister Michael Kaingu says there is need to deal with the challenge of accommodation for teachers who have been recruited.


He said it looks like no one cares about where the teachers are going to be staying adding that the challenge is huge and should not be left to government alone.


Dr Kaingu said youthful teachers end up staying in villages while female teachers end up marrying villagers in order to find where to stay hence the need to deal with the accommodation challenge.


“My heartfelt congratulations to the new dawn government for recruiting over 30,000 teachers. However, it looks like nobody really cares about where these teachers will be staying. If there is a group of civil servants who suffer from lack of accommodation are teachers. Some schools which have expanded in both numbers of teachers and enrollment of pupils have only four houses which were built either during Northern Rhodesia or early UNIP government days,” he said. “The teaching service’s infrastructure is appalling to say the least. Just pose for a minute and ask the question, where shall over 30,000 teachers stay? Youthful teachers end up staying in villages, as for some of our female teachers end up marrying villagers in order to find where to stay.”


Dr Kaingu suggested that unions and the government contribute money to import prefabricated houses.
“When I was the minister of education, science, vocational and early education I wanted to tackle this problem. I called almost all the leaders of teachers’ unions to a meeting to discuss this heartbreaking problem. In that meeting I reminded them of this vexing problem. I told them that the only way we could solve this problem of teachers’ housing is by us coming up with a fund that would import prefabricated houses,” said Dr Kaingu. “Since the problem is huge it cannot be for the government alone, all unions must contribute some money to this fund and the ministry will too contribute to this fund. The teachers’ unions leaders were so excited about it and we resolved that we should quickly establish a modality for creating the fund. Unfortunately, the ministry was soon to be split into two and I was sent to the ministry of higher education. I don’t know how far this initiative has been taken. If this initiative can help in creating new houses for teachers, I propose that it is relooked into. I hope and pray that there is a union leader out there who can remember this meeting. However, if there is none I pray this idea sits well with my colleagues both in the Ministry of Education and unions leaders.”

PF Media Director Antonio Mwanza has challenged justice minister Mulambo Haimbe to state which law he will use to terminate former president Edgar Lungu’s benefits.

He is reacting to Mr Haimbe’s remarks quoted by News Diggers that president Lungu should not be enjoying his benefits since he declared being in active politics, and that a position from the Attorney General’s chambers has been sent to Cabinet Office.

Mr Mwanza, however, says president Lungu is not in active politics.

Below is his full statement:

Justice Minister Mulambo Haimbe says the UPND government plans to terminate President Edgar Chagwa Lungu’s retirement benefits alleging that the former President is in active politics.

Let’s look at the facts:

  1. Chapter 15 of the
    Benefits of Former Presidents Act defines what being in “active politics” means.

Interpretation;

In this Act ( The Benefits of Former Presidents Act) unless the context otherwise requires—

“active politics” means—

(a) the doing of any act indicating a person’s intention to hold elective or appointive office; or

(b) the holding of elective office or appointive office in a political party or in an organisation whose main aim is the furtherance of political objectives.

According to the law as quoted above, President Edgar Lungu is not in active politics so what law will Haimbe and UPND use to terminate his retirement benefits? Unless they want to amend the current law, otherwise Haimbe and his team are totally offside.

  1. President Edgar Lungu like any other Zambian has the Constitutional right under the Constitution of the Republic of Zambia to freely express himself without fear or retribution and to try to gag him using threats of withdrawal of his retirement benefits is immoral, unconstitutional and totally unacceptable.

It is buffoonery of the worst kind to go after President Lungu’s family and expect the man to remain quiet while his son, his daughter and his wife are being persecuted and threatened through the abuse of Law Enforcement Agencies.

What kind of a husband and a father can remain mute while his own wife and children are being persecuted? President Lungu has every right and reason to protect and defend his family; that’s the normal and expected thing to do.

  1. We are not naive to note that UPND are scared of President Edgar Chagwa Lungu. They have seen how loved and admired the man is. This is evident by the positive manner in which majority Zambians react every time a picture or story of President Edgar Lungu pops up on social media; and in the warped minds of the UPND they think President Lungu is coming back to politics so they are trying everything within their power to silence the man and tarnish his image.

The man is retired. Leave him alone. Let him enjoy his retirement in peace. Stop persecuting his family. If you have evidence of his wrongdoing take the appropriate legal steps as provided by the Constitution instead of mentally and physically tormenting him and his family.

  1. UPND must know that no matter how much they try to rewrite history and attempt to tarnish the image of President Edgar Lungu, they can never take away the massive infrastructure development among many other social and economic developments that the President Lungu and his compatriots in PF achieved for Zambia during their time in office. They left an indelible mark of excellency and no amount of lies and propaganda will change that.

UPND must concentrate on fixing the economy and delivering on their many fake promises instead of spending all their time and energy trying to kill and bury President Lungu and the PF.

People are suffering and that should be the priority number one for the UPND instead of wasting time trying to annihilate President Lungu and the Patriotic Front.

Governments come and go and the very seed of bitterness, hatred and vengeance that UPND is planting today will germinate and eat them when their time to leave office comes.

Ideally, I do not find pleasure talking about opposition parties or members of the opposition parties for reasons known to myself. I believe members of the opposition parties should take it upon themselves to hold their leaders accountable and inform the direction their parties should take. A few weeks or days ago, I saw a video of President LUNGU addressing the media after Mama Esther LUNGU was summoned to appear before DEC for interviews. I told myself never to comment on the issue. But today here I am, it is difficult to ignore.

If I could get a moment with former President Edgar Lungu this is what I would be saying to him.

Sir, you are no longer a president of Zambia but now a “president “ of an era in our history. You do not represent the PF but a phase in the building of our country. Stop worrying about your political life, it doesn’t exist anymore, be concerned with the life of our country. This is a country that holds all that is possible for everyone. Be concerned with the well-being of its people beyond your political inclinations.

I do understand how difficult this phase could be BUT resist the temptation to prolong the difficult phase by careless and emotional expressions. Please do the following;

1) Structure your office as the 6th President of the republic of Zambia.

2) Build a team of professionals to work with including a spokesperson away from your political networks.

3) Build or improve mechanisms for your interactions with the government in Zambia and those outside.

There is life after politics and the presidency. There is more you can offer to this country and to the world both as a senior citizen and as a former president. See beyond your personal loss, there is a whole world stage for you waiting for you to claim it.

It is too late to change the past but on time to build a better future.

‘Brenthurst capture of State House’

Last Thursday, President Hakainde Hichilema conferred the Order of the Eagle of Zambia, First Division on former Nigerian president Olusegun Obasanjo, Ellen Sirleaf Johnson (Liberia) and Ernest Bai Koroma (Sierra Leone) for their distinguished efforts in promoting democracy.

The awardees are advisory board members of Brenthurst Foundation, a mining lobby group established by the Oppenheimer family.

And Emmanuel Mwamba has repeatedly over many months said “Brenthurst Foundation is also in State House and meets the cost of private advisors to the President”.

“There is an advisory unit at State House that is on their private pay role. They are many. I don’t want to mention them. Then we have two from South Africa. I don’t want to offend people but it is the
truth,” says Mwamba, a former high commissioner to South Africa. “The concern there is, why would you have special advisors to the President that are funded by a private entity when the government has provided for special advisors? They are catered for. I mean, we don’t need outsiders. The relationship with Brenthurst Foundation promotes corporate, commercial and private interest. That is our objection and this is called State Capture in other countries. Brenthurst Foundation has captured our President [Hakainde Hichilema]. They are making him honour board members of Brenthurst Foundation. All those that were honoured are members of Brenthurst Foundation. State House is the heart of power in our country. It cannot be defiled in the manner the President has allowed it to be defiled where we have this private interest funding.”

This is an extraordinarily alarming statement which many have expressed doubts concerning its veracity. Our sources at State House have now confirmed that indeed a presidential advisor working full-time at State House, is the daughter of a former Zambian president and is on the payroll of Brenthurst Foundation. The source asked “have you ever seen her being sworn in like all other presidential advisors? Is this not a serious national security breach? Who other than the President does the seconded advisor to Hakainde Hichilema report to? Greg Mills? What was Hakainde thinking? Could he not have appointed this presidential advisor like he did all others and put her on government payroll? Why was it necessary for him to accept a Zambian presidential advisor to be on the Brenthurst Foundation payroll? Hakainde must explain to the nation.’’

In any other country, such a breach of national security would immediately attract an independent inquiry and the President would face very serious consequences. It is now an established fact that Hakainde is beholden to Brenthurst Foundation as can be seen from his various indiscretions. First, he lied that he was going to South Africa to promote investment, when in fact he was there to launch a book written by Greg Mills. Secondly, his clandestine trip to Lower Zambezi at the Brenthurst Foundation Security Conference recently. Thirdly, the presence of Greg at the initial negotiating meetings with Vedanta over Konkola Copper Mines with his other business partner.

It is also abundantly clear that Hakainde in honouring Obasanjo, Sirleaf Johnson and Koroma, was not about anything else other than honouring the Brenthurst Foundation. We say this because if Hakainde truly believed the reasons he gave for honouring these former presidents, then why did he also not honour Jakaya Kikwete of Tanzania who played an important role during and after the August 2021 elections? Kikwete was the one who was heavily involved in shuttle diplomacy which led to Edgar Lungu accepting defeat during the power transition mediation brokered by late Rupiah Banda.

We urge Hakainde to search his soul and start to de-escalate. It’s too much of him stressing the nation unnecessarily with his business acquaintances. He cannot continue on a path of pitting himself against citizens!

DR MUSHIMBA APPLAUDS THE NEW DAWN ADMINISTRATION OVER TEACHER RECRUITMENT

….says PF would have done the same considering it’s massive infrastructure development

While acknowledging that arrogance kicked PF out of power last year, Former Minister of Higher Education Dr. Brian Mushimba has hinted that the former ruling party would have equally employed teachers had it won elections.

Dr Mushimba explained that the PF had laid down the foundation on which the New Dawn Administration recruited the teachers.

He indicated that the PF had heavily invested in infrastructure which had decongested schools and has now created room for additional staff and learners.

Dr Mushimba said this when he featured on a special program on TV Bakwetu.

“With PF there was a lot of push on creating an environment before taking advantage of that environment. There was a lot of push in creating the infrastructure… the massive recruitment that the UPND has been able to do is on the back of the massive infrastructure the PF constructed. If PF had won, probably this conversation is what we would also be having now,” he said.

Dr Mushimba has however applauded the New Dawn Administration for the recruitment. He however said access and quality of education must go hand in hand.

And Dr Mushimba said that it will take a while for teachers to be put on payroll.

“This is a promise that the UPND made to the party and every time a government that promised achieves what it promised, we need to recognize,” he said.

“Even here the 30,000 plus teachers that have been recruited, it’s not going to be just like snapping fingers they are on payroll. It’s going to be a problem to get them on payroll. It’s a government wide problem that needs to be addressed.”

Dr Mushimba urged the New Dawn Administration to reform the government system.

“We hope the New Dawn Government is not going to inherit the shortfalls and weaknesses in the system and live with them for the next five years. Because they will become the decampaigning point for them when they go into 2026,” he said.

“We urge them to step back, understand the challenges that are there and find a model that can address this systematically and I will not run away from this word called reform. If they don’t reform how government functions, they will face the consequences.”
