Most PF MPs Come To Parliament Drunk, Claims Chief Whip Stafford Mulusa

GOVERNMENT Chief Whip Stafford Mulusa has accused some PF members of parliament of going to Parliament drunk and trying to disturb Parliamentary proceedings.

On Tuesday, PF members of parliament walked out of Parliament twice, the first time being when Second Deputy Speaker Moses Moyo allowed a debate on State House to proceed despite an objection from the leader of opposition Brian Mundunbile.

The second walk out protest was when Kawambwa PF member of parliament Nickson Chilangwa was sent out of the House after Moyo rejected his request to raise a point of order, which Chilangwa did not take lightly.

Commenting on the walk-out protests in an interview, Wednesday, Mulusa who is also Solwezi Central UPND member of parliament said PF MPs were “hyper” and were trying to make it difficult for Parliament to run.

“Whatever happened yesterday (Tuesday), I think it was a misunderstanding. That was a thing that could have just ended up being solved by the end of the debate. I think we settled it in the offices and the House returned to normal. One thing that is obvious, you know our friends are hyper, they just lost power and everything they want to do, I think they are trying to make it difficult for the House to run.

But that will not help them because the House has procedures and rules to govern it. I think yesterday you saw the point of order coming, we were questioning their act whether it is parliamentary to behave like that where you show that you want to disrupt the business of the House. So there is a point of order, we hope that we shall hear the verdict very soon,” he said.

“For some of those people like my brother honourable [Nickson] Chilangwa, I think most of them are coming drunk, we have a bar there, so the behaviour is not just normal behaviour, they are coming prepared to just say ‘let us go and do this’. But we are handling them and we hope that they will change along the way so that they get used to the opposition.”

He said the walkout protests by UPND while in opposition were on merit compared to the PF.

“You see, there used to be walkouts on merits when we were discussing the issues of Bill 10 and all that, because we were moving with people. What we are doing is to give a good service to the people, there is nothing else that we are doing as a new dawn government. So in Parliament we have noted that PF are coming with all the tricks, they are coming with all the questions of urgent matter and all that. You see when we just open Parliament we are spending more than 30 minutes just on points of orders, questions for urgency and all that,” said Mulusa.

“So we are watching them, we are steadily analysing their acts and we hope that they will realise that Zambians need all of us to work together to make sure that development comes to every part of this country. So the behaviour yesterday was very unfortunate, it was unnecessary and I hope that it does not come back to the House in that manner. I hope that we shall look into it through the point of order that was raised and see where we shall end as a House and leaders of the House.”

UPND Lusaka Provincial youth chairperson Mr Anderson Banda has given the police and the Lusaka city Council 48 hours ultimatum to bring Sanity in markets to avoid unnecessary protests like it happened by Munyaule marketeers through false alarms that UPND government has sold off the market.

Mr Banda who earlier held a press briefing at the UPND headquarters said it was unfortunate for the marketeers to suggest that it was the UPND government that has sold out the Munyaule market when infact it was the PF government which sold in 2019.

Mr Banda who was accompanied by his Provincial youth wing immediately after the press briefing proceeded to Munyaule market where he addressed the Marketeers and assured them that the UPND government was a government for the Zambian people and that their concerns will be addressed.

He questioned the marketeers on why they protested against the UPND government that is only 100 days in power when they had all the years to protest against PF regime which sold the market in 2019.

He indicated that UPND government respects human rights but that it shouldn’t be taken for granted to bring about insanity in the country.

He expressed disappointments as to why some well known individuals who don’t trade in Munyaule market were part of the protest but only had political agenda to discredit the government which shall not be entertained going forward.

He urged the Marketeers to always engage their market executive on matters of concern and even put on paper their concerns to make the relevant authorities aware than just protesting based on falsehoods.

The UPND Provincial youth chairperson Mr Anderson Banda used the opportunity to warn the Council officers to remove all PF cadres who are still doing politics in markets and failure to wish UPND will do it on behalf of the Government.

He asked those who are doing politics in markets but they are marketeers to leave markets and do politics outside markets.

And one of the Munyaule market executive member expressed disappointment as the protest was only organized by few perceived PF members who recruited outsiders to discredit the Government.

ZESCO Boss Victor Mundende cries foul

ZESCO managing director Victor Mundende has complained over the composition of a team of experts appointed to investigate the current nationwide power blackouts.

The Energy Regulation Board (ERB) has appointed a team of engineers to inquire and establish reasons the country has been experiencing prolonged power blackouts.
But Mundende wrote Engineering Institution of Zambia president Abel Ng’andu, wondering why, among other things, the team constituted former Zesco employees who “left the Corporation under acrimonious circumstances”.

“…However, we would like to register our concern and dismay at the way this ‘team of experts’ was selected and constituted and consequently, the manner in which they have conducted themselves since the process began,” he said in a letter dated November 19, 2021. “Our understanding is that an inquiry of this nature would normally have a broad representation of engineering experts drawn from diverse disciplines. We are however surprised that this particular ‘team of experts’ is composed almost entirely of a clique of former ZESCO Senior Management staff who include the current Chief Executive Officer of EIZ, Mr. Linus Chanda (formerly Director General) and headed by his close confidant and friend of many years Mr. Cyprian Chitundu, who also happens to be the former Managing Director of ZESCO.”

Mundende cited other names which he claimed were part of the clique.

“In addition, we note the presence of Mr Clement Siame whom was the protégé of Mr Chitundu and previously Senior Manager for Electro-technical services. In addition to this is Mr Cosmas Mweenda, who served as Power Station Manager at Kariba North Bank Power Station and later as Senior Manager, System Operations at ZESCO,” Mundende added. “It is also no secret, that notwithstanding the competence of these former ZESCO employees, it is worth noting that they all left the Corporation under acrimonious circumstances. It is therefore quite clear to any observer that this faction of former ZESCO employees have an axe to grind with the current ZESCO management.”

Mundende wondered how the ERB came up with what he termed a biased team.

He also said the team should have been headed by a person with no conflict of interest.

“We wonder, then, how the ERB could have provided a biased selection of experts with narrow interests in the constitution of the investigation panel. We therefore have reason to fear that under the guise of this tribunal constituted by ERB, professionalism and impartiality are being sacrificed and therefore leading to compromising the integrity and outcomes of the process and thereby negating national interest,” he said. “As we believe that the EIZ was consulted in the selection of the individuals, we would have expected that the composition would be more broad-based, impartial and especially headed by a chairperson who has no conflict of interest concerning an institution he once served.”

Mundede further cited a lack of clearly defined terms of reference and short notice.

According to Mundende, on November 16, ZESCO management received a directive from ERB to appear before the committee of experts.

“On 16th November 2021, we received a directive by the Energy Regulation Board (ERB) summoning ZESCO Management and Staff to appear before a ‘team of experts’ apparently constituted to carry out investigations into the recent nationwide power blackouts. Whilst we appreciate and commend this initiative to clarify these matters, we, however note the short notice that was given to ZESCO,” Mundede stated. “In the first place, in comparison to previous instances of similar inquiries, we note the absence of clearly defined terms of reference. It is normal practice that when such committees are formed, the terms of reference would be clearly spelt out affording respondents the ability to understand the height and breadth of the inquiry. In this case, we get the impression that there are no limits, and some questions can also get very personal, and totally unpredictable in some cases. This is evident from the manner in which the process has been conducted so far. The atmosphere is very hostile and clearly defined to intimidate ZESCO staff. We wonder how in such an atmosphere objectivity can be preserved.”

Mundende charged that the short notice was deliberately designed to elicit specific answers from Zesco.

“Additionally, the short notice given seems to have been deliberately designed to elicit an engagement that does not necessarily speak to the key objectives of such an inquiry. In this case, we note that the letter by ERB carries the date of 15 November 2021 and was only received by mid-morning of the 16 November 2021,” he complained. “We wish to submit that given the short notice to ZSECO Limited and the unfortunate unprecedented and hostile atmosphere in which the inquiry is being conducted, in addition to the undeclared and unclear specific TORs, this may lead to abuse of the process.”

Mundende charged that some members of the team had vested interest, hence making it unbalanced.

“It has sadly come to our attention that some members of the ‘team of experts’ have a vested interest in discrediting the Corporation or its management in the process of this inquiry. To this extent, we have evidence of attempts by some members of the investigative panel to solicit for clandestine meetings with some ZESCO staff outside of the prescribed formal meeting parameters,” claimed Mundende. “We do not have the total number of ZESCO staff that may have been approached in this manner but for those that we are aware of, their refusal to meet members of this committee in private circumstances has been met with open intimidation including threats of possible jail terms. We are in possession of this evidence which can be adduced if required. In view of the foregoing, ZESCO wishes to express its utmost dismay and disappointment that a process which is naturally meant to enhance engineering professionalism in the Electricity Supply Industry and meant for the good of the nation, has now been hijacked by a few individuals who have definite conflict of interest. We therefore appeal through your good office to urgently intervene in this matter to protect the integrity of the engineering profession.”

Chambeshi WSC struggles to justify why a K27 million contract awarded to Tomorrow Investment Ltd was revised to K161 million

CHAMBESHI Water and Sewerage Company Managing Director Luckson Simumba yesterday struggled to explain how a contract awarded to Chanda Katotobwe’Tomorrow Investment Limited to rehabilitate water supply and sanitation systems in Kaputa District at a contract sum of K27,648,979 was revised to K161,284,108.

The Public Accounts Committee (PAC) later heard that K137,235,259 has been paid to the contractor out of K161,284,108, while K24,048,848.52 million is the current balance.

But Ministry of Water Development and Sanitation Director for the Department of Water Supply and Sanitation Oswell Katoka has admitted that there was a weakness in the initial detailing of the contract.

On May 6, 2013, Chambeshi Water and Sewerage Company, on behalf of ministry of local government and housing awarded a contract to Tomorrow Investment Limited for the rehabilitation of water supply and sanitation systems in Kaputa District in Northern Province at a contract sum of K27,648,979, which was later revised to K161,284,108, with a revised completion date of July 30, 2021.

Appearing before the PAC Tuesday, Simumba said there was no design done before the works started.

“According to the normal practice, a design has to be done first so that we understand the physical investigations within the project site in terms of implementation. You need to take all precautionary measures in the tender documents. But in this case, there was no design before the works started. So what we had was a provisional amount of K27.6 million,” he said.

“In this case, the consultant was working with that provisional amount to design what was stated in the initial scope of works. They designed according to what was provided in the contract. The change in the amount was as a result of the change in the water source from Choma river to Mwawe river as a distance of 13 kilometers. So at that site, we needed to construct a new treatment plant and intake works.”

But Chadiza PF member of parliament Jonathan Daka asked the witness to tell the committee what justified the increase in the cost of the contract without considering other contractors.

“This committee would want to appreciate the variation. Failure to which, we will find it very difficult to understand the justification on how you decided to add K77 million to a contract which was at K27 million. Can you prove to this committee that you compared to other water sources in the costs? You need to put facts on the table,” he said.

“Who was supervising these works on your behalf? How was the structure of the project? We are able to see that the client was not present in this supervision. You do not come here to refuse facts. This committee would want an interactive way of doing business. If there is a gap you basically say there is a lacuna.”

Ministry of Water Development and Sanitation Director for the Department of Water Supply and Sanitation Oswell Katoka admitted that there was a weakness in the initial detailing of the contract.

“The only weakness we have observed in this is that the initial scope was already defined by the client which is Chambeshi Water. So the contractor and the consultant responded to what was defined. So I believe that is where the weakness was. The scope was not in detail and there was a detailed investigation done. That is where the weakness was and we have acknowledged that,” he said.

Meanwhile, committee chairperson Warren Mwambazi urged the controlling officer to ensure supervision for all contacts in order to avoid wastage of public resources.

“We want you as a Ministry to take responsibility because we are dealing with public resources and funds for the Zambian people. Our role as members of parliament in this committee is to ensure that there is prudential management of public resources by officers conferred with such responsibilities.

We will take a position as a committee that if these variations are not supposed to be done the way they were done, there was a lot of negligence and lack of supervision on the utility company by the Ministry. Moving forward, we want to make sure that such things do not happen,” said Mwambazi.

The opposition Patriotic Front (PF) has accused government officials of using the office of the Attorney General and that of the Solicitor General to cleanse themselves of the atrocities they may have committed before getting into government.

PF Member of the Central Committee Chairperson for Information and Publicity Hon Rapheal Nakacinda told the media at the Party Secretariat in Lusaka that it is shocking that the current Speaker of the National Assembly Nelly Mutti is trying to sue the State for malicious damage.

Hon Nakacinda disclosed that the Speaker who was once in court over allegations of fraud and theft of more than K35 million is sitting on nolle prosequi.

The MCC said the retirees who dragged her to court on the said allegations are equally shocked to learn that she is suing the State.

He however challenged the Attorney General to address the nation and explain why his office has now turned into a secret chamber to which the UPND officials and those that have been appointed to serve in the UPND government are using to cleanse themselves.

“This morning I was besieged of the a group of retirees that were represented at some point by the current speaker of the national assembly who happens to have been alleged at some point in some fraudulent activities that led to those pensioners to report her to the police,” he said.

“And the matter was taken to court. Apparently, the matter did not proceed because she was basically saved by a nolle. As we speak now, the pensioners are shocked to have found that she is trying to sue the State for malicious prosecution when in fact she is only sitting on a nolle. The current Attorney General needs to address the nation and inform us why his office has now turned into a secret chamber to which the UPND officials and those that have been appointed to serve in the UPND government are using to cleanse themselves of the atrocities they may have committed before getting into government.”

Hon Nakacinda alleged that there is an orchestrated plan by government officials to use the office of the Attorney General and the Solicitor General for people to syphon money through consent judgments.

“We have heard of the President himself suing for malicious prosecution when he is simply siting on a nolle. We have heard of assistants and advisers to the president who have also through the Attorney General suggesting that they are claiming damages for certain acts they committed before they got into government,” he said.

“We know that there is an orchestrated plan to use the office of the Attorney General and the Solicitor General for people to syphon money through consent judgment, to cleanse themselves and also to and to obtain money through such fraudulent activities.”

And the MCC expressed displeasure in the continued accusations by President Hakainde Hichilema that PF Members of Parliaments are corrupt.

“We know that the President has been addressing himself to say that Parliament, he has no regard to the people’s assembly. Maybe because he himself and his colleagues are guilty of what they are accusing Patriotic Front of,” he said.

“Because you cannot stay on the matter consistently calling honorable colleagues who have served for over ten years in Parliament corrupt without evidence. A person who accuses other people consistently of something it may just be that they are guilty themselves of those same crimes. And the evidence is what is now happening in the office of the Attorney General.”

Right now PF is twice popular than UPND because of HH’s massive failures. But while we celebrate the gains, let’s remember that we still have 4 years more and this failed man (HH) may still regain his conscious and start doing what people want and that will be the end of PF. Pray that he continues being arrogant and stubborn up to 2026 so that we bounce back”.

Meanwhile, Hon Chikwanda has described the Patriotic Front (PF) as a party that has come out stronger from its political immense challenges since the passing on of its founder, His Excellency the Late President Micheal Chilufya Sata stating that tolerance and the ability to accommodate have been the hallmark of the ruling party.

Mr Chikwanda said the party has managed to come out stronger because of the remarkable maturity it possesses and for choosing a leader, in President Edgar Chagwa Lungu, with a distinct attribute of embracing everyone within and outside the party. He said his replacement in June 2022 should posses the same qualities to enable the party win 2026 general elections.

“PF comprise of human beings and as such, some cleavages are an inevitability. But what is important is to avoid panic and the temptation to be intolerant for we might bounce back if this failed leader (HH) continues being arrogant to the cries of Zambians,” stated Hon Chikwanda.

Mr. Lungu should be held accountable for inciting his PF colleagues to steal as long as they didn’t steal the seeds, through Ubomba mwibala alya mwibala, lelo tabalya imbuto. This Bemba saying is all about justifying theft and crookedness. It was very strange for a sitting President to incite others to loot the Country with impunity. Mr. Lungu knew the implications of what he said.

It was morally wrong for Mr. Lungu to have legalized stealing of public resources. Zambians being the owners of the field fired Mr. Lungu as a ring leader for inciting others to steal. It’s only Mr. Lungu who can tell Zambians how much they stole and left behind as imbuto (seed). The truth can only be known when the ring leader is brought before the Courts of Law after lifting his immunity. Mr. Lungu’s immunity is not a matter of if but when it will be lifted.

Those opposing the lifting of Mr. Lungu’s immunity are either beneficiaries or have no interest of the Zambian people at heart. What evidence do we need other than his confession that he and his PF colleagues were thieves. We challenged Mr. Lungu to withdraw that statement but since he knew that what he was saying was true, he refused to do so. Therefore that statement remains a true record that he is a thief. Today these same shameless cheeky thieves are fooling Zambians by pilling blame on the new Dawn Government; Stop that nonsense, your greediness destroyed this Country.

This goes to most of you running businesses, should you at anytime be told in your face by your employees that Ubomba mwibala alya mwibala just know that your business is gone. You employed thieves who are not only stealing from you, but are very cheeky and have no regard for you. For them to reach that level of impunity, it means they have stolen more than enough. Even if you fired them it is of no consequence to them, they have made their filthy money. Zambians took long to fire Mr. Lungu and his thieving team. The Country’s economy collapsed. The only option is to let the law take its course on whoever plundered national resources, including the ring leader who issued orders.

Why Is PF Central Committee Disbanding Structures?

A small bunch of vultures drawn from the Patriotic Front (PF) Central Committee have decided to dissolve the Lusaka Province Executive. We are saying a small bunch because; it is not everyone within the PF Central Committee who believes in the behavior of these elements.

Of course, it takes very little intelligence – if a little is all that one has – to tell why these elements have opted to dissolve the Lusaka Province executive. When you listen to their reasons, you will realize that these dishonest and shameless elements have realized that their continued stay in the positions of Central Committee member is slowly coming to an end.

According to Nickson Chilangwa, the Lusaka Province executive has been dissolved because it lost the election in the province. Look who is talking. Chilangwa and his fellows were solemnly responsible for the adoption of candidates in Lusaka of which most of them were unpopular and undesirable to the people. This is why they lost an election. Overall, the PF adopted elements that lost touch with the people. But when they sat to decide on who to adopt and when the people asked them to follow the interest of the people, they were arrogant and stubborn about it. This is why, in totality, PF could not win the elections.

Anyone who is honest enough must not fail to admit that the PF lost elections because of the characters in the central committee themselves, and not the people on the structures. Look at what happened in Petauke Central. The people in Petauke, on the structure recommended that Emmanuel JJ Banda was more popular than Dora Siliya but the Central Committee picked someone else using their own feelings. They lost. Look at what happened in Lumezi. The structure recommended that Munir Zulu was more popular than Pilila Jere but the Central Committee ignored and chose the latter. This behavior basically happened everywhere and they lost the election.

In fact, most of the elements in the Central committee were ministers in the Edgar Lungu administration. They are the corrupt people that raped the treasury. Today, it is these same elements who think Zambians are foolish enough to retain them into power. The truth is, there is no normal person who can trust these elements again. It is very difficult to understand why, the same bunch of characters who were rejected are today in the forefront trying to take over from Edgar. Who will trust these corrupt bandits ever again?

We all know that these schemes to suspend structures are calculated and intended to determine their own preference as the successor of Edgar. They are not prepared to go to the general conference with clean hands because no one can ever trust these bandits. They are sure that they cannot win the election fairly.

This is all to fix Chishimba Kambwili, whom they are not prepared to face because the majority of the people in PF want him to be their leader.

Former Health PS Kennedy Malama Arrested over $288,000 Ambulances deal

FORMER HEALTH P.S KENNEDY MALAMA ARRESTED

The Anti-Corruption Commission (ACC) has arrested and charged former
Permanent Secretary at the Ministry of Health, Dr Kennedy Malama, with two (2) counts of Willful Failure to Comply with Applicable Law and Procedure contrary to Section 34 sub section (2) (b) of the Anti-Corruption Act No. 3 of 2012.

In the first count, Dr. Malama aged 53 of Ibex Hill, Lusaka on dates unknown but 1st August 2017 and 31st December 2018 in the Lusaka District, being an employee of the Ministry of Health namely; Permanent Secretary in charge of Administration, jointly and whilst acting together with persons unknown, did willfully fail to comply with applicable procedure by terminating contract number MoH/ORD/004/15 between the Ministry of Health and Savenda Management Services Limited for supply and delivery of fifty (50)basic life support ambulances, supply and delivery of major spare parts for the ambulances and training of personnel.

Details in count two are that Dr Kennedy Malama on dates unknown but between 1st August 2017 and 31st December 2018 at Lusaka in the Lusaka District, being a Director of Health Promotion, Environment and Social Determinants at the Ministry of Health and member of the Ministerial Procurement Committee, jointly and whilst acting together with other persons unknown, did willfully fail to comply with applicable procedure by approving the Ministerial Procurement Committee paper no. 131 of 2017, which paper recommended the use of limited bidding international as the appropriate method of procurement of fifty (50) ambulances without providing the justifications or reasons in the said Ministerial Procurement Committee paper no. 131 of 2017 for the use or choice of this method of procurement.

Further, the Commission has arrested and charged the former Head of Procurement and Supplies Unit at the Ministry of Health, Wilson Lungu, with one (1) count of Willful Failure to Comply with Applicable Law and Procedure
contrary to Section 34 sub section (2) (b) of the Anti-Corruption Act No. 3 of 2012.

Wilson Lungu aged 37 of Chalala Waterworks, Lusaka on dates unknown but between 1st August 2017 and 31st December 2018 in the Lusaka District being the Head of the Procurement and Supplies Unit at the Ministry of Health and member of the Ministerial Procurement Committee, jointly and whilst acting together with other persons unknown, did Willfully Fail to Comply with Applicable Procedure by approving Ministerial Procurement Committee paper no. 131 of 2017, which paper recommended the use of limited bidding international as the appropriate method of procurement of

LESSONS FOR BALLY FROM MY ZNBC STRATEGY
My appointment as ZNBC Director General in March 2012 was made without my consent but I went there anyway after the Minister told me, ‘I have now made the announcement. The PS is already at ZNBC waiting for you. From now on, you are in charge.’ On this, SABMIller Africa Managing Director asked me to temporarily take up the appointment as the company negotiated with Government (to have me seconded and not employed, a strategy that failed).

Huge expectations from the public accompanied my appointment. People expected immediate world class content, objective news and improvement in signal/picture quality.

The inside reality pointed to a total overhaul if I were to meet these huge expectations of ‘Chibamba Kanyama is there; things will finally change.’ The Corporation was in huge financial deficit, unpaid pension arrears, liabilities with content providers, discontented and somewhat politically connected staff. Literally everything was offline.

My strategy was twofold: install systems capturing finance, HR, marketing, content/programming. Systems would form a strong foundation for long term sustainability of the organisation as well as enhance professionalism. I calculated it would take a minimum three years for fruits to start showing (I was there two years four months). I communicated this strategy to management and staff very clearly.

The problem, however, was that the public wanted IMMEDIATE solutions and results. I had to manage the transition by adopting another strategy I called ‘low lying fruits strategy.’ The public did not care about my long term objectives and what I considered to be ‘most impactful strategy’ of instituting systems that would make ZNBC win for many years (it was instant results with no systems verses long term and sustainability oriented strategy).

The low lying fruits strategy included making news bulletins shorter (from 55 minutes to 35), bringing forward the 22.00 bulletin to 21.00 to enable the working class driving home at 19.00 watch a detailed TV news bulletin; feature opposition voices (HH featured for the first time on Radio two for an hour long live interview at ZNBC studios); make live parliament discussions (for which I was heavily censored), re-introduce Sunday Interview; improve on news reportage (sounds bites to be shorter and crispy) and improve radio signal to rural areas ahead of digital migration (also installed transmitter in Ndola as the entire area could not catch ZNBC/ same as Chilanga. This low lying strategy did not mean much to what we wanted to achieve but it meant a lot to this expectant public. It was like,
‘Let’s give them a starter meal (appetizer) while we prepare the main meal which will take a long time given the circumstances we find ourselves in.’

The high levels of expectation for the UPND to deliver is not only benchmarked on the election promises but on the high levels of poverty. In addition, there is a strong and growing narrative being pushed from other interested parties for the government to deliver today and not within five years, the period of its mandate.

The 2022 National Budget provides some of these quick wins but government needs to up the game by being practical and communicating more and more. Some of us who understand what it takes to restore economic stability communicated three months ago that it will take a minimum 36 months for signs of recovery to show (and I still stand by that provided there is focus on the part of government). But many people are impatient and are not ready for that. If it means satisfying present needs at the expense of long term sustainability of the economy, some are ready for that.

The best approach, therefore, for Bally and his team, is to have a two-fold strategy: identifying the quick fixes that offer short term gratification (but give an IMPRESSION things are happening) and a long term strategy that fixes the economy for generations to come.———–

INDENI sources have warned of logistical nightmare in the energy sector as a result of mothballing Zambia’s only oil refinery.

The sources also stressed that mothballing Indeni “means jobs will be lost; an interesting start to an administration that promised to create more jobs.”

Speaking at the post-budget Town Hall Symposium at Mulungushi International Conference Centre in Lusaka recently, finance minister Situmbeko Musokotwane said the fuel situation in the country was a big mess as the government was subsidising it with about US $21 million a month.

“Now can you imagine if there were no such subsidies of $21 million a month, the issues of meal allowances, we would sort them out. But we have made choices. Personally, I don’t believe this is money that is well spent because we can do something better with that $21 million a month. But the good thing about fuel is that it may be possible to do adjustments on how we procure fuel so that even when we remove the subsidies the price will not escalate because we are targeting the wastage in the system,” said Dr Musokotwane. “So, it is possible to cut out the wastage in the way fuel is being procured. And when we cut away that wastage, we may be able to remove the subsides with just a minimal increment in the pump price. … So as a society we have to make choices. Do we want cheaper fuel? If the answer is yes, then of course it means that we don’t have to buy from Indeni. But if you want Indeni, it means you must accept more expensive fuel. These are choices we have to make. … You want the status-quo, fuel will remain expensive and at some point, we may have to reduce the subsidies and pass on the cost. You want fuel to be cheaper, then we will have to reorganise the manner by which we get fuel. Finished products and through the pipeline and not through the tankers…so these are choices that we have to make. Obviously, there will be some casualties because if you buy the finished products, it means Indeni cannot be as active as what it is now. In fact, it cannot refine because we will be buying from outside. So, there are people who are employed at Indeni. I think about 300 of them, what do we do with them? Should 300 people force all of us have expensive fuel or should we say let’s take care of you 300 people so that the whole country gets cheaper fuel?”

And last Friday, energy minister Peter Kapala placed Indeni on care and maintenance saying the government of President Hakainde Hichilema had begun the process of reforming the petroleum subsector.

“As you may be aware, the sector has been marred with a lot of inefficiencies which have increased the cost of the various petroleum products. The reforms are aimed at ensuring that there is adequate, reliable and affordable supply of petroleum products in the country. The overall objective of the reforms will be to increase security of supply of petroleum products in the country,” he said.

Kapala said the government had begun looking at modalities that would reduce the cost of transporting petroleum products and improve efficiency in delivering the products.

He said the government intends to implement under transportation the pumping of Low Sulphur Gasoil (LSG – Diesel) through TAZAMA pipelines as one of the reforms.

“Equally, products such as petrol, Jet A1, Liquified Petroleum Gas (LPG), kerosene and Heavy Fuel Oil (HFO) will be transported via road as they will no longer be produced by the refinery,” said Kapala. “The public must note that we have decided to put Indeni Refinery on care and maintenance which will result in having fewer employees working at Indeni while the other employees will be reassigned to manage fuel storage depots. Further, an option of voluntary separation will be given to employees. …Instituting the above reforms in the fuel supply and procurement will ensure security of supply of petroleum products leading to stability in the market. My government will promote with these reforms, transparency and private sector participation in the sector.”

Efforts to get comment on the development from Indeni managing director David Lungu, by press time, proved futile as his phone repeatedly went unanswered.

But high ranking refinery sources noted that “there has been talk of subsidies and figures bundied about without availing details of how this has happened. For those who may recall, fuel subsidies were scrapped in May 2013 – a good eight years ago. At what point were they reintroduced?”

“Of late, a lot has been said about the petroleum sub-sector of the country’s energy sector. Ultimately, a decision has been made concerning Indeni Petroleum Refinery Company Limited – mothball the plant after 48 years of operation.

Interestingly, the run up to this decision has been fueled by misinformation and outright disinformation,” sources said. “A flawed argument has been presented with Indeni being portrayed as obsolete; this has, unfortunately, been supported even by people who have had an opportunity to sit of the company’s board and are privy to how the plant has been renewed. One may recall that during the administrations of presidents Levy Mwanawasa and Rupiah Banda, the then shareholders – Total and GRZ – embarked on a serious drive to recapitalise the refinery and modernise operations.”

The sources explained that the modernisation of operations and upgrading of the plant has been ongoing since then.

“With that, one can only question the motives of those claiming that the refinery is obsolete. With this background, it is surprising that amounts of up to US $500 million have been bundied about as being required to ‘modernise Indeni’. What Indeni required is around US $200 million to procure and install a diesel hydrotreater or desulpheriser. This would have enabled the Refinery to produce LSG (low sulphur gasoil), thus eliminating the need to import this product,” they explained. “It appears this is what unsettled those with vested interests in the petroleum importation chain and it appears they have convinced the powers that be to scuttle the refinery altogether. What is most interesting is how the government has been convinced that a solution that was considered unsustainable as far back as 1969/1970 [importation of finished petroleum products via pipeline and road haulage] can work without compromising security of supply. Broadly, it appears that the bigger picture has not been taken into account. Obviously, mothballing Indeni means jobs will be lost; an interesting start to an administration that promised to create more jobs. Further, road haulage of fuel may prove to be a logistical nightmare. Data available from ERB (Energy Regulation Board) indicates that as at September, 2021, the country had a fleet of 838 licenced road tank vehicles (fuel tankers) and certified by other authorities like the Zambia Compulsory Standards Agency. Is this fleet adequate? We wait and see.”

The sources warned that closure of Indeni also means that Ndola Energy Company (NEC), which produces electricity using Heavy Fuel Oil (HFO), cannot run.

“In fact, this has been the case throughout this year. NEC’s outage has taken a good 110 megawatts of the national grid. On another front, the country is confronting not ‘if’ but when the fourth wave of the pandemic will set,” they explained. “Indeni being offline means no production of LPG, a major product in the production of medical oxygen. One can argue that the country will import the product, and indeed quite so. For all practical purposes, how would we fare if sources of supply like South Africa decide to restrict exports of the product for them to deal with the impact of the fourth wave? Would one be wrong to assume that the country is being held to ransom by a clique with vested interests?”

They argued that “lies were bundied about including one the attributed the ‘high’ cost of fuel in the country to Indeni”.

“This, further, fed into a fallacious claim that Zambia was home to the highest fuel prices in the region. The nation was told that were Indeni to go, the country would have resources to reintroduce meal allowances for students sponsored by the Higher Education Loans and Scholarships Board – among other things. Granted, the owner of the refinery reserves the right to determine the fate of their investment. But should Zambians expect cheaper fuel? Hardly!” sources stressed. “What was kept away from the public is the fact that contrary to the popular narrative, Zambia ranks at number 34 worldwide in terms of fuel costs; in other words, Zambia’s pump prices are the 34th cheapest globally, and eighth cheapest in Africa (http://statisticstimes.com/…/countries-by-petrol…)

To illustrate, the price of petrol in Zambia is K17.62 against a global average of K28.82 (http://www.globalpetrolprices.com/Zambia/gasoline_prices/). For diesel, Zambia’s prices is K15.59 against a global average of K26.35 (http://www.globalpetrolprices.com/Zambia/diesel_prices/). Clearly, the argument that fuel in Zambia was the most expensive in the region was, and still is, a flawed one. This becomes more obvious when one considers that in setting the retail price [pump price], the Energy Regulation Board (ERB) uses a cost-plus model (CPM) – adopted in 2008.”

The sources said the CPM ensures the price paid at the pump incorporates all the costs incurred along the value chain, plus the applicable taxes/duties.

“According to ERB’s 2020 Energy Sector Report [available at www.erb.org.zm], CPM considers two factors: the wholesale price build up and the retail price build up. The cost elements up to the wholesale price include: (i). Cost-Insurance-Freight. The Cost-Insurance-Freight (CIF) of the petroleum feedstock cargo is the landed cost of the cargo at the port of Dar-es-Salaam. The quantities of the constituent components of the petroleum feedstock, which include crude oil, condensate, naphtha and diesel, are multiplied by the unit costs to derive the total monetary cost of the feedstock. The information is obtained from the supplier invoices which is based on the contract between government and the oil supplier and ultimately used to develop a profitability statement,” they explained. “(II) Ocean Losses

The normally acceptable loss incurred in the loading and offloading of petroleum feedstock and petroleum products from a vessel are set to 0.00 per cent. (III). Wharfage. The Tanzania Harbour Authority levies a statutory charge on the importation of petroleum products. At present, this is 1.25 per cent of the CIF Dar-es-Salaam cost.

(iv) Insurance. The insurance costs are set at 0.11 per cent of CIF. The insurance covers the cost of insuring the feedstock from the Dar-es-Salaam to Ndola. (v). TAZAMA Storage Fee. TAZAMA charges US $2 per metric tonne to the importer for any petroleum feedstock quantities that are stored at the Dar-es-Salaam tank farm on the last day of the month. The amount was agreed upon between TAZAMA and government. (vi). TAZAMA Pumping Fee. TAZAMA charges US $49/MT to the importer for transporting petroleum feedstock through the pipeline from the Dar-es-Salaam tank farm to the Refinery in Ndola. (vii). TAZAMA Pipeline Losses. Consumption and losses for TAZAMA are currently set at 1.00 per cent.

(viii). Agency Fee. The government appointed TAZAMA as agent to discharge specific duties in the procurement of petroleum feedstock. The Agency fee is currently US $5/MT, the fee is agreed between the government and agent.”

They explained that the key function of the agent, amongst others, is to ensure compliance by the supplier to the terms and conditions of the supply contract.

“(IX). Processing Fee. INDENI charges a processing fee of US $55.38/MT to the importer for refining (processing) petroleum feedstock. (X. Refinery Losses. Some petroleum feedstock quantities are lost during the refining process due to: (a). Normal processing losses; (b). Consumption, as some quantities are consumed as fuel in the process; and (c). The consumption and losses figure are set at 5.0 per cent. (XI). Terminal Losses. These are terminal losses as prescribed by international norms. A loss level of 0.5 per cent is allowed for petrol whilst a loss level of 0.5 per cent has been allowed for kerosene and jet A-1, 0.3 per cent for diesel and Heavy Fuel Oil (HFO) covering handling and storage losses. A loss of one per cent is provided for liquefied petroleum gas (LPG).

As can be seen, TAZAMA’s total share in the wholesale price build up is US $56/MT with Indeni’s being US $55.38/MT,” they disclosed. “The cost elements of the pump price are as follows: (I). Terminal Fee. The Ndola Fuel Terminal (NFT) charges a fee of K62.64/M3 or K0.063/litre on petrol, diesel and kerosene uplifts at the terminal. (II). Marking Fee. The price of petrol, diesel, kerosene and low Sulphur gasoil (LSG) incorporates a cost line referred to as the Marking Fee of K96.99/M3 or 0.097 ngwee/litre. The Marking Fee covers the cost of the chemicals used to mark petroleum products, the taxes on the chemicals and the staff costs of implementing the fuel marking programme. (III). Excise Duty.

The applicable excise duties are K2.07/litre on Petrol, K0.66/litre on Diesel, K0.66/litre on LSG while none is charged on Kerosene. (IV). Transport Cost. This is the charge that is applied in all towns to equalise the pump prices to the national uniform pump price.”

They explained that the ERB determines the amount of money an oil marketing company (OMC) can make on each unit of petrol, diesel, kerosene and LSG they distribute.

The OMC margin covers the costs of the OMC and allows the OMC to earn a reasonable return on its assets.

The current OMC margin is K0.89 per litre.

“The ERB determines the amount of money a service station owner can make on each unit of petrol, diesel, kerosene and LSG they retail. The dealer margin covers the costs of the dealer and allows the dealer to earn a reasonable return on its assets. Currently, the dealer margin is K0.65 per litre,” the sources outlined. “(VI). Strategic Reserves Fund. The Strategic Reserves Fund (SRF) cost-line of K0.15 per litre is currently applicable to petrol, diesel and kerosene. SRF is collected from consumers through OMCs for the purpose of: (a). Stabilising fuel prices. (b). Purchasing of Strategic Petroleum Reserves (SPRs). However, the SPRs have never been procured due to inadequate storage infrastructure. The Ministry of Energy (MoE) is currently building fuel depots. (c). Developing petroleum infrastructure particularly, construction of storage depots for the SPRs,” they explained. “ERB License Fees. The licence fees are set at 0.7 per cent of the OMC’s turnover. In the past, the fee was the principal source of funding for ERB but this changed effective 1st January, 2013 when the government started funding the Board through grants. Value Added Tax. The current applicable Value Added Tax (VAT) on petrol and diesel is 16 per cent. No VAT is applied on domestic kerosene.”

On subsidies, the sources said fuel subsidies were scrapped in May 2013, a good eight years ago.

“At what point were they reintroduced? If there has been any subsidy in the fuel chain, one can argue that it has been borne by consumers closest to the refinery. You may recall that before the implementation of the uniform pump price (UPP) mechanism, fuel prices increased the further one moved away from the Ndola [and generally the line of rail],” argued the sources.

Fuel subsidies are essential as they reduce the cost of production which in turn increases economic growth.

Consequently, almost all countries of the world subsidies their fuel. It is worth noting that although almost all countries subsidies their fuel, almost all of them are indebted, some are more indebted than Zambia.

They keep on subsidizing fuel anyway because economic growth that may come as result of cheaper fuel can take them out of debt. In 2020, countries across the world spent more than USD420bn in subsidizing their fuel and more than USD5trn in subsidizing fuel and all other fossil fuels.

a) Why fuel subsidies are necessary
Cheaper fuel means that cost of production is lower which translates into more production and low inflation. If we produce more, even tax revenue collection would increase, high, enough to offset the money spent on subsidies. Actually, if poorer countries had the capability, they would make fuel price free to accelerate economic growth.
b) Fuel Subsidies and fuel price for Zambia
The government spends about K10 per litre of petrol on subsidies and the same litre costs about K10 at source today though the same was costing K2.46 in April 2020. It is worth noting that without subsidies and VAT having been waived on fuel early this year, the cost of a litre of petrol should have been about K31.86. However, it must be noted that in the litre price of fuel there is a component for fuel procurement and storage inefficiencies which are not desirable, they must be quantified and removed if possible. The country spends about USD21m on fuel subsidies every month.

c) Why subsidies should be removed.
There is very little economic justification for fuel subsidies removal. With subsidies, fuel price is maintained at manageable levels and every citizen benefit in one way or the other. This explains why almost all countries in the world have fuel subsidies, even the USA subsidies its fuel. Almost all countries that subsidizes fuel are indebted and some are more indebted than we are. However, we are not only indebted but we have defaulted on loan repayment before and we are looking for lenience from our creditors so that our debts are restructured, it is therefore immoral for us to keep our fuel subsidies in place .Otherwise there is nowhere else we can get a better satisfaction from the money spent on fuel subsidies more than we get from fuel subsides. It is actually much better to reduce a budget line and transfer this money to fuel subsidies.
d) Fuel price in Zambia
Fuel price is driven by two major items, namely exchange rate and price of oil on the international oil markets. Today oil price is at about USD72 per barrel when the same was USD21 in April 2020 yet we have not had a fuel price increase between April 2020 and today. The Kwacha had reached a rate of K23 per USD yet the fuel price has been kept constant. Why should we then not increase our fuel price? We are spending about USD21m per month on fuel subsidies but if the fuel price is kept constant while the ZMW keeps on depreciating against the USD and oil price continues going up, we shall start spending more than USD21m on fuel subsides per month unless we push the additional cost to OMCs who can only take so much. Is that what we want? It would be better to maintain subsidies at USD21m and increase fuel price as the cost of inputs increase, that’s if we choose not to remove subsidies. Increase fuel price to enable those in fuel importation business to have a motivation to continue serving us. It is wrong to expect fuel prices to be constant when exchange rate and oil prices do not support that and it is wrong for anyone who is trying to control inflation to advocate for fuel price increase as increase in fuel price results into increased inflation.

How should fuel price be increased?
If at all we are convinced that fuel subsides must be removed, we first need to quantify the cost of inefficiencies in fuel procurement and storage. Currently the subsidy per liter is about K10, how does the cost of inefficiency compare with the K10 spent on subsides. If for example, the cost of inefficiency is K5 per litre and it is possible to remove such inefficiencies, remove it so that the subsidy is reduced to K5. Remove the remaining subsidy in a phased a manner to reduce the negative effect on the economy. It would be good to even borrow money from CDF to maintain part of the subsidies that is awaiting removal and it is not in the budget.
As you remove subsidies increase fuel price as oil prices increase and the USD/ZMW exchange rate keeps on detoriarating.This will help Oil Marketing companies to keep on serving us or else they may stop importing fuel if there is no chance of making a profit.

Measures needed to be taken to control fuel price
It is surprising that even the most powerful and most financially literate countries have not done enough to hedge against prices of oil .The USA have stockpiled fuel to cover as much as five months consumption and last week they released part of this reserve to control fuel price on the market, in the USA. I wish poorer countries had stock piled fuel in this manner too . Imagine if a poorer country had storage capacity and bought fuel in April 2020 when a barrel price was USD21, compared to the current price of USD72.Countries have not done enough to hedge against the price of the USD either yet the price of the USD and the price of a barrel of oil are the two main determinants of fuel price. Hedging is not impossible but very necessary yet countries have not invested enough in it, it is surprising indeed.
Increasing fuel price is inevitable even if the subsidies are not removed. Removing subsides should be the last resort as they are important for accelerating economic growth especially in the era of the pandemic . There is no economic justification to remove subsidies, however a moral justification does exist.

Former finance minister Ng’andu Magande says It’s expecting miracles to expect a government that has never been in power and is only three months old, to clear all the debt and arrest all the corrupt people, in a country “that was destroyed to the core.”

Speaking with Daily Revelation, Magande said what he saw during the PF reign was something he had never experienced before, saying it will take time to clear the mess.

“I have come to a conclusion that what Zambia has gone through the last 10 years, really is something that I never expected. Personally having worked outside the country, looking after 71 countries I only saw something like this in very few countries, where law and order just breaks down and people can do anything anyhow,” Magande said. “So to expect an opposition party which has never been in government to say in just three months now they should have already cleaned everything and cleared the debt I think it’s expecting something more of a miracle. It’s not easy.”

Magande said “Zambia has really been destroyed to the core”, by the previous administration.

“Some of the things that happened perhaps under the old man (Michael Sata) might not be corruption. But where you have so many contracts in one part of the country doing work, how do you say that is normal? And now you realise that some of the Infrastructure that was announced by the president it was not followed up by the same PF when president Lungu came up,” Magande said. “There is a road I hear I think Chama and I think somewhere in the north there, where the contractor started cutting up the hills, when the other president came in he didn’t follow up that project. I can only join UPND if Hichilema offered me the presidency – Bowman Lusambo

KABUSHI Member of Parliament Bowman Lusambo says his time to govern Zambia will come but for now he will support others including the PF leader to be picked at the convention.

Mr Lusambo says his dream is “to one day govern this country when the time comes but I’m not eyeing the PF presidency and will rally behind whoever the party will pick in the coming party convention.”

Mr Lusambo said he was not interested in taking up the reins of the party now and that he would not be eyeing the presidency when the party goes to the convention next June.

He said this when he featured on Millennium TV’s the platform programme on Sunday.

Mr Lusambo said as a politician it was his dream to become president of the country one day but that he was not eyeing the PF presidency and that time would tell when people decide.

“One day I hope to be in the driver’s seat by leading the country as the head of State as it will be the pinnacle of my political career,” he said.

Mr Lusambo said that he would work with any person that the party would decide to lead in a bid to rebrand it and be able to bounce back.

He also said that the reason he joined the PF was because President Edgar Lungu fought for young people to be part of the governance system.

Mr Lusambo said joining the UPND would be a taboo and could only happen if the head of State was willing to hand over the presidency to him because, “I cannot accept a ministerial position.”

He said that it was impossible for him to join the UPND unless President Hakainde Hichilema offered him the presidency because he was once a minister and that challenge would not excite him.

“I can’t accept a ministerial position if offered because I have already experienced that unless the head of State himself wants to give me the presidency, in short it means I cannot work with the UPND,” he said.

Mr Lusambo said that he wanted to see the UPND fail honourably without putting his name into disrepute by incorporating him in their failure.

Meanwhile Mr Lusambo said he would respect the opinion of the Constitutional Court over his appeal because he was a law abiding citizen.

He said that he would recontest the seat if the Constitution Court upheld the High Court ruling to nullify his election.

Mr Lusambo said he could not lose to the UPND in Kabushi and that if the things remained the same then he would “wire” the ruling party.

Mr Lusambo said that Kabushi was not a personal to holder but that the people of Kabushi had told him not to even campaign because they had assured him of a vote already.

Govt halts campaign to have the Barotse Plains listed as UNESCO World Heritage site

Government has with immediate effect halted the campaign to have the Barotse Plains listed as a UNESCO World Heritage site in order to allow for further consultations among stakeholders.

Tourism Minister Rodney Sikumba says Government would like the nation to know that studies and consultations to have the Barotse Plains listed as a UNESCO World Heritage Site began in 2007 when permission to do was sought and granted by the Barotse Royal Establishment. Consultations have been on-going since then.

He said in the last two years, the campaign to sensitise the public was intensified through radio, television and community meetings across the plains. This was coupled with a fund-raising campaign in Lusaka and Livingstone to save Makono Village from the corrosive action of the Zambezi River which traverses the Barotse Plains.

The Minister said Makono village has great traditional significance to the Kingship of the Litunga in Western Province and must be protected and preserved at all cost.

He said the Ministry through the National Heritage Conservation Commission (NHCC) and the Barotse Royal Establishment (BRE) had until now spearheaded a campaign dubbed, “From Barotse to the World” aimed at bringing international recognition to the unique landscape, culture and traditions of the Barotse Plains.

“Such a recognition will be essential to attract tourists from all over the world to the benefit of the local people and the country’s economy through tourism,” he said.

Hon. Sikumba said Government would like to assure the nation that listing the Barotse Plains as a UNESCO World Heritage Site has nothing to do with the sale of land in the Barotse Plains, or the dispossession of the people of their heritage in any form.

He said countries around the world compete to have their unique places, sites, buildings or cultures listed as a world heritage for humanity in order that such places, sites , buildings and cultures enjoy the protection and preservation by the global community through enhanced heritage and tourism status.

Zambia became a party to the World Heritage Convention in 1984 and had the Victoria Falls declared a World Heritage site in 1989. The Makishi and Gule wa Mkulu (the Nyau dance) also enjoy the World Heritage status under the World Cultural Intangible Heritage Convention.

Government would, therefore, like to encourage all stakeholders who feel left out in the consultations to use his period to engage the BRE and the National Heritage Conservation Commission to discuss their fears and concerns.
Government will not proceed to submit the nomination of the Barotse Plains as a UNESCO World Heritage Site next year until all concerns are addressed.

UPND Lusaka Provincial Chairperson Hon Obvious Mwaliteta today made a prompt visit at town center market where he interacted with marketeers who expressed happiness for his visit.

Marketeers indicated that despite having low business but they were happy for the peaceful environment they were trading on. They indicated that since the New Dawn government, there have been no thuggery and harassment.

Hon Mwaliteta then proceeded to town center police post where he was briefed on how the market has been operating and the police officer in_charge indicated that there have been peaceful in the markets and that every stakeholder is involved in the operation of the market to provide sanity.

And UPND Lusaka Provincial Chairperson Hon Obvious Mwaliteta encouraged the officer in charge never to get intimidated in enforcing the law and order regardless of who is behind the wrong doing.

He made his visit immediately after his radio appearance at Phoenix FM were some callers made some allegations that town center market and other places were being run by cadres who were harrassing people.

Mr Mwaliteta has indicated that he will continue with his fact finding mission in markets in order to make sure that the pronouncement made by the republican president his excellence Mr Hakainde Hichilema to stop cadrism in markets and bus stations is being implemented.

PRESIDENT Hakainde Hichilema says Zambians would have rioted had they known what was going on in the last 10 years.

And President Hichilema says he is aware that some ministers are already under pressure from businesses that have been marred with corruption.

Speaking when he officiated at a workshop for ministers and permanent secretaries, Monday, President Hichilema said Zambians were never made to understand what was going on in the last 10 years, except when the economy went down.

“If Zambians knew what has been going on in the last 10 years, they would have rioted against people. They were never made to understand except when the economy went down. I think the signal was clear there that there is something going on here. That was before the pandemic by the way. The economy was gone already.

The appetite for debt was driven by corruption consumption in public procurement, simple. These two items are taking away over 80 percent of domestic revenue. It is going away from these two items; debt service and public consumption through the public sector. If citizens knew that in every budget there was nothing for them, they would have been extremely uneasy. Now we are making them aware, but the pressure is on us. I think that is good,” he said.

President Hichilema said the country’s economy needed to be reconstructed if his administration was to deliver opportunities to the people.

“We were elected on the ticket of change by the people of Zambia. That’s what made them wake up early in the night. They began to troop to the polling stations, some of them at 02 hours in the morning were on the queues. Some of them [were] up at night just for us to be in office. Just to vote for us to be in office. Why? They wanted to change, to deliver opportunities to them and their parents. Jobs, schools, health, education, all of those things. But that could only be possible if the economy is reconstructed,” he said.

“To reconstruct the economy, we need to understand where the problems lie. Once we understand where the problems lie, then we can divide remedies which will allow us to rebuild this economy and that will deliver opportunities to the people who put us in office, simple. In a couple of months we have been in office, it has conclusively become clear that there are a number of areas that we need to bring under control in order for us to reconstruct this economy and deliver opportunities to the people. We need to heal the debt situation. We need to rein in on public expenditure.”

President Hichilema said reconstructing the economy would be an impossible task if loopholes in public expenditure were not sealed.

“Public expenditure has reached a runaway position. The bucket is leaking ladies and gentlemen, ministers, permanent secretaries. It does not matter how much water we pour in the bucket. If the leakages are not sealed, we stand no chance to fill the bucket, we stand no chance to reconstruct this economy. We will not be able to deliver meal allowances to the students if we do not close these holes; public expenditure,” he said.

“Contracts entered into for feeder roads. Contracts were given to people who have never owned a shovel or a pick. They don’t know how to construct a road, but some were paid 20 percent in advance and they sit in that Parliament making noise. Very courageous people. If it was me, I would not even open my mouth in that Parliament. I know I was given a contract when I’m not a contractor and never delivered five kilometers but I got paid. That’s the money they were splashing which you saw before elections. We have to enforce measures to collect that money.”

And President Hichilema said he was aware that some ministers were already under pressure from businesses that were marred with corruption.

“I know some of you ministers are very under pressure, I know. As you know I’m now Chief Intelligence Officer. You are under pressure from the businesses that have lived like that, taking money from the people. Be strong otherwise, they will sweep you aware and your relevance will disappear. Permanent secretaries, you are the ones that are holding the keys. If we fail the people of Zambia, it is you.

While we are grappling to clean the past, can we draw a line? Colleagues, your excellencies, honourable ministers, permanent secretaries, let’s draw a line that such conduct ended on the 12 of August. 24th August specifically. At least we can draw a line that nothing like that will happen while we are grappling on how to clean up the past, hence this workshop,” he said.

President Hichilema urged officials in his administration to work as a team if they were to deliver to the expectations of the people.

“There is no President who can achieve with all the goodwill, with all the good intentions, if the team members are not part of this journey. You are the team members. You have no reason to allow what was going on to continue. There is no reason. If you continue doing what others were doing, then you belong to the team that was removed on the 12 of August. You should know. You continue with these bad ways, then you are not different from those that the Zambians removed on 12 August. So let’s work as a team,” said President Hichilema.

“It is important for us to know that public service procurement if mismanaged, it has the potential to cripple as it has crippled our economy and curtailed the aspirations of ours, our own to deliver to the people of Zambia. Leadership crumbled, there was no leadership completely; political leadership and public sector leadership. The two worked together to take money away from the people of Zambia. No one could control anyone because they were all eating together. I’m asking us here to restore order in the public sector procurement. Let us restore order.”

The Lies About Indeni And The Propaganda Wars

The doomsday merchants want us to believe that it is UPND which has closed Indeni and just recently put it on care and maintenance. Unfortunately, the gullible and those who should know better are engulfing this hook, sinker, float, line, bait and whole tackle! The truth is far from this. Indeni has not received crude oil for almost a year. Indeni last received stock for processing last year. And it was closed by the PF.

But before I explain that and do some fact-checking on Indeni, allow me to digress and discuss the propaganda wars between UPND and PF. UPND folks have always wanted to project themselves as the educated and managerial types and they also want to look at the PF folks as the ‘not-so-educated’ types. The truth, however, is that the UPND is full of the theoretical types while PF is full of practical, shrewd, cunning and streetwise types. It’s a mismatch. As a result, PF is usually two steps ahead of UPND in the propaganda wars. UPND are always on the defensive even when they are the ones on the right side of things. Even before the elections they used to be defensive. How did the ruling party – the PF – keep the opposition on the defensive? They did this by setting the agenda. How do you set the agenda? You do so by starting a topic and sustaining it with different commentators to the point where people can’t ignore it. When I was a senior editor at The Post newspaper, I learnt a lot about agenda setting. And propaganda for that matter. Sometimes I would come up with a headline and storyline and just look for a source hapless enough to play along. And, voila! I have a scoop!

Back to the topic…. so this past week, the PF came up with some lies and an agenda about Indeni. The lies were in varied forms but it was mostly broken down as follows:

  1. UPND has just closed Indeni.
  2. Indeni was profitable and didn’t need to be closed.
  3. Jobs at Indeni will be lost.
  4. UPND are good at privatisation.
  5. Indeni is being sold.
  6. TAZAMA is insecure and will be vandalised.
  7. And so on and so forth.

The PF sustained these lies with different angles that were then commented on by different PF members and surrogates. The first lie was by Emmanuel Mwamba who claimed that the UPND had just closed Indeni. This was sustained by many.

What are the facts?

The truth is that Indeni was closed in the last week of April 2021 by the PF government. Indeni was then reopened for elections in July and then closed in early August. The UPND government found the plant already closed. It has just continued with keeping it on care and maintenance.

To expand on this, one has to understand that Indeni last received crude oil (comingled crude) in December 2020. When crude comes into Indeni from TAZARA, it usually lasts for between 3 months and 6 months. It is not like the pipeline keeps pumping continuously. So, the December consignment was processed from December until it finished in early March 2001. Indeni was then closed in April. This followed a period where Indeni reportedly had not received crude for over 90 days – the longest period in the last decade. This means that for the whole year of 2021, Indeni has not received any crude oil for processing. However, for the sake of the elections, the PF government instructed Indeni to keep some of the December 2020 consignment for processing ahead of the voting so that there was going to be no shortages which would have been detrimental to the PF. So, in July, Indeni was opened for a few days. They flushed some crude which they had kept in the pipeline and tanks. This was processed and used for 21 days. Strategically for the elections. Then the plant went back to its state of care and maintenance.

The only mistake the UPND have made is to make it sound like they had closed Indeni when Indeni was already closed. Again, this boils down to the UPND not having a street-savvy media juggernaut. All the UPND needed to do was highlight the fact that the PF had already decided to go the route of importing finished products and they engaged OMCs to do this. The UPND should have shown how all current supply contracts, all subsidies on fuel, and basically the whole status quo is as was when the PF left office. This is the same thing which happened with fertilisers where the PF, who contracted Alpha to supply fertilizer, now flipped and said UPND gave that contract because Mr. Jangulo, the owner, is the husband to the Information Minister Chushi Kasanda.

Not in any way fortuitously, Bowman Lusambo then came in with his own share of lies. Firstly, he said that UPND was abandoning those employed at the Indeni plant and many jobs would be lost. Secondly, he claimed that the jobs ti be lost were 700. Facts here will show that Indeni employs only 339 people and this was confirmed by Indeni Petroleum Refinery managing director David Lungu when he told ERB board chairperson Monde Kabwela on 16th June 2021 that Indeni has 339 jobs. (Check Daily Mail 17th June 2021 edition or google “Indeni in rethink mode”) So why is Bowman exaggerating by doubling the Indeni workforce? Dramatic effect to make UPND appear callous and inconsiderate…. “Ba UPND bavichitilamo, siba keyaring’a!” But more importantly, I am not saying that losing 300 jobs is better than 700. I am just saying the former minister is dishing out fake figures. Was he doing this as a minister a few months ago?

Another lie is that Indeni will be sold. This was posted by Sunday Chanda. Has cabinet sat to agree that Indeni will be sold? No. For now, The UPND government is only putting Indeni on care and maintenance until a viable plan is made. So jobs are safe. The UPND government has not told us if they will go the route of a PPP arrangement where an equity partner is found to pump in what is needed to make the plant operate optimally. But who said UPND isn’t looking at finding at equity partner to reinvest in it in future when money allows? Right now, there are lots of loans to be serviced and GRZ can’t invest the more than USD500m needed to recapitalise Indeni. Indeni is 42 years old! It needs rethinking to have it operate optimally. In short, Indeni is not being sold or privatised. No announcement to that effect has been made. This means that it is a lie that jobs will be lost. The UPND is on record that no Indeni job will be lost. All Indeni employees will be kept or reassigned to TAZAMA or other jobs that will be created in the transformation.

Then there was the lie by Kasonde Mwenda that Indeni is a profitable entity and needs to keep running. Indeni can’t be profitable now when its throughput is zero irrespective of its capacity. Indeni closed. It was closed by PF, It is income is zero. How can it make profit with no turnover? Mwenda circulated a copy of a story showing a dividend to the government of K31m in 2019. That is two years ago! Where are the dividends for 2021 or even 2020? Anyway, what Mwenda needs to understand is that Indeni is not run to be profitable. Being profitable is good for sustainability. But government is not in business to make money. That is the job of the private sector. Government provides services to the general public. Consequently, Indeni is run for its strategic role in energy security of the nation. It has always been run whether profitable or not. However, Mwenda needs to realise that Indeni can be profitable whilst being expensive to run and whilst affecting GRZ’s liquidity. Indeni can be profitable while raising the pump price of fuel. Indeni has been put on care and maintenance because the cost of fuel when imported is lower than when processed by Indeni. Passing on the cost on end-users won’t help the situation unless government continues with debilitating subsidies.

Then we have other PF members like Katimba Chisanga suggesting that thieves should go and puncture the pipeline and try and steal diesel once the Tazama Pipeline starts being used to bring in low-sulphur diesel. Good luck to you guys. But these guys seem not to realise that the diesel won’t run every day. With proper storage this can be done reduced to mere days per year. That element of surprise alone can help with security. Further Indeni historically had two helicopters that used to fly along the pipeline dropping repair crews and security personnel. These can be brought back for security patrols. Clearly a lot of jobs will be created for the security and maintenance of the pipeline.

I leave the other lies by PF and fact checking to the rest of the 2.8m to handle in comments and in other platforms this will be read or shared. Niitumezi sha!

PS. Whatever the UPND do, they should not affect the smooth running of both Indeni Football Club and Indeni Roses FC who ply their trades in the respect super leagues for males and females in Zambia.

HH’s recent public statements expose his ignorance about the workings of govt- Amb. Emmanuel Mwamba

IF ANY CONTRACTOR HAS NOT PERFORMED, CASH THE BOND!

During the official opening of a workshop for Ministers, Permanent Secretaries and others, President Hakainde Hichilema made some stuttling revelations.


He alleged that some contracts for feeder roads were given to companies that had no technical capacity to undertake the works, and out of a budgeted figure of K1.3billion, contracts exceeding K12.9billion were signed in a period of four years.
He said some contracts were given to former Ministers and MPs, including those “without even a shovel”!
These statements are deeply concerning as the President appears not be sufficiently briefed.
It appears that we have to discuss basic issues of how a government contract is awarded and the basic contract management of such contracts before we can discuss the allegations!


GOVERNMENT AWARDS CONTRACT


Government issues an advert for an open tender or closed bid for works that have been planned to be done.
A Bill of Quantities is issued by Government to bidders to show the scope of work required to be done.
Bidders have to demonstrate capacity to hire or hold or buy equipment and machinery to undertake such works.
Before the award is given to a successful bidder, the process is preceded by both technical and financial evaluation of all the bidders.


In the case of feeder roads, local authorities identify the roads required to be done, introduce or justify factors such as road required for agriculture purposes or accessibility by the community to education or hospital facilities.


The bidders have to be registered and graded ( from G1-G6) by the National Construction Council (NCC).
One has to familiarize oneself with the issue of how NCC registers contractors, and therefore the allegations that a contractor without even a wheel-burrow obtained a contract, doesn’t arise.


The Provincial Engineers submit scope and estimates of works that are sent to Lusaka for checking and approval.
In the event that a road is not budgeted for( e.g disasters such as road or bridges sweep away by floods or other reasons), treasury authority has to be obtained from the Secretary to Treasury committing to fund such a project before the Attorney General can approve such a contract.


I noticed that the President placed emphasis on the role of the Attorney General in the approving process.
The Attorney General comes at the tail-end to check legal compliance, secure government interests and the enforcibility of such a contract.


CONTRACT AWARDED, 10% ADVANCE PAID


Before Government can pay any cash advance to the contractor sum, it requires that a contractor submits a performance Bond obtained from the Bank or Insurance Company.


It must be noted that no bank or Insurance company will issue a Bond to such a contractor, without obtaining requisite collateral security.


In Zambia, advance payment is 10% of the contract sum and has been so since 2014.
In the event that the contractor doesn’t perform or does not do any work assigned, Government can recover its money by cashing that Bond.


In construction any further payments are guided by Interim Payment Certificates (IPC) showing work done at the cost of the contractor.


Therefore, there is no exposure to Government that is not secured as government can cash the Bond if there is no work done or no performance recorded.


PRICING OF ROADS


This is guided by the work to be done. A feeder/gravel road being done in swampy areas of Luapula or Western Provinces can not cost the same as one done in other favorable areas.
I remember that because this sector was dominated by foreign contractors, Government decided to support local contractors with higher value contracts.


Government hatched the Contractor Finance Initiative ( CFI) comprising suppliers of equipment on oneside and the NRFA, RDA, Ministries of Local Government on the other.
This was an affirmative action designed to help local contractors access machinery and equipment to benefit from government’s higher value road contracts.


On the houses which the President stated that were highly priced and each could cost about K30m, It appears he didn’t factor in cost of roads, driveways, parking, water reticulation, water tanks, bulk sewer disposal systems, step down transformers and other such associated costs.


THOSE IN PARLIAMENT WHO GOT GOVERNMENT CONTRACTS MUST NOT TALK


This is a highly unfortunate statement made by the President.
It shows that he is using the fight against corruption to intimidate his opponents and cow them into political submission and silence.


FEEDER ROADS NOT DONE IN 3 PROVINCES


I need to refer to this as Hon. Garry Nkombo presented to Parliament that the 3 Provinces were neglected and excluded from doing roads.


But these are Provinces that enjoyed high value projects such as the Chingola-Solwezi road(NW), Mongu-Kalabo road, Mongu-Sesheke Road and the Sioma Bridge, Mongu-Senanga road(Western) and the $2billion Kafue Gorge, $275m Itezhi Itezhi Dam, $259m Kazungula Bridge.


If there was discrimination, the terrible Lusaka-Serenje-Mpika-Kasama road and Mpika- Chinsali-Isoka-Nakonde roads, Serenje-Mansa-Samfya would have been done.


CONCLUSION


It is clear that the President is being misled by those keen to keep their jobs.
Further, it shows that despite the huge number of presidential advisors, there seems to be a crisis in the advisory unit.
His recent public statements expose his ignorance about the workings of government.


The President should not lament and demonstrate unjustified exasperation because he has technical capacity through his advisors, other technical persons in Ministries to understand and root out genuine corruption than crying wolf!
However, if there are people that committed crimes, let the law take its course. Stop the charade!

You won’t see a Hamaleke, luvale or Lunda, Most of the people who got land in forest 27 are Northerners and Easterners. Iam waiting to see a stupid comment from a f00l with a smartphone in wrong hands and say Larry you are a tribalist but this is an open and honest conversation where an elite clique of selfish individuals dented the image of our brothers from these regions.

These thieves digazetted forest 27 even when civil society and the opposition told them not to do so. Now they have built houses and some sections of society are saying let’s just forgive them! No this is promoting lawlessness.

I have reservations for this young and vibrant Nkana MP hon BINWEL MPUNDU but his comment on forest 27 was wrong.

The appetite for Jean Kapata and people had to digazette a forest for their benefit was criminal.

“I have objected the idea of demolishing peoples’ houses when they could have stopped them from the initial stage if at all an illegality was committed” says some crazy Zambian voices. Here is my concern. PF were a law unto themselves: Arrogance was the order of the day who would stop Kampyongo from building.

I feel sad to see people being excited to demolish houses that so much has been spent on.

Why should we allow illegality take shape of legality which is against the back drop of the law. Why should we bend the law to suit criminality?

UPND then in opposition and civil societies opposed that move to degazete forest 27, but because PF was in power it’s leadership’s arrogance and insatiable hunger to build, they drilled the law and degazeted the land.

Now that government has changed,this whole saga should be corrected by restoring the land to its natural way by demolishing everything that has been constructed on because law was bended to suit their evil motives.

Law is there to protect, to be protected and to be followed.

Law was not followed but they made sure law followed them and therefore, no mercy should be applied on all those destroying the forest 27 with any form of construction.

Let this be a lesson to others that would want law follow them, but should make sure law is followed.

HOW does the new dawn expect to negotiate with thieves and criminals? Did we expect PF to halt the construction from the initial stage of construction by people who mainly were PF big wigs (Bene Findlay?)

when they where rubbing shoulders with the law?

We should not sink so low in allowing lawlessness.

On August 12, 2021, Zambians voted against all vices associated with the PF regime. They voted against violence, arrogance, cadrerism, economic ruin, democratic desecration and all manner of criminality. It has been rather shocking and disingenuous to hear intelligent PF leaders like Mr. Given Lubinda wondering why they lost. He even claimed that they were no signs of wind of change like in 1991 and 2011, when their administration shut down almost all avenues for people to express themselves. People were terrified to express themselves to the extent that the Youths had to demonstrate in the bush! The Opposition, especially the main Opposition leader, Mr. Hakainde Hichilema was prevented from freely campaigning and holding rallies. How did they expect to see the wind of change in such an environment? It is a shocking denial of the reality. The election was swung mostly by “disgruntled” youths and independents who PF ignored to listen to.

This week, on the 2nd December, 2021, it will be exactly 100 days from 24 August, 2021 when President HH was sworn in as the 7th President of the Republic of Zambia. There is, therefore, a need for an objective evaluation of how he has performed. The purpose of the evaluation is simply to give him a feedback on his performance. He should get credit where it is due, while at the same time pointing out his short comings so that he could work on them by making some improvements for the benefit of the country and the people.This is an Op-Ed based on facts..

DEMOCRACY AND CIVIL LIBERTIES

The first important performance indicator for President HH is the status of Zambian democracy, human rights and rule of law. During the ten year rule of the PF, there were numerous complaints of the curtailment of press freedom, reduction in the civil liberties and human rights such as freedom of expression and freedom of assembly and the deterioration in the rule of law. The complainants were very diverse. They included the general citizenry, Opposition Parties, the Church mother bodies, Media owners, Western diplomats, Academics and Non-government organisations .The respected “Varieties of Democracy Project” which is based at the University of Gothenburg, Sweden – which is believed by many experts as one of the most trusted sources of information on indicators of democratic progress or regression – reported in its 2020 report that Zambia was one of the fastest eroding democracies in the world. There is no shadow of doubt that President HH has restored some normalcy in the Zambian society in as far as democracy, human rights and rule of law. Freedom of speech and the press have been restored, and even those who did not allow others to express themselves are now able to do so. There is just a general air of freedom and the lack of fear among Zambians today. It is undeniable that the HH’s New Dawn administration has performed well in this area so far.

IMPROVED ECONOMIC PROSPECTS

It is a fact that the Zambian economy was mismanaged in the ten years from 2011 to 2021. Although it is far too early to rate HH‘s economic performance, it is not too early to evaluate the current economic trajectory. Since the HH’s New Dawn administration took over, the economic trajectory for Zambia has been, generally positive, both in intangible and tangible terms. In terms of intangibles, both local and foreign investors’ sentiment and confidence in the Zambian economy has gone up. In terms of a few economic metrics, the exchange rate of the kwacha has improved from a high of K23 to K17/18 to a US dollar. The rate of inflation has dropped from 24.4% to 19.3% in November, 2021.The prices of essential commodities have stabilized, and some have even started dropping. The new administration is also on the verge of clinching a deal with the International Monetary Fund (IMF) within four months of taking over power; when the previous administration failed to do so in 7 years. The deal with the IMF is key to Zambia’s economic recovery because both the Western and Chinese creditors have put it as condition for debt restructuring. Zambia’s foreign debt is so excessive that without the IMF deal, the country will not have much access to international finance, and the economy will be doomed. It is that plain and simple.

The 2022 budget has been hailed as a master stroke. It has been well received by the majority of the public, mainly due to the decentralization policy through the increased Constituency Development Fund (CDF), the creation of the necessary government jobs for teachers of 30,000 and medical personnel of 11,200 respectively, free education, increased allocation to health (8%) and the promotion of the agriculture sector. The budget has generally fulfilled the election promises in agriculture, education, health and promotion of entrepreneurship in order to create jobs.

Since the swearing in of President Hichilema, the country appears to be more at peace with itself than it was before the elections. The tension in the country has drastically reduced. Zambia is slowly becoming more united, and there is relative peace and tranquillity than before. One of the major reasons for this, is the fact that President HH has shocked his critics due to his lack of vindictiveness towards his political rivals. The President’s cabinet appointments have also won him accolades from independent people as it has generally been tribally balanced unlike in the recent past of the Patriotic Front.

President HH’s belief in reporting to Zambians through regular direct communication using various media, is a breath of fresh air. He realises that he is accountable to the Zambian people. Whereas President Lungu neither held press any conferences, nor gave interviews to both local media or international media like CNN, BBC, Al Jazeera and others in his seven years, and he rarely addressed the nation – even when the nation was in a crisis like during the gassing episode and the burning of markets -HH has been different. He has held a press conference already. He has also hosted an unprecedented two hour phone in radio programme. He regularly communicates with the public through the social media, with content written by himself, and not others.

There are other small positives or achievements that President Hakainde has scored like being prudent in the use of public resources and not being too wasteful, making many merit appointments to public office, the improvement of Zambia’s international image whereby the country is now more respected than before. Under the PF, the country was receiving bad publicity due to the deterioration in democracy and human rights, the collapsing economy which resulted in being the only African country to default on its debt post pandemic, and Zambia’s lop sided relationship with China with cynics labelling Zambia as China’s poster child in Africa or Zambians calling it “ Chimbia”.

FAILURES AND WEAKNESSES OF THE HH ADMNISTRATION

Although President HH has scored a number of successes in the first 100 days, he has also recorded a number of failures mainly due to the high expectations that he set for the Zambian people. One of the President’s glaring failures according to many analysts is that the President has been indecisive and slow in making decisions. This has been attributed to HH’s lack of experience in State craft and his alleged stubbornness and unwillingness to consult and learn from those who have the experience in public office and know better how government operates.

The lack of government experience and skills required in politics, such as consultation and compromise, have exposed HH’s in adequacy to manage a mammoth and complex bureaucracy like government. This has clearly been demonstrated by his hesitancy and slow decision making process.

“But if you do not have the experience and you are not willing to learn because you knew it all, such is where we stand as a country today and I am certain more shock waves are still on the way.” Winter Kabimba the former Justice Minister said referring to State House Public announcement of the appointment of the Director General of Intelligence and his Deputy as a security risk.

There is also a current public perception that President HH’s management style is one that is highly centralized. It appears that everything revolves around him under the mantra “Barry will fix it”. President HH appears to want to control everything – he is accused of being a control freak. He appears to do very limited consultation and delegation. Most critics believe that the claim by him of being methodical is just an excuse for being overwhelmed by the complexity of the government machinery, which he is wrongly try to run like a corporation.

The other failure has been the noticeable increase in both petty and violent crime under President Hakainde’s watch in the first 100 days. The Police service have acknowledged this fact. The former Lusaka Province Minister and senior member of the ruling UPND Party, Obvious Mwaliteta and Opposition Leader Chishala Kateka have both appealed to Government to take decisive action before this gets out of control. PF armed its cadres with guns. The speculation is that PF cadres have no source of income since their Party lost power. They have no deals, no contracts and no illegal income from markets and bus stops and so it is being alleged that it is them who are the main source of the escalating crime and armed robberies.

Another major failure of the New Dawn government in the first 100 days is its lack of sensitivity to Gender balance unlike the Patriotic Front. President HH has appointed very few women to positions of responsibility. Numbers do not lie. The analysis of the composition of Cabinet Ministers, Provincial Ministers, District Commissioners, and Permanent Secretaries clearly show that the new administration has done very badly with Gender balance.

President HH raised so much expectations with regard to the fight against corruption, especially that corruption in the Lungu administration was alleged to be of Olympic standards and very conspicuous. He promised the establishment of fast track courts which excited many Zambians but the President does even talk about it. There are many who believe that the fight has been slow. This has even emboldened the alleged corrupt officials to challenge the administration to investigate or carry out forensic audits on them, as it seems like they have already covered their tracks in the three months. It is being argued that in its corruption fight, the New Dawn administration will be closing the stable after the horse has bolted. They will simply not find the evidence.

YOUTH JOB CREATION ROADMAP NON-EXISTENT

One of the major failures of the New Dawn government in the first 100 days is its failure to address the Youth unemployment problem by communicating its roadmap to job creation given that the Youth put them in power. The minimum that the Youth expected was, to be given hope by an announcement of a clear, practical and differentiated Youth employment creation strategy. But when the President was asked about job creation, his answer was he needed to fix the economy first, because jobs do not grow on rocks. The statement clearly showed that the President had no short term solution to job creation. The lack of youth unemployment strategy; which most experts believe could be rolled out in parallel to “fixing the economy”, is frustrating the youth. The minimum the President should do now is to challenge the new Ministry of Small and Medium Enterprises together with the Ministry of Youth, Sport and Art, to come up with practical innovative short to medium job creation strategies. President Hakainde needs to change his mind-set of thinking it is him alone who has solutions to Zambia’s problems. It is his government machinery and the Citizens of Zambia including the private sector.

Another weakness and failure of the President, is his bad time keeping. It is very apparent from the beginning that President HH is a bad time keeper and does not seem to be very conscious of time, and is never in a hurry to do things, even those that are urgent. If he continues on this trajectory, he will soon find that he is in 2026 and due for re-election, and most of his programs will still be work in progress. He is well advised to consider learning the US 34th President Dwight Eisenhower time management matrix – the Eisenhower Matrix.

Although the budget was generally hailed as good, there is a substantial section of the Zambian community who were not happy about the Mining Royalty tax being made tax deductible especially that government was to remove fuel and electricity subsidies for Zambians. The Mines have effectively been relieved from paying income tax while Zambians will be required to pay more for fuel and power. This is certainly a failure of the first 100 days. There are many critics of Finance Minister Dr. Musokotwane who believe that he is too cosy to the West and the Mining houses for some unknown reasons. This is because he is the same person who removed Windfall tax in 2009, which the late President Mwanawasa fought bravely to impose on the mines for Zambia’s benefit and the Mines complied.

CONCLUSION

The New dawn administration’s 100 days has been a mixed bag, as demonstrated in this article. President Hakainde Hichilema has not utilized his political capital efficiently and effectively in the first 100 days due to his inexperience in public office. He has tried to run the country as a Corporation which is a grave mistake. And if he continues on this trajectory, he is destined to fail because running a government is more complex than running even the biggest and a trillion Dollar Corporation. There are just too many moving parts in running a government and so there is need for more delegation. In the over 200 years of USA history, only six presidents have been recorded as failures; with five of them being one term Presidents, including Donald Trump recently. Guess what, all of them were business people. President HH needs to learn quickly the principles or skills required in public office. And if he is not careful, he may be like Trump or the other failed businessmen US Presidents, who ended up as one term Presidents.

In the coming days and weeks, President HH is advised to prioritise the following: provide an innovative roadmap for youth job creation, delegate more and challenge ministers to perform by implementing the UPND manifesto through innovative programs, announce fast track corruption courts and amnesty guidelines, state the way forward for KCM and Mopani Copper Mines, accelerate payment of arrears to Zambian suppliers by issuing a government bond ,enforce the 20% sub contracting by foreign contractors to create jobs, address the issue of escalating crime, and review the government communication strategy and messaging, which is all over the place at the moment.

In conclusion, my overall verdict of President HH’s 100 days in office is that he has done fairly well, and so I will award him 7 out 10. Admittedly, this mark is due to the fact that we are coming from a very low base. Zambia had really sunk to its lowest level since independence in so many key areas: collapsed economy, divided country on tribal lines, democracy in peril, collapsed rule of law, compromised institutions like Police, Judiciary, Electoral Commission of Zambia etc and the destruction of Zambians’ human and civil liberties. And so any alternative to the PF rule was going to be better for many independents unless one was a grateful beneficiary of the old system.

FORMER health minister Dr Chitalu Chilufya has finally sued the Anti-Corruption Commission and its former acting director general Rosemary Khuzwayo demanding US$50,100,000 as damages for libel over his malicious prosecution on corruption related charges last year.

Dr Chilufya is seeking damages for malicious prosecution, libel and defamation, intimidation as well as exemplary and aggravated damages to be assessed.

In his statement of claim, Dr Chilufya said between September and August 2020, he was prosecuted for possessing property suspected to be proceeds of crime, involving more than US$200,000 to purchase shares in Samfya marines and tourism services, spark guest house now Henry Courtyard and a boat, which proceedings he attended at great cost.

He claimed he was innocent but was subjected to and exposed to criminal proceedings and was at risk of being imprisoned if he did not defend himself.

Dr Chilufya charged that the ACC did not have evidence or reasons to arrest and charge him.

He said despite the evidence by the commission’s witnesses exonerating him, he was still prosecuted but the prosecution ended in his favour and he was acquitted by the Lusaka Magistrates’ Court.

“The defendants were malicious in their prosecution and they had no proof to prosecute the plaintiff on the subject offense and that they were being motivated by social media lies and publication of a well-known malicious online publication and newspaper which neither had evidence nor facts that the plaintiff was involved in any wrongdoing,” Dr Chilufya stated.

“The defendants did not bother to verify their allegations nor their investigations but proceeded to prosecute the plaintiff. The investigations against him did not show evidence capable of causing a prosecution as the defendants had no proof of the alleged offenses against the plaintiff.”

The Mansa Central PF member of parliament said ACC expediently rushed to the media to announce the arrest and charges and information regarding the same was shared on various media platforms and websites and brought him into ridicule, scandal and he felt defamed.

Dr Chilufya contended that the words in their natural and ordinary meaning meant and were understood to mean that he was corrupt when in fact not.

“Despite ACC having calculated his earnings from official sources and private business and that he was capable of owning the shares in Samfya marine and the spark guest house that he bought, they still accused him of being a criminal and prosecuted him without any probable cause and subjected him to harm and damage,” Dr Chilufya stated.

He lamented that his image as a medical doctor was tarnished when he was accused of corruption and social media tabloids still view him as a convict.

“In an audio recording availed to the plaintiff by ACC employees and made public, Khuzwayo was heard saying she did not care whether he was innocent or not but that she just wanted him to be prosecuted,” Dr Chilufya claimed.

“khuzwayo in ACC institution abused her authority of office by sanctioning a malicious prosecution despite all the advice given to her that the plaintiff was innocent.”

The plaintiff added that he lost business as a result and wants US$100,000 for legal fees and US$50 million as damages for pain, anxiety and mental anguish.

BASE RATE UPWARD ADJUSTMENT
[I state why this argument is flawed, ill-timed and inadequate]

FOR individuals and corporates owing financial institutions, yesterday’s announcement by the Bank of Zambia (BoZ) that it was increasing lending rates from 8.5 percent to nine percent is bad news.
It is not something most may have expected. If anything, they were expecting relief through a reduction.
This turn of events is a blow for many because it translates to increased deductions or increase in the period of repayment of loans. For employees, the increased deductions mean a reduced pay package.

It is expected that the upwards adjustment of the monetary policy rate (MPR) will make the cost of borrowing higher and was necessitated by the escalation in inflationary pressures, which have pushed inflation further away from the six to eight percent target range.
Currently, the rate of inflation stands at 21.1 percent. This can only be reversed if there are more goods and services available for the money in circulation.

As discomforting as this situation may be, there is the bigger picture to look at; a picture that should ultimately be for the good of the country and its citizens.
The central bank is looking at long-term benefits of such policy decisions as it helps Government re-align the economy.

By increasing the lending rates from 8.5 percent to nine percent, BoZ is targeting at reducing money in circulation.
The monetary policy announced yesterday is aimed at reducing inflation to within the medium target of six to eight percent, and this could translate in reduced prices of goods and services, lower lending rates allowing businesses to borrow at affordable rates and reduced cost of doing business.

Reduced prices of goods and services will ultimately benefit the consumers, whose buying power will be enhanced.
The producer too will benefit because it will translate into massive production to meet the demand by the consumers.
Lowered lending rates will allow businesses to borrow to build their capacities and ultimately increase jobs on the market.

The benefit of reduced cost of doing business will entail more entrepreneurs coming on board to venture into various businesses.
This is the ultimate vision of the new dawn government to improve the economy of the country.
Turning around an economy is not an overnight undertaking. It takes prudent planning and implementation. This takes time, so there must be patience from everyone.

Increased lending rates from 8.5 percent to nine percent is the first measure BoZ has undertaken since the return of its governor Denny Kalyalya.

The Monetary Policy Committee also took into account the need to continue supporting growth and maintaining financial stability.

Citizens are expectant for more things to come from the central bank, whose role is to deal with monetary policy and controlling money supply, maintaining low inflation and steady gross domestic product growth.
On a macro level, the central bank influences interest rates and participates in open market operations to control the cost of borrowing and lending throughout an economy.

Lower inflation and lending rates can facilitate private sector growth, more jobs and increased government revenue.
BoZ, which provides an oversight to the Ministry of Finance, says inflation is projected to average 22.6 percent towards year end but is expected to decline to 15 percent in 2022 and to 9.3 percent during the first three quarters of 2023.

MY TAKE:
Consequences of the Bank of Zambia’s UPWARD adjustment of the base rate include:
1. Reduced money flow
2. Increase in cost of Kwacha
3. Increased interest rates [Increased cost of borrowing]
It must be noted that, when in pursuit of a low cost of living and high quality of life for citizens, this measure alone without additional ones is both flawed and inadequate.
ADDITIONAL MEASURES that would help include:
1. Maintenance of supply by producers [as a strategic coping mechanism by factories/producers, imagine what would happen if they reduced supply and maintained prices?]
2. Reduction in cost of production [Governor Denny KALYALYA is recommending the opposite. He wants the prices of fuel and electricity to rise which will subsequently increase the cost of production]. He is therefore, reducing available money on one hand, and at the same time squeezing the producer. In the end, the consumer will be priced out of commodities, which could lead to a sluggish economy [low consumer spending].
IMMEDIATE EFFECTS:
1. Less available money in economy
2. Cost of Kwacha will rise
3. Loans contracted become costlier
4. Salaries depreciate
5. Jobs might actually be lost instead of the envisaged increase/creation
6. Commodities’ shortage might result
7. Cost of living will rise further
8. Quality of life will depreciate
9. Begging and inter-relatives dependency will increase
10. Vices will increase
11. SMEs access to finance will reduce
12. Citizens anger and dissatisfaction will rise, which might lead to riots and other forms of social unrest.

Kindly note that monetary policy measures on their own can be detrimental to citizens’ lives if they are WITHOUT supportive fiscal and other policy measures.

Enforce Measures To Recover Resources- President Hichilema

President HAKAINDE HICHILEMA has tasked relevant authorities to enforce measures that will recover public resources paid for undelivered goods and services to government.

President HICHILEMA says it is unacceptable that contracts worth about 12-billion kwacha were signed for feeder roads and some contractors were given down payments but no works have been done.

He says over 63-million dollars was also paid for two projects which were never delivered.

Officially opening a Procurement meeting for Ministers and Permanent Secretaries in Lusaka today, the President said the meeting is aimed at encouraging officers to move in and get back the money.

The Head of State said public service procurement is a key tenet to public governance hence needs to be adhered to at all times.

He lamented that public procurement officers, Permanent Secretaries and Ministers became suppliers of public services to government at inflated prices.

The President asked the Ministers and Permanent Secretaries to help restore order in the public procurement process and avoid being found on the wrong side of the law.

He revealed that some Ministers are already under pressure from businesses that have survived on government contracts hence encouraged them to be strong because they risk being flashed out.

President HICHILEMA also stated that Zambia stands NO chance of reconstructing the economy if systems which collapsed are not worked on.

He said public expenditure, procurement of fertilizer, fuel, infrastructure like roads and general procurement have been the major hindrance to economic development and need urgent attention.

President HICHILEMA said Zambians voted for employment, health, education and opportunities which will work with enhanced trade and investments by sorting out challenges.

And Acting Secretary to the Cabinet PATRICK KANGWA said the public service needs serious transformation to promote effectiveness, humility and inclusiveness as part of delivering targets by the new dawn administration.

Mr. KANGWA said a series of four meetings focused on managing results for Permanent Secretaries and decentralization policy implementation among others have been lined up.

He said none of the four meetings is attracting allowances for participants except for NINE Provincial Ministers and Permanent Secretaries for their accommodation and meals.

And in a vote of thanks dubbed “Knowledge is Power,” Justice Minister MULAMBO HAIMBE said the meeting will empower participants with tools to do the right thing in delivering to the masses.

He said attaining necessary procurement tools by Ministers and Permanent Secretaries is key for them as gate keepers of public resources.

And Auditor General DICK SICHEMBE in his presentation of the 2020 Report said weaknesses such as unplanned procurement, awarding contracts to bidders who did not have capacity to deliver, failure to obtain clearance from his office and signing of contracts

Don’t Close indeni

We have received the news with shock that government has put indeni on care and maintenance which is a route usually to liquidation or privatisation of a company.

Many Zambians might not know what indeni oil refinery is so I will give a brief overview of the plant using information available from different sources:

The petroleum refinery is described in some publications as a “very small and simple refinery”. It was constructed in 1973, with capacity to refine 24,000 bbl/d of crude oil, and process 1,200,000 tonnes (1,322,774 tons) of feedstock annually. Crude oil is imported via the Kurasini Oil Jetty in Dar es Salaam, Tanzania and is delivered to the refinery through the 1,704 kilometres (1,059 mi) Tazama Pipeline. The annual delivery capacity of the pipeline is also the annual processing capacity of the refinery.

The Indeni Refinery is configured as a Hydro-skimming refinery. Designed in 1973, the refinery is not able to refine pure crude at commercial levels and processes spiked crude.

The products manufactured in the refinery are as the result of refining of crude. Crude is primary a liquid of widely vary chemical and physical properties.
The principal element in crude is carbon and hydrogen arranged as hydrocarbons also Sulphur, hydrogen, oxygen and water. The main products from crude are white and black products. White products contain no Sulphur, the lightest among them being LPG.

The following is the list of products extracted from crude:

LPG, Butane, Light gasoline,
Heavy gasoline,
Reformate,
Special cut kerosene,
Jet A1,
Industrial kerosene,
Illuminating kerosene,
Low Sulphur gasoil,
Automotive gasoil,
Fuel oil,

PLANTS

INDENI Plants sector comprises of five main processing units:

Topping,
Hydrotreater,
Reforming,
Vacuum
Asphalt.

When the refinery was established in 1973, it was owned and managed by Indeni Petroleum Refinery Company Limited, a 50/50 joint venture between the government of Zambia and Eni, the Italian energy conglomerate, through their subsidiary Agip Zambia. Under the terms of the joint venture, Eni was responsible for the management of the refinery. In 2001, Eni sold their shareholding to Total S.A., through their subsidiary TotalFinaElf. Total took over management of the refinery. In 2009, Total S.A. sold their shareholding to the Zambian government for consideration of US$5.5 million.

Since then, there have been attempts to bring on-board a strategic partner with funding and expertise to upgrade, modernize and expand the refinery.

In 2017, the World Bank stated that the Indeni Petroleum Refinery was “inefficient and technologically unsuited for current fuel needs”. Its capacity is too small. It does not produce refinement products that larger, more efficient refineries can. For the amount of resources expended to keep it running, the government can do better towards meeting their national petroleum objectives.

In order to meet increasing petroleum products demand both nationally and regionally, there are two choices (a) build a new modern refinery that meets current and future national and regional needs or (b) expand and modernize the present refinery to improve its efficiency and output. Building a new refinery is ruled out by its cost. Rehabilitation, expansion and modernization has been estimated at about US$500 million. As the government considers its options, the capacity at the refinery has dropped to 21,000 bbl/day. The last hope is to find a deep-pocket investor who can buy a stake in the present refinery and modernize it.

Way forward

Indeni is so intimate and important to Zambia that the decision to close cannot be arrived at it without giving citizens chance to have an input in the discussions.

Ndola before 1991 was an industrial hub of Zambia employing many Zambians. Ndola had companies like vitafoam, Dunlop, a metal refinery among the many industries. Today where we used to make Dunlop tires is jacaranda mall selling imported goods.

In Livinstone for example we were making ITT Television sets. By now we would have been making plasma TVs in Livinstone with the innovative youth we have in this country. Livingstone is also a shell of itself.

Luanshya used to make the best suits in Africa that were being sold in European boutiques.

Zambia through memaco had control over its minerals resources right there at the London Stock exchange.

In the era of energy security, Kenneth Kaunda in his wisdom decided to build Indeni because it was very cumbersome to move fuel in trucks and by rail. The logistics were not just adding up.

Now from the way industry was developed by Kaunda and his team, you could see proper planning because each province had town forming companies. Because in 1991 we decided to erase everything that had Kaunda on it, we even sold off companies like Zambia Airways which mistake we are trying to rectify today.

You see, Indeni is not just about 300 direct employees, it’s about the entire infrastructure that was build from Dar Ed Salaam to Ndola. It’s about Sports (Indeni FC). It’s also about energy security as tanker drivers will not hold government at ransom every time the kwacha dollar rate shifts by a ngwee. Imagine also the damage to the roads and just the cumbersome nature of moving fuel on the roads. I know tanker owners might be happy about the closure of indeni but this is about the Zambian people.

To upgrade indeni all we need is $500m. In August we received a gift of $1.2bn from the IMF. Why can’t we used that money for enhancing our energy security? If that money is earmarked for employing 40,000 civil servants then please engage us finance experts to advise on how we can bring on board an equity partner as has always been the case. I know the Russians are interested, the Chinese are interested, the Middle East is interested but the west is not because they want the plant to completely shut down. To shut down not only a legacy but compromise our energy security.

Zambia has experts. My appeal is that government brings us on board to advise on what to do. There are people willing to take charge of indeni and reform it without even asking for a coin from central government!

Indeni posts dividends through IDC so it’s not a loss making company. Let’s not listen to those that want to lend us $1.5bn in exchange for more liquidations, privatisations, tariff hikes among other things. Zambia has brains to turnaround this country without getting any cent from abroad! We just need to be revolutional in our thinking.

Economic liberalisation they tell us doesn’t apply to them otherwise during the pandemic, they would not have printed trillions of dollars to give it free to their citizens. That’s communism! But why should we put our citizens at pain?

Once the oil tanker mafia takes control over fuel importations, we shall start having shortages because they will only import commodities that they deem profitable. This we saw in July when they refused to import diesel. Government business is not about profits. Government’s role in the economy is to produce a social effect. I.e create jobs, reduce prices for citizens, among other things. Indeni fuel model is the best for the country.

THE HYPOCRISY OF UPND’S CRITICS AND HICHILEMAPHOBES

After 100 days of the New Dawn Administration, reviews have been made on the performance, with optimists giving credit and the naysayers giving their usual doomsday verdicts. However, It is the insincerity and negativity of the later that is shocking. Are they reasonable and justified?

ARE “PROMISES” THE SAME AS “LIES”
There is a narrative being trumpeted aimed at labeling HH a liar. The hypocrisy of this charge is that people are also lying to themselves when they expect HH to be superman. People are doing away with facts, logic and knowledge just to fault-find HH on his promises. If a small loss making company can struggle to achieve a turnaround in three months, is it logical for an economy to do that in three months. Lies are things like the fictitious “sinking fund” that PF announced, and to date both Bwalya N’gandu and Dr. Situmbeko expressed ignorance of such an account. Allow the new administration to build capacity for their goals to be realised. That is what logic dictates because if you expected immediate returns, you should question your own level of intelligence.

LET’S NOT FORGET WE ARE IN DEFAULT
In November 2020, our government defaulted on the Eurobond, a coupon payment of US$42.5 (Same amount wasted of fire tenders) and have been defaulting ever since. This was a red alarm to us, indicating the messed up economy HH was about to inherit. Huge debts, treasury under distress, depleted reserves, low stakeholder confidence, rampant illicit transactions, prevalent corruption, rising domestic debts and depleted liquidity in almost all government institutions. In other words HH inherited the worst government conditions any President has ever inherited since 1991. One has to be a pure breed witch to ignore these facts.

IMF BAIL OUT
The IMF bailout debate is tuning out to be comical. The PF negotiated with IMF for over six years and could not satisfy stakeholders because of their reckless spending. Today the same PF are positioning themselves as anti-IMF bailout. Others like PEP are against IMF because of the conditions, and they have no knowledge of those conditions apart from what they have erroneously adopted from the Structure Adjustment programme.

INDENI AND FUEL PRICES
There is a fallacious corporate nationalism that has mislead Zambians for a long time now. There is this belief that holding on to loss making company is okay as long as they provide jobs. People do not even realise that loss making Zamtel and ZESCO have together gobbled over US$1 billion in the last 10 years. Not through subsidies, but direct working capital support from tax payers. Imagine how many jobs this money could have created. So why shouldn’t we consider real solutions, and not cover our failures with fake patriotism? Why should saving the jobs of 300 employees, who can be adopted elsewhere, be more important than the cost implications on thousands of industries and transporters across the country?

HICHILEMAPHOBIA
Most of HH’s critics are motivated by hate and not reason. This is a cadre of PF fanatics who have been conditioned to see HH through the eyes of propagandists and slanderers. The indoctrinated haters would be fine with Lungu meeting the World Bank, but if HH does the same he is a puppet. HH’s well intended solutions for ZESCO or indeni, will be labelled privatisation by Emmanuel Mwamba, even with zero knowledge of propositions at the table. The hichlemaphobes are hiding behind checks and balances, but their true motivation is their wish for HH to fail.

Lastly, we should remind ourselves that we coming from a recent political history of polarisation and a slanderous political discourse. Polarisation that was perpetuated by the institutionalization of division, discrimination, tribalism and nepotism by the Patriotic Front government. This is what has created a cadre of haters that are finding it difficult to adapt to change and are even finding solace in Sean Tembo, because he is able to fan the flames of hatred for HH. But adapting to change requires seeking knowledge, accepting facts, applying logic and moving along with what works and not what we like. Our hatred will prevent us from being reasonable most of the time.

The fact about our country is that PF left it in deep financial ruin, which apparently they don’t even understand themselves. If PF understood or cared about the mess they left, they would be the last to criticise the current government. However, the biggest delusion PF are creating is the expectation that a leadership with better advisers, better cabinet, better attitudes, less corruption and better bilateral relations will not perform better than them. That will not happen.

100 Days, a Failed Start!

After my earlier article; “100 Days, Hesitant, Slow or Careful Start?” I have received tremendous feedback.

Optimists are saying we need to give President Hakainde Hichilema more time before we judge him especially that; “his run is for a five-year mandate! “, “Rome was not built in a day”, “President Hichilema did not know the extent of the “damage done by the PF in 10 years”, and “he was elected for a five-year mandate and cannot be judged in 100 days.”.

The pessimists however are not kind with the reflections; “It’s a failed start!, “The revolution is a still-born”, “He has broken most campaign promises and continues to break more”, “he is a shameless liar, nothing more,nothing less ” and “He must apologize for the lies”.

On 2nd December, 2021, President Hichilema will clock 100 days in Office.

The 100 Days give us genuine need for reflections.

The political tension leading up-to the August 12 General Elections, the huge voter-turn out, the subsequent euphoria of the UPND win and the expectations from the new government have spawned legitimate expectations.

DISAPPOINTMENTS

While former President Edgar Chagwa Lungu, despite expressing concerns about irregularities, political violence and intimidation against his members, decided NOT to petition both the presidential and parliamentary elections, the UPND on the other hand, petitioned over 400 council, Chairperson and Mayors, and Members of Parliament seats.

This will inevitably cause costly by-elections, a thing Zambians have consistently opposed to and regard it, not as part of growth of Democracy, but a waste of rare public resources.

The Patriotic Front was condemned for causing and conducting by-elections.

So what was the motive of the UPND leadership to petition all these seats? Is it to obtain a majority in Parliament through the back-door?

ECONOMIC POLICIES

The current economic crisis plagued by debt, high rate of unemployment, high cost of living, rising inflation and depressed economic growth, requires urgent solutions.

However the New Dawn Government has began to implement policies that are causing scare and concern to many people.

The heavy reliance on the IMF and World Bank, Foreign Direct Investment (FDI), Foreign debt and local deficit to resolve this crisis presents a scenario of concern.

We appear to have learnt nothing from the crisis of the 90s and the attendant solutions we deployed.

Those policies de-industrilaised our economy, compounded our dependency on imports, and unleashed unemployment levels of disastrous proportions still haunting us today.

Government discussions and decisions on Indeni Refinery, ZESCO and other State-owned enterprises give us a window that we are walking the same dangerous path of the 90s.

The new Budget has given tax rebates to the mines and corporations and none to the long-suffering workers.

The proposal to increase both fuel and electricity tarrifs is setting up a citizenry already struggling to further household crisis proportions.

Government has also announced that it will remove subsidies on fuel and other goods enjoying such subsidies.

Clearly while we agree with the state of the economy, the proposed solutions raise more concerns than the crisis itself.

PUBLIC DEBT

Hon. Musokotwane has announced in the 2022 Budget that he proposes to contract over $4.2billion and open further deficit to finance the ambitious items of the Budget.

This is despite numerous statements made by President Hichilema that he will place moratorium on debt, renegotiate and restructure it, and delay through negotiations, the settlement of the Euro Bond.

100 days on, we haven’t heard any escalation to resolving these matters other than the reported courtesy meeting the Head of State had in London with representatives of creditors to the EuroBond.

CONSTITUTION

Minister of Justice Hon. Mulambo Hamakuni Haimbe, has announced that government will begin a process to enact a new Constitution.

Now, this is interesting as the UPND has consistently and vehemently opposed the enactment of a new Constitution by both the MMD and PF Government.

Recently,the party opposed Constitutional amendment presented as Bill 10 to enhance the amendment done in 2016.

It remains to be seen if the party will garner sufficient consesus from political parties, civil society, the Church and other stakeholders to achieve the enactment of a new Constitution.

FIGHT AGAINST CORRUPTION

If there is any subject that has attracted conflicting actions and wild statements, it is the fight against corruption.

Clearly, it has no discernible direction and risks being run as a political witch-hunt targeted at the former leaders of the Patriotic Front.

From the issue of lifting the immunity of the former president to efforts of asset recoveries, and the announcement of an anti-corruption fast track court, all appear to be knee-jerk reactions to public opinion and as an after thought to the fight against corruption.

APPOINTMENTS

It has been 100 days and the President appears not to be in a hurry.

He is yet to complete the appointments of senior officials, Ambassadors, members of the Boards which falls under IDC.

He is not in a hurry, despite the sense of urgency Zambians displayed to elect him and their quest to see issues, including that of the economy quickly resolved.

CONCLUSION

With this clear false start, one gets a feeling that the UPND Government may leave this country in more mess than they found it.

The present danger we face is the state of the economy.

With the issue of the pandemic resurfacing to cause more havoc, the economic recovery Zambia has registered so far, may lapse the country back to recession.

I wish to reiterate that we need an National Economic Indaba to gather consensus on the solutions that Zambia must take to resolve its economic crisis.

I have since noted various voices including that of Dr. Grieve Chelwa of University of Cape Town’s Graduate School of Business, who has also called for an Indaba and expressed concerns at the trajectory path Dr. Situmbeko Musokotwane has taken to resolve the current economic crisis.

Let the leadership not abuse the genuine wide mandate obtained in the last General Election by displaying unnecessary arrogance and failure to obtain consensus on major national issues.

Virgil Abloh Loses Cancer Battle: Why #BlackLivesMatter Owes Him an Apology

While the world comes to terms with the reality of the shocking news, it is important that we reflect on the life and times of this African-American creative genius to appreciate his contribution to humanity better. Abloh is highly credited for breaking the stereotype around Black people in the creative fashion industry.

Although there still exists a robust racial prejudice against Black people in the international fashion scene – which even Abloh often acknowledged, he was able to walk up the ranks and put African Americans on the fashion map. Ten years ago, who would have thought that a fashion powerhouse like Louis Vuitton would appoint a Black man as its Artistic Director?

However, being a victim of his reputation, in 2020, the African-American Artistic Director came under backlash from #BlackLivesMatter supporters for making a 50 USD donation in support of the George Floyd Murder protests. Unknown to them, Abloh was battling cancer.

The Official Announcement


In a release that has sent shock waves across the fashion industry and those who know the lively and ever-smiling Virgil Abloh, the menswear designer died today of cancer at 41. Announcing the sad news, his team made a Press Release through his official Instagram account.

“We are devastated to announce the passing of our beloved Virgil Abloh, a fiercely devoted father, husband, son, brother, and friend. He is survived by his loving wife Shannon Abloh, his children Lowe Abloh and Grey Abloh, his sister Edwina Abloh, his parents Nee and Eunice Abloh, and numerous dear friends and colleagues,” the post read.

“For over two years, Virgil valiantly battled a rare, aggressive form of cancer, cardiac angiosarcoma. He chose to endure his battle privately since his diagnosis in 2019, undergoing numerous challenging treatments, all while helming several significant institutions that span fashion, art, and culture.

Why Does #BlackLivesMatter Owe Him an Apology?


As is with many issues of this nature, many must have forgotten the backlash Virgil Abloh came under after his 50 USD donation to the Black Lives Matter movement after the murder of George Floyd.

Supporters of the movement, especially African-Americans, were quick to judge the designer and drag him on the streets of social media over his comments and donation.

Although he would come to apologize for his words and make a bigger donation, he was obviously not forgiven. The movement didn’t release an official statement to accept his apology or ask its supporters to stop the hate speech directed at him.

If only we all knew what the poor Virgil Abloh was battling at that time. Also, that would have been a good time for the designer to open up on his condition and soak up some sympathy, but being the warrior he was, he didn’t.

Did Virgil Abloh Have a Wrong Message?


Looking backward, did Virgil Abloh have a wrong message? Was he a sell-out as many proclaimed? Did he really believe that the #BlackLivesMatter was a joke and unnecessary?

Abloh came under intense backlash for his comments and donation – which many critics claimed was an insult to the cause. But what really did he say?

As you know, the #BlackLivesMatter protests were hijacked by hoodlums who used the opportunity to loot stores and rob people of their properties. One industry that was greatly hit as a result of the looting was the fashion industry, as many fashion stores were looted and items worth millions of dollars carted away.

In his reaction, Abloh said, “Our own communities, our own shops … this shop was built with blood sweat and tears.

“Today that same community robbed us. If that heals your pain, you can have it …” the caption read.

He also wrote a passionate comment under a post by Sean Wotherspoon, the owner of Round Two. It read:

“You see the passion, blood, sweat and tears Sean puts in for our culture. This disgusts me. To the kids that ransacked his store and RSVP DTLA, and all our stores in our scene just know, that product staring at you in your home/apartment right now is tainted and a reminder of a person I hope you aren’t. We’re a part of a culture together. Is this what you want?? When you walk past him in the future please have the dignity to not look him in the eye, hang your head in shame….”

Verdict: You be the Judge


If you read closely, you will notice that Abloh wasn’t against the protests or the #BlackLivesMatter agenda. He was speaking to those who hijacked the protests and looted personal businesses; he was speaking for his industry as a stakeholder – one who was saddened by the turn of events. He was touched because he knew how much the actions of a few would cost many more in the future.

You be the judge. Was he wrong? Did he deserve the backlash he faced? Does Virgil Abloh deserve an apology?

KAMPYONGO RUBBISHES NRC SCAM

INSINUATIONS that the PF regime issued National Registration Cards (NRCs) to underage children last year, are fabricated lies aimed at discrediting the previous administration, former Minister of Home Affairs Stephen Kampyongo has said.

Mr Kampyongo, who is PF chief whip, said as far as he was concerned, only citizens who had attained the age of 16 and above were allowed to obtain NRCs and voters’ card when he was Minister of Home Affairs.

He said in an interview that the arrest of former Petauke District Commissioner, Velenesi Moyo and PF Kaumbwe constituency chairperson Goodson Lungu was a political witch-hunt aimed at maligning and intimidating PF members and former government officials.

Mr Kampyongo who was reluctant to comment further on the arrest of Ms Moyo and Mr Lungu said he would make a comprehensive statement once he was briefed what exactly transpired because he never micromanaged the ministry. He was however quick to mention that it was not possible to issue NRCs to children and challenged those making such alarming allegations to substantiate their claims.

“That is a lie. It’s not possible, they will need to parade those children and demonstrate how they obtained both vital documents, NRC and voter’s cards.

“But I don’t want to comment further for now. I need to hear what transpired because I know it’s just a fabrication. It is not possible to issue an NRC to children and allow them to cast votes. That is a total fabrication,” Mr Kampyongo said.

He explained that in 2020, Government, through the Department of National Registration, Passport and Citizenship, under the Ministry of Home Affairs conducted mobile registration in all the provinces in a two-phased approach to issue 1, 500, 000 NRCs.

Mr Kampyongo said the 2020 mobile issuance of NRCs was intended to provide increased access to the acquisition of NRCs by citizens who had attained the age of 16 and above, especially those who could not easily reach district national registration offices.

He said the exercise was meant not only to empower citizens with NRCs to enable them to participate in the economic activities and electoral processes of the country, but to also as an identity document used for all services such as employment, opening up of bank accounts and registration as students.

He however, said it was disheartening to note that some people, particularly those in power now, have been insinuating that ineligible persons were obtaining NRCs when not, just to scandalise the former regime.

On Thursday, Police in Petauke charged and arrested former Ms Moyoaged 44 of plot number one Mayadi area and Mr Lungu aged 50 of Nyansimbo Village Chief Mwanjawantu for alleged abuse of authority of office and for intent to deceive, respectively.

A statement by police spokesperson Rae Hamoonga confirmed that the duo were charged and arrested at Petauke police station for allegedly having aided more than 1, 000 under age children ranging between five and 15 years to obtain NRCS, and subsequently obtained voter’s cards.- Daily Nation

Former Home affairs Minister Stephen Kampyongo has accused Sesheke Member of Parliament Romeo Kangombe of planning to have him (Kampyongo) arrested over issuance of National Registration Cards (NRC) to foreigners and under age children in the run up to the August 2021 general elections.

But the Sesheke lawmaker has described accusation as ‘baseless cries of a small scared boy. Hon Kangombe said Kampyongo is just guilty of arresting him (Romeo) before elections.

“Tell Kampyongo that am not in the business of revenge. Let him fight his own battle without dragging my name in it. He must be reminded that when you poke a snake on a tree cavity, it will run on the stick and bite you. Let him leave out this villager from Sesheke alone. Kampyongo is older than me but he is a small boy now because am in power.” Said Kangombe.

“I have no time to start stamping on small boys. Before elections Kampyongo through a press briefing instructed police to arrest me over the Muchinga saga without even investigating and today am still serving the sentence. It’s against this background that he feels that maybe am planning to revenge but I don’t believe in paying evil for evil. If at all police will arrest Kampyongo it will be because of his sins not my instructions. I have no powers to instruct the police to arrest any citizen. In the new New Dawn government police are operating without political interference” added Kangombe.

Romeo Kangombe has warned PF members facing criminal or corruption charges to stop undermining the law enforcement agencies by spreading fake propaganda that their cases are politically motivated or being on tribal lines.

“We have noted the efforts by those facing criminal and corruption charges trying to undermine our law enforcement institutions through propaganda. The law is blind it knows no tribe, by way the you committed crimes alone and enjoyed the proceeds of crime alone but when the law visits you want to drag the whole tribe in your personal problem. This will not help you” Said Romeo.

PF REBRANDING WONT BE ACHIEVED, CRIMINALS CAN NEVER BE REBRANDED – MPUNDU

PF founder member Johnson Mpundu says the party should not cry foul over the nullification of parliamentary seats.

He says party president Edgar Lungu was the weakest link who allowed stealing with impunity in government and at party level.

“So the downfall of the PF party was and is on Edgar Lungu,” Mpundu said.

Reflecting on the nullification of some parliamentary elections scooped by the PF, Mpundu said lessons should be learnt that power belongs to the people.

He said the PF abused its powers and thought they could be in power for ever.

“These are lessons that people should learn. The PF never learns and power got to their heads. The abuse of power was too much and this is testimony. But again, it is the same PF when in power in 2011 that petitioned all the MMD seats and we had close to 20 parliamentary by-elections which they were winning. So the PF set a very bad precedent. I find it very unfortunate for the PF to cry foul over the nullification of seats,” Mpundu said.

“There was serious abuse of power by the PF and this was there for all to see. The levels of corruption, bribery among PF members of parliament was so high and alarming. The PF could openly show off money and think that was empowerment. The PF could openly show money to the electorates in exchange for votes. To them, that was development to the people.”

He said the PF should not cry victim when their deeds were evil.

Mpundu said even the rebranding of PF would never be achieved because criminals can never be rebranded.

“How can you rebrand a group of people with criminal tags? Even if we are to remain the PF, the criminal tag won’t go away. The PF became a mafia party, and this is not what we founded the PF on with Michael Sata,” he said.

He said the biggest problem in PF was the weakness of Edgar Lungu.

“The weakest link was Edgar Lungu. He allowed stealing with impunity in government and at party level. But this was expected with the manner he got the power. It was a violent ‘convention’ that elected him and he had no control over thuggery. So the downfall of the PF party was and is on Edgar Lungu. If President Michael Sata was to wake up from death, he would blame Edgar Lungu for killing his party and vision,” he said.

And Mpundu said President Hichilema should not over promise.

He said the people are still expectantly waiting to see what the UPND will give out.

“So far, we have started counting and we are nearing the 100 days in power. But what have we seen? It is just mere promises. Yes, they are operating under the ‘PF’ budget, but they need to show hope and confidence in the people. Making a lot of promises may backfire in a short time. Remember promises have no timeframe and people can demand for answers at any goal,” warned Mpundu.

THE ONE TERM RULE VIBES ON UPND NOT BACKED BY ANY ELECTORAL AND POLITICAL HISTORY TRENDS

Many assertions have been put across that the New Dawn government and its president might be a one term ones based on the analysis of their stay in power for 100 days of about 1800 days (5years) due to the so-called “broken” electoral and campaign promises.

This conclusion may be so faulty in many ways to rely on due to many factors and more especially that the President and his government are in transition zone and still under the dictate of the former ruling party, government and president’s national budget.

In addition, the political and Electoral trends are important in research to consider and help come up with conclusions.

It is like a man who marries a woman with 3 months baby and people expect him to impregnate the woman immediately otherwise he will be labelled as impotent.

One cannot make conclusive conclusions on a sample of days which is not representative and without considering electoral trends that form the political and Electoral histories of the country.

In Zambia, there must be a strong rival party born out of any General Election that has never been in govt to unseat a sitting govt.

This newly born rival party must have considerably enough elected MPs and popular vote to give a threat to a sitting government

This is backed by evidence of electoral and political trends in Zambia and has been a trend from 1964 to-date.

In 1963, UNIP came second to the colonial ruling party and by the 1964 elections, UNIP won majority seat to negotiate the formation of the new government.

In 1991, UNIP lost to MMD though MMD had no MP in Parliament on its ticket but UNIP had internal revolt due to its overstay in power 27 years and long resistance to multipartyism.

In 2001, UPND almost unseated MMD due to its good performance in the by-election before the 2001 general election and it came out of the 2001 general election with 49 MPs second only to the ruling party MMD.

In 2006, PF leapt from 1 MP to 48 and UPND reduced from 49 to 26 MPs. PF still failed to beat MMD but remained a political and Electoral force and a thorn to MMD.

In 2011 after PF stayed in opposition for 10 years while UPND under HH for 5 years In opposition though cumulative years in opposition was 13 years, MMD was ousted by PF which garnered close to 80 MPs while UPND maintained its 3rd position with enough MPs relegating MMD to being the 2nd largest opposition as former ruling party.

By 2016, MMD had been relegated to a distant 3rd with only 3 MPs with UPND displacing it with 58 MPs and became a political threat to PF than MMD was esp that it was engulfed in internal leadership wrangles just like UNIP after its defeat in 1991.

In 2021, UPND pushed out PF of the number one popular party and relegated it to a close 2nd position opposition party with no 3rd party to reckon with.

Currently, PF the 2nd largest opposition party both in terms of representation in Parliament and popular vote is engulfed in leadership guesswork.

In other words, it has no president as the current place holder is developed shyness to engage in politics while the 3rd distant popular party in terms of popular vote but with an MP is engaged in leadership wrangles which have no signs of ending soon.

With the foregoing and as things stand now and following the predictable political and Electoral trends in the country, the next party to be strong enough to act as a major opposition to be a threat to UPND may be after the 2031.

Voting back the former ruling party into power may be a tow order going by the political and Electoral trends so far.

Therefore, opposition still have a lot to do to even reduce the 59% win by the UPND in 2026 so that it either come to 50-50 support to force a run-off or an outright win by the opposition.

The current opposition needs a lot of nurturing, support and aggressiveness in vote canvassing otherwise, it is just weak and most of it existing on paper only at the Registrar of Societies.

However, the concerns being expressed by the electorates and citizens especially on perceived “broken” electoral promises must be reflected on and be addressed in the long run.

Mporokoso Lawmaker who is also the leader of the opposition in Parliament, Hon. Brian M. Mundubile has urged all well-meaning Zambian’s to ask of themselves some candid questions requiring honest answers regarding the nullified PF seats.

Mundubile who is also Chairperson for legal affairs in the opposition PF Central Committee, says it’s very possible that the nullification of the seats held by PF Members of Parliament is an attempt by the ruling United Party for National Development to Gunner 111 seats in the house which gives the required two-thirds majority to change the Constitution .

He said Zambian’s are by nature very forthright people who had rejected a one-party state in 1991 and that they now had a task before them to jealousy guard the multi-party democracy that they had ushered onto the political dispensation in the nation.

“I remember, as students then we stood up and said we have to go the Multi-Party Politics route. So let’s not be caught napping now . Let’s not allow people to take us back to those days and those politics of one party which we rejected, ” he said .

Mundubile said had the UPND a good agenda for this nation, they wouldn’t have gone about petitioning all the seats as they had done because it was really retrogressive for them to have done so.

He said former President Edgar Lungu had refused to petition the election results because he knew that doing so would possibly cause chaos in the nation.
“We had grounds on which we could have petitioned. Our Members were brutalized, Our Provincial Chairperson for North Western Province, Kungo was killed. We saw ballot boxes in the bush. All these were grounds for appeal. But President Lungu looked at the bigger picture. He put the nation and the Zambian people first. He looked at the welfare of the Zambian people who need development. He considered that elections all the time in the nation would be a drawback to development. So , he decided against appealing, ” he said .

Hon. Mundubile assured the People of Zambia that the PF would take on the UPND legally and ensure that they retain the seats that had been nullified . He said the PF had appealed the nullification of the affected seats to the Constitutional court because of the flimsy grounds on which the said seats had been nullified.

Mundubile said this on radio Icengelo where he featured with former Nkana MP Alexander Chiteme, this afternoon.

Nsama’s shooter stood at the entrance of Cabinet Office – State witness

A CRIME scene officer has told the Lusaka High Court that State prosecutor Nsama Nsama was tall and huge, therefore there is a possibility that the bullet that exited his body lodged in Joseph Kaunda’s head.

Henry Siakanyati told judge Joshua Banda that the shooter stood at the entrance of Cabinet Office and aimed at Nsama who was on the corridor of Pa Kabinet restaurant.

He said the restaurant has a window that was also the flying path of the bullet which exited Nsama’s body, as there was no hinderance.

This is in a matter where police officer, constable Fanwell Nyundu is facing two charges of murder.

The 26-year-old is on December 23, 2020 alleged to have killed Nsama and Kaunda.

Siakanyati, a senior superintendent at Force Headquarters, said he and other officers were assigned to process the crime scene.

He narrated that upon arrival at the crime scene behind Cabinet Office he noticed that there were a lot of people and proceeded to Pa Kabinet restaurant and barricaded the area so that the scene could be secured.

“Before we could process the crime scene we wanted to have a background of what transpired. We wanted to develop a theory before we could process the crime scene. The purpose of the re-construction was to ascertain the type of gun that would have been used through physical evidence that would have been found at the scene,” he explained. “We wanted to know the method of handling the scene to identify eye witnesses or the person who rendered first aid to the victims and to document the position of the bodies. We identified two witnesses: Cathia Mulungushi a cook who said Nsama had gone to get a meal when he was shot; and Keegan Chikoneka a researcher at UNZA who witnessed Kaunda falling in front of him. He noticed he had a wound and he was bleeding from the head, he tried to render help but he (Kaunda) died.”

Siakanyati said based on that information he processed the crime scene.

He recounted that Nsama was bleeding from the nose, mouth and chest while Kaunda’s body was picked by the police, but his brain tissue remained on the road.

“After developing the theory, our opinion was that the firing was from the western direction where Zambia Police vehicles were parked; after analysis of the two bodies. At the entrance of Cabinet Office, we found cartridges as well as where the Court of Arms is hanged,” Siakanyati narrated further. “The first bunch of the cartridges was found near the mango tree – about six, at the cenotaph there were eight, and three at the cannon (big military gun), and the last cartridge was picked at ZICTA. The total number of the cartridges was 18. We picked the cartridges and packed them for ballistics analysis.”

Siakanyati testified that he went to the UTH morgue and took a photo of Kaunda’s wound on the right side of his head.

The crime scene officer said other cartridges were given to him the following day which increased the number to 25.

“On December 29, we called senior superintendent Mr Mwale to give us the names and stations of the officers who conducted the operations. And we were told Woodlands, Chilenje, paramilitary Lilayi, paramilitary crack squad, protective unit, mobile unit Sikanze, Lusaka Central, and Lusaka central crack squad,” he submitted. “The preliminary findings show that the victims were killed by one bullet. The basis of my opinion is, the cartridges were fired from the cenotaph where the police vehicles were parked, and the six cartridges at the entrance of Cabinet Office. They were in the same direction with Nsama who was in the corridors of the restaurant which has a window and there were no obstructions for the bullet on the way.”

Siakanyati, who amended his report in court, said Nsama was huge and tall and the height from the feet to the entry wound measured 1.65 meters.

He said the height of exit wound from the feet was 1.60 meters and the bullet exited Nsama’s body and maintained a straight path through the window and lodged in Kaunda’s head.

He said Kaunda’s height was 1.5 meters.

“The shooters were at the cenotaph and cabinet office as they aimed at the victims. Six more cartridges were picked at ZICTA, bringing the total to 25 cartridge casings and one live ammunition was picked,” submitted Siakanyati.

Trial continues on November 30.

NO DIPLOMAT from our ministry is allowed back from their mission to specifically campaign, says foreign affairs minister Stanley Kakubo.

Presenting a ministerial statement on the ministry’s budget for 2022, Kakubo said diplomats that had been recalled so far had disciplinary issues.

“I also want to correct the impression that a lot of diplomats are being recalled; we are doing this in a phased manner; not all of them have been recalled. But key to all those that have been recalled are those that have been recalled on disciplinary issues,” he told Parliament on Friday. “No diplomat is allowed from our ministry to come back from their mission to specifically come and campaign. But that’s what happened with the PF. Discipline must grow in the civil service and that includes in our foreign missions. Colleagues, I want to make sure that the House is informed that the recall of diplomats by the Ministry of Foreign Affairs is standard practice across the globe. It is not a new phenomenon, just like deploying diplomats into foreign service is standard, recall is also standard.”

Kakubo explained that diplomats were expected to serve for about four to five years after which they are recalled to give opportunity to others that have trained.

“In line with our economic diplomacy posture based on trade and investment, we are already in the process of re-defining how our missions will work. This process is already being done, and colleagues, it’s very important that we don’t bring into question the sovereignty of our country,” Kakubo said. “Our country is sovereign, even our engagement with multilateral institutions is coming from that position. Our engagements with institutions like the IMF are strategic. Mr Chairperson, I find it ironic that the PF today are demonising us for approaching the IMF.”

He explained how desperate the PF were to get IMF help over the huge national debt they accumulated when they were in power.

“Your position, colleagues, is that you went into the capital market and borrowed heavily. The President’s posture now, the President’s mission now, if at all we must borrow, it must be on concession. And the IMF is one institution that helps countries that are in dire need of recapitalisation on concessional basis,” he said.

On the country’s need to engage the European Union (EU), Kakubo said on Thursday President Hakainde Hichilema had a meeting with ambassadors from that region accredited to Zambia.

He said the meeting implied that Zambia was in good standing with the EU.

“Our President travelled to the Congo this last] week, he went to consult on peace issues including issues in Ethiopia. He was consulting his counterpart President [Felix] Tshisekedi who happens to be the chairman of AU. Just last week, I had a telephone conversation – an hour long telephone conversation with my counterpart from Ethiopia to discuss the peace situation in that country and how Zambia is supporting the many initiatives, also…to move Zambians out of Ethiopia,” Kakubo explained. “Again, it was strategic and also to ensure that Zambians who are abroad are equally taken care of. And the President was the first, if not the only African leader to be proactive in that regard.”

And Kakubo said his ministry was seeking to sign a Memorandum of Understanding (MoU) with the Copperbelt University to train diplomats at the institution.

“Very soon we will be signing an MoU that will ensure that our diplomats are trained to degree level,” said Kakubo.

Opposition Patriotic Front Mporokoso Lawmaker Hon. Brian Mundubile has revealed that the Party has concluded the postmortem it had embarked on to establish the reason for its humiliating August 12 defeat , stating that one of the findings was that the party lost its shine due to gross indiscipline and misconduct from the party cadres .

And Mundubile says the PF has learned lessons and is fully ready to make amends top of which is to instil discipline in the rank and file of the membership .

He said rebranding was not as easy as 1,2,3 but a long process which required getting feedback from party members and the Zambian people at large .

” You can’t rebrand without knowing what went wrong in the party . Most thought rebranding is about removing this or that person . No .it’s a much more complex process than that . As a central Committee, we commissioned a committee that went countrywide to make inquiries from people especially those outside the party . So the report is out and was presented to the Central Committee . And using the recommendations in that report , we have started the process of rebranding ,” he said .

He stated that discipline was top on the agenda of the rebranding because cadrism and hooliganism had taken centre stage in the past causing the party to loose attractiveness .

He said even people who loved the party were totally irritated and fedup with the misconduct of cadres who they said had come to instill fear in people be it in markets , bus stations and the Civil Service .

” So number one step is discipline . We are going to instil discipline across all party structures, ” he said .

SUBJECT: THE CURRENT STATE OF AFFAIRS

I am a man of God which makes me a Watchman for my country.

I pray for my country and I am proud to be a Malawian.

I will address few issues in this letter.

I believe you still remember how hard you worked to win the 2020 Court sanctioned presidential elections.I also believe you are still aware of how strongly Malawians rallied behind you during that time.Some lost their things and above all lives in support of you ,The MCP and UTM.People even used their personal property to support you during campaign.That was amazing.These people expected less from you but you promised them alot.This is the reason your boat seems to sink now.

HIGH COST OF LIVING .

I am one of the pastors who prayed for you. I also encouraged the citizens in my church to exercise their constitutional right to vote.They hoped positive change.However, things are not that way.The prices of basic things have gone up drastically.I agree that globally things are up,but why is it that in our country the prices are so higher than our friends in the neighborhood.Looking at other countries,they have put in place visible measures to deal with their economic crisis.Why is it not the same with our country?A good father always puts the poverty-eradicating measures open for his children to avoid unnecessary rebellion.Children and women may not argue with this father because his vision is made clearer to everyone.This is what is keeping alot of broke fathers in marriages- Giving hope to the family.In this regard,as a man of God,all I see from your government are threats,fear-instilling, silencing the opposition,and promising people of tougher times ahead without clear hope as till when (projected time) you think the voter should wait before he sees food three times a day, buys a cheaper passport or driver’s license,buys cheaper fertilizer,builds decent house.I ask you to find measures and put them clear for everyone of how you will end this problem of HIGH COST OF LIVING since about 96% of the people who voted for you are suffering.

UNFULFILLED PROMISES

A good leader is best known by keeping his word.

Your Excellency Sir,You are a Bible- Man.You may recall the story of the wisest king Solomon.He promised to cut the child who was the point of conflict for two women into two halves.God used his promise to reveal the truth.He did not joke about it but was ready to do it , because he made a promise and people were eagerly waiting.You promised to Change things for the better in a year.One year and some months have elapsed without any tangible evidence of good change if not suffering.I don’t think you or even your dog is feeling the way most Malawians are feeling.Something must be done .Walk the talk.

One thing you must remember is that you were trusted because you are a man of God.This gave the people Confidence in you.I ask you to truly represent God in your reign.Speak as a leader of people and not as a prophet of doom.

Your Excellency Sir,it is more understandable for people to suffer in the hands of the unbeliever unlike to suffer in the hands of a believer,a man of God.You are bringing disgrace to the ministry.

Mr President,the way you and your government officials address Malawians of different problems they are facing leaves alot to be desired.I expected you to lead by example by being kind with the choice of words. For your own information, Malawians are not lazy.Malawians are not beggers ,but their government begs.You can not feed their families.Many of them married many years ago when they had never known about you.They took care of their families well because the then governments made available all the resources required for a normal living.I ask you to talk when you are ready.

Mr President,I advise you to look for those notes which you were using during campaign,I believe they can serve as a reminder of what kind of a leader you promised to be.

THE CAPTURED ORGANS.

It is hard to believe, Your Excellency Sir, that your government has silenced the organisations which would fight for the good governance,but today they are fighting the citizens. Some big Media houses, higher police officers,top Army Officials ,big SCOs can not condemn anything bad your government can do.They are clapping hands for you even if you speak undemocratically.This is bad.

Your Excellency Sir,Let me remind you of your sermon , ” SERVANT LEADERSHIP .”
When you look at the way you are doing your things,are you a servant or citizens and the ones serving you? In your own understanding how do you define ” servant leadership”?

Your Excellency Sir,I have learned with shock that you ascented the Labour Law although many complained about it.I hear you are limiting the freedom of peaceful demonstrations.I wish to bring you back to 2019 and 2020 how you enjoyed this right with your Vice President.This right seemed to be the most important one and it ushered you into power.Remember , you are not bigger than the Constitution even if some of the judges in our courts have some political interests. Even if you may not want to be re-voted into power,the Legacy you may leave is a powerful weapon to teach the generations to come.

WHY HAVE I REMINDED YOU?

In my prayerroom,I was meditating upon some scriptures in the Bible.Then,I was taken into the realm of the spirit.This is the third time I have encountered this strange happening.I saw many children, numberless infants carrying Malawian flag.I saw and heard them crying.They spoke alot of things.They were complaining but there was no one to listen to them. Their cry made me cry too.It was a cry of torture.

I was worried and my heart broke.Then, I heard the Holy Spirit telling me to go and look after them.I reluctantly went.The moment I went there I saw a lion.

One of the children told me that the lion was assigned to look after them ,but it was not doing its duty.It was sleeping.The child continued to tell me that many children died in the hands of predators while the lion looked on powerless.

As I was listening to this child,I heard again from the same Spirit of the Lord, “Tell the children that I have rejected the lion because it has no teeth now.The lion can not prevail against predators.It has lost value.”

The Bible says ,if the salt loses value,who can go for it again? It shall be thrown away.

For today,I will stop here , Your Excellency,when God advises to speak the remaining part I shall do so.

I wish you well as you try to regather yourself for the benefit of the people.

FOREST 27-HERE IS WHAT I THINK

I have been relactant to coment on the issue of forest 27 because in the first place I don’t agree with the appetite people had to degazette a forest especially for the sole purpose of constructing of houses.

But this is my thought.

I have objected before the idea of demolishing peoples houses when they could have been stopped from the initial stage if at all an illegality was observed while on the other hand I cannot support an illegality but which illegality should be stopped once its noted.

The question I have always held is why people are so excited to want to demolish a property where one has spent so much money as we are seeing from the structures in forest 27.

The other question is was the procedure to degazette followed and if it was not then I suggest we punish the one who allocated the land and let him or her rot in jail and let him die with the sins of all who have built houses there because you cannot punish those who bought land believing it was legal.

Now if the procedure was followed then leave the issue and treat it as water under the bridge because you cannot undo everything that was done in the past even if you don’t agree with the idea because the law is the law and the requirement is only to satisfy the law when making decisions even though at times morality comes into play when people esp in leadeship makes decisions.

What should then necessitate the degazetting of a forest???

Special circumstances can call for the degazetting of a forest like the compelling need we had a few years ago in Kitwe to ask for the degatteting part of the forest at itimpi.

The reason we pleaded with the then president to degatte the land was a need to construct a specialized hospital whose funds from cooperating partners where available and which hospital would have helped us deal with serious health complications around the region nut alas the construction could not take place because the process delayed but the degazettiion was totally in order and it would also have also allowed the expansion of mukuba university on the other hand and I hope that process has been concluded now because it was in order because of the needs.

As for the forest 27, the construction of houses was not the best reason to call for the degatteting of the forest because that reason alone was selfish but if the procedure was followed then we have to live with it gents.

That’s my take.
