REVEALED – DELIMITATION REPORT RECOMMENDED 250 CONSTITUENCIES FROM 156
The much sought after 2019 Electoral Commission of Zambia delimitation report recommended an increase of constituencies from the current 156 to 250, the report released by historian Sishuwa Sishuwa has revealed.
The Electoral Commission of Zambia and Government have in recent times blamed each other for failure to release the report amidst the ongoing constitutional amendment debate.
The 71 page report submitted in January 2020 to former Head of State, Dr. Edgar Chagwa Lungu by former ECZ Chairperson, Justice Esau Chulu, was Co – signed by his Vice, Mrs. Annette Nhekairo as well as two other Commissioners, Dr. Emily Sikazwe and Mr. Ali Simwinga.
In line with the Commission’s mandate, the Commission undertook the delimitation exercise from 8th July, 2019 to 10th December, 2019, reads the report in part.
“The Commission has recommended an increase in the number of constituencies from 156 to 250,” says the report.
The justification given for the increase includes high population density, population increase, vastness of an area, new settlement patterns, means of communication and geographical terrain to ensure adequate representation between the urban and sparsely populated areas.
The report recommended the following changes to the number of constituencies per Province:
1. Central Province from the current 16 to 26 constituencies
2. Copperbelt Province from the current 22 to 34 constituencies
3. Eastern Province from the current 18 to 29 constituencies
4. Luapula Province from the current 15 to 22 constituencies
5. Lusaka Province from the current 13 to 22 constituencies
6. Muchinga Province from the current 10 to 19 constituencies
7. Northern Province from the current 13 to 24 constituencies
8. North Western Province from the current 12 to 19 constituencies
9. Southern Province from the current 18 to 29 constituencies
10. Western Province from the current 19 to 26 constituencies.

Honestly, now we can see that ECL was never a tribalist. He never sidelined any region even though he knew he would never get votes from there. He had a true heart for mother Zambia, just like each and every president before him. Now here is Hakainde. Let us see how his take on delimitation will favour his homeland and strongholds. I swear this man thinks he is immortal. That is how psychopaths think. I pray that he proves everyone wrong, but I am not holding my breath, from bad and nasty experiences.

So, does this mean this was going to happen without amending the Constitution? Or what? Please advise!
Suppose this delimitation had taken place as it was proposed by PF, was it going to increase Lungu’s powers or was it going to destroy our democracy? And Mundubile was part of those who made the recommendations in this report. But sadly, he is now making the loudest noise opposing the same things he had proposed. Kanshi ukwata ulupala nakwena bwafya. This report does not give any slight advantage to HH or UPND, and it does not threaten our democracy in any way. Mwamba is saying Bill 7 will promote witchcraft, is he telling us that ba PF nindoshi?
History will. surely not be Kind to PF. This document is clearly their own creation. We thank them for having had foresight to do the right thing
Why are they now refusing to execute what the properly planned for. What type of selective action is this? If they actualized a portion of the report which took place in areas where they dominated. Why is it that now it should be fought. These are their own recommendation. I see no reason why the program should proceed with the rest of the areas identified by PF themselves. It was signed of by their own people. Some changing their trumpet. Can we honestly trust such people?
We clearly see through this confusion and calculated misinformation. This is madness and should not be tolerated. All that talk about the report only to now discover it is your own document.
How sad is that. Our eyes are daily been opened by God Almighty so that voters can make the right decision. Clearly our interests have not been factor by those against this report which was produced by the opposition then PF.
