Run the city like you will not seek reelection in 2031. Most politicians are cautious because they are thinking about the next election. Go in with the mindset that you will only serve 1 term. Then use the fact that you have no desire to seek a second term to now start from the carpet at civic center to the the people that collect gabbage.
