“Rwanda’s Female Opposition Leader Currently in Jail Over Charges Including Alleged Plot to Overthrow Paul Kagame”

Victoire Ingabire Umuhoza, Rwanda’s most prominent female opposition leader, is currently in prison in Kigali, Rwanda, where she is facing several criminal charges.

Born on October 3, 1968, Ingabire studied commercial law and economics in the Netherlands, where she lived in exile for 16 years following the 1994 Rwandan genocide. While in exile, she became involved in opposition politics and founded the United Democratic Forces (FDU-Inkingi), a coalition of opposition groups calling for democratic reforms and inclusive governance.

In January 2010, Ingabire returned to Rwanda with the intention of registering her political party and challenging Kagame in the presidential election.

However, she was prevented from contesting the election and arrested in October 2010. She was charged with “genocide ideology,” “sectarianism,” and terrorism after she gave a speech calling for the recognition of all victims of ethnic violence.

In 2012, she was sentenced to 15 years in prison. After spending about eight years in prison, Ingabire received a conditional presidential pardon from Kagame in September 2018. Her release came with restrictions, including limits on her ability to travel abroad without permission.

Following her release, she established a new opposition movement, Development and Liberty for All (DALFA-Umurinzi). However, the Rwandan government has not officially registered it as a political party.

On June 19, 2025, Ingabire was arrested again in Kigali after appearing as a witness in a case involving members of her political movement and an independent journalist.

She was accused of inciting public disorder, creating a criminal organisation, and backing an attempted coup in 2019 involving the P5 opposition coalition.

Currently, she remains in detention while her case continues before the High Court in Kigali, where she faces a potential life sentence.
