URGENT – Reference: Pending Petition in Law Association of Zambia v The Speaker of the National Assembly (2023SCC/0015) – Request for Undertaking to Preserve Status Quo on Bill No. 7
1. We act for the Petitioner in the proceedings concerning Bill 7 presently before the Constitutional Court. We write with reference to the National Assembly press release dated 22nd August 2025, wherein the National Assembly announced its intention to “readily to resume” the constitutional review process, “awaiting the indication by the necessary.”
2. In context, that statement appears to refer to the resumption of Bill 7, the very subject of our client’s Petition. As the matter is sub judice, any step by the schedule, or otherwise advance Bill 7 risks rendering the Petition nugatory and raises concerns of propriety and neutrality while the Constitutional Court is seized.
3. Accordingly, and without prejudice, we respectfully request a written undertaking by 16:00 hours, Monday, 8 September 2025, that the National Assembly will not fast-track, or in any way advance Bill 7 pending the determination of any interlocutory application, motion, or process with equivalent effect) pending the Constitutional Court’s determination of the Petition or further order.
4. If there is any misunderstanding, and the phrase “resume the process” was not intended to refer to Bill 7, kindly clarify this in writing by the same deadline.
5. In the absence of the undertaking or clarification sought, our instructions are to approach the Court for appropriate conservatory relief and directions. Our client reserves all rights, including as to costs.
We trust that Your Office will respect the Constitution and give this request the urgent consideration it merits, in the public interest.

Do you understand the principle of three arms of government? The courts do not have power over parliament on what bills can or cannot be tabled in the house, doing so is judicial overreach. The courts can only come in once a bill passes in to law but it is deemed to infringe on other parts of the constitution, not before the bill is passed. Such things are even known by eight pupil in civic education, unless you missed this subject.

Think of the issue of 14 days for pertitioning presidential elections which you Saangwapo up to now you can’t even tell us the judgment since you were one of the lawyers representing his Excellency the President of the Republic of Zambia. The move through the so called Sangwa lawyers is nothing but a political opposition move. The move is not actually against Muti, but against the new dawn government and particularly against HH, who is doing unchallengeable developmental stances. Their aim is to block HH’s good vision and and developmental mission. They believe that if HH goes on with his good dynamic, impressive and appreciative innovative developmental the whole nation may rally behind him with all kinds of praises. And the corrupt crooked Buffoons may not have any meaningful slots in the nation. Any good move by HH is bad to them. Remember the block of buffoons, opposed the introduction of free education, increments of CDF, increments of maize prices, reintroduction of students meal allowances, increments of social cash transfer, increments of chiefs and retainers allowances. This time they have risen in unity to oppose the good plan to increase constituencies, meant to facilitate fair distribution of national resources and speed up development of the nation. The buffoons don’t want all these. Please we need development. Some of our constituences are just too big, too populated. Please allow the Bil7 to go through, it’s good for us especially the less privileged communities.
We need delimitations to happen no further delayments needed.Please let Parliament do it’s business freely.Bills are for Parliament scrutiny through that dignified house.They move in stages if they go through the three stages, the President may do the needful.The suspension was just to allow for further consultations.Otherwise Nalolo like Kanchibiya constituencies are too vast.With Nalolo there is a vast plain and river Zambezi passes in between two sides making west bank and easy. I have never ever heard of a situation where a bill can be stopped or dictated upon outside Parliament.This monopoly of intelligence must start worrying us.
