THIS IS HOW PARLIAMENT WILL LOOK LIKE, IF CONSTITUTIONAL AMMENDMENTS GO THROUGH.

There is so much to talk or write about. But I will start by going straight to parliament.

Repeal Article 68 and replace it with the following:

The National Assembly shall consist of –

(a) 211 elected Members of Parliament
(b) less or equal to 20 – women proportion representation
(c) less or equal to 12 Youth’s – proportional representation


(d) less or equal to 3 persons with disabilities – proportional representation
(e) less or equal to 10 nominated
(f) Vice President
(g) speakers 3

“Numbers do not lie.”

From the table above, I can deduce the following:

(1) Government wants to expand the National Assembly of Zambia by 92 Members of Parliament.

(2) The main reason for this expansion is constituency delimitation and not women or youths or indeed persons with disability.

(3) Constitutional amendments would produce a whooping 55 MPs from delimitation of constituencies, a minimal 20 women at most, another negligible 12 Youth’s at most and a meagre 3 people with disability from proportional representation at the very most.

Then I think about the increase in cost of running government.

-Increased chamber facility
-Increased rental of constituency offices
-Increased staff to cater for increased constituencies
-Increased cost of running council meetings
-Increased wage bill

Let’s appreciate that all these costs and more will be covered by a tax payer. This is a tax payer who is operating in an extremely difficult business environment because of the increased cost of doing business.

These challenges are mainly driven by corruption, high cost of fuel, crippling load shedding and unreasonable taxation.

I would strongly recommend that government postpones this unreasonable expansion of government to be funded by oppressed tax payers. This ambition should be preceded by enabling the business environment so that the economy could start performing. Cost of living is improved, then government can embark on this expansion.

Otherwise from where I stand, this proposal to expand not only government but the cost of running it is immoral and clearly lacks concern for both the tax payer and the suffering majority Zambians.

You must understand; this is partly why Church mother bodies said No, CSOs said No, LAZ said No, other political players including myself said No.

I encourage government to heed the people on this. They are the ones who you will overtax to fund this expansion.

  1. I have to agree with Mutotwe Kafwaya here. Unfortunately, he’s not one of the most persuasive MPs in the National Assembly. His dialoguing skills are not as good as they should be but he doesn’t seem to know it.

  2. Gotten! What was the talk like when HH said he will offer free education? How about when he said University Students shall have meal allowances? How about when he said he would increase CDF?

    The critics despised and laughed at his intentions.But these happened and Students are happy and are now Bally’s friends.Parents are happy they got relief after free education was offered and they are now good followers of HH and have trusted him.Rural out look, infrastructure in our rural has changed drastically in some cases flushable toilets are being used.Some health posts, Police posts are available and sparkling in our rural.Total darkness is no more a normal thing in our rural, CDF a game changer has revealed how the vissionery leader wants his people must live a better and pleasant life.There are now smiles in our rural areas and they know their President is there for them.

    For the new vision and plans about our Parliament there is hope, this will be attained.The cost of running Parliament must not be an issue.If government suggests some plan and reveals to you then know that all that is required has already been measured and ascertained.

    Study the draft bill of amendment of constitution of Zambia carefully and digest debate, and emulsify.Zambia is now destined for serious development because proper executives have been discovered.People must not fear changes.In behavioral management ” change” is one of the largest topic because it instills fear.Avoid fear of the unknown.

  3. Every government runs with tax payer’s money. Even those who were eating mwibala were eating the tax payer’s money. We are better off with more constituencies than with more thieves, more constituencies means more development.

  4. These are the same mangwams who said free education is not possible. And that meal allowances for higher education can never happen. You believe them at yowa own risk. Mr Kafwaya, the money is not coming out of yowa pocket.

    Sorry to continue disappointing you, but Zambia will move forward. Smaller and more manageable constituencies all receiving 35 million kwacha as CDF every quarter is a bulali game changer that PF never dreamed of.

  5. As country, we do not have the money to support a bloated parliament, whose real intention is to perpetuate Hakainde’s stay in power. He is only thinking about his own selfish interests. He knows he will be in big trouble when he leaves office. He has presided over many illegal things, and he is right to know he will be held to account.

    Praise singers will point at free education as an achievement. We used to have free education under KK, all the way to University level. This is a basic human requirement. But yes, this has been positive from Hakainde, kwenu.

    CDF has been hit and miss, riddled with corruption. Where as some constitutions, like Lumezi under Munir, utilised it exceedingly well, others have abused it.

    Cadres have returned, taking control of markets and buses, charging people taxes illegally.

    Corruption is at all time high, tribalism is rife, cyber laws have gagged citizens, and cost of living is 3 times higher than what it was under PF. Kwacha is on its knees, and fuel is double what it was under PF. This government also has taken over the judiciary, meaning that UPND aligned criminals are never jailed. An example of these are Amos Chanda, Kelvin Sampa, and those that got acquitted for stealing sulligate. Then there was the KKIA scandal where pure grade gold was turned into zinc and copper pellets by the state, and no one was ever held accoutable. These are all negatives for Hakainde.

    We will not even talk about load shedding.

  6. Please let us participate without politicking. HH has employed over 46 000 teachers due to population growth. And surprisingly, the same opposition who wondered where the wage bill would come from are now demanding for recruitment of more teachers. Note that In 1964 we had 75 constituencies with a population of about 3million. I n 1973, the number of constituencies were increased to 125 because the population increased to about 4.3million. By 1991, the population increased to 9.5million and the number of constituencies were increased to 156. Today the population is over 21million, and several mps have complained of the vastness or high populations in their constituencies. And looking at today and tomorrow’s rapid population growth, the proposed numbers are reasonable and to me as a lawyer of justice, they are even lower than the ideal numbers needed. Note that numbers of public servants needed, including budgets are dictated by population growth. Everything is calculated through ratios. Do you know that more than a thousand babies are being born per week in Zambia, with less death?

Look the nominated members of Parliament will automatically be UPND because they will be picked by UPND, the 211 will go through the ballot, now who appoints the 20 women?, who appoints the 12 youth, who appoints the 3 disabled, if these will also like be nominated by UPND, the national assembly democracy is gone.
