WITKOFF ARRIVES IN OSLO AS UKRAINE SEEKS CONCRETE RESULTS

U.S. special envoy Steve Witkoff has arrived in Oslo for talks with President Volodymyr Zelenskyy on October 20. Discussions with Ukraine and European partners are expected to address proposals for ending Russia’s war.

The meeting comes amid strained relations between Kyiv and Washington. President Donald Trump has defended sanctions relief for Russia and criticised Ukrainian strikes on Russian energy facilities. Zelenskyy, meanwhile, has raised delayed interceptor deliveries, gaps in advance missile warnings and restrictions affecting military satellite communications.

That background gives Ukraine substantial reasons for caution. Kyiv has warned that recent American actions appear to pressure it towards capitulation. Washington maintains that its approach is intended to advance negotiations.

The test in Oslo will be what changes after the discussions. Approval of outstanding defensive supplies, dependable intelligence cooperation and resolution of satellite restrictions would provide tangible evidence that Ukraine’s security concerns are being addressed.

Any peace proposal also needs scrutiny: what obligations would Russia accept, how would compliance be monitored, and what protection would Ukraine receive against renewed attacks?

Ukraine and Europe’s participation gives them an opportunity to shape those answers before proposals are presented to Moscow. Their presence alone cannot establish whether the eventual terms will be acceptable.

For now, expectations should rest on specific commitments and their implementation. Statements describing productive discussions will carry greater weight when followed by measures that protect people and constrain further Russian aggression.
