ZANIS news editor, Chimangeni, arrested over concealment of K5.6m property

THE Anti-Corruption Commission (ACC) has arrested and jointly charged Zambia News and Information Service (ZANIS) Senior News Editor Chimangeni Banda and Ministry of Community Development and Social Services Executive Officer Veronica Chisanga Kabwe for allegedly possessing and concealing properties worth more than K5.6 million, reasonably suspected to be proceeds of crime.

Banda, 52, and Kabwe, 52, both of Plot No. 13329 in Chalala, Lusaka, have been jointly charged with two counts of Possession and Concealment of Property Reasonably Suspected of Being Proceeds of Crime, contrary to Section 71(1) of the Forfeiture of Proceeds of Crime Act No. 19 of 2010.

According to the ACC, between January 1, 2020 and December 31, 2025, in Lusaka District, the two, acting jointly with other persons unknown, allegedly possessed and concealed property number L/38829, a semi-detached three-bedroom house, and property number L/13329, a four-bedroom house, with a combined value of K3.27 million.

The properties are reasonably suspected to be proceeds of crime, according to the ACC.
Kabwe has also been separately charged with nine counts of possession and concealment of properties reasonably suspected to be proceeds of crime.

The ACC alleges that during the same period, Kabwe possessed and concealed three motor vehicles—a Toyota Hilux, Toyota Dyna light truck and Toyota RAV4—with an estimated combined value of K1 million.

She is further alleged to have possessed and concealed funds and Government bonds amounting to K1,346,578, held in various bank accounts, which the ACC reasonably suspected to be proceeds of crime.

The combined value of the properties, vehicles, funds and Government bonds cited in the charges is K5,616,578.

The ACC says the suspects have since been released on bond and are expected to appear in court soon.

The Commission has reiterated that it will continue investigating and taking appropriate action against individuals suspected of engaging in corruption and concealing property reasonably suspected to be proceeds of crime.

It has also urged members of the public to remain vigilant and report suspected cases of corruption to the Commission.
