Iran says negotiations with Oman over a joint understanding on maritime routes through the Strait of Hormuz have entered their final stage. The proposed arrangement would establish designated routes for vessels entering and leaving the waterway.
However, Tehran has stressed that any reopening would not necessarily restore unrestricted maritime traffic to its previous level, indicating that additional conditions could remain in place.

The United States has taken a firm position against any fees, permits or additional restrictions imposed on commercial shipping through the Strait of Hormuz, arguing that the waterway is an international maritime route.
Iran, meanwhile, maintains that reopening the route would depend on Washington ending its blockade of Iranian ports, creating a major point of contention between the two sides.
The two positions leave the proposed agreement at a critical stage: Oman and Iran are working toward a maritime arrangement, while Washington and Tehran remain divided over the conditions for reopening the waterway.
