THIS IS NONSENSE — WHAT EXACTLY IS MIKE MPOSHA HANDING OVER TO THE NEW MINISTER?

I have seen what is being described as a “handover” involving former Minister of Green Economy and Environment Mike Mposha and the newly appointed Minister, Dr. Gilbert Siame.
But surely, Government is not a kantemba where individuals casually hand over offices whenever they feel like it.
There must be established Government procedures governing the assumption of office by a newly appointed Minister, particularly where there has been a transition following a general election.
So my question is simple:
WHAT EXACTLY IS MIKE MPOSHA HANDING OVER, AND IN WHAT CAPACITY IS HE DOING SO?
A Ministry is a permanent Government institution. Permanent Secretaries and other public officers remain in place to maintain institutional continuity even when political office holders change.
Ba-new Minister, Dr. Gilbert Siame, please familiarise yourself very quickly with Government procedures, protocols and standards of operation.
President Hichilema has already publicly warned his newly appointed Ministers about respecting the rules of engagement and indicated that failure to do so can lead to the “point of exit.”
Therefore, these things must not be treated casually.

We must build strong institutions where everybody understands when their authority begins, when it ends, and what they are legally or administratively entitled to do.
