Elon Musk Accuses Ukrainian Military of Misusing Starlink for Offensive Drone Strikes

SpaceX CEO Elon Musk has accused Ukraine’s military of violating Starlink’s terms of service by using the satellite internet system to support offensive drone strikes intended to kill people.

In a post on X on October 24, Musk said the alleged loophole had been closed the previous week. He stressed that Starlink is a commercial communications service and distinguished it from Starshield, a separate system used for government and military purposes.

Ukraine pushed back against the accusation. Presidential adviser Serhii Beskrestnov said technical restrictions prevent commercial Starlink terminals from being used for the kind of medium- and long-range drone strikes described by Musk.

The dispute comes after Starlink and Starshield returned to normal operating speeds in Ukraine following more than a week of restrictions that disrupted military operations, including efforts to intercept Russian attack drones.

Musk’s allegation has not been independently verified. The dispute highlights Ukraine’s reliance on satellite communications and the growing strategic importance of private technology companies in modern warfare.
