I AM AWARE OF PARLIAMENTARY PROCEDURES – NAKACINDA

… asks whether the recent request to exculpate himself before parliament following a complaint by UPND lawmaker is a connivance to attain a predetermined outcome pending ruling by the Speaker.

PF MCC in charge of Information and Publicity Raphael Nakacinda says he understands the procedures of parliament as he was once a member and wonders the motive behind continued calls to exculpate himself on a matter that is pending ruling by the Speaker of the National Assembly.

This is in a matter in which UPND Lukulu member of parliament Dr. Christopher Kalila officialy complained to parliament following an article published in the Daily Nation Newspapers attributed to Mr. Nakacinda where he accused Speaker of the National Assembly Nelly Mutti of being emotional towards PF lawmakers.

Mr. Nakacinda questioned the impatiality of the Speaker in the execution of her duties and Dr. Kalila sought a determination on whether or not Mr. Nakacinda was in contempt.

Mr. Nakacinda who refused to appear before a parliamentary committee on 3rd March 2022 on account that he was not member was once again given upto Monday 14, March, 2022 to exculpate himself on whether or not the statement in the article published in the Daily Nation Newspaper was correctly attributed to him.

But in his response today, Mr. Nakacinda asks whether the recent request to exculpate himself before parliament in a followup letter signed by clerk of the national assembly Dominic Mwinamo, is a connivance to attain a predetermined outcome of the same matter pending determination by the Speaker.

” I note that this issue of the complaint is contained therein and I have the following issues to raise before I can respond to the missive, Kindly advise if this is a new complaint .I note that the complaint raised by the standing order has not been resolved yet and the outcome of the same has not been attended to by way of the ruling on the floor of the house by Madam Speaker to have the same disposed off as per procedure as this matter was raised on the floor of the house, He said.

“I am aware of the procedures of the house as I was a member of the said house. I begin to wonder whether this is a way of to attain a predtermined outcome or something out of this world,” stated Nakacinda in his short response the Clerk of the National Assembly.
