Lusaka Ndola Road :negligence, incompetence, corruption or all three?

The NRFA yesterday handed over the 3 Toll gates at Katuba, Kapiri and Kafulafuta to Micro Oceanic Consortium …the Chinese company given USD 650 million NAPSA money to upgrade the Lusaka-Ndola road to dual carriageway to operate for the next 18 years.
This contract is fraught with flaws. In essence local pension funds and rod users are paying for this road. The Build Operate Transfer (BOT) Model of Public Private Partnership (PPP) entails that the contractor begins operating the infrastructure open completion not at 30% as is the case here.
