Be patient; we’re being methodical – Hichilema

0

BE patient; we are a being methodical; we are looking at things carefully, President Hakainde Hichilema said on Saturday, somewhat in reaction to uneasiness to his yet-to-be announced full Cabinet.

He said this when he attended a church service at State House.

The church service was organised by the Southern Zambia Union Conference of the Seventh Day Adventist (SDA) Church.

The President reiterated that his administration would not be anchored on revenge.

“I said it openly and publicly that we are not here for vengeance, retribution. We are not here to fix anybody. That’s not what we are! What we are…. We are missionaries [and] our mission is dual. One, to re-unite this country,” President Hichilema said.

“You’ll see what the Cabinet will be [like]. You’ll see! Be patient, we are a bit methodical; we are looking at things carefully. When the Cabinet is fully composed, you’ll see the face of Zambia in there, and I think you’ll be proud.”

The President said he was motivated by the fact that Zambia was rich and that there was no reason that her people should go to bed hungry.

He added that those who would be in his Cabinet ought to know that there would be no pleasure.

“This is to work for the people, and never to take anything that belongs to the people. Let us work hard – really hard. We are in a hurry to make lives better for our people,” President Hichilema noted.

“These (State House) are not our grounds [but] they belong to the people – 18 million plus of them. We are here to work for them.”

President Hichilema, an Adventist, was quick to mention that him attending the church service: “doesn’t mean that the Adventists as a church are superior to other churches.”

“Absolutely not! The body of Christ is one. Absolutely one! Tomorrow (today) – I’m not the one who should announce this…. To demonstrate what I’m saying, tomorrow (today) we’ll have a service right here with the Catholic Church,” President Hichilema emphasised.

“State House – the people’s house – will hold services when the leaders of the various churches agree to do so, and it will be open to all churches in this country, because the body of Christ is one.”

President Hichilema continued, saying: “I would like that message not to be misunderstood, because one of the hurdles we had to cross was the perception that churches must be divided, churches must fight each other.”

“Not at all! We are one; Jesus never came here to divide us. He came here to unite us – He died for all of us. So, we must follow Jesus’ example. All are welcome, including non-Christian churches,” he said.

“We are a Christian nation [and] we shall remain so. But we should live like Christians and not pronounce it (Christianity) by word of mouth only. But live it, walk it, dream it, and relate with each other like Christians.”

President Hichilema indicated that it was a rare opportunity that: “we can be given this responsibility to run this country – to serve all the people of Zambia.”

“That we shall do and we’ll remind ourselves all the time why we are here. No one [should] feel alienated! The Presidency is not for HH [but] it is for all,” he said.

“The core message I wish to pick out from the sermon is that we are all just God’s tools. Our roles change from time to time. Sometimes we do not realise, that’s why we hate, we anger when we go through a certain phase. The reminder is that God chooses the path we walk – He knew it even before we were born. But we resist, hence we anger.”

President Hichilema pointed out that there was no need to be angry over the hurdles him and his followers endured in the opposition because such was simply God’s design.

“We know that the injustices were wrong but that’s God’s design so that we can understand certain things. [We need] to resolve those challenges so that others don’t go through what we went through,” he said, further asking the church to pray for those in leadership.

“Aren’t we created for good, and not for bad? Pray for us, guide us so that we can succeed for the people of Zambia.”

The Head of State underscored that the treasury: “is empty – completely empty.”

“It’s bleeding. But with God’s hand, with your support, we believe we’ll make a fundamental difference in months, in years to come as a team, for the children [and] the youths that put us in office, against all odds,” President Hichilema noted.

He also said Zambians did not care about isms like tribalism but only what would better their lives.

UPND national chairman Stephen Katuka and members of parliament Sylvia Masebo (Chongwe) and Jack Mwiimbu (Monze Central) were among the congregants.

Pastor Hamilton Mulendema delivered a sermon, and stressed that Hichilema faced many hurdles before assuming the Republican presidency.

PF Was A Scam; UPND Can Make A Difference

0

PF WAS A SCAM; UPND CAN MAKE A DIFFERENCE

There is a lot to be learnt from the politics that characterized the Patriotic Front (PF) and those that characterize the UPND administration.

1. For a very long time – we were all made to believe that Hakainde Hichilema was a Satanist and that he has never meant well for this great nation. I think we were strongly misled. That was just some form of bitter character assassination. The PF camp should forgive itself before, WE, Zambians; can sound trumpets 🎺 in forgiveness.

2. The PF administration thought it was irreplaceable and used every single of government departments as tools to pursue and perpetuate political party and personal interests. Well, the new dawn is putting this in shape.

3. The PF regime was a bitter regime that pretended to be devoid of tribalism and also pretended to be unifying this great nation when in fact it destroyed us. The UPND administration is teaching us true love, togetherness, forgiveness and unity.

4. The PF regime lacked focus and direction. The current regime is focused, determined and has direction. Us, Zambians, even feel as if we are being safely taken to the promised land. We are in safe hands.

5. From time immemorial, ZNBC has been used to advance the current regime’s agenda to the disadvantage of those in the opposition. However, the current regime is training ZNBC to be professional and entrepreneurial by covering each and every person that can pay to access its services. In fact ZNBC employees like police officers need some mental reformation. They need to understand that their role is not to hide the true state of things within the realm. They just need to operate lawfully and professionally even if they do not act in the best interest of the Orders from the powers that BE.

6. In the past POLICE OFFICERS together with the Public Order Act – were used by the PF as a tool to silence those with opposed views – but here we are, the new dawn is correcting everything. In all fairness – it might take long, but the truth is that police officers are now undergoing mental reformation. It is very (extremely) necessary that police officers should change their mindsets. They need to be professional and ought to be respected by all the citizens.

7. The PF regime orchestrated lawlessness, poverty, hatred, and laziness in this country. The current regime is focused on promoting the rule of law, political order and unity in this country. To this end – Zambia is likely to soon be one of the most developed and peaceful countries in Africa.

8. PF regime created an environment where it seemed legal to engage in corruption. All institutions created to fight all manners of corruption were suppressed and paralyzed. The current regime is saying 0 tolerance to corruption. If the country becomes corruption free, the gap between the rich and the poor will be lessened, service delivery will be lawful and efficient, national resources will not be misappropriated and the international community will be confident and open to deal with us.

9. We can also learn that politicians who see holding public positions as a way out of their personal problems have less regard for the general welfare of the public. On the other hand those who seek service and that alone for the general good of the public – are far much better. The examples include D. Trump and the late Magufuli.

10. HH is a disciplined leader who takes the basics of life very important. Basics such as family relationships, boyfriend girlfriend relationships, the need for basic needs to be available and affordable. Because of this trait, it won’t take long before he can unify this country. It won’t take long either to eradicate poverty.

11. The PF regime was so intimidating, arrogant, lacked confidence, full of braggadocio and wittingly stupendous. The current regime is confident of its roles and leadership. The current regime is hardworking. It is devoid of laziness. It has already created an environment where citizens whether in private or public sector, are inspired to work hard. The other camp was full of jokers whose pride was based on artificial developments at inflated costs.

Suffice it to simply say the outgoing regime was in fact not a regime. It was a scam 😂! It was a regime full of blackmail and it blindfolded a lot of us until our eyes were opened. If you disagree with this point, ka kwele aka pole kama light yaba zesco or ka tower kaba airtel🤷🏿‍♂️

All in all, the current regime is setting a very high standard of leadership in terms of quality in the delivery of services. If HH continues on this path, the UPND will remain in power for a very long time. The other camp has been sent into political oblivion.

Good morning.

Archbishop Mpundu warns leaders against disregarding the voice of the people

0

Former Archbishop of Lusaka Telesphore Mpundu has warned leaders against disregarding the voice of the people.

In his homily during a mass held on State House grounds today, Bishop Mpundu said the results of the August 12 general elections which ushered into the Presidency UPND Alliance leader Hakainde Hichilema is a reflection of the change that many people especially
the youths wanted.

He said Zambia is a rich country with plenty of resources that have however been abused by elected leaders.

Archbishop added that Zambians said NO to impunity in the elections in a peaceful manner because they are peaceful people who deny being divided into tribal lines.

He said the mass at State House was aimed at celebrating the liberation of Citizens adding that President HICHILEMA now has a monumental task of delivering his promises.

The clergyman further pledged to support President Hichilema and called on citizens to follow suit.

He said the church leaders need to be in the forefront and guide politicians by providing a moral campus. Archbishop Mpundu said the church should always tell leaders the truth.

And President Hichilema thanked Archbishop Mpudu for always standing on the side of the people.

He thanked the church in the country for the leadership.

President Hichilema said much as the state is open to all churches he will still attend services at other Churches.

The President assured the nation of peace and unity in the country with Christ at the center of his administration’s leadership.

He said GOD used young people to deliver change in the country and define the negativity brought about during the general elections.

Mr. Hichilema however said peace, unity, and stability are insufficient if people remain in poverty and unemployed.

He said no one should go to jail for criticizing the UPND and Alliance government.

Playing Devil’s Advocate To Anthony Bwalya’s Appointment

0

By Sara Imutowana Yeta II

President Hakainde Hichilema has appointed Anthony Bwalya as Special Assistant for Press and Public Relations.

This, is a well-deserved appointment of an energetic, articulate, knowledgeable and intelligent younger man.

He is a person every serious president or organisation would want to have as Special Assistant for Press and Public Relations.

Anthony is a breed with a natural ability or aptitude to understand and articulate issues.

His inherent or natural endowment or talent or gift whatever you may call it, will help him to excel as Special Assistant for Press and Public Relations.

In my humble opinion, Anthony is likely to be the best Special Assistant for Press and Public Relations in the history of Zambia.

Congratulations Anthony! You deserve that position because you demonstrated the quality of your service to the party.

I feel the appointing authority as well deserve a round of applause for appointing an indubitably competent Special Assistant for Press and Public Relations.

But allow me to play devil’s advocate in a discussion on the suitability of Anthony trending at the moment.

I believe in critiquing phenomena in order to build, nothing else.

Articulate, knowledge, energetic and intelligent as he may be, Anthony has no formal qualification in Public Relations or Media and Communication related studies.

He is a well-known Human Resource Administrator practitioner not Public Relations practitioner. The two disciplines both deal with the people but fundamentally different.

This means that Anthony has never been to school to be officially, after examination or assessment, to be conferred a status as a recognised Public Relations practitioner of a profession or activity.

Put simply, Anthony has no Public Relations education which is the acquisition of broad knowledge, typically within a classroom or other formal educational environments.

The knowledge acquired through formal education in Public Relations is more theoretical and allow people to develop reasoning and judgement surrounding Public Relations matters.

Building on my submission above, it also means that Anthony has no formal training in Public Relations or Media and Communication related studies that occur in a variety of settings, including within a formal classroom.

Though training in Public Relations can take place on the job or in the field, formal training in Public Relations is important because it helps to improve public relations performance and productivity as one is guided by scientific principles.

Therefore, my humble argument is that, based on Anthony’s natural ability, he deserves the position of Special Assistant for Press and Public Relations but he has no formal education and training in Public Relations to have a recognised status of the Public Relations practitioner.

Inferring from this line of thought, Anthony’s natural ability or expertise in Human Resource Administration cannot replace, or be equated to, or be transformed into formal education and training in Public Relations or Media and Communications.

In a nutshell, he is not a qualified Public Relations practitioner.

Therefore, in addition to Anthony’s natural abilities, it is important for people who wish to serve as Special Assistants for Press and Public Relations to go through a formal process of being exposed to public relations theoretical learning in classrooms or any institutions and go through the process of being inculcated with public relations skills.

Since Anthony does not have a formal qualification in Public Relations, it will be good for him to enrol for a degree in Public Relations or Media and Communications related degree to scientifically build knowledge and skills on his excellent natural abilities.

I believe, a blend of Anthony’s natural talent and formal education and training in Public Relations will make him more effective for him to build mutually beneficial relationships between government and publics as he carries out his duty.

Nothing makes a Public Relations practioners more effective than when his or her natural abilities are sharpened by structured and systematic form of education and training in Public Relations.

Congratulations Anthony!

We Promise Not To Be Malicious As We Hold UPND Accountable – Chitotela

0

By Julia Malunga,

FORMER Tourism Minister Ronald Chitotela has assured that the PF will not be malicious when offering checks and balances but will definitely hold the UPND government accountable.

But UPND Alliance partner Josephs Akafumba has wondered why Chitotela wants to hold the UPND government accountable when he failed to do that for the PF administration.

In an interview, Chitotela said as an opposition party, PF would remind the ruling party to fulfill the promises they made to the people.

“We are in opposition, we shall represent the Zambian people to remind our friends in the ruling party to fulfill the promises they made to the Zambian people. We wish them success, we promise not to be malicious but we shall remind them of their commitment. We promise our brother the Republican President, Hakainde Hichilema and his government that we will not be malicious. But we shall hold them to account. A lot of parents are saying they are sending their children to school for free and they expect our brother Bally to fix it,” Chitotela said.

“We shall remind the UPND of their promises. We will remind them about reducing the price of mealie-meal to K50, the farmers are waiting for their promises to be fulfilled where they will start buying maize at K150. We are waiting for the dollar to appreciate below K10. We are waiting for the reduction of the fuel to K5. We are waiting for the free education implementation for all.”

And Chitotela said he would comment on PF’s loss in the last elections once a post-mortem report was rendered.

“As you remember, our vice-president (Given Lubinda) did issue a statement that we have constituted a post mortem committee. Until the report is rendered, a comment would be premature. Any comment relating to how elections were conducted, it will be informed by the report. Then after we shall tell the nation what happened,” said Chitotela.

But in a separate interview, Akafumba said Chitotela should be the last person to want to hold the UPND government accountable, arguing that PF was a criminal gang.

“It is extremely too soon but one thing he must be assured of is that let him watch the space. Unlike the PF who used power to empower themselves, we are going to use power to empower people. We are going to do what the PF failed to do. PF at every point of industrialization, they put in middlemen so that they can reap money. It is possible to put fuel at half price, there were a lot of financial linkages along the way which we are going to seal. Chitolela knows that a lot of them came into government with slippers and now they are going out with helicopters. He must be the last person to say he wants to hold this government accountable. Why did he fail to hold PF accountable? PF under (Edgar) Lungu was simply a criminal gang who wrecked this country,” said Akafumba.

“The UPND Alliance are men and women who have dedicated themselves to make a difference. All the promises we have made, we are going to do them. For example, we have to ensure that the price of fertilizer is affordable to reduce the price of mealie-meal. We are able to sell fertilizer at K250 rather than the K850 they were selling at. We will shame them, we mean well for the people. Wasn’t it shameful to the PF that we had graduates going to vote dressed in graduation gowns? Let Chitotela wait and judge us from the next 100 days and he will see changes. He can see from the word go that all the cadres have been chased from the markets and bus stations which they failed to do.”

The Alleged Satanist HH Now The Unifier Of Mother Zambia- Sikaile Sikaile

THE ALLEGED SATANIST HH NOW THE UNIFIER OF MOTHER ZAMBIA

Fellow country men and women,

The political journey of his excellence president Hakainde Hichilema, Zambia’s 7th republican president is a another story that can be very emotional to those that monitored closely. Before becoming the president of Zambia few days ago, he was arrested for more than fifteen times and found with no case to answer. He was incarcerated for 127 days in a treason case that was never investigated. It was a matter selecting user friendly officers and give them a charge. State machinery was unleashed to dehumanize him and make people hate him for no apparent reason.

The last seven years Zambia has been cracking. Division being championed by the former PF government. Tribalism and violence characterized our daily survival. Lives were lost in the struggle for this second independence we have today. Few days to his resounding victory, he was missed with live bullets on the Copperbelt by the Police whilst exercising his democratic rights. His supporters brutalized and some have died in cold blood.

President Hakainde Hichilema was living a life that is beyond that of a refugee in his own country. People were hired to dent his image such as calling him a Satanist who will make Zambia a none Christian nation if voted into power. Some were paid to implicate him in criminal offences just to ensure that he does not enter state house. But, he never looked back and those who claimed to be more Christians than him kept killing and oppressing Zambians with impunity.Towards the August elections. His opponents hired selfish and greed individuals without a foresight to embark on serious tribal campaign against HH and his region of origin. They did not tell the people if HH has no capacity to deliver instead they went for his tribel. But, Zambians in all ten provinces said no to this nonsense.

Today HH is assembling not Only with the Seventh Day Adventist church to which he is an elder but, all churches in Zambia and wants them all to work together as he contends the body of Christ is one. In his first and inaugural speech, president HH emphasized on the importance of uniting Zambia first. Many are times that I have strongly argued that no president or government in Zambia will succeed by treating one or two tribes or regions bad like PF did. God knows why he gave us 73 tribes and we all need to respect this. Therefore, any sensible leader should focus on uniting the nation so that everyone can freely participate in fostering national development.

My words of thanks goes to the people of Zambia in all the ten provinces, thank you so much for denouncing tribalism and restoring sanity in Zambia again. Indeed this is a victory for all Zambians. We want to make sure that all Zambians are free and united. All Zambians must be treated fairly and equitably. It is only when we as Zambians are united shall we contribute to the well being of this great nation.

Secondly, I want to encourage his excellence president Hakainde Hichilema to continue on this path of embracing all Zambians.Mr president, being a president sir, you are now a father for all Zambians and continue exercising fairness within the confinement of the laws of Zambia and in the best interest of Zambians.

We pray for you to succeed in governing Zambia and we shall give you all the much needed support as Zambians so that you deliver according to our expectations. Many thanks to the Catholic church in Zambia for standing firm on social justice and citizens rights. We give credit to all Catholic leaders for standing with the Zambian people in our struggle to a new dawn.

May God bless mother Zambia and the first family.

Yours sincerely

HH fires all 10 provincial police commissioners, changes military command

By Chambwa Moonga

PRESIDENT Hakainde Hichilema has advised the just appointed defence and service chiefs that they are coming in to safeguard the welfare of Zambians at all times.

The President was speaking at his New Kasama residence in Lusaka this evening.

Meanwhile, President Hichilema has fired all the 10 provincial commissioners of police with immediate effect.

In the Zambia Army, the Head of State has appointed Major General Dennis Sitali Alibuzwi as the new Army Commander replacing Lieutenant General William Sikazwe.

Maj Gen Alibuzwi was until today Zambia Army deputy commander.

“By virtue of being the Commander-In-Chief of the Zambia Armed Forces, I hereby appoint Major General Dennis Alibuzwi as the new Army Aommander. [I] consequently promote him to the rank of Lieutenant General in the Zambia Army with immediate effect,” President Hichilema announced. “I have relieved with immediate the services of Lieutenant General William Sikazwe as army commander with immediate effect, to be re-deployed soon.”

He hailed Lt Gen Sikazwe for the: “wonderful job” he did “to lead us during the transition period.”

“Most of you have no understanding of what was going on but he and his team did a wonderful job,” he stressed. “So, it’s with great respect that we’ll be very delighted for him to serve us, as a country, in another role and with honour. He acted honourably! [I have] great respect for him.”

President Hichilema has also recalled Brigadier General Godfrey Zyeele and appointed him to be Zambia Army deputy commander and chief of staff.

Brig Gen Zyeele has since been promoted to the rank of major general with immediate effect.

In the Zambia Air Force (ZAF), Brigadier General Collins Barry is the new commander, and has been promoted to the rank of Lieutenant General with immediate effect.

Lt Gen Barry replaces Lt Gen David Michael Muma who was been fired with immediate effect.

“He, too, did a commendable job under very difficult circumstances and he, too, will be re-deployed to serve our people in a different capacity,” President Hichilema said of Lt Gen Muma.

Brigadier General Oscar Musitu Nyoni becomes the ZAF deputy commander and chief of staff.

He has since been promoted to the rank of major general with immediate effect.

President Hichilema further disclosed that Brigadier General Patrick Solochi is the new Zambia National Service (ZNS) commandant to replace Lt Gen Nathan Mulenga.

Brig Gen Solochi has since been promoted to the rank of Lt Gen in the ZNS with immediate effect.

“Lieutenant General Nathan Mulenga would be re-deployed later,” President Hichilema said, adding that Brigadier General Rueben Mwewa is the new ZNS deputy commandant and chief of staff and that he has been promoted to the rank of major general with immediate effect.

Major General Benson Miti, who was the ZNS deputy commandant, has been relieved with immediate effect.

“He, too, will be re-deployed,” President Hichilema said.

For the Zambia Police, the President has recalled former Muchinga and Lusaka provinces commissioner of police Lemmy Kajoba and appointed him to be the new Inspector General.

Kajoba’s contract in the police service, then as police commissioner for Lusaka Province, was terminated by former president Edgar Lungu in February 2015.

Kajoba replaces Kakoma Kanganja, who has been fired with immediate effect.

“Equally, he (Kanganja) would be re-assigned elsewhere,” President Hichilema said.

“I’m also recalling Mr Milner Muyambango and appointing him as the new deputy Inspector General of Police – operations – with immediate.”

Doris Nayame Chibombe is the other deputy Inspector General of Police – administration.

Deputy inspector general of police – operations, Charity Katanga and deputy inspector of general – administration, Richard Mweene, have been fired.

“Further, I’m relieving all commissioners of police from their duties with immediate effect. All [provincial police] commissioners, there is re-organisation coming in there,” President Hichilema said.

“Now you have a situation where the Inspector General of Police, two deputies are sworn-in by the President and all the commissioners in the provinces [are sworn-in by the President].”

He explained that arrangement was creating a problem in terms of the command structure to an extent where some times the commissioners were acting outside the direction of the Inspector General of Police.

“You saw sometimes the chaos that was there. So, we want to be orderly. We want to have a command structure that is very clear, and some of these commissioners may end up coming back under the new structure, but with a clear command structure where the Inspector General of Police is in charge of the police,” President Hichilema said. “These are the changes that we have announced today. [But] we’ll continue with this process tomorrow. Be patient; we’ll continue with this process tomorrow.”

To exiting defence and service chiefs, the President praised their diligent service to Zambia.

“They deserve our respect [and] our compassion. So, we believe that the media will not demonise the colleagues that are going because we are not demonising them,” he said. “There is time for everything! We all move in. Yesterday or the day before, there was a president [and] today there is a new President. A couple of years [from now], who knows! One of you journalists maybe the new president for this country, and then life goes on.”

For the incoming defence and service chiefs, the President said: “we urge you to understand why you are coming [in]. [It’s] for the people of Zambia all the time.”

President Hichilema also indicated that the Zambia Police should not arrest anyone before an investigation is carried out.

New Appointments!

1. Dennis Alihuzi – Army Commander

2. Godfrey Jere – deputy commander

3. Collins Barry – ZAF commander

4. Oscar Nyoni – Deputy ZAF

5. Patrick Solochi – ZNS commander

6. Reuben Mwewa – ZNS deputy

7. Remmy Kajoba – Inspector General

8. Milner Muyambango – DIG operation

9. Doris Chibombe – DIG Adm

10. All commissioners are relived.

My life is in danger, Kenya’s Deputy President William Ruto tells police boss

0

Deputy President William Ruto yesterday said his life is in danger following the downgrading of his security detail, even as it emerged that the government might not yet be done with the changes it is instituting in his protection.

In a letter to Inspector-General of Police Hilary Mutyambai, Dr Ruto – who did not step out of his official Karen residence the whole day – said his new security detail might have been sent to his homes with ulterior motives.

The Nation learnt last evening that the National Police Service had earlier in the day moved some of its drivers attached to Dr Ruto.

At the same time, Kenya Prisons Service recalled some of its officers who had been seconded to the DP’s security detail.

Police spokesman Bruno Shioso did not respond to our questions on these new changes but Dr Ruto’s spokesman, Emmanuel Taalam, said there have been more developments to the security changes, which began on Thursday afternoon.

Though the extent of what is being viewed as a security downgrade for the DP is yet to be fully known, the switching of two drivers with new ones and the withdrawal of two Kenya Prisons Service officers has been interpreted by some as a sign of more things to come.

Even though the National Police Service said that the changes are routine, and that there are no punitive reasons, the Saturday Nation understands that the number of Administration Police (AP) officers manning the DP’s official residence in Karen, Nairobi, is smaller than that of the General Service Unit (GSU) personnel that have been stationed there since 2013.

Before Thursday, more than 70 GSU officers had been assigned to guard the DP’s official and private properties.

The DP also had dozens of close protection bodyguards, drivers from Kenya Prisons Service and an undisclosed number of AP officers to help in his errands.

Although Dr Ruto still remains the second most protected person in the country even after the withdrawal of the elite detail, he believes his life is threatened.

“What is the connection between the withdrawal of the GSU and the public statements of persons declaring that the Deputy President will not be there in 2022?” Dr Ruto asked through his chief of staff Ken Osinde to the letter sent on Thursday night.

“Is it the case that suspicious persons in AP uniform have been deployed at the residence with orders to facilitate sinister schemes against the Deputy President, which the withdrawn GSU refused to implement?”

The Nation made a spot-check at the DP’s official Karen residence yesterday.

Our team saw nothing unusual at the address.

The AP officers from the Security of Government Buildings (SGB) regiment were already manning of the gates, which have been under the GSU G-Company (G-Coy).

The GSU are mandated through the National Police Standing Orders “to guard the President, the Deputy President and State Houses and Lodges”.

Military aircraft
The SGB, on the other hand, provides security to other government buildings, installations and institutions.

There was very little activity at the gates to the 10-acre property that houses Dr Ruto, and which has for several months been the venue of political meetings.

The only notable visitor to the house was Law Society of Kenya (LSK) president Nelson Havi.

Dr Ruto, who portrays himself as a staunch supporter of the Constitution, is against a push by President Uhuru Kenyatta to change certain clauses through the Building Bridges Initiative (BBI).

He celebrated the decisions of the High Court in May and last week’s judgment by the Court of Appeal.

However, his decision to openly challenge President Kenyatta, who asked him to resign, seems to have jolted the State machinery, which now appears determined to cut the DP down to size.

“He is a human being and we understand he is angry. That is normal, but he should not direct his anger at the Deputy President,” Soy MP Caleb Kositany said of the President.

“To those frustrating the Deputy President and his allies, we are Christians and we will not revenge. We have left it to God.”

Among the issues the State machinery is uncomfortable with is the continued hosting of delegations at the Ruto residence, where anti-government statements are issued.

State Houses and lodges fall under the management of State House Comptroller Kinuthia Mbugua.

The Deputy President is prevented from accessing his official residence in Mombasa. He was locked out in January 2020.

The DP does not use military planes or helicopters locally. He mostly flies in helicopters belonging to his company.

The President, and Orange Democratic Movement leader Raila Odinga use military aircraft.

While demanding an explanation from the IG about the events in the last two days, Dr Ruto accused Mr Mutyambai of failing to take his security seriously.

“This office will hold you responsible should harm befall the person of the Deputy President or any member of his family,” Dr Ruto’s office said.

“Given that the Deputy President is elected to perform duties of a constitutional office, any lapse in his personal security compromises the exercise of the functions of that office.”-

NESAWU URGES PROBING ‘ETHNIC CLEANSING’ AT ZESCO DURING PF ~ Siankulu

THE PF was a brutal regime which made Zesco to be full of cadres, the National Energy Sector and Allied Workers Union has said.

Addressing the press briefing in Ndola yesterday, NESAWU acting general secretary Clark Siankulu said meritocracy should return to Zesco.

He urged government investigative wings to investigate the ethnic cleansing that was at Zesco instigated by the PF administration.

“NESAWU believed that getting rid of cadres should be extended to parastatal corporations such as Zesco Limited which has suffered abuse as a cash-cow for the previous governments. We believe that professionalism and meritocracy should return to Zesco to enable this strategic company fulfill its strategic role as a tool for national development. We believe that the restructuring of Zesco should not focus in outright privatisation which left Zambians bruised,” Siankulu said. “NESAWU believes that Zesco should remain a state owned company that should be able to operate professionally and efficiently to deliver quality service to customers. A successful strategic turn around for Zesco would require a board that is equal to the task and a management team appointed on merit in order to achieve its vision to be the hub for electricity trading in the region by 2025.”

He said Zesco failed to provide services to customers because of caderism.

“If cadres are removed from Zesco, then a lot of Zambians will benefit from Zesco. Political interference has been a major problem in the energy sector. Our members were fired or retired in national interest by the brutal regime of the PF. Because of the high levels of caderism that was tolerated by the previous regime we lost a lot of professionals in the sector,” Siankulu said. “The right to be heard was taken away. We could not speak out because of the brutal regime. The union was made toothless because of fear to lose jobs. The coming of the UPND in power has given relief to the unions. We could not even have a briefing like this one under the PF. It was brutality after brutality. Workers were fired without any any explanation. It was barbaric of a regime – the PF.”

He said more than 58 employees of Zesco were retired allegedly in national interest.

“To all the brothers and sisters that were dismissed unfairly when you come back please forgive all the agents that made you fired. Let us forget what was on us. Let us look for love and oneness. We appeal to the investigative wings to find interest and investigate the ethnic cleansing that was under the PF regime. We call for justice so that the perpetrators of these ethnic cleansing should be brought to book. We are urging the President to ride on the goodwill that the Zambian people have bestowed on him and the UPND to deliver wholesome restructuring of parastatal companies to attract investment, grow the economy and ensure a trickle down effect to the citizenry,” said Siankulu. “We commend the President for the stance he has taken to reinstate the workers who were unfairly retired in the purported national interest. This move is commendable and assures us as a union of our freedom of expression and freedom of association. 58 were dismissed as a result of the alleged restructuring and this only happened in Southern and Western provinces. People were retired in national interest which was a total abuse.”

President HH Says No Jail For Govt Critics, Assure Church

0

President Hakainde Hichilema has assured the Nation that no one will be sent to jail for critisizing the UPND Alliance Government.

Speaking during Mass held at State House grounds this morning, Mr Hichilema stated that arresting anyone with divergent views can be misconstrued to shielding inadequacies by Government which he is confident of fixing.

And President Hichilema has stated that he was elected to the office not for vengeance reasons but to deliver cheaper foods for all adding that vengeance is for God.

The Head of State states that poverty, hunger, joblessness and lack of business opportunities for the people are His enemies.

And in his message, Archbishop Telesphore Mpundu stated that the Church will be readily available to work with and support the Head of State in delivering development for all.

Below is the statement from the Head of State, President Hakainde Hichilema….

This morning we were joined by fellow Christians from the Catholic Church, and other Christian denominations for Mass at State House.

We are so grateful to the Three Church Mother Bodies for their continued support and pivotal role they continue to play in our Country.

The Church has always been a unifier and because of this unique ability to bring people together, we commit that we will continue to work with the Church and this is for the greater good of our Nation.

We will also continue heeding to the Church’s counsel on various matters and we therefore graciously receive their and your prayers.

Having stated that, we want to reaffirm our position that we are not in government for vengeance because that is for God, Almighty.

Our central focus and enemy number one is poverty which we shall fight relentlessly and rigorously.

We also wish to state that no one, and we mean no one, will be sent to jail for critisizing the UPND Alliance Government.

With God on our side, we will triumph as a Country.

May God Bless you all, and May God Bless our Country.

Why The Appointment Of Dr. Musokotwane Is Wrong

0

WHY THE APPOINTMENT OF DR. MUSOKOTWANE IS WRONG

By Ngomola Cengelo Muyembe

I have an ask

In 2011, Five NGOs namely Lausanne/Zurich/Paris/Lusaka, SHERPA (France), the Center for Trade Policy and Development (Zambia), the Berne Declaration (Switzerland), l’Entraide Missionnaire (Canada) and Mining Watch (Canada) filed a complaint against Glencore International AG and First Quantum Minerals for violation of OECD guidelines.

They filed this complaint before the Swiss and Canadian National Contact Points (NCP)and won, but Situmbeko Musokotwane, who was the Finance Minister in Rupiah Banda’s government, refused to take the case to court or demand for penalties that could have resulted in billions.

The Organisation for Economic Co-operation and Development (OECD) which was founded in 1961 to help stimulate economic progress and world trade in countries that are committed to Democracy and Market economy, came up with some rules to stop criminals organisations like Glencore and FQM from stealing from the poor people.

One of the OECD rules that these criminals violated was on Transfer Pricing, where Mopani would dig our Copper and sell to Glencore, their own mother company and pay taxes over that declaration. E.G Copper prices would be $9000/ton on the international market, but Mopani would sell to Glencore at $1000, therefore paying ZRA tax on $1000/ton instead of $9000/ton.

It is this criminal behaviour that prompted the complaint by the Five NGOs. The financial and accounting manipulations performed by the two companies’ subsidiary, Mopani Copper Mines Plc (MCM), were designed specifically to evade taxation in Zambia and steal from its people. It was not up to Musokotwane and his cohort to forgive because that is the people’s money meant for schools and hopsitals.

This complaint was based on the results of a 2009 audit performed at the request of the Situmbeko Musokotwane’s very own Zambia Revenue Authority at the time, with support from Norwegian government, by international accountants one of which the current President Hichilema has some interest namely, Grant Thornton and other being Econ Pöyry.

Among the criminal acts exposed by Mr Hichilema’s company and partners revealed by the report, were the unexplained increase in operating costs in 2007 (+ $380 million), stunningly low reported volumes of extracted cobalt when compared to similar mining companies operating in the region, and manipulations of copper selling prices in favor of Glencore which constitute a violation of OECD’s “arm’s length” principle.

The result of those various processes was to lower by several hundreds of millions dollars MCM’s net income for the 2003-2008 period, hereby substantially lightening the company’s tax burden. This was broad daylight banditry! Yet Situmbeko Musokotwane thought otherwise.

In view of the above vast experience of Dr. Situmbeko Musokotwane and not forgetting his dubious sale of Zamtel and the relinquishing all of ZCCM-IH shares in a hugely profitable Lumwana Mine, why would Mr Hichilema hire him as our Finance Minister?

It is not about his age but his behaviour! Not only did he botch the opportunity to make an example out of Mopani, but he also painted a very bad picture on the Zambian authority to those people that would want to help us catch criminals that are stealing from the people.

Can he atleast explain himself to the Zambia people so that we know he won’t do the same thing again?

THE PF BURIAL IS DONE UNTIL YEAR 2067 … resurrection is unthinkable

0

THE PF BURIAL IS DONE UNTIL YEAR 2067
… _resurrection is unthinkable, UNIP has been in the victory waiting que for 30 years now_
——————————————-

Emmanuel Chilekwa
28 August 2021

The cause of death for the PF, according to the Zambian majority Doctors’ diagnosis in the ECZ’s ICU room included *rampant corruption, theft and looting of public vaults, wanton toxic tribalism, swallowing of expired dangerous drugs supplied by Ministry of Health, destruction of the Zambian Constitution by stampeding on Article 106 Sub Article 3, obtaining life by false pretence as there were no jobs, no money and higher numerous taxes worsened by violent corrupt caders throughout all the veins of the critical Zambian communities.*

When the 7 million plus Zambian surgeon medical doctors went to examine the decomposing pungent PF body, about 2.8million expert poll doctors in the ECZ Intensive Care Unit room, declared that the PF died on the way to the polling booth, *5 years ago* and the body was beyond recognition.

Prior to 12 August, the PF “clinical officers” had tempered with the *Admission Records* , importing thousands of doctors from 3rd world countries such as Malawi, Tanzania and Mozambique but due to pandemic regulations and alert “immigration officers”, entry into the Zambian ICU room was vehemently denied.

It was discovered that some of the PF imported doctors were actually under age, never went to medical or surgeon school, unfit to conduct the postmortem to resurrect the PF body as only 50% of the PF veins were in semi working order.

About 48hours before the 2.8million doctors arrived in the ICU, the PF body already in disfunction disoriented and decomposing state told the medical doctors that once out of ICU, would immediately go out to arrest the one that the 2.8million proper doctors were supporting.

Burrial of the PF body took place at Mulungushi International Conference centre two hours after midnight on 16th August. The mortuary attendant was promised to receive the PF petition papers which were meant to keep the PF body out of the morgue. Todate, nobody wants to get near the PF body as Zambian Doctors say the body is highly infectious.

Attempts to cremate the PF body are under way as there’s no heartbeat detected on the body. Undertakers are trying their level best to hide the decomposed pungent PF body.

Now I hear the PF Central Committee met and said they want to REBRAND, resurrect the cremated PF body, still wrapped in the sunken titanic boat, so that they bounce back to life despite the 2.8million senior doctors declaring the PF body as being decomposed beyond recognition.

Sadly, the UPND, backed by the 2.8million doctors, is bound to rule the country for a minimum of 23 (that’s year 2044) before getting into decomposition state.

I will say what the Bible says: a fool says unto heart that there’s no God.

Those believing that there’s hope for PF bouncing back to power are living in a “fool’s paradise” of pseudo hope. PF, no matter what they do, whoever they put in power, will never bounce back even in year 2067 to 2075.

Bible says there’s time for everything. Now, like it or not, it’s time for UPND and Bally at the helm for guaranteed 10years.

Why do I say so? Zambians never bring back a defeated political party. I gues they give enough rope for a ruling party to mess up, tolerate its mess up but once they say they’re done, they kick you out mercilessly with a resounding defeat at the ballot and they bury you into extinction- never to rise up again. From thence forth, they look to the future for new political outfit to have a chance too to rule and mess up.

From now on, only “new” parties such as Democratic Party, Socialist Party, PNU and PeP stand a chance to outfox the UPND from power at a later future time.

The PF should not expect to jump the waiting que because UNIP has been wait for 30 years, MMD has been in the que for 10 years whilst PF has just joined the que for a paltry 16 days. It’s illogical, unfair and impractical to expect PF who by 2026 will only be in the victory waiting que for 5 years. There’s no short cut to Plot one. Well, the PF may say they jumped the que leaving UPND in the opposition que. But that is before a party was tested. There’s no such thing applicable after the Zambians have tasted your governance.

Remember, KBF told ECL that Zambians had tasted the PF leadership, it was time to taste other people’s leadership. But because the PF suffers from the handicap of being deaf and dumb, they never listened. They got whacked.

In 1991 after new opposition MMD of FTJ defeated KK’s UNIP, they got burried. Then in 2011 PF defeated MMD and the MMD has tried to REBRAND but to no success. Now the PF has been thrown into the opposition dungeon pit, that’s it. It’s dead and burried. You may argue but ask the Zambians why they don’t go backwards on that score.

UNIP was in opposition for 6 years before ascending to power in 1964. UNIP was founded in October 1959 by Mainza Chona as a successor of the Zambian African National Congress (ZANC), banned earlier that year. UNIP was initially led Chona as the ZANC leader, Kaunda, had been imprisoned. Kaunda later assumed power as leader of UNIP after he was released from prison in 1960.

UNIP ruled for 27 years following KK’s outlawing of One Party State by repealing of Article 4.

In the 1991 elections, KK was so stubbornly certain that he said “now go form your small little parties but come November 1, UNIP and KK will bounce back.” UNIP was the luckiest party with shortest time before they assumed governance of the country from colonial hands. Since then, it has remained so far away in the que of finding the path to power todate.

Like ECL who just less than 48hours before election day warned that he would arrest Opposition UPND leader Hakainde Hichilema. Like KK, ECL so sure of victory on 12 August 2021. Results came, the PF was no match both at Presidential vote and number of parliamentarians. In fact, because of the PF’s dictatorial tendencies worsened by wax in their ears (WITE), it led to production of about 10 independent MPs whom their corrupt adoption system kept out of adoption list.

Then newly formed almagamated groups formed the MMD to challenge KK in 1991. MMD won on the promise of “the Hour has Come” for freedom and democracy. It reigned for 20 years.

Then came PF. 10 years in opposition ranks and 10 years in government. Am sure they are done and out.

The UPND party was in opposition for 23 years. So expect them to reign minimum up to 2044, that’s the least period – going by the trend.

Now the onus is on the UPND to reign with a possibility of going up to 2075vif they do very well and Zambins approve them as the real deal.

So, bad news is, get used to the UPND government to reign from now up to 2044 being the least time in government. But, more likely may rule double their time of 23 years in opposition which is 46years in government. This is the harsh reality. It may not sound good but that is what is in the offing.

Woman Tired Of Being Mocked For Her HIV Status By Fiancee Decides Not To Marry Him

WOMAN TIRED OF BEING MOCKED FOR HER HIV STATUS BY FIANCEE DECIDES NOT TO MARRY HIM

Tired of being mocked for HIV-positive status by her fiancé, a woman of Matero Township has decided not to marry him.Charity Manda, 24, wondered how she would enjoy her marriage if she got married to Harrison Chirwa, 28, who was stigmatising her.

She was testifying in a matter in which her sister, Esther Manda, 37, was sued by Chirwa over the refund of bride price.“I used to love this man but not anymore because of the way he has been treating me from 2017 when we started going out.

I don’t think I will enjoy my marriage when I go to his house. I feel the situation will be worse than it is now when I get married to him,” Charity said. She told the court that it was better that her family gave Chirwa his bride price back so that she could be in peace.

In her testimony, Esther said the family felt that marriage plans between Chirwa and Charity should not go on.“It is sad that Chirwa has been mocking my sister when he at first said he was okay with her positive status.

When he came to our family to announce his intentions of marrying Charity, we asked him if he was aware of her status and he said he loves her the way she is,” she said.Esther said at one time his girlfriend, Precious, told Charity on phone that she should stay away from Chirwa.“Charity has tried to endure maltreatment at the hands of Chirwa but not anymore.

As if this is not enough, he has been telling her that different men of God he has been going to have said the two cannot get married,” Esther said.In his testimony earlier, Chirwa told the court that Charity’s family took back part of the bride price to his family without his knowledge.

He said he still loved Charity though he at one time found her with another man.Chirwa said he also wondered why the family only took part of the bride price instead of taking the whole amount.“The family charged me K10,000 out of which I managed to pay K5,000.

Surprisingly, they only brought K500.I have come to court so that guidance is given on the matter,” he said.In passing judgment, magistrate Kaputo Ng’andwe dismissed the claim saying bride price is non-refundable, according to customary law.

Magistrate Ng’andwe also advised Chirwa to avoid using bad language and mocking Charity because she did not choose

WOMAN KILLED…BREAST REMOVED AND BODY DUMPED IN PRIVATE RESIDENCE

A 45-YEAR-OLD woman of Senanga yesterday woke up to a rude shock after she found a body of an unknown woman dumped at her door-step with one breast cut off.And a 12-year-old girl of Mansa has allegedly been defiled by an unknown man for wearing a PF T-shirt.

In the first incident, Western Province Commissioner of Police Diamond Likashi said the incident happened between Tuesday around 21:00 hours and Wednesday 06:00 hours in Katuya Township.

Mr Likashi said Nandila Lukonga reported to police that she found the body of an unidentified woman lying dead within her yard.He said the woman is believed to be aged between 20 and 25.“The victim is suspected to have been murdered somewhere else by unknown people and dumped the body at Ms Lukonga’s house because she never heard any noise,” he said.

Mr Likashi said the police visited the scene and found that the body had a deep cut on the left side of the neck with left breast completely cut off. Mr Likashi said a grey shirt, a black ladies pant and a Zamtel simcard were found beside the body. He said the reason for the killing is not yet known and investigations have been instituted.

Meanwhile, police in Mansa received a report of defilement from Joyce Mubanga, 40, of Kabuta village that her daughter was defiled by a man identified as Chilombo. Luapula Province Commissioner of Police Chilije Nyirenda said this happened on Tuesday around 19:00 hours.“Brief facts are that the victim was on her way to visit her brother within her village.

She was then approached by three men, Chilombo, Gift and another popularly known as Pant killer, other names not known, all aged between 15 and 17. “The trio started asking her why she was putting on a PF T-shirt and when she answered them to say she was at liberty to put on any clothes of her choice, she was then followed, lifted by Gift and Pant killer, who took her in an incomplete house, where Chilombo [suspect] had carnal knowledge of her after his friends left him,” he said. The victim has since been issued with a medical report form and efforts to bring the culprits to book are under

PeP President Sean Tembo To Lead Street Protests Against The Appointment Of Dr Musokotwane As Minister Of Finance

0

PeP STATEMENT No.67 ISSUED ON SUNDAY 29th AUGUST 2021: FOR IMMEDIATE RELEASE

1. As Patriots for Economic Progress (PeP) we have resolved to hold a series of street protests against the appointment of Dr. Situmbeko Musokotwane as Minister of Finance by His Excellency President Hakainde Hichilema. The primary basis of our proposed street protests is that the new Minister of Finance does not posses the requisite credibility and integrity, having been at the centre of various scandals during his tenure as Finance Minister under Former President Rupiah Banda’s administration. These scandals included the sell of Zamtel which is a national asset, to Lapgreen of Lybia for a song. Other notable scandals include the purchase of non-functional mobile hospitals at an exaggerated cost to the nation of US$53 million.

2. As Patriots for Economic Progress we strongly believe that it is wrong for President Hakainde Hichilema to put at the Centre of his administration people whose hands are soiled. It must be noted that a Minister of Finance is not only a senior member of cabinet but is liable for all the decisions taken by a cabinet, under the principle of collective responsibility. Therefore Dr. Situmbeko Musokotwane cannot be divorced from the several scandals that took place under Former President Rupiah Banda’s administration. He was an active participant in these scandals that deprived the nation of millions of Dollars in taxpayers money. If Dr. Musokotwane did not agree to these scandals, he would have resigned his position as Rupiah Banda’s Finance Minister, but he did not. He stayed on until Zambians got fed up with the corruption and economic mismanagement that was going on and decided to vote Rupiah Banda out of office together with Dr. Musokotwane.

3. As Patriots for Economic Progress, we have no doubt in our minds that by appointing Dr. Musokotwane as Minister of Finance, President Hakainde Hichilema is taking this country back to the days of corruption and economic mismanagement that we witnessed under Rupiah Banda’s administration. As patriotic citizens of this Republic of Zambia, we cannot allow this to happen. Zambians have just graduated from a very corrupt and incompetent PF Government. We do not expect the new UPND Government to give us another dose of corruption and incompetence so quickly. We deserve some reprieve. That is the reason why we have decided to hold a series of street protests until such a time that President Hakainde Hichilema rescinds his appointment of Dr. Situmbeko Musokotwane as Minister of Finance.

4. As Patriots for Economic Progress, we further wish to take this opportunity to advise President Hakainde Hichilema to consider constituting his team of Presidential Advisors before proceeding to make any further cabinet or related appointments. Without a team of official Presidential Advisors, the President is working alone and is prone to mistakes such as the appointment of Dr. Musokotwane as Minister of Finance. No matter how brilliant one might believe they are, they need a team of advisors to help them to refine their decisions and widen the horizon of choices. As things stand at the moment, President Hakainde Hichilema is restricting his appointments to the people in his phonebook, which is retrogressive to the nation.

5. As Patriots for Economic Progress we further wish to extend an appeal to the various civil society as well as democracy and good governance activists who provided checks and balances during the PF administration to work up from their slumber and continue to provide checks and balances to the UPND administration immediately. Instead of providing checks and balances, it has become evident to us that these so-called civil society and democracy and good governance activists are now busy clapping for and cheering the UPND government. Consequently we cannot help but wonder whether these individuals that were very active during the PF administration are really activists or they are UPND cadres that disguised themselves as activists. If they were really activists then their activism for democracy and good governance is expected to continue even under the new administration. They are not supposed to become surrogates of the new UPND Government, otherwise they will be doing this nation a big disservice.

Thank You and May God Bless the Good Citizens of the Republic of Zambia and Our Hopeful Nation.

YOURS SINCERELY

SEAN E. TEMBO (SET)

PATRIOTS FOR ECONOMIC PROGRESS (PeP)

Stop Using Tonga Language To Please President HH

0

By AUSTIN MBOZI
SOME efforts to please President Hakainde Hichilema by using his hometown Tonga language during his inauguration last Tuesday were not appropriate. If this continues those who were refusing to vote for Tonga presidents might start claiming that their pre-existing prejudices were right that a Tonga president would impose Tonga.

Those who sang in Tonga at the inauguration are Moshobe Blue Jeans, Mphade, the band from Bweengwa, shimunenga spear dancers and the Kuyabila. Maybe these can be excused because they always sing in Tonga in the Southern Province where they are based. But the Zambia military band was the most embarrassing. Since independence they almost always do their drills in Nyanja or Bemba. But suddenly they composed that talumuyanda (we love you Mr President) song and waited to sing it specifically in his face the moment he arrived and settled down. Understandably they were submitting to the One Zambia, Equal Languages policy that he is trying to promote. If so then they must first admit that they were wrong to ignore Tonga and other languages since independence. And going forward they must sing all formerly ignored languages, not just Tonga to please the President.

I am not anti-Tonga. I am a Tonga man. In fact I am not just these tuma town-born ice-cream eating Tongas. I am a village-born mabisi-eating Tonga. I am a mulombwana ulya mulilo masizi ulabuulula. I just want equality for all local languages.

President Hakainde’s tribal unity policy
It is the inauguration organisers to blame, not the President. The President greets audiences in several local languages not because he wants Tonga to dominate or to be used to him by everyone. He just wants you to socially accept all local languages as equal: Lozi, Bemba, Luvale, Kaonde, Tumbuka, Lunda, Tonga, Nyanga, Namwanga, Nkoya or Lenje. This is what I also have advocated for in my book, Language Politics in Zambia (2018) and in my writings for 20 years.
Let us not repeat our past mistakes. We have had tribal problems all along because people went about pleasing presidents with Bemba and Nyanja.

This is partly actually what had caused North-Westerners, Southerners and Westerners feel disrespected and supported Harry Nkumbula’s ANC and then UPND.

When I was arrested in 2018 by the PF-aligned police officers for writing against President Lungu over the killing of UNZA student Vespers Shimuzhila, one of the Anti-Fraud Unit police officers Mark K. Hansingo was Tonga. Yet he exclusively used Bemba to show his loyalty to PF.
In fact Hansingo was more unprofessional than the lead officer M. Kabamba. Imagine he told me in the presence of my lawyer to stop attacking President Lungu because he paid my salary while HH does not.

Then he obtained a search warrant for my home by lying to the magistrate that he had information that I stole UNZA computers etc, (his time to answer will come).

Losing Chawama UPND Candidate Potipher Tembo Has Petitioned The Election Of Tasila Lungu

0

LOSING Chawama UPND parliamentary candidate Potipher Tembo has petitioned the election of Tasila Lungu as Chawama PF member of parliament.

According to petitions filed in the Lusaka High Court, Tembo wants the court to declare that Tasila Lungu, former President Edgar Lungu’s daughter, was not duly elected and therefore, her election should be declared null and void.

Tembo said the elections in Chawama were characterised by undue influence that resulted from threats and violence to life and property, including rampant physical attacks, sexual assault and rape on members of the UPND and other members of the general public.

“The said acts of violence, perpetrated by the 1st respondent’s (Tasila) agents with her full knowledge and approval, resulted in several people being occasioned with serious injuries and being treated in hospitals and the perpetrators of the violence were not able to be arrested by the police,” he said.

Tembo further alleged that Tasila on August 11, 2021 round 21:00 hours distributed mealie meal, 2.5 litre containers of cooking oil and K200 door-to-door in almost all the wards in Chawama.

He said UPND Lilayi ward youth chairman Joseph Lwimba was on poll day shot twice in the stomach by a Mr Weluzani Banda, a PF official who is also the Constituency Development Fund committee chairman for Chawama constituency, at Mutendere E Polling Station at JICA Water Trust.

“This shooting happened in the presence of the respondent,” Tembo said.

And former Health minister Dr Chitalu Chilufya’s Mansa Central seat has also been petitioned by Mwape Mwelwa of the Democratic Party (DP).

Mwelwa said the election of Dr Chilufya should be nullified because of widespread non-compliance on both the Electoral Act and the Electoral Code of Conduct.

He claimed that Dr Chilufya also engaged in vote buying, voter intimidation and violence and therefore, his election should be nullified.

In another petition, John Sampa of UPND has challenged the election of Brian Mundubile as PF Mporokoso member of parliament.

Sampa claims that Mundubile engaged in rampant bribery, corruption and undue influence of voters and general violations of the Electoral Process Act.

He accused Mundubile, with assistance of his agents, of having set up pay points for the Social Cash Transfer on various routes to the various polling stations, and proceeded to make payments to the people who were going to vote, regardless of whether or not such persons were eligible to receive the social cash transfer, as a bribe and an inducement for the electorates to vote for him.

Sampa said the electorates were told that the money came from Mundubile and that cameras had been placed in the voting booths to monitor who they voted for and that if they did not vote for him, they would be disqualified from receiving future social cash transfer and youth empowerment funds.

WE HAVE BEEN EMBARRASSED…but we’ll go up and down with Lungu – East PF

0

THE Patriotic Front in Eastern Province has appealed to the party’s central committee to do away with members of the committee that betrayed former president Edgar Lungu in the just ended general election.

Addressing journalists on Wednesday, provincial information and publicity secretary William Phiri said the party does not need recycled politicians in the rebranding process.

“As PF in Eastern Province, we will continue to provide checks and balances now that we are in the opposition. This is not the first time that we are going back to the opposition. We were in opposition before we ascended to power,” he said. “A call to rebrand the party is a welcome move. It’s a call countrywide that we should rebrand our party. I would like to appeal to all our members in the province to remain united, to show love and tolerance to one another.”

Phiri said there was no time for blame game.

“It’s time for us to regroup. We have been wounded. We have been embarrassed. We have been defeated. But what is more important is to stand up and be counted again. It’s not a matter of being grounded for life, but to stand up, dust off and remain focused as a party,” he said. “PF remains the strongest and the biggest opposition now. So we cannot afford to divide ourselves further. This is a call to all our members to remain united and to deal with recycled politicians. We do not want recycled politicians to remain in the rebranding of the party.”

Phiri called on the central committee to do away with its members who were sponsoring independent candidates.

“We are calling on the central committee to do away with members of the central committee that do not make sense. Members of the central committee who de-campaigned the party, members of the central committee who did not unite the PF. Members of the central committee
who betrayed the president. Members of the central committee who funded materially and financially the independents. These members of the central committee should be removed from their positions with immediate effect,” he demanded.

Phiri called for continued solidarity to party president Edgar Lungu.

“We will go up and go down with him because we still believe that he is a good man who was chosen by God to lead this nation. We will remain resolute to our call. We will remain in love with our president Dr Edgar Chagwa Lungu and we want him to guide the party accordingly,” he said. “We don’t want anyone to disturb the party president at the moment. We understand that there is a scheme to neutralise the party structures in Eastern Province which is against the etiquettes of democracy. We are calling on our ground structures to remain united and focused.”

Phiri said the true sons and daughters of Lungu had acknowledged and seen that some party officials were doing double standard politics.

“These that have betrayed the president and stabbed him on the back, we are not willing to work with them anymore. We have to deal with rotten elements in the Patriotic Front. We want a youth Patriotic Front to take over reigns of this party. The Patriotic Front remains an attractive party in Zambia today,” he said. “We have to go to the drawing board. We have to analyse what went wrong. Why we lost, what things we didn’t put in place and what are the things we need to put in place. There is a chance and a belief actually that the Patriotic Front might bounce back into office. We have no doubt because we have the numbers especially here in Eastern Province.”

Phiri said the PF has lost power but has not lost everything because they were still in the game.

“We are still in the game. We still have the MPs, councillors and mayors, council chairpersons. Yes, some of the seats are going to be nullified. We know because petitions have already started but remain steadfast as Patriotic Front,” he said.

Phiri congratulated the UPND for winning the just ended elections.

Phiri commended the people who voted for PF and those that did not vote for it.

He wished President Hakainde Hichilema God’s guidance as he leads the nation for the next five years.

We had a joke of a President in State House!

0

By Prince Bill M. Kaping’a Social/Political Analyst

Way back in 2015, I got an invitation from the office of renowned Nigerian billionaire businessman and philanthropist, Tony Elumelu, for a meeting with him at Taj Pamodzi Hotel in Lusaka while he was in our country on official visit.

But why should this kapyopyo be considered for a meeting with a man who is constantly rubbing shoulders with Queens, Kings and other notable world leaders, I suspect some of you may be wondering.

Well……as was the case with a few others, the invitation came in my capacity as alumni of the Tony Elumelu Entrepreneurship Programme (TEEP). Established by the Executive Chairman of United Bank for Africa, this is a 10-year, $100 million commitment to identify, train, mentor and fund 10,000 entrepreneurs, capable of changing the face of business across Africa.

After a brief address, coupled with sporadic questions about our entrepreneurship journey of course, Uncle Tony announced that he had arranged for us to have lunch with our President so that we could’ve an opportunity to interact with him. Say what! I was one of those least concerned about meeting the President.

“You may be interested to learn that I’ve also done the same for your peers in other countries I’ve been to across Africa, in the past. I think it’s important for connection purposes,” he assured us.

At about 11:00 hours, we thus boarded a shuttle bus and circumnavigated our way to State House in the capital’s traffic frenzy. Little did we know we’d be subjected to a long wait in the parking lot as CEO of TEEP; Parminder Vir OBE, a diminutive British lady of Asian origin, trotted back and forth making frantic efforts to negotiate our passage into State House. However, her efforts seemed to hit a brick wall as the mean-looking, towering individuals in dark suits with walkie talkies who formed the wall of security at the imposing gate seemed unmoved.

After what seemed to be eternity, Margret Mwanakatwe, the Minister of Commerce, Trade & Industry materialized from State House.

“Are these my people from UBA?” she enthused as she walked towards our vehicle in her fake British accent.

Almost everyone was falling all over their feet as they jostled for vantage positions to take selfies with her. I remained rooted to my seat!

“What’s wrong with you, your friends are out there having a good time with your minister and here you’re…… Go out there and enjoy,” she prodded me. I apologetically explained to her I had my own personal reasons for not being part of the fun.

“Don’t worry guys, we are trying to make everything possible for you to meet the President,” the minister assured before taking leave.

It was well after another 2 hours when word finally filtered through that the President wasn’t going to see us. This came as a shock to us! Parminder was particularly incensed. She momentarily flopped in her seat to absorb the unexpected news.

“What’s wrong with Africa!?” she finally found her voice as she recovered from shock. “We travel many hours to come here after many months of negotiations and this is what we get? Now I understand why my brother wasn’t upbeat about our being here.”

Murmurs of agreement quickly echoed in the bus. A sustained hushed silence overwhelmed us as we found our way back in the lunchtime rush hour.

“Anyway, allow to break the silence!” a stout, balding individual who proudly identified himself as a PF party official from Chongwe dramatically rose to his feet. “At times, I tend to agree with assertions that we’ve a playboy in State house. What happened today was embarrassing and isn’t the first time! I’ll give a vivid example….”

He went on to recount an interesting anecdote, very similar to our situation.

A while back, a multibillionaire with business interests spanning continents landed at Kenneth Kaunda International Airport for a scheduled meeting with President Lungu at State House. As the gentleman in question waited to be cleared by security in the lobby, numerous cadres from around the city suddenly stormed State house to present a petition of some sort.

Of course, the President was always thrilled in the company of cadres; he had no qualms relegating his duties to attend to them! A buffet was hastily arranged as an assortment of gallons of alcoholic beverages rapidly made the rounds!

At last, when someone was sober enough to remind the President there was a very important guest waiting to meet him, it was too late. Alcohol seemed to have taken its toll.

And thus, the tycoon flew out of the country a very disappointed man! How many of such investment opportunities did the country miss during Mr. Lungu’s tenure? Instead of spending time working, Lungu was busy wining and dining in State house with questionable individuals.

As our beloved President HH settles into State House, it’s our only hope and prayer that sanity will return to our nation in all aspects of our lives, once and for all.

About Loyals to the President and Use of Civilian Bodyguards at State House

0

By Isaac Mwanza

There is a temptation most Presidents have to deal with when they take over office: dealing with loyal colleagues.

LEVY MWANAWASA had a long time, a loyal, and very competent driver from the days of running a law firm. His name was a Mr. Phiri. The thought that he was going to State House and leave him behind kept haunting him. The good staff within the establishment had to find him a driving job to do within the State House pool vehicles although he couldn’t drive the President. We have very competent security men, specifically trained to do that task with utmost security consideration.

One day, Mwanawasa was traveling to London and his advance team had arrived in London days much earlier but what Mr Mwanawasa did not know was that Mr Phiri was in that advance party entourage until he met him in the corridors at a Hotel in London. He was shocked and just asked, “naimwe a Phiri mupezeka kuno?” When he returned he told his Private Secretary that he disapproved of putting people on the list just for the sake of it. No matter how much closer Mwanawasa was Mr. Phiri, he was clear that Mr. Phiri had no business to do on that presidential trip.

MICHAEL SATA had a very loyal bodyguard by the name of Judge Ngoma. Judge Ngoma was strong and looked out for every best interest of Sata. When Sata became President, most of us felt Judge Ngoma was going to continue being the loyal aide to President Sata. However, Sata knew that the State has specific people entrusted to protect the Presidency. Sata looked after Judge Ngoma well. Even when Judge Ngoma started working for ZESCO, he never complained and fitted very well at ZESCO.

The reason those who become Presidents make these decisions is basically to ensure that State operatives who have the requisite skills and training are allowed to do their job. Taking away loyal cadres from and entrusting state security officers to do their job actually helps to avoid the confusion in handling the most important office in the land.

DID YOU KNOW that the man who marched with the President was actually President Mazokas bodyguard. He then became HH's bodyguard & was actually arrested together with him and guarded him in jail for 4 months?

Why PF Lost The 2021 August Elections-a Deep Reflection

0

By Chisanga Mwango PF Member

The Mighty PF lost elections way before any vote was even cast reasons being:
1. PRESIDENTIAL CANDIDATE-EDGAR LUNGU
By and large Edgar Lungu was a very weak Candidate in 2021 compared to his main rival Hakainde Hichilema on all fronts. HH coined the phrase ”BALLY” which resonated well with the youths. He gave them hope by promising them a brighter tomorrow. On the other hand, ECL went on rampage demeaning HH and boasting on the many projects undertaken, a message that was “beans” to many young people as the projects were executed at highly inflated prices. His close association with men and women with questionable reputations put the icing on the cake. Social media painted the PF Candidate black due to his lack of seriousness when it came to taking decisive action against erring officials. He was considered an accomplice!!!!He proved himself correct-NO VISION MAN
2. RUNNING MATE-NKANDU LUO

Nkandu Luo was a reject both within and outside the PF. University students were still upset because of her attitude and removal of meal allowances. Even in Munali, she could have tumbled badly had she dired to stand. She carried with her a bad reputation to be number 2 in the country. She went into the election as a liability. On the other side Mutale Nalumango went flat out campaigning in the Northern part of Zambia attracting sizeable crowds. Ba Luo was merely meeting civil servants and giving them fake assurances. She had no stamina to campaign alone without use of government machinery. All her outings were pre-arranged with hostile civil servants burning with anger inside. Remember she had been quoted having used tribal remarks which was already a minus.

3. CORRUPTION PERCEPTION
PF has been perceived as the most corrupt regime especially after the death of Michael Sata. Almost all those in the echelons of political office had some business dealings’ either with the government or some parastatal. For the first time in the history of the land, we witnessed the adage “rags to riches” become a reality. Marketers, call boys, riff raffs, thugs, Illiterates suddenly became entrepreneurs with vast business acumen. They acquired lavish properties and kept posting them on social media to show off their newly acquired statuses. This annoyed many hard working citizens. A red Card was in waiting for PF.

4. ARROGANCE AND CADRERISM

After acquiring wealth illegally came arrogance, insolence and blatant disregard of the rule of law. Everyone with an opposing view was under threat. Civil servants were threatened in their offices under the guise of “Icipani”. Police men and women were beaten, insulted and intimidated in public. It became the rule by the cadres and icipani. Cadres took over markets and bus stations under the watchful eye of Plot One and none could control them. To Edgar and his MCC , this was the new phenomena of youth empowerment.

5. POOR CANDIDATE SELECTION
The popular candidates were left out due to the perceived influence of the SG Davies Mwila. It seems Mwila was drunk with so much authority over this exercise. He had shut both his eyes and ears and only him and him alone could pick the right candidates. Instead of fighting corruption internally in the party, its ugly head resurfaced again. It seems PF had adopted corruption as part of its manifesto for 2021.A lot of money exchanged hands during the candidate selection and nominations certificates were given to the highest bidders. The pathetic results speak for themselves. Davies Mwila and his Secretariat staff are the worst combination of incompetent political “Engineers”. They lacked the Political foresight to sense danger.

6. USELESS CAMPAIGN SONGS/MESSAGE
Almost the entire leadership of PF focused on one man and one man alone throughout their campaigns. The letters HH were so sweet in their dirty mouths. They couldn’t just avoid talking about HH. Fake accusations and baseless ones were propagated day and night which irritated the masses . Instead of campaigning for themselves, they campaigned viciously for the main opponent thus he carried the day
Secondly, the useless campaign song was a display of arrogance. In a democracy citizens choose leaders not a few selected paid artists. The whole PF campaign machinery danced and played a very annoying song much to the annoyance of the suffering masses. Douchi Kubeba worked for Micheal Sata, the Alebwelelapo was disastrous for Lungu Na Luo.

7. EXTRAVAGANCE AND LAVISH CAMPAIGN
When key campaign team members started sleeping in hotels, flashing money around, distributing campaign materials carelessly, using brand new executive vehicles and flying in hired choppers it was a sign that the party had too much money to spend but it was misapplied. The same money ended up working against us. Commodity prices were on the upswing yet cadres were showing off during the campaigns. This alone provoked the rebellion in what was perceived as PF bedrooms, the Copperbelt.
Cadres were climbing on roof tops of brand new land cruisers as if PF has opened up an assembly plant for these $70,000 machines.
Those senior cadres who were flying and later parking choppers in their back yards were fooling Edgar Lungu. The HH campaign team was driving around the country side touching each and every corner of the respective areas whilst PF became abena “Ndeke”. To them flying around and meeting paid crowds was a campaign strategy, alas!!!!

8. THIRD TERM AND USELESS LEADERSHIP
Third term campaign sent missed feelings amongst the urban voters. The Judiciary appeared to be favoring the ruling party in almost the majority of their judgements. Those who read Prof Munalula’s dissenting judgement could vividly see that the majority judges were not alive to what the framers of the constitution had intended to cure. Instantly, they made a decision not to vote for Edgar even in drunken stupor.

Secondly, the all self-appointed MCC had no teeth. They were behaving like a kindergarten choir. Even what was wrong, they wanted to make it appear correct. They could have resisted Edgar’s attempt to stand. But due to their corrupt and myopic nature, they allowed him to manipulate them and thus causing him to loose terribly in the history of this country.
Ba munshufwa,,,,,,,

9. HIGH COST OF LIVING
PF hired riff raffs who were comparing commodity prices to neighboring countries without making similar comparisons of disposable incomes. These dull people went ALL over the country with this wrong campaign message. Their bellies were full yet the majority couldn’t afford decent meals. All this loose talk was taking Zambians for granted and they showed us who the king makers were.

10. ZAMBIA POLICE-BLOCKING OPPONENTS
Zambia was slowly becoming a Police state. Opponents were not allowed to freely campaign yet the running Party then was all over campaigning and preaching hate speech. A reasonable man could sense the danger of giving the PF another 5 years. HH and his team were the biggest victims. Aviation permits were being cancelled, even driving to rural areas became an offence. The Zambia Police managed to decampaign PF big time without realizing it and are the ultimate hero’s and heroines of the PF defeat. Their conduct received a lot of backlash even from accredited ambassadors as it was clearly abusing the public order act.

The more they blocked HH and Mutale Nalumango, the more sympathy the Zambians showed the duo.

The 1 million gap is what we planted in the $1million fire tender scam. We just reaped it

They wanted me dead- Gregory Chifire

0

By Oliver Chisenga

I COULD have been dead by now if I had not left Zambia because those that were involved in corruption were determined to take me out, says Gregory Chifire.

In a statement, Chifire, the exiled human rights activist, said there were a lot of people that were still hurting because of what those in the PF regime of Edgar Lungu did to them, and he was one of them.

He said the PF government was a regime from hell.

“That is why I wholeheartedly support calls for the setting up of a formal platform such as a truth and reconciliation commission where those that were wronged and those that committed wrongs would give the side of their stories so that we could move forward as a unified nation without pretence,” Chifire said. “Those that did wrong things to us must own up, come forward and seek forgiveness with sincerity.”

He recalled that there were a lot of atrocities that took place under the PF government such as extra judicial killings, arson cases and gassing of citizens and lives were lost.

“We cannot just pretend that nothing happened. It is this pretence that may lead to the repeat of these heinous acts,” he said. “It wasn’t easy to stay away from lawful custody. I regret with all my heart. I suffered tremendous trauma. I could not attend to family matters. My son was born in my absence. Another son was in hospital. I wasn’t there. I couldn’t attend funerals of close relatives and friends. It has really been a torture.”

Chifire said he knows that many do not understand what he went through and what transpired, but now was time to speak up.

He said it was a very painful decision to leave Zambia but he had to make a choice between saving his life and presenting himself to those that wanted to eliminate him on a silver platter.

“Some of us were not free to move in some parts of Zambia because PF cadres were hunting us down. Our phones were tapped by chola boys of a known minister, now former. A ransom was put on my head. Those criminals who operated at Intercity and that minister’s boys can relate to this story. I know all of them. On many occasions they tried to bribe a friend who was a member of PF to set a trap on me with a promise of rewarding him with huge government contracts, but he refused. They wanted me dead,” he said. “Ask Mrs Mumbi Phiri, we spoke about one planned attack on me by known criminals from Intercity. She offered me and my family refuge at her house, though I didn’t take the offer. I had to go into hiding. I had my movements restricted for fear of falling into the hands of corrupt criminals. Going to jail meant that I was going to give access to my body by those who were hunting me down. To be honest, even now, these criminals have not stopped hunting for those they believe contributed to their downfall and may perhaps be in possession of pieces of evidence that may incriminate them. They are actually more wounded now than before for losing power.” Chifire said the political criminals would do anything to avoid going to jail, including silencing those they feel would speak.

Nakachinda’s call for immediate implementation of free education policy condemned

0

Opposition Green Party president Peter Sinkamba has described calls by former Water and Sanitation Minister, Raphael Nakachinda, for the immediate implementation of the free education policy as misleading and irresponsible as the budget currently running was for the Patriotic Front (PF) government.

Mr. Sinkamba said the budget left behind by the former ruling party, the PF, does not contain a resource allocation for the free education policy.

Speaking in an interview with ZANIS in Kitwe today, Mr. Sinkamba said the United Party for National Development (UPND) government cannot implement the free education policy which they promised during campaigns because the policy was not included in the current budget.

He explained that if government now diverts funds towards implementation of the policy, the action would amount to misapplication of funds which he said is a serious audit transgression.

He said the new government should be given time to settle and come up with their own budget which will start running in January next year.

Mr. Sinkamba said the new government will only be held accountable if it does not implement the free education policy in the next few years.

“What we expect from the UPND government in terms of implementing their promises will start running from January 1, when they start implementing their own budget, then that will be the time to hold them accountable on their campaign promises,” Mr. Sinkamba noted.

And Mr. Sinkamba has urged the UPND government not to discard all developmental projects left by the former government.

He suggested that only those that are not helpful should be discarded noting that getting rid of all projects would be an economic drawback.

Meanwhile, Zambia National Education Coalition (ZANEC) Executive Director, George Hamusunga, expressed disappointment over the sentiments attributed to Mr. Nakachinda.

Mr. Hamusunga said being a former Minister, Mr. Nakachinda should know that his calls are not practical as the current budget does not contain funding for the implementation of the free education policy.

He has since urged parents to ignore the calls on them not to pay school fees.

He however urged government to make a ministerial policy statement immediately Cabinet is formed and inform the nation on how it is going to implement the policy in the short, medium and long term.

Mr. Hamusunga noted that if not well managed, the policy may lead to poor quality of education delivery.

“In 2011, the PF government tried to implement a similar policy after campaigning on the premise of free education and when they won the elections, parents sent children to school without fees and government urged schools not to chase pupils who had not paid and parents were allowed to pay in installments while others never paid,” he explained.

And National Action for Quality Education in Zambia (NAQEZ) Executive Director Aron Chansa said Mr. Nakachinda’s calls are unreasonable as implementation of the free education policy right now is unrealistic.

“The current budget was done last year and the free education policy was not included so we need to give the new government time to settle, plan and budget. As much as everyone wants free education, it cannot be done just now and then, we hope no parent will buy the calls by Mr. Nakachinda,” Mr. Chansa said.

Yesterday, Mr. Nakachinda called on parents not to pay schools fees for their children because President Hakainde Hichilema promised to implement the free education policy once voted into power.

Lungu, Mwila Destroyed PF…God Will Definitely Deal With Them – Atanny Mwamba

0

By Christopher Miti

FORMER Eastern Province PF chairperson Atanny Mwamba says the original PF did not lose the 2021 presidential and general elections.

He says the PF was in autopilot mode when the true greens were hounded out of the party.

In a statement, Mwamba demanded to know who chose Edgar Lungu to be the PF presidential candidate.

“It is very painful to see few disgruntled individuals destroy the party which they never suffered for. God will definitely deal with
you! Mr Edgar Lungu saw it wise to replace the original PF members with new MMD members,” he said. “The true greens and well-meaning Zambians also saw it wise to replace him with the new member by the name of Hakainde Hichilema. Honestly speaking, the original PF did not lose the 2021 presidential and general elections. It is MMD which lost again.”

Mwamba also said the PF was too weak and fragile to compete with the UPND Alliance in the last election.

He appealed to the PF to have established, serious and committed party structures if it is to remain relevant to Zambian politics.

Mwamba said going into the general elections, there was no central committee which was supposed to preside over the affairs of the party.

“The PF party entered into autopilot mode when the true greens such Harry Kalaba, Kelvin Bwalya Fube, Chishimba Kambwili, Mwenya Musenge and Dr Guy Scott, who was neglected in a manner which left much to be desired, were hounded out of PF,” he said. “When the PF engaged into autopilot it assumed the role of administering the party affairs with impunity. To begin with, the unpatriotic PF secretary general Davies Mwila working in conjunction with his boss Edgar Lungu subtly hounded out the true greens and replaced them with the so-called new comers from the MMD.”

Mwamba said after hounding out of true greens illegal personal suspensions, insults and disrespecting of the PF constitution were common.

“These became the order of the day in the PF. As if this was not enough, the PF allowed one party official to have more than two positions which in turn reduced the number of party members to participate in the party functions,” he said.

Mwamba demanded that top PF officials should not resign until they answer questions which the true greens have for them.

“As true greens, we know quite well that Edgar Lungu was declared as eligible to stand by the courts of law. However, our questions as true
greens are; 1. Who chose him to be PF presidential candidate? 2. Why did the PF central committee expel PF members such as KBF, Mwenya Musenge, Chishimba Kambwili, Harry Kalaba and Guy Scott? 3. Why did they entertain illegal personal suspensions in all the ten provinces?
4. Why did they fail to recognise and uphold the PF party constitution which states clearly that all party suspensions and expulsions are to be subjected to be heard and determined by the party’s central committee? 5. Why did they allow new members to be in the central committee against the party’s guidelines?” he said. “If they fail to do so, the true greens and well-meaning Zambians who struggled with the late Michael Chilufya Sata to put PF into power will not rest until they are brought to book.”

Meanwhile, Mwamba praised President Hichilema for his inspiring inaugural speech
where he categorically denounced the use of cadres in the running of the nation’s affairs.
“I would like to sincerely believe that President Hichilema will not stoop so low as to do what his predecessor Edgar Lungu did, to bury his head in the sand as the ostrich does. This is exactly what Edgar Lungu was doing. He thought that as long as he was not seeing, the people of Zambia were not seeing his gross misdeeds,” he said.

Mwamba said the general conference where people were meant to pay K2,000 was the final nail into the PF’s coffin adding that the members should be refunded their money.
He said if the fake PF fails to pay back the money the matter would be reported to the relevant law enforcement agencies.

Mwamba said President Hichilema should not tolerate in his administration characters that have characteristics of praising and hero worshipping

Why Dr. Situmbeko Musokotwane Is Appropriate Appointment For Finance Position At This Time – Chibamba Kanyama

0

By Chibamba Kanyama

1. I am receiving just too many questions about the appointment of Dr. Situmbeko Musokotwane as Finance Minister from local journalists and other interested parties. They want my views. This has prompted me to eat into my Facebook break just for this post.

2. Some young professionals have raised concerns about his appointment as they seek for new younger brains to take up the mantle. The argument is that the global economy has swiftly changed into a complicated ‘Space economy’ that only younger minds can competently handle. This is well understood and valid.

3. However, the nature of the Zambian economy as it stands requires someone who understands how it functions. On his appointment, Dr. Musokotwane told his technocrats at the Ministry that the economy is not as he left it. The economy has been mismanaged. Dr. Musokotwane possesses the right acumen for the task at hand. He has both the experience, and capacity to negotiate through various economic landmines we find ourselves in: low economic growth, high public debt, mismanaged resources, high unemployment, low private sector investment, high interest and inflation rates, unstable exchange rate, low international reserves (before factoring in the IMF Special Drawing Rights). With the support of competent technocrats who potentially include young brains (hope he brings them on board), these economic challenges should be history within 36 months (my expectation).

4. Musokotwane is not a talking machine. He believes in practical action. He is private sector-oriented leader. As an example, he is credited for the Maltings Plant installed in one of the Processing Zones. The journey started in 2009 when he was Minister of Finance. I led a delegation of Zambian Breweries Directors to negotiate for low excise duty (promising him those high sales volumes would compensate for any potential losses in revenues). He assigned his then Chief Policy Analyst – Budget, Felix Nkulunkusa, to work with me to find a solution (I pray Felix Nkulukusa, who was unceremoniously retired as Permanent Secretary Budget in 2015, will play a key role in the new administration).

After going through various elasticities, at times Dr. Musokotwane sitting in the Ministry of Finance Boardroom in person, he agreed to reduce excise duty on beer from 60 percent to 40 percent with four conditions: First, guarantee none loss of revenue to the treasury. Second, Zambian Breweries to source bottles from Kapiri Glass for its soft drink beverages (we could have met this condition if supplier was in a position to guarantee required quantities). Third, Zambian Breweries to source barley, a key ingredient in beer manufacturing, from the local farmers. He asked that we commission local farmers for total supply of barley within 24 months. Fourth, Zambian Breweries to commit to malting barley, at the time imported from Zimbabwe and Europe, by installing a maltings plant. His desire was that we should create jobs. Indeed, in 2017, the maltings plant was commissioned by President Lungu. The takeaway from this was that Dr. Musokotwane could easily have asked for some hefty kickback to grant concessions on excise duty. Instead, he negotiated for something that would benefit the country.

5. In short, I find Dr. Musokotwane to be an open-mind and tactful individual who should fully succeed as Minister of Finance given the task at hand. He has managed an IMF programme before and should easily negotiate for one just now. I talked to him three weeks before elections ahead of my meeting with offshore investors. On the IMF programme, he told me, ‘We will get it within three months of coming to power’. He is a known individual internationally. I had a chat with a few investors last night following his appointment and it was clear they knew what he stood for. They trust him. That alone is a leverage we should translate into meaningful investment and economic growth. I wish him well.

WHY AREN’T PRAYERS SEEMINGLY WORKING FOR MANY AFRICAN BELIEVERS – A rant by Rev Walter Mwambazi

WHY AREN’T PRAYERS SEEMINGLY WORKING FOR MANY AFRICAN BELIEVERS – OVERVIEW

A rant by Rev Walter Mwambazi

Before I begin my series I have entitled “7 Key Factors to Transforming Africa into a First World Continent” (already running in the Zambia Daily Mail every Tuesday) which will outline comprehensive solutions to my previous series “5 Major Reasons Africa is Poor”, I needed to take you as my readers through a necessary interlude.

As you may know, I have dedicated an entire seven articles to tackling religion as the major cause among the five reasons. In fact, in this author’s estimation and OPINION, religion has and is a far more harmful reason for Africa’s poverty than the other four put together. Its effects are far reaching and still reverberate in the hearts and minds of its citizens.

This interlude is going to tackle another seeming oxymoron.

There are a growing number of people who now believe that prayer does not work because of the levels of poverty in Africa. They cite that many countries in Europe that are godless and never pray are more successful than Africa where people are serious prayer warriors. They even go as far as saying that most Christians are very poor and are waiting for a pie in heaven whilst scrounging around in poverty.

Let me state here and now, the above is a lie to discourage fervent prayer! See disclaimer below…

⚠️ LET ME STATE HERE AND NOW, FERVENT PRAYER WORKS! THE EFFECTIVE FERVENT PRAYER OF A RIGHTEOUS MAN AVAILS MUCH – PRAY WITHOUT CEASING! ⚠️

Meantime, some proofs.

I demonstrated in a previous article that we have countries that are fundamentally religious and yet are very successful. Four examples are
👉 the United States of America
👉 United Arab Emirates
👉 Bahrain (one of the richest nations on earth going by Income per Capita) and off course
👉 Israel.

These countries have very religious people and are founded on very strong religious principles which in some are even enforced like UAE and Bahrain.

So, to assert that praying equals poverty and not praying equals success is too simplistic and is an erroneous argument.

Do prayers work then? Off course they do!!

Both within the Bible and in the lives of countless millions of people are testimony after testimony of cases where people prayed and God answered. What must be noted though is that God answers in three key ways…
👉 “yes”
👉 “no” and the one most of us cannot handle
👉 “wait”

So then, the problem we see in Africa has very little to do with effective prayers but more to do with the type of prayers and the nature and motive of those prayers. 🤔

Today, I am going to show you WHY the current state of affairs persists for many African believers who pray. This article will give an overview and then subsequent ones shall delve into each one of the six reasons outlined here.

👉 First – They Pray Soulish Prayers
Their type of prayers go against everything Jesus Christ taught, focusing mostly on curses for enemies, bad luck, back-to-sender, protection, addressing demons and the like. These are “fear motivated” prayers akin to witchcraft which achieve the very words spoken repeatedly! (Read Num 14:28)

👉 Second – They Pray Out of Fear Than Faith
Their prayers focus on standing against what they fear, which reinforces that very thing into their subconscious mind and inevitably manifest what they continuously mention.

👉 Third – They Pray Without Backing with Actions
When one prays, they must proceed with actions in “faith” to back what they asked for. Most times, they would rather sit and wait instead of taking action in faith.

👉 Fourth – They Focus on the Servant of God than God
Considering our cultural background, a lot of people never have a genuine conversion experience or get connected to shaky churches with questionable pastors and so continue to treat the pastor, papa, prophet, apostle, bishop etc. as they would a Sangoma, even bragging “the God of so-and-so” rather than having a personal relationship with God!

👉 Fifth – They Pray Amiss
Perhaps this is the most damning of reasons. Their prayers are amiss because they pray from a religious and cultural background whose stronghold is a warped mindset conformed to their environment rather than the Kingdom of God. No matter how much they pray, the strongholds of their minds are their greatest hindrance to abundance that God has for them.

The above are such massive barriers that the work of Kingdom Envoys today is no longer to teach people how to pray, but to ensure they deprogram the terrible paradigms that have been propagated for decades here in Africa.

👉 Sixth – They Are Proponents of the Heretical Prosperity Gospel
The Heretical Prosperity Gospel has been the final nail in the coffin for many African Christians because they have been falsely taught to “sow” seeds into “the anointing” and “connect” to the “man/woman of God” for their financial breakthrough! This has led to so many giving up even the little they had to build their future and establish their missions with no further backup.

They treat the church and the pastor as a “Bonanza” (slot) machine or a “betting” center where you just a) pray and b) sow your seeds (same way you bet at the lottery). After this you then continue praying and claiming your “harvest” whilst perpetuating all the earlier mentioned five points.

I don’t need to be a prophet or genius to tell you this WILL NEVER WORK! 😲

You need much more than the above!

👉 You need to get the motives, and the mindset right
👉 You need the right actions backed with the right paradigms to see success.

That my readers is what the church and believers in Africa need right now.

One of my favorite quotes by St. Benedict is the famous latin adage “Ora et Labora” or in English “Pray and Work”. Prayer is not some magic mantra you can just evoke as a subterfuge for work and expect things will automatically happen. That is a big lie. There is more to the success of prayer than just mumbling lengthy words for hours. 🥺

In the next article, I shall delve into the first two of the six reasons given to help those of you who are getting frustrated as to why you need to change your entire strategy for prayer.

Appointment Of Minister Of Finance: Is It Constitutional And Legal?

0

APPOINTMENT OF MINISTER OF FINANCE: IS IT CONSTITUTIONAL AND LEGAL?

Peter Sinkamba

On my mind this morning is the appointment of Hon Dr. Musokotwane as Finance Minister.

To start with, let me congratulate His Excellency HH on the pick of Hon Musokotwane for Minister of Finance. I have no doubt in my mind that he can deliver on the economic and financial objectives set out by His Excellency in yesterday’s tweet.

.My main worry, though, is whether the President has not breached the Constitution on his very first public act of invoking the instruments of power that he received at Heroes Stadium a few days ago.

President HH was elected on the platform of constutionalism and rule of law. It would therefore be extremely regrettable and deplorable if he threw the tenets of constutionalism and rule of law under the bus on his very first public act of invocation of the instruments of powers.

Here is the basis for my worry:

Article 81(3) of the Constitution provides that Parliament shall stand dissolved ninety days before holding of the general election. In the case of Simbakulya and 63 others, the Constitutional Court held, in simpler terms, that no person shall hold office of minister while Parliament stands dissolved. Consequently Hon. Simbyakula and 63 others were ordered to pay back all monies paid to them as ministers while Parliament was dissolved.

Implicitly, all acts performed by a person masquerading as a minister while parliament stands dissolved are not only unconstitutional but illegal too, going by Article 2 of the Constituion.

In view of the foregoing, the key question that begs a candid answer is whether Parliament has officially commenced, following the holding of the general election on August 12.

If the Session of Parliament has officially commenced, then it is Constitutional and legal for President HH to have appointed Hon. Musokotwane as a minister. In that case, the President has complied not only with the Constitution but case law too (Simbakulya and others).

Now, for the session of Parliament to commence, we are guided by Article 81(1) of the Constitution. This Article provides that the term of Parliament shall be five years commencing from the date that the Members of Parliament are sworn into office after a general election and ending on the date that Parliament is dissolved.

The question is: following the general election held on 12 August, have ALL MPs been sworn into office? If the answer is “yes” then the Parliament has officially commenced, according to Article 81(1). And in that instance, there is no problem with the appointment by the President of Hon. Musokotwane as minister. And there is no problem with Hon Musokotwane subsequent assuming office of Minister of Finance.

But if it is only Hon Musokotwane who was sworn into office of Member of Parliament, can Parliament be said to have commenced in accordance with Article 81(1)? These questions beg candid answers that can only be authoritatively provided by the Concourt.

The other issue of concern is regard to procedures prescribed by the National Assembly Standing Orders of 2016 on the commencement of the Session of Parliament, and swearing into office of Members of Parliament followed. Have the Standing Orders been complied with to the letter? This is a rule of law concern.

The other issue of interest is on who rendered legal advice to the President on the issue of appointment of Hon Musokotwane. According to Articles 178 and 179 of the Constitution, there is no Attorney General and Solicitor General holding office in the Republic at the moment following the replacement of Former President ECL by His Excellency HH.If the AG and SG have not yet vacated their offices per Articles 178 and 179, and either of them rendered a legal opinion to President HH on the appointment of Hon Musokotwane, is such advise constitutional and lawful?

Additionally, if the AG and SG were not involved, but since President HH has not fired presidential aides at State House, and the legal advice was rendered to the President by Counsel Lukangaba, the special assistant on legal matters, can that advice be regarded as constitutional and lawful?

Or indeed, if it were party functionaries Hon Mwiimbu and Hon Mweetwa that rendered the legal advise on the appointment, can that advise be regarded to be constitutional and legal?

Finally, considering that President HH was elected on the platform of constutionalism and rule of law, and in view of constutional and other legal huddles that need to be sorted out before appointment of ministers; and considering further the urgency required to sort out the economic and the financial quagmire of the country, including budget issues, my view is that the President should have in the interim simply appointed himself as Minister of Finance, and appointed Hon Musokotwane as Task Team Leader for Economic Revival Team. In that manner, the President would have still achieved the objectives he set out in his tweet without breaching the Constitution and the other laws. And in fact, in this manner, he would achieved the results even better.

Perhaps, it is not too late yet for President HH to revoke the appointment of Hon Musokotwane and proceed as I have advised. For, it will be quite a blow to his presidency if the appointment of the minister is challenged in Concourt, and he is found wanting on his first act of invoking his instruments of power. He needs to remember that he was critical to the Former President on illegal stay of ministers in office. So he should avoid making the same mistakes. He should also remember always that what is good for the goose is good for the gander.

Just my thoughts on the instruments of power for pamupando!

Ex-Economist Takes Zambia from Default to Investor Darling
By Matthew Hill and Monique Vanek
August 28, 2021, 6:00 AM GMT+2

Zambia’s new president, Hakainde Hichilema, is turning the nation’s economic fortunes around barely a week into the job.

The southern African nation’s currency and dollar bonds have surged to become the world’s best performers since he was announced the winner of Aug. 12 elections.

His pick of economist Situmbeko Musokotwane as finance minister has gone down well with investors, as have his pronouncements that he’ll speedily conclude a financing deal with the International Monetary Fund and court foreign investment.

Zambians have grown used to bad news in recent years.

Production of copper, which accounts for more than 70% of export earnings, stagnated as the government clashed with mining companies. The kwacha currency depreciated from 5.10 to the dollar at the end of 2011 to a record low 22.68 this year. Annual inflation reached almost 25% in July, the highest level in nearly two decades.

The change in power has brightened the nation’s economic prospects, with investors optimistic that the new administration will drive a sustained recovery, and restructure almost $13 billion in external loans after securing IMF funding. While Hichilema had said he hopes to reach a deal with the fund by April, Musokotwane is targeting October.

“It’s night and day at the moment,” said Neville Mandimika, economist and fixed income strategist at FirstRand Bank Ltd. in Johannesburg. “The expectation has been completely raised.”

Hichilema, 59, studied economics in the U.K., served as the chief executive officer of an accounting firm and unsuccessfully ran for the presidency five times before finally winning this month. The late President Michael Sata, who’s party he dislodged from power, dubbed him “calculator boy” — a snipe at his economic jargon-laden speeches.

Hichilema capitalized on widespread discontent over rampant unemployment and soaring prices especially among young voters to secure his landslide election win.

He was sworn in on Aug. 24 and pledged to stabilize the nation’s finances following years of overspending by his predecessor Edgar Lungu’s administration that culminated in Zambia becoming the first African sovereign-debt defaulter since the pandemic struck.

High on the new administration’s list of priorities is mending ties with the mining industry.

Musokotwane wants to more than double annual copper production to as much as two million metric tons by 2026. That would help bolster foreign reserves, which had dwindled due to rising debt-servicing costs.

“You will be amazed how much foreign exchange this country is going to make,” the finance minister said on Friday after being sworn in. “You will not know what to do with the dollars that this country will be receiving.”- Bloomberg

Government Treasury is empty because of heavy consumption and wastage of public resources-President HH

0

President Hakainde Hichilema says the country’s treasury is empty. Mr Hichilema says this is the reason the country has been failing to service its debt because there is no money in the treasury.

The President attributed the empty treasury to heavy consumption and wastage of public resources.

“We are taking over a country whose treasury is empty. The treasury is empty, there is no money” said President Hichilema.

Mr Hichilema said there is urgent need for a progressive budget that will realign management and usage of public resources away from consumption and wastage to revenue generation and investment in social and economic sectors.

The Head of State said this when he swore- in United Party for National Development ( UPND ) Liuwa Member of Parliament Situmbeko Musokotwane as Minister of Finance.

This will be Dr Musokotwane’s second stint as Minister of Finance, having served in the portfolio in the Movement for Multi-party Democracy (MMD) administration over ten years ago under former President Rupiah Banda.

President Hichilema said Dr Musokotwane is highly qualified and has vast experience having served in various positions such as Bank of Zambia Deputy Governor, Deputy Secretary to Cabinet for Economic Affairs as well as special economic advisor to late President Levy Mwanawasa.

President Hichilema has since tasked Dr Musokotwane to draw up a progressive budget and find money to ensure that services begin to reach all Zambians especially the youths and vulnerable mothers across the country.

Mr Hichilema said the office of the Minister of Finance is a core office for the realisation of campaign promises and his administration’s agenda of reviving the economy to promote business growth, and creation of jobs and wealth.

The President has therefore, directed the Minister of Finance to address the tendering process in government and ensure it is taken away from Lusaka to benefit all other regions.

Mr Hichilema stressed that his Presidency comes with a new way of doing things to ensure economic growth.

He said his administration remains committed to creating jobs, attaining food security, promoting business growth and education and health service delivery.

“Frivolous expenditure has no room in my administration except for fiscal discipline. There will no longer be large government delegations and government ministers and officials will have to downgrade from business class, “the President explained.

President Hichilema said his administration will adopt and pursue a zero-tolerance to corruption.

He said his government will let institutions mandated to fight corruption to do their professional job and ensure there is no political interference.

President Hichilema expressed delight that local authorities are already collecting revenue from markets and bus stations following the outlawing of cadreism.

He however challenged local authorities to ensure that they start providing the necessary services to their residents such as clean water, cleaning up markets, decent ablution services among others.

President Hichilema said his administration will vigorously pursue the implementation of the decentralization process as it holds the key to improving governance and provision of services to citizens.

The Head of State called for calm and patience as he continues to constitute his Cabinet. He said he was compelled to first appoint the minister of Finance in order for him to look for money and draw up a budget.

“Be patient, we are in no rush, we are organized, and methodical” said President Hichilema.

He assured that people will be appointed in government on merit and their surname will not be a factor.

The swearing’ in ceremony of Dr Musokotwane was witnessed by Vice President Mutale Nalumango, Secretary to the Cabinet Simon Miti, Secretary to the Treasury Fredson Yamba and Zambia Revenue Authority Commissioner ,General Kingsley Chanda.

Others in attendance were UPND Alliance Council of presidents partners, UPND Secretary General, Batuke Imenda and other senior UPND party and government officials.

Central Committee Will Fully Support Whatever Edgar Lungu Decides As Regards His Staying Or Leaving Active Politics -Given Lubinda

“CENTRAL COMMITTEE WILL FULLY SUPPORT WHATEVER ECL DECIDES AS REGARDS HIS STAYING OR LEAVING ACTIVE POLITICS,” GIVEN LUBINDA

Fri. Aug 27, 2021

…Says the PF will rise from the ashes like the proverbial Phoenix …

Smart Eagles Reporter

Patriotic Front Vice President Hon. Given lubinda has expressed profound gratitude to the Party President Dr. EDGAR C. Lungu, the PF MCC and the general membership for the opportunity to serve as Party Vice President .

Speaking at his home in Lusaka this morning , Hon. Lubinda said he would execute the mandate entrusted to him ,to the best of his abilities .

And Hon. Lubinda has indicated that the Patriotic Front Central Committee is happy to have President Lungu in the position of Party President till the General conference slated for 2026.

Reacting to a question as to whether Dr. Edgar Lungu would be stepping aside from active politics especially that should he stay in partisan politics , he risks loosing his benefits from the state , Hon. Lubinda said the decision on that matter was upto Dr. Lungu and His family and that the PF Central Committee would respect whatever he decided to do.

He said should President Lungu decide not to stay on in the position till 2026, then an extraordinary convention would be held by the Party at that point to elect a new President .

Meanwhile , Hon. Lubinda has called on all PF Members to do an introspection and ask of themselves some very honest questions as to what could have led to the defeat in the August 12 polls.

He said as former Justice Minister and former Kabwata MP, he had spent sleepless nights tossing and turning about the election loss and asking himself if as an individual he had put in his best .

He said the rest of the members also needed to do a critical examination at personal level as to what they could have done to prevent the loss.

Hon. Lubinda has since encouraged all the members to work very hard so that the PF could reclaim its lost position on Zambia’s political landscape .

He has assured the members that findings from the various committees that had been constituted to do a postmortem of the elections would be communicated when the next central committee meeting is held not too long from now.

2021 General Election Has Produced A Weak Opposition Political Party Formation In And Outside Parliament

0

2021 GENERAL ELECTION HAS PRODUCED A WEAK OPPOSITION POLITICAL PARTY FORMATION IN AND OUTSIDE PARLIAMENT.

DESPITE ALL the Mental, emotional, phyiscal and pyschological torture, harassment and intimidation President HH went through in his political journey to Presidency, God favored him.

Since independence save for the Chiluba reign, his presidency has been blessed with little political hurdles and post election political competition within and outside parliament until after 2026.

Out of the 16 political parties that contested the 2021 General Election, only one party outside the former ruling party PF has one MP which was got by chance after the strongest contending party’s candidate in the area was technically knocked out of the electoral race at nomination stage.

PRESIDENT HH has the working majority in parliament, he won seats in all the provinces save for 2 Luapula and Muchinga, which makes nomination within the 8 easier to balance regional representation.

In addition, there is no serious opposition political party that has emerged out of this General election unlike at independence which had ANC to UNIP and UNIP to the ruling party then or in 2001, UPND to MMD or in 2006 PF to MMD or in 2011 and 2016, UPND to PF .

When UNIP won, ANC, third strongest party ahead of the indepedence election, became a threat to the newly ruling UNIP as the outgoing ruling party dominantly of the white minority headed into oblivion.

After the 2001 elections, UPND rose to prominence as a threat to MMD until the death of its founding president, Anderson Kambela Mazoka which relegated the party to the 3rd strongest party within and outside parliament.

After the 2006 elections, 3 political parties dominated the political and parliamentary space in Zambia namely MMD(ruling), PF (leading opposition) and UPND ( 3rd political force).

When MMD was defeated in 2011 elections, it was clear it was not going to rise again in the shortest near future as it was with the defeated colonial party and UNIP but the 3rd leading political force-UPND-assumed the role of a threat to the new ruling party-PF both in and outside parliament.

In 2016, PF almost lost power but saved by luck and in 2021 General Election, PF succumbed to electoral defeat to UPND after 15 years of fierce competition between the 2 parties as luck was not on PF’s side.

However, a political vacuum is eminent ahead of us as we head into the next electroal cycle starting August 2021 to August 2026, as the 2 political parties dominated the political and parliamentary space in Zambia ahead of the election.

This means that the electoral defeat of PF and the UPND electoral victory have left the political and parliamentary space with only one strong political player-the UPND-until after 2026.

This is so because the biggest opposition-the PF, the former ruling party-is headed and or sliding into political oblivion to join its political ancestors namely; white minority party, UNIP, MMD.

This means that there will be no serious opposition political party that has emerged out of this General Election in and outside parliament.

Therefore, to have a meaningful opposition in parliament will be after the 2026 General Election and any possible change is likely to be after 2031 General Election.

Therefore, the role of CSOs, Church, trade unions and media to provide effective checks and balances to the UPND administration and Government otherwise it will be self-checking.

Let us debate.

Why It Is Important To Wait For An MP To Take An Oath Before Being Appointed Cabinet Minister?

0

WHY IT IS IMPORTANT TO WAIT FOR AN MP TO TAKE AN OATH BEFORE BEING APPOINTED CABINET MINISTER?

By McDonald Chipenzi

STANDING Orders of the National Assembly of Zambia 2016 GUIDES UNDER

Order 3 (1) that the Clerk [of the National Assembly of Zambia] not the old SPEAKER, Shall read the Gazzette Notice after the Members (elected and nominated MPs) have assembled at a time and place appointed in the Speaker’s Notice on the first day of the Meeting of the New Assembly.

When the House first meets following a General Election, the House shall elect new Presiding Officers (Speaker and deputies)

Until the SPEAKER is elected, the House shall not transact any other business.

The Clerk Shall preside at the Election of.the Presiding Officers.

Therefore, the argument that the current speaker and his deputy can summon and administer the OATH is erroneous and legally wrong.

The reasons why the speaker reasons in office until a new Assembly is constituted are administrative just as the same reasons why the President does not dissolve with Parliament…in case of war and other emergencies before the General Election but after the dissolution of Parliament, the Old parliament can be summoned to guide the nation

After a General Election and constitution of New assembly through an General Election, the old SPEAKER and deputy are redundant officers I.e. they automatically become jobless like the AttorneyGeneral and Solicitor General unless recommended for re-election.

More importantly, however, is the provisions of Order 8 which stress that *A member (Elected or nominated MP in this case ) SHALL, *before carrying out the duty of his or her office,* take or SUBSCRIBES an OATH of OFFICE as prescribed under a written law, and as set out in Appendix ‘IV’ to these Standing Orders.*

Those arguing that President should appoint CABINET FROM these unsworn in MPs who are not even allowed to carry out their duties/functions/responsibilities as MPs, does not make any logical and legal sense.

For what will be the essence of forcing the President to do so if not just to mislead him and condemn him after these appointments are made?

The Orders further guides that *When ALL members present have taken or SUBSCRIBED the OATH, the SPEAKER shall adjourn the House to a day and time to be determined by the SPEAKER for the Ceremonial Official Opening of the new Assembly.*

So it remains illogical and unprocedural to force the President to APPOINT unsworn MPs as Cabinet ministers when they are not even allowed to perform their duties of their respective offices as MPs without taking or and subscribing to an oath.

How will they function as Ministers since they have first be MPs and function as MPs before they function as Cabinet Ministers?

Will Western Countries Take Over Zambia’s Economy Under Bally?

0

WILL WESTERN COUNTRIES TAKE OVER ZAMBIA’S ECONOMY UNDER BALLY?

Thoughts of Chishala Mwamba…

Following Ballys victory, there has been a significant amount of speculation by such social-media platforms as ‘The Candidates’ and people like ‘Nakachinda’, and other insignificant ‘opposition party’ voices as to how the western powers will now take over Zambias economy and loot our resources.

Truth be told, Zambia has been trading with both the West and the East since it’s independence.

Trade with the East intensified when China rolled out a vicious resource mobilization plan, of which Africa happened to be fertile ground for trade in that regard.

Bally critics are confident that the China Zambia situation is what will return under UPND, except it will be with EUROPE/AMERICA this time around.

However, these Bally Critics are missing some important points.

1. The benefits derived from international trade are more dependent on how good you negotiate DEALS as a nation as opposed to WHO you are negotiating with.

For example, China is America’s biggest trading partner, but America’s economy is not controlled by China and vice-versa.

Moreover, countries like Rwanda have realized more benefits in trading with China and the West while Zambia has not because we did not have the marrow to negotiate effectively.

2. Zambia has little to show economically from the time it has spent with China in bed.

For those of you who do not know, the Chinese are able to do anything to get a contract and are highly compromised in terms of bribes.

Because of the Chinese, most PF guys became very rich while most Zambians continued getting poorer.

The Chinese then later turned to abusing workers in their work places without fear of the Authorities, simply because the Authorities had already gotten a lions share.

Keep in mind, most projects were OVERPRICED in collaboration with the Authorities.

3. Who will Zambia trade with?

Ceteris paribus (holding all things constant);

As always, Zambia will trade with the world, starting at regional level to global level.

Except this time around, Zambians stand to benefit more than before.

4. Will Zambia benefit from International Trade as opposed to being dominated?

Ceteris Paribus again;

Zambia currently has one of the most effective, smart and brilliant business negotiators as its president.

Given Ballys capabilities, Zambians can be optimistic that we shall seat on the negotiation table with the USA🇺🇸, CHINA 🇨🇳, ENGLAND 🏴󠁧󠁢󠁥󠁮󠁧󠁿, or whoever and negotiate to the benefit of the Zambian people.

Like Bally said, it will be a “win-win kind of trade” with the outside world.

Nakachinda who is MMD and other doom sayers should stop deceiving the Zambian people by assuming Zambia is about to lose its sovereignty to the West.

May God bless Zambia 🇿🇲

Mnangagwa spokesman labels HH a ‘sellout’ again

0

President Emmerson Mnangagwa’s spokesperson George Charamba threw all decorum and etiquette expected of him out the window hours before new Zambian President Hakainde Hichilema was inaugurated Tuesday, calling him a sellout.

At the time President Mnangagwa and Charamba were in Zambia Monday and Tuesday for Hichilema’s inauguration.

Charamba’s onslaught was in response to a Twitter post made by the United Kingdom (UK) based law lecturer Alex Magaisa.

Magaisa had posted a screenshot of Charamba’s May 2021 post referring to Hichilema, MDC Alliance President Nelson Chamisa, and South Africa’s opposition leader, Mmusi Maimane captioned “Zvivatengesi,” Shona for sellouts to which he repeated that they are.

“Hongu, zvivatengesi! What is your problem?” quipped Charamba.

Chamisa and Maimane also attended the inauguration.

Early this week, Charamba also claimed Mnangagwa would not leave office if he lost the 2023 presidential election to Chamisa.

Hichilema, president of the United People for National Development (UPND) has been leading the opposition for nearly two decades until his electoral triumph last week.

Hichilema and Chamisa’s cozy relationship has heightened tensions between the MDC Alliance and Zanu PF with lawyer Doug Coltart describing Charamba’s statements as “scandalous”.

“This is scandalous! Mnangagwa’s spokesperson is literally calling Hichilema a sellout while Mnangagwa is in Zambia for Hichilema’s inauguration,” said Coltart.

“He speaks for Mnangagwa. He is openly attacking the Head of State of what is historically one of Zimbabwe’s closest allies!”

In Zambia Tuesday, Mnangagwa held a 30-minute meeting with Hichilema where the two agreed to reactivate joint commissions and implement a series of agreements.

Mnangagwa also attacked the West for interfering with democratic processes in African countries.

“I am very happy President Hichilema showed that he is very focused to make sure that we implement those issues to benefit our people. Today we have witnessed the inauguration of the seventh Executive President of Zambia but this is the third republic because they had some leaders who came from the same political parties,” said Mnangagwa.

“I can mention that as SADC we are more civilised. When (US) President (Joe) Biden was inaugurated this year in January, Donald Trump boycotted. But we can see here Edgar Lungu accepting defeat and agreeing to the transfer of power and giving instruments of power to the incoming president.”

“This shows how much democracy has matured in our region compared to the Western countries which want to teach us democracy.

UPND’s Tom Michelo petitions Miles Sampa’s election

0

UPND losing candidate for Matero Constituency Tom Michele has petitioned the victory of PF’s Miles Sampa as member of parliament seeking a declaration that his election be nullified.

Michelo has also cited ECZ as the second respondent in the matter.

He wants ballot papers relating to Matero Constituency to be verified and recounted.

Michelo also wants a declaration that ECZ did not conduct the elections with due diligence and care.

He said Sampa’s campaigns in the lead up to elections were conducted without compliance with provisions and principles of the Electoral Process Act no.35 of 2016 and the code of conduct and the disregard for the law affected the outcome of the election to favour him at the detriment of the petitioner.

Michelo said Sampa was not duly elected contrary to the declaration by ECZ.

He said UPND members in Matero Constituency were assaulted by PF cadres during campaigns under Sampa and Lee Mukupa’s instructions.

Michelo said Sampa made false publications on his Facebook page “Boba TV” and misinformed the public when he (Sampa) alleged that he (Michelo) had withdrawn as a parliamentary candidate for Matero Constituency and that he had endorsed him.

“This has significant effect on the elections as the said post was viewed by over a million viewers and the matter was reported to Mrs Sampa (Nchimunya) who was ECZ’s Matero representative,” Michelo said.

He alleged that there was vote buying in Muchinga, Kapwepwe and other Matero wards as Sampa and his agents distributed 10 kg bags of mealie-meal which were labeled with his name, within the constituency in a bid to solicit votes during the night before elections.

Michelo alleged that Sampa’s team dished out money to electorates and that FDD president Edith Nawakwi who was part of Sampa’s campaign team corruptly sneaked bags of mealie-meal at UCZ Matero congregation to give would be voters at church grounds in order to entice them to vote for Sampa.

He contended that the banning of campaigns in Lusaka by ECZ affected the results of the election.

Michelo said he agreed with Sampa not to have campaigns on the same days to avoid disputes between the two parties but Sampa was against the idea and there was violence in the constituency.

He said former president Edgar Lungu held a rally in Mwembeshi ward in disregard of the directives by ECZ and Sampa directly benefited from the said violation of the directives.

Michelo said UPND member Gilbert Liswaniso was attacked at George Central Primary School by PF cadres whilst he was casting his vote.

He said Sampa and his agents committed electoral offenses during the capture and entry of valid votes cast in the totaling centre at Matero Boys Hall that consequentially influenced the outcome of the election in Sampa’s favour.

“The petitioner’s party agents were consistently not availed Gen 20 documents which made it difficult for them to verify the vote tally figures,” Michelo said.

“Vote counting in most of the polling stations was not transparent, vote tally figures were added to Sampa’s vote tally by pro-PF polling staff.”

Michelo added that Sampa was consequently irregularly declared winner of the election for Matero Constituency as the deliberate breach of the constitution, Electoral Process Act and commission of prescribed electoral offenses favoured Sampa to his detriment.

Freedom Sikazwe Did So Much Harm To President Lungu’s Presidency- Miles Sampa

0

FREEDOM SIKAZWE DID SO MUCH HARM TO PRESIDENT LUNGU’S PRESIDENCY- MILES SAMPA

To whom it may concern:

I have no problem with former President Edgar Chagwa Lungu as a person but have a big problem with those that captured his presidency.

You know them. They shielded all of us younger ones from accessing him that may have availed him vital data on what the youths were saying arising from interactions at the Council. They kept cooking lies against us to sustain their relevance.

One old Capturer even attempted to chase me and my wife from the Presidential wedding where the Bride and Groom were from my Council as Mayor. This Capturer won in 2016 by 200 votes but still managed to force himself into being adopted in 2021.

I hear he lost by mid day on the voting day and escaped the Constituency. I dont know what capture powers he had on him whether ‘ubwanga’ or ‘Juju’ but in the process he lost the border town and the PF Presidential Vote aswell.

So President Lungu is my elder Brother and win or lose he remains one. Our effort in Matero towards him shows the best in the Country as regards percentage Votes achieved for him over registered Voters. Our nature is to take a position and run with it 100% for better or worse.

What was seen of ECL post election at the acceptance speech, is what I know of him. A common man like most of us. In the last 5 years however, that part of him was hijacked by the known ‘ big wigs’ for their own glorification and agenda.

Other than Hon Given Lubinda who anyone genuine knows means well for every human being and the party, the rest ‘ba’ wrong and even worse so are ones that still want to put their heads above water in the PF in opposition. This all when they have individually and callously sunk PF. These are ones every well meaning PF member and Zambian at large should be reject. They let the Presidency, the PF and the Nation down.

My ‘loci standi’ is the 55,000 votes we got in Matero amid near death stabs for no crime committed at all other than supporting ECL and PF.

I pray President HH will surround himself with solid individuals that mean well for him, all leaders in their party and the Nation at large.

Its a new dawn and shall We love and embrace in the Zambia we love regardless of idealogy or political beliefs post the general elections.

The moment of actualising the much sang about ” One Zambia and One Nation” is here before us.

God bless us all.

CONSTITUTIONAL STANDARDS AND GUIDANCE OF APPOINTING AND NOMINATING PERSONS TO GOVERNMENT POSITIONS
______________________________________________________________________________
We, the undersigned civil society organisations, congratulate President Hakainde Hichilema and Vice-President Mutale Nalumango on their election into office. As they assemble the leadership team, we wish to highlight the fact pursuant to Article 259 of the Zambian Constitution –
(1) Where a person is empowered to make a nomination or an appointment to a public office, that person shall ensure—
(a) that the person being nominated or appointed has the requisite qualification to discharge the functions of the office, as prescribed or specified in public office circulars;
(b) that fifty percent of each gender is nominated or appointed from the total available positions, unless it is not practicable to do so; and

(c) Equitable representation of the youth and persons with disabilities, where these qualify for nomination or appointment.

(2) A person empowered to make a nomination or appointment to public office shall, where possible, ensure that the nomination or appointment reflects the regional diversity of the people of Zambia.

Article 259 applies to all presidential and other appointments in government, including the offices of Cabinet and Provincial Ministers. It sets the constitutional standard for a person empowered to make a nomination or appointment to a public office. It requires that the person making the nomination or appointment ensures fifty percent of each gender is nominated or appointed to all available positions. It further calls for equitable representation of youth, persons with disabilities; and calls for regional diversity. We must emphasise that we consider “youth” to be persons aged 35 years and below.

Article 69(1) empowers the President to nominate eight (😎 people to become members of parliament. Article 116(1) empowers the President to appoint Members of Parliament as Ministers while Article 117(1) empowers the President to appoint Provincial Ministers from among the Members of Parliament. These provisions when read together with Article 259, indicate that gender equity and regional diversity where it is practicable to do so and equitable representation of the youth and persons with disabilities, where they qualify for appointment or nomination. This ensures inclusivity, diversity, and equitable representation in positions of decision making in Zambia, which will see to it that women, youth, persons with disabilities, and persons from various tribes and regions are not left out in the governance of their country, especially when they are qualified to serve in particular positions.

In conclusion, representation matters. Diversity plays a key role in ensuring national unity. These are constitutional standards and dictates, which we urge the President to use as guidance in making any nomination or appointments to government. By doing so, the President would also be performing his functions in line with Article 91 (3) which provides among other things that the President shall in the exercise of the executive authority of the State, uphold the rule of law, respect the diversity of the different communities in Zambia and also promote democracy and enhance the unity of the nation. We believe Zambia has no shortage of women, youth, and disabled persons skilled, experienced, and qualified to participate in leading us towards the Zambia we want. We believe has yet another chance after the elections to show the world that democracy in Zambia works and that we respect the supremacy of our Constitution.

Kambwili’s Arrogance Will Now Land Him In Prison – NDC

For Immediate Release

KAMBWILI’S ARROGANCE WILL NOW LAND HIM IN PRISON

Thursday August 26,2021

The unrepentant tribalist by the names of Chishimba Kambwili should humble himself than to continue talking and exposing his behavior even after coming from a terrible election lose. This is the same man who said I would rather die than be lead by Hakainde Hichilema as President, now that HH is President are you willing to take your life?

Munsheba aile namashinya kubuko, we shall continue providing counsel to our brother Kambwili who does not seem to get any sense on what other people say unless what he says, his a know it all. Our advice to Kambwili is seek the face of God because it seems this man needs salvation.

It’s shameful for Kambwili to call himself being clever in politics, if he was really clever he should have heed to our advice of him deciding to join the Titanic boat, this unrepentant tribalist should just concentrate on preparing himself for Prison because it will take the blood of Jesus for Kambwili not to be sent to prison, forget about his current court, cases, just the tribal talks he went on rampage during campaigns of August 12,2021 will earn him a one year prison term. This man should not even talk of being squeezed politically, it’s his careless mouth which has squeezed him and he should have himself to blame.

We wonder if this man ever gets advice from his wife when ever he opens his mouth. We feel pity for the wife, children and the grandchild Eli, because it’s the family who will suffer once this man goes to jail.

Reacting to a story in the Daily Revelation, the NDC media said, Kambwili remarks on our President Rikki Joseph’s Akafumba that he should not grow wings now that his in government, it’s foolish for Kambwili to say that because every well meaning Zambian is happy to have removed the thieving government of the PF from power, hence the historical event which happened few days ago at Heroes stadium when Zambia’s 7th Republican President Hakainde Hichilema was sworn in office, all Zambians turned in numbers to witness the Inauguration Ceremony to an extent that Heroes Stadium was full to capacity and so was outside. It’s only the PF cadre Kambwili who can’t celebrate this victory because he really wanted Hichilema to loose but when God says yes no man can say no, not even witchcraft which others really believe in.

Kambwili thought by campaigning for PF he will turn tables, even in his own backyard Luanshya were he campaigned and held rallies PF and its President Lungu lost lamentably, our advise to Kambwili is STOP speaking about our President Akafumba as he already proved to you that you are a failure who can’t even be remorseful.

This tendency of Kambwili calling people and threatening them once they leave him should come to an end, as NDC shall have no option but report to the police. Kambwili has been calling Edward Sinfukwe and Dr Paul Kakunta Mbulo in the middle of the night to return documents of NDC, Kambwili should know that he does not have anything to do with NDC as his now PF, we challenge Kambwili to show evidence of him ever being an NDC member as none of his names appears at the registrar of societies. Kambwili further claims that he needs the NDC documents for court purposes, we advice him that he does not need any NDC documents to appear for a contempt matter on the 30/08/2021 if anything by this time he should have already given his lawyers relevant documents pertaining to this matter.

Kambwili mislead a lot of people who followed him even to PF, now that these people have rejoined Akafumba group he still wants to call them, stop it, If Kambwili has any queries over NDC documents we advice him to call our President Akafumba directly as all the party documents are in his custody.

Lastly if there is any person who should be proud of himself is Akafumba because he fought hard to save the NDC party from being auctioned to the highest bidder by Kambwili, through this a lot of lives were lost and the latest being that of our former party Vice President Edward Mumbi may his soul rest in eternal peace, so Kambwili should leave Akafumba to enjoin his stay in government because this freedom he owes it to the NDC and entire Zambians.

FORMER PRESIDENT EDGAR LUNGU IS A TRUE STATESMAN – NAKACHINDA

August, 26, 2021 [Smart Eagles]

Fellow Zambians, patriots and democrats,Country men, women and youths:

Firstly, allow me to congratulate His Excellency Former President Dr Edgar Chagwa Lungu on His display of patriotism and preservation of Zambia’s international credentials as a warm heart of Africa by choosing to facilitate a smooth transition of government even when there were options to achieve otherwise as exhibited in other jurisdictions: yet again Zambia has been made proud by this great son of Africa.

May I take this opportunity to yet again congratulate Mr Hakainde Hichilema and the UPND for forming government.

We wish to state that, His Excellency Former president Dr Edgar Chagwa Lungu has demonstrated true statesmanship and risen above all even when the election was characterized by events that could have rendered it nullified ;

Violence murdering people in cold blood, but President Lungu rose above and put the interest of the nation first.

Even when the legacy of his administration is cast in concrete evidenced by the massive infrastructure; be it in the roads, bridges, the hospitals that have been built in his administration, clinics and universities, take for instance; when the Patriotic front administration took over from the MMD, Zambia had only 2 public universities, today we have 7 and others being constructed, students across the country having access to student loans.

Mr Hichilema and the UPND have come with many promises, and shall protect Zambians by ensuring that Mr Hichilema and the UPND deliver each one of the promises they made,we must ensure they deliver free education from pre-school to university and now that schools have opened, all parents should only prepare groceries and supplies because school fees are all sorted;

Failure to which,I urger all students in universities and colleges to petition Mr Hichilema as he delivers this juicy promise,we are going to petition and picket free education and shall see to it that they deliver a pay rise for civil servants.

We shall work for Zambians and protect them: we are aware that there are people outside Zambia with special interest to use Zambians to advance neo-colonialistic agenda facilitated by a widespread ethnic crusade exhibited by the statistical outlook of the just ended tripartite elections.

Zambians shall not be used by agents of neo-colonialism .

We shall protect the assets of Zambia, protect the people of Zambia and to this effect, we question the interests of the West in Zambia especially with regard to the just ended elections, because the signs exhibited so far seem to point to the fact that Mr Hakainde Hichilema is just but a puppet of the West and therefore the UPND must be held accountable as we go on.

Lets avoid the repeattion of 2001 where the country was almost divided due to witch-hunt,where in 2006 we saw how the voting pattern was, muchinga, northern and luapula where on their own, central province rural, went on its own,and copperbelt rural, southern, western and North-western provinces went on their own,the country was almost divided boardered on ethnicity.

Usually after winning elections, governance stake holders forget their role and get carried away with wind, some scamper for jobs and wanting to associate with the change. That’s when abuse of authority is highest when everyone is not looking. That’s when we must be vigil. When everyone is celebrating everything, there requires gatekeepers.

President Rupiah Banda and President Edgar Lungu, you are the two remaining Father’s of the nation. Play your role, dont abandon it. Keep the new President in check, we shall not allow him to run it like a farm where the farm owner is the alpha and Omega.

Zambia shall remain a country of laws. There is a wave of petitions that has been observed so far around the country It’s a systematic process to build numbers their aim is to amend their constitution to reintroduce a one party state and to fulfil his commitment towards the liberal network to remove the christian clause and the introduction LGBT rights Lesbianism, gayism, transgneger rights. That’s why their god father is here Olusegun Obasanjo to achieve that agenda. We reaffirm our faith in the Judiciary as they continue dispenisng justice.

The Judiciary must also rise to the occasion in dispensing Justice. The Judiciary has no feelings, knows no face. They must remain steadfast as they have always. At one time in MMD days the courts became a launchpad for ethnic persecution. And the nation was divided, and that’s what birthed a strong PF.

Lessons are there for everyone to see. If we so wish, let us go back there and see who will have the last laugh.
