RUSSIA–TURKEY: LAVROV SAYS TURKEY CANNOT MOVE S-400 SYSTEMS WITHOUT MOSCOW’S APPROVAL
Russian Foreign Minister Sergey Lavrov said the S-400 air-defense systems sold to Turkey are subject to a Russian end-user certificate, meaning Ankara cannot transfer or relocate the systems outside Turkey without Moscow’s official approval.
📍 Lavrov said Russia has not received any such request from Turkey so far.
The Russian foreign minister made the remarks on September 26, 2026, during a press conference on the sidelines of the United Nations General Assembly in New York.
The statement highlights Moscow’s continued position that the transfer or relocation of the Russian-made S-400 systems is subject to restrictions under the terms of the original sale.
