Similarly, wealth that doesn’t speak to corresponding work,is theft!
Ofcourse there are exceptions, such as inherited wealth Eg the wealth i inherited from my late Father Mr Dominic Mupishi, although it also must leave a clear trail.
My 18 year old Daughter Eliza walks in my house with 5 land ownership documents in prime areas of Lusaka, all in her name .As if that’s not enough, she shows me ownership documents of trucks, cars and buildings, all in her name.Meanwhile, from the earnings of what my Daughter does, I know beyond any doubt that she can’t afford to acquire such wealth, and yet I keep quiet,is there a difference with a poor village hunter who returns home on that particular unfortunate day, from his hunting sprees in the jungle with a goat?
You expect the village to keep away from gossip and from asking questions, even before establishing the source of the goat?
My wife Bwalya Mupishi who recently got employed among 30 thousand teachers recruitment , but no traceable serious cash inflow or business, suddenly owns a chain of lavish apartments more than what I,as a Top Government contractor owns,is it not similar to a village hunter who returns home with a goat?
Listen to this;
A Minister in charge of road construction in an African country went for a familiarisation tour to learn best practices in modern road construction to one of the developed European countries.Upon arrival,he was welcomed by his counterpart in that country who took him to various road masterpieces including road projects.Indeed, they were well tarred roads accompanied with proper road furniture.
At the end of his tour on the third day, his counterpart decided to take his visiting Top Government official to his private home to meet his family.
As they were driving towards the house along the gravel dust road,he could see houses along both sides of the road until they reached the gate. His friend jumped out of the car to open the gate.As they were approaching the three storey house and at the carport, there stood a woman and three children whom he immediately introduced as his wife and his kids.
After a surreptitious meal, the hosting Minister took his colleague to the balcony of the last floor overlooking the twinkling lights of the night city life. The visiting Minister asked his friend how he acquired that marvelous three storey house.
The host Minister whilst pointing at the meandering well tarred and lit street asked his colleague ” have you seen that road over there”? His friend answered “yes of course such a beautiful road”. The host said,” yes,10% of that road sum contract, went into this house”!
A few years later, the European Minister decided to reciprocate his colleagues official visit to his country in Africa. After taking him on a similar tour of duty,he also decided to host his counterpart at his private residence. The road to his house was well tarred in between well tendered flowers in different colours and green lawns. The gate had electric automatic sensors which, according to him,is capable of detecting his car number plates and open for him automatically.
Inside, there was a captivating four storey mansion with an overlooking Olympic-size swimming pool littered with all sorts of swimming paraphernalia. At the carport, several top-of-the-range Germany, American and Japanese cars with private number plates were parked.
Inside the house, almost everything, fittings and fixtures, including furniture was imported either from Europe or America.
In a similar fashion, after a surreptitious meal,he took his colleague to the last floor of his mansion.Whilst standing at the balcony, his visiting friend paused the same question he was asked some years back home,” how did you manage to acquire all this”?. Holding a glass of expensive whisky,he responded by pointing to the darkness that enveloped the bushes overlooking his mansion,”Have you seen that road there?”, his friend was surprised because he couldn’t see any road,he said ” No I can’t see any road”. His host whilst laughing said ” Yes,100% of that road contract sum, went into this house!”.
Where’s the difference between a poor village hunter who returns home with a goat and this Top Government official who owns property that doesn’t speak to his official work earnings?
Remember that when you acquire wealth especially as a government official which is not commensurate with your work, just know that someone else is going to do that work without corresponding pay,to compensate for your ill-acquired wealth and yet you get full payment for his work.
Political corruption occurs when an office-holder or other governmental employee acts in an official capacity for personal gain.
Corruption discourages investment, limits economic growth, and alters the composition of government spending, often to the detriment of future economic growth.
In its wider sense, corruption is an umbrella term which includes the offences of bribery, extortion, fraud, cartels, abuse of power, embezzlement, and money laundering. These activities will normally constitute criminal offences in most jurisdictions although the precise definition of the offence may differ.
