Africa Has Not Come to Ask for Aid” – AU Chair Declares as 3rd Russia-Africa Summit Ends in Moscow with 101-Point Declaration and Action Plan Through 2029

African Union Chairperson and Burundi President Évariste Ndayishimiye delivered a pointed message at the conclusion of the Third Russia-Africa Summit, stating that the continent arrived seeking partnership, not assistance.

“Contrary to what malevolent forces might think, Africa has not come to ask for help. Africa has come to strengthen its partnership with its friend, the Russian Federation,” Ndayishimiye said during the plenary and joint press events with Russian President Vladimir Putin.

The two-day summit (October 28–29, 2026) drew senior delegations from 48 of Africa’s 54 countries, including roughly 21–22 heads of state or government. It produced three core documents: a 101-point Moscow Declaration, a separate Declaration on Cooperation in the Civilian Application of Artificial Intelligence Technologies, and the Russia-Africa Partnership Forum Action Plan for 2027–2029.
