BOWMAN LUSAMBO’S IGNORANCE OF THE CDF ACT OF 2018 – AN EMPTY TIN MAKING THE LOUDEST NOISE
The Constituency Development Fund is administered under the Guidelines of the Constituency Development Fund Act of 2018.
The CDF Act was amended in 2018 when Bowman Lusambo was MP and Minister under President Edgar Lungu, he was present when the voting on the Act took place in parliament and he voted for it!
So it’s shocking to see his level of ignorance, it also shows the impunity in PF, they were not following the laws they enacted in managing the CDF.
The CDF ACT of 2018 requires the formation of a CDF Management committee comprised of the MP, 3 council representatives from finance,planning and engineering departments , 3 councilors, a representative of the local chief, a representative of civil society, 2 community representatives and a representative of the Church, some of these representatives are nominated by the MP.
Bowman Lusambo has shown that he is not aware of this law which was enacted while he was present in Parliament, a law he voted on.
Kabushi constituency has thousands of residents, it’s therefore an insult for him to say there are no competent people in the constituency to administer the fund.
Kabushi like all other parts of Zambia has lawyers, teachers, nurses, doctors, engineers, accountants, pastors, civil society leaders and others who are qualified and competent to sit on the CDF Committee.
A spotlight should be shone on Lusambo to ensure that he follows the law and establishes a credible CDF committee before funds are disbursed to his constituency.
He’s used to the street style of doing things the way he did them under PF rule, where he would donate thousands of containers of cooking oil, thousands of bags of mealie meal and washing powder worth K6 Million in one consignment without disclosing the source of income.
Those days are gone, Zambians now want to see receipts of how money is spent and they want to see transparent tender procedures in procurement.
