Chifubu MP Told Voters UPND Losing Candidate Gave CDF to Girlfriends
The Ndola High Court has heard that Chifubu Independent Member of Parliament, Kondwani Winga, has no evidence to prove that his rival, UPND losing candidate in the August 13 elections, Lloyd Lubosha, mismanaged the Constituency Development Fund (CDF).
Winga made the admission while testifying in his own defence in the ongoing election petition.
He told the court that he had no evidence to show that the petitioner had channelled CDF money to his family members and girlfriends.
He further stated that he had no evidence to prove that the wealth or the vehicles he saw the petitioner’s relatives using were purchased using CDF.
This is in a matter in which Lubosha is challenging the election of Kondwani Winga as Member of Parliament for Chifubu Constituency. Winga is the first respondent, while the Electoral Commission of Zambia (ECZ) is the second respondent
“My Lady, I only saw the lifestyle that the petitioner’s relatives lived and thought that CDF funds were channelled towards that,” he said during cross-examination.
Meanwhile, Lubosha’s lawyer, Chimuka Magubbwi of Magubbwi and Associates, told the court that the allegations made by Winga during the campaigns injured his client.
Magubbwi said that while addressing large crowds during the campaigns, Winga allegedly repeatedly de-campaigned the petitioner.
“My Lady, the first respondent’s campaign team is alleged to have moved across the constituency with a public address system, carrying messages that the petitioner had enriched his relatives and girlfriends and had not brought development to the constituency during his tenure,” he said.
He argued that the narrative that the petitioner mismanaged CDF funds by diverting them to relatives and girlfriends damaged his reputation before would-be voters, and may have caused him to lose the seat.
Winga was declared winner with 15,552 votes, while Lubosha polled 8,322 votes.
