CITIZENS FIRST QUESTIONS 2027 NATIONAL BUDGET AND KAFUE-LIVINGSTONE DUAL CARRIAGEWAY

The Citizens First Party Youth Wing has criticised the proposed 2027 National Budget of 284-point-8 billion kwacha, describing it as unrealistic and raising concerns over the Government’s ability to meet its revenue targets.

In a statement issued in Lusaka today, National Youth Secretary Savewell Hancheka questioned the projection of 233-point-7 billion kwacha in domestic revenue, arguing that Government failed to meet its revenue targets in the first half of 2026.

Hancheka also expressed concern that increased domestic revenue collection could result in higher taxes and levies, placing additional pressure on young entrepreneurs and small businesses.

He further questioned the Government’s commitment to construct the Kafue-to-Livingstone dual carriageway, saying the 2027 Budget does not clearly indicate the project’s funding, financing arrangements, contractor or commencement date.

The Youth Wing has since called on Government to disclose the project’s total cost, funding model and implementation timeline, while explaining how it intends to raise the projected domestic revenue without placing an additional burden on citizens.

The party says young people and other road users need concrete development plans rather than promises.
