DIEGO DISOWNS CORRUPT PPP FOR LUSAKA-NDOLA DUAL CARRIAGE WAY
In his fourth significant letter in recent days exposing the rot and corrupt practices under President Hakainde Hichilema’s Government, renowned Lusaka business mogul, Diego Cassili has distanced himself from the corruptly procured Lusaka-Ndola Dual Carriageway.
The project which now belongs to a chinese consortium, is being funded by the National Pension Scheme Authority (NAPSA) and Workers Compensation Fund Control Board (WCFCB).
Recently the chinese consortium from the National Road Fund Agency (NRFA) took over toll gates at; Katuba, Manyumbi and
Kafulafuta to raise money to help build the road.
Ocean Investment Consortium (MOIC),
On 28th February 2023, the Government
Republic of Zambia (GRZ) signed a
US$650m, 25-year Public Private
Partnership (PPP) Concession Agreement
with Macro Oceans Investment Consortium
(MOIC) to construct a 327km dual-
carriageway between Lusaka and Ndola,
one of the most important economic roads
in the country.
The PPP also included rehabilitation of the 45km Luanshya Fisenge-Masangano road.
The Agreement gave MOIC a 25-year
concession period to finance, design,
construct, operate, and maintain the two
roads.
The concession period is split into
two phases (3 years construction, and 22
years for operation and maintenance)
MOIC is a Chinese Consortium/ SPV
comprising AVIC International Project
Engineering, China Railway Seventh Group,
and Zhenjiang Communications
Construction Group.
Under the Business Coalition Taskforce (BCT), Cassili caned Hichilema’s government which has allowed the looting of public funds at institutions such as the Ministry of Health, Ministry of Education and the corrupt Zambia Police which is now ranked as one of the most corrupt police forces in the world with an unenviable ranking of 118 of 125 country police forces surveyed.
It must be noted that Cassili is touted as one of the close business associate and friend of President Hichilema and the UPND.

Yamene Ltd and Velos Enterprises Ltd would like to take this opportunity to inform the public that neither of our companies is involved in the MOIC-LN dual carriageway road project from Ndola to Lusaka.
For the sake of clarity, we would like to confirm that Yamene/Velos did tender for the project but were not awarded the Public-Private Partnership (PPP)
contract.
We reiterate that we are in no way involved in any part ofthis project.

So? Where is the looting of public resources mentioned in Cassilli’s letter? Give us more background information, Mr CNN?
Mwamba seeking to create a perspective that isnt there. Casali is not God. The project has moved on without him. Why should chaps because of the colour of their skin think we should be held ransome?
He is the one that is seeking business elsewhere and is screaming faul because the same bottleneck that we face. Hasnt HH spoken about the same bottlenecks? So you think Government and HH should wave away those controls and laws so that you can have your way? Casali, you failed to run amanita so sold it. Why?
Again mwamba you are telling lies. Please post each of the toll receipts for Katuba, Manyumbi and Kafulafuta, respectively. I used those those toll gates last Tuesday and not all the receipts bear the name of the consortium.
There is a clear disconnect between the heading and the article. For example, nowhere does the article state that Diego Casilli is against the PPP. My take is that the companies he is associated with did bid for the project but were unsuccessful. This is normal in any process where bids are invited from bidders.
I can see this man being deported, even though he is more Zambian than the conman.

So who is rotten and corrupt?
No where in the letter does it mention that Mr.Diego Cassili was distancing himself from the corruptly procured Lusaka-Ndola Dual Carriageway. He was just informing the public that neither of his companies was involved in the MOIC-LN dual carriageway road project from Ndola to Lusaka. Am sure you will hear more from Mr.Cassili.
As for the Police Service, the ranking fell during the pf reign and at the moment the Police Service is much appreciated and respected by the people of Zambia than the reign of pf terror.
Infact the looting in the ministry of education happened under PF, remember the mikalile deal to supply Moe of computers, laptops st K90, 000 each
