ELECTIONS: Here Is A Brief TONSE Alliance Manifesto
Tonse Alliance has launched its Voter’s Pocket Edition Manifesto, presenting what it describes as a results-oriented national transformation plan aimed at rebuilding Zambia’s economy and strengthening governance between 2026 and 2031.
The document departs from traditional campaign messaging, positioning itself as a “delivery framework” focused on measurable outcomes such as job creation, economic growth, and institutional reform.
Central to the manifesto is a philosophy built on Hard Work, Order, Production, and Equity (H.O.P.E.), which the alliance says will guide national policy and leadership.

Governance Reforms Take Centre Stage
The alliance pledges to restore democratic integrity through independent institutions, judicial reforms, and credible electoral systems. It also proposes strengthening anti-corruption measures and safeguarding media freedoms to rebuild public trust in government.
Economic Shift Toward Production
A key highlight of the manifesto is a proposed transition from a consumption-based economy to a production-led and export-driven model. The plan outlines reforms aimed at stabilizing the currency, controlling public debt, and driving growth through sectors such as mining, agriculture, manufacturing, and technology.
The alliance projects that these measures will lead to increased job creation, higher incomes, and expansion of the middle class.
Jobs, Business and Tax Relief
The manifesto outlines strategies to stimulate employment by supporting small and medium enterprises, reducing the cost of doing business, and adjusting tax thresholds to increase disposable income. It also emphasizes formalizing employment and promoting labour-intensive industries.
Energy and Infrastructure Development
To address ongoing power challenges, the alliance proposes to diversify energy sources and expand generation capacity with the goal of ending load shedding.
On infrastructure, the plan includes constructing 500,000 affordable housing units, upgrading transport networks, and positioning Zambia as a regional logistics hub.
Digital Economy and Innovation
The alliance also places strong emphasis on technology, proposing nationwide digital connectivity, expansion of ICT infrastructure, and promotion of artificial intelligence to drive productivity and innovation.
Focus on Social Services
In education, the manifesto prioritizes skills development and alignment with industry needs, while in health it proposes expanding access to quality care through strengthened systems and infrastructure.
Key Economic Sectors Targeted
Agriculture, mining, and tourism are identified as critical growth sectors. The alliance plans to modernize farming, promote local processing of minerals, and aggressively market Zambia as a global tourism destination.
Inclusion and Social Protection
The manifesto outlines measures to empower women, youth, and vulnerable groups, including reserving 30 percent of public procurement for women-owned businesses and expanding social protection programs.
Climate and Environmental Strategy
The alliance further commits to integrating climate resilience into national planning, promoting renewable energy, and protecting natural resources to ensure long-term sustainability.
Security and Foreign Policy
On national security, the manifesto calls for professional and non-partisan security institutions, while its foreign policy strategy focuses on economic diplomacy to attract investment and boost exports
A Vision of Transformation
The Tonse Alliance says its overall vision is to build “a Zambia that works, produces, and belongs to all,” anchored on disciplined leadership, accountability, and inclusive economic growth.
With the 2026 general elections on the horizon, the manifesto signals a campaign centered on economic transformation, governance reform, and delivery of tangible results, setting the stage for what is expected to be a highly contested political season.
