ESTONIA PLANS 150 BORDER BUNKERS — PREPARATION CANNOT WAIT

Estonia plans to build around 150 military bunkers in its northeastern Ida-Virumaa region as part of the Baltic Defence Line, Defense Minister Martin Herem told parliament.

Around 100 would stand on state land, with the remainder on municipal or private property requiring agreements with landowners. They form part of Estonia’s wider plan for up to 600 bunkers along its eastern border, with completion targeted for the end of 2027.

The obvious question is whether these defenses should already be further along. Russia’s full-scale invasion has given Europe years of warning—and Ukraine continues paying the human price of holding back that aggression.

Construction has begun in southeastern Estonia, so this is not a program starting from nothing. But announcing defenses and having them ready are very different things. Land agreements, procurement and construction must move with the urgency the threat demands.

The bunkers are intended to provide protected positions for defending troops, alongside obstacles and other military capabilities. Concrete alone cannot secure a border; it needs soldiers, surveillance, drones, artillery and air defense working together.

Estonia will also increase nationwide funding for youth defense organizations and drone training over the next four years.

Ukraine has shown why preparation matters before an attack begins. Supporting its defenders and strengthening NATO’s eastern flank are connected responsibilities. The time Ukraine is buying Europe must be turned into defenses that are ready when needed.
