EU EXPECTS TO COVER €46.7 BILLION OF UKRAINE’S ADDITIONAL FUNDING NEEDS
The European Union expects to provide approximately €46.7 billion of the additional €70 billion Ukraine needs for 2027, European Council President António Costa said.
That would cover roughly two-thirds of the funding gap, with other international partners expected to contribute the remainder. The request comes on top of previously agreed support, reflecting the enormous cost of sustaining Ukraine’s defense and keeping the country functioning through another year of Russia’s war.
Costa said an agreement could be reached at the November 26–27 meeting. If leaders cannot finalize a decision then, the issue would return for consideration on December 17–18. The European Commission is preparing financing proposals.
For Ukraine, the timing matters. Predictable funding allows the government to plan spending, sustain essential services and meet defense needs without repeatedly approaching a financial cliff.
Europe is signaling its willingness to carry a substantial share of that responsibility. The next step is turning the commitment into an agreed financing mechanism and a dependable delivery schedule—so Ukraine can plan for the year ahead while continuing to defend itself.
