FORMER Ministry of Higher Education permanent secretary Owen Mugemezulu has appealed to the Catholic Church to stop Secretary to the Cabinet Patrick Kangwa from continuing to administer Mass because his conduct is inconsistent with Christian teachings.
In an email dated August 30, 2026, and addressed to Catholic Church Vicar General Father Andrew Simpasa, Mr Mugemezulu said he had for many years admired Mr Kangwa’s conduct as an individual and committed Catholic but was now concerned about his recent behaviour.
“I am a concerned member of the public. I have for many years admired the conduct of Mr Patrick K Kangwa, current Secretary to the Cabinet, as an individual and committed Catholic. However, lately, he has not conducted himself as a true Christian,” Mr Mugemezulu wrote.
Mr Mugemezulu referred to a public statement in which Mr Kangwa described Brian Mundubile, the leading presidential candidate in the just-ended general election, as a militia leader.
“I am particularly referring to the incident where he made a public statement alleging that Mr Brian M Mundubile, the leading presidential candidate in the just-ended general election, was a militia leader without substantive evidence whatsoever,” Mr Mugemezulu stated.
The former permanent secretary said he had known Mr Mundubile as a distinguished parliamentarian and patriot and did not believe he could be involved in the acts allegedly attributed to him.
“I have known Mr Mundubile as a distinguished parliamentarian and patriot who cannot indulge in such dastardly acts,” he wrote.
Mr Mugemezulu said he considered Mr Kangwa’s statement to be equivalent to bearing false witness against Mr Mundubile.
“I consider Mr Kangwa’s statement as equivalent to bearing false witness against Mr Mundubile,” he stated.
He has since appealed to Father Simpasa’s office to intervene and prevent Mr Kangwa from continuing with his role in the administration of Mass in the Catholic Church.
“I therefore appeal to your good office not to allow Mr Kangwa to continue in the administration of Mass in the Catholic Church,” Mr Mugemezulu wrote.
