FOUR QUESTIONS FOR MR MUNDUBILE ON K1.5 BILLION IN ROAD CONTRACTS
Lusaka, 23rd July 2026
The Southern African Network Against Corruption ([SANAC] has noted the ongoing campaigns by the various political parties seeking election during the August 13 general elections.
As an organisation that promotes transparency and Accountability, it remains critical that those seeking election remain accountable to the electorates. Over the next few weeks we will therefore seek to ask questions about the various candidates. Today we begin with Mr Brian Mundubile, he is asking Zambians to trust him with the national Treasury. Before he does, there is money he has not yet accounted for.
It is a matter of public record that road contracts worth more than K1.5 billion were awarded between 2014 and 2020 to companies in which Mr Mundubile holds an interest, covering Northern, Eastern, Western and Central provinces. It is also a matter of public record that serious questions have been raised about advance payments made on those contracts and whether the works were completed. Those questions remain unanswered.
They are not questions for lawyers. They are questions for the Zambian people, and they are simple. We put four of them to Mr Mundubile today, and we invite him to answer them in full, in public, by 17:00 hours on Monday 27 July 2026.
1. Mr Mundubile was a sitting Member of Parliament throughout the period these contracts were awarded to his companies by his own party’s government. Did he declare that interest to Parliament, and will he show Zambians the declaration?
2. Will he publish the full record: every road his companies were paid for, the amount paid in advance on each, and the kilometres completed, together with the contracts, tender records and completion certificates? These are his own documents. Publishing them takes an afternoon.
3. Will he visit one of these roads, of his own choosing, with the press and the people who use it, and show the country what K1.5 billion built?
4. Can he name one independent engineer, auditor or inspector, from outside the government he served, who has verified these works? Sign-off from officials of his own administration is not independent verification. One name would settle it.
These are not accusations. They are questions any citizen is entitled to ask of any person seeking the presidency, and they are questions Mr Mundubile alone has the documents to answer. If the works were done, the record will show it, and we will say so publicly.
We look forward to his answers on Monday. Zambians will take note of what they receive, and of what they do not.

Note to editors: The Anti-Corruption Commission stated publicly in March 2026 that it had recorded a warn-and-caution statement from Mr Mundubile concerning the manner in which road construction contracts valued at over K1.5 billion were awarded between 2014 and 2020 to companies in which he has an interest. This statement makes no comment on those proceedings.
