FROM ENGINEER TO PARLIAMENT: THE MAKING OF CHIFUNABULI SOUTH’S FIRST UPND MP
Hon. Eng. Peter C. Kapala’s journey from engineering and Cabinet to becoming the inaugural Member of Parliament for a newly created constituency

History has a way of creating moments that are bigger than the people at the centre of them.
Hon. Peter C. Kapala, the 2026 General Election created exactly that kind of moment.
His election as Member of Parliament for Chifunabuli South did more than add another parliamentary title to his name. It placed him at the centre of a new constituency’s beginnings — and made him the first UPND Member of Parliament for Chifunabuli South.
But to really understand the importance of Kapala’s election, it helps to look at the story of the constituency itself.
A NEW CONSTITUENCY, A NEW BEGINNING
Chifunabuli South, as it exists today, is a new parliamentary constituency.
Until the recent delimitation exercise, there was simply Chifunabuli Constituency.
The former Chifunabuli Constituency was later split into two constituencies — Chifunabuli South and Chifunabuli North. This created new political and administrative boundaries and gave communities in the area a new parliamentary identity.
So the 2026 election was not just another election in an established constituency.
It was the first parliamentary election for Chifunabuli South as a newly created constituency.
And the person chosen to write the first chapter of that history was Peter C. Kapala.
THE FIRST NAME IN THE HISTORY BOOK
When future generations look back at the parliamentary history of Chifunabuli South, one name will stand out.
Hon. Eng. Peter C. Kapala.
He is the inaugural Member of Parliament for the new constituency and the first UPND candidate to win the seat.
That distinction cannot be repeated.
Future MPs may come after him, but none will ever again be able to claim the title of being the first.
Kapala therefore enters Parliament with two important milestones: he is the first MP for Chifunabuli South and the first UPND MP to represent the new constituency.
FROM ENGINEERING TO PUBLIC SERVICE
Long before his parliamentary victory, there was the engineer.
Kapala’s professional journey began in engineering — a field built around precision, planning, problem-solving and finding practical answers to complex challenges.
His engineering background laid the foundation for a career that would eventually go far beyond technical work.
He grew into a technocrat and public servant, taking on increasingly important responsibilities within Government.
His experience eventually took him into Cabinet, where he served as Minister of Energy.
In that role, he was responsible for one of Zambia’s most important sectors.
Energy affects almost every part of national development — from industry and agriculture to education, healthcare and the welfare of ordinary households.
Kapala’s work in Government gave him experience in national policy, infrastructure development, public administration and service delivery.
He later served in the Ministry of Fisheries and Livestock, broadening his experience in sectors closely linked to the livelihoods of ordinary Zambians, especially those in rural communities.
THE ENGINEER BECOMES A POLITICIAN
There is an interesting progression in Kapala’s career.
The engineer became a technocrat.
The technocrat became a Cabinet Minister.
The Cabinet Minister became a political candidate.
And the candidate became an elected Member of Parliament.
Each stage called for a different kind of leadership.
Engineering required technical knowledge.
Government required administration and policy-making.
Cabinet required national responsibility.
Politics required the ability to connect with people, understand their concerns and earn their trust.
In Chifunabuli South, Kapala successfully made that final transition.
A MANDATE FROM A NEW CONSTITUENCY
The importance of his election goes beyond party politics.
The people of this newly created constituency have trusted him to help set the standard for parliamentary representation in Chifunabuli South.
He is the first MP whose name will be linked to the constituency’s parliamentary beginnings.
That comes with a special responsibility.
The roads, schools, health facilities, agriculture, electricity, youth opportunities and economic development of Chifunabuli South will now be among the issues he is expected to champion.
His role in Parliament will be to take local concerns into national discussions — and help turn national policies into real benefits for his constituents.
THE EXPERIENCE HE BRINGS
Kapala does not enter Parliament as a political newcomer with no institutional experience.
He comes with years of professional experience in engineering and significant exposure to Government at the highest level.
He understands how Government works.
He understands policy.
He understands infrastructure and development.
And now, most importantly, he has the democratic mandate of the people of Chifunabuli South.
That combination could be valuable as the new constituency finds its footing.
THE REAL TEST BEGINS NOW
History has already been made, but the more important chapter is only starting.
Being the first is an honour.
Being remembered as a good first MP is a responsibility.
Kapala now has the chance to help shape the identity of Chifunabuli South — politically, economically and socially.
The challenge will be making sure the creation of the constituency leads to greater visibility, stronger representation and meaningful development for its people.
His engineering background may have taught him how to build structures.
His years in Government taught him how institutions work.
His time in Cabinet exposed him to national decision-making.
Now Parliament gives him the chance to bring all those experiences together in service of one constituency.
A HISTORIC FIRST
The story of Hon. Eng. Peter C. Kapala is more than the story of a man who won a parliamentary seat.
It is the story of an engineer who became a national public servant and is now an elected legislator.
It is the story of a politician who became part of the birth of a new constituency.
And it is the story of a community whose first parliamentary representative will always have a special place in its history.
Chifunabuli South has its first Member of Parliament.
The UPND has its first MP for the new constituency.
And Peter C. Kapala has entered the history books as the man who opened the door to Chifunabuli South’s parliamentary era.
From engineer to technocrat.
From technocrat to Cabinet Minister.
From Cabinet to the campaign trail.
And from the campaign trail to Parliament.
The engineer has become the people’s Member of Parliament.
Now begins the work of building Chifunabuli South.
