INDEPENDENCE ANNIVERSARY SUPPLEMENT — OMISSION OF 6TH PRESIDENT E.C. LUNGU:

*TO:* The President of the Republic of Zambia, State House

*FROM:* Strategic Presidential Economic Intelligence Asset

*COPY:*

1. Secretary to Cabinet;

2. Permanent Secretary — Ministry of Information and Media;

*SUBJECT:* The Zambia Daily Mail Independence Anniversary Supplement — Omission of 6th President E.C. Lungu:

*CLASSIFICATION:* Confidential — Not for Media Circulation

*TAGLINE:* Two front pages, one omission, no correction. The institution must fix this before it becomes the President’s problem.

*PREAMBLE*

Mr. President,

The Independence ceremony is now concluded. The immediate public event has passed, but the institutional damage from the Zambia Daily Mail Independence Supplement of 23 October remains live — and will not fade on its own

Two versions of the same front page are in circulation: one omitting the 6th President, one including him. No formal correction has been issued. Social media is already running a war of victimhood, with each side accusing the other of doctoring the paper. The story has moved from “Daily Mail error” to “UPND erasing Lungu” — exactly the narrative your One Zambia, One Nation message was designed to defeat.

This note sets out verified facts, who is accountable, the three plausible causes, and what should be done now that the ceremony window has closed. The recommendation is deliberately institutional rather than political: State House should not be seen to be fighting a newspaper. The institution must correct itself, visibly, and the Presidency must remain above the fray while quietly ensuring that happens.

1. WHAT HAPPENED — VERIFIED

· Zambia Daily Mail Independence Anniversary Supplement, 23 Oct 2026. Theme: “Zambia @62: Our Journey, Our Growth, Our Future.”

Two versions in circulation:

Version A (05:52–07:54 vendor copies):

Front page shows HH oath plus 5 former Presidents — Kaunda, Chiluba, Sata, Banda, Mwanawasa. Lungu absent from both picture and text.

Version B (later urban run):

Front page shows 6 former Presidents including Lungu, labelled LUNGU, SATA, BANDA, MWANAWASA (bottom row), Kaunda and Chiluba (top). This is the corrected version released after public noise.

· No formal correction or apology issued by Daily Mail as of 24 Oct 12:00hrs. Result: both versions circulate; each side claims the other is AI-edited. Victimhood narrative active on social media.

2. WHO IS THE NEW MD — PROFESSIONAL COMPETENCE

· Mrs. Emelda Musonda — first female Managing Director. Substantive appointment effective 14 Oct 2026, approved by IDC Board, announced 20 Oct 2026. Also overseeing Times Printpak Zambia Ltd.

*Prior:* Managing Editor from 18 March 2024; Acting MD from 31 Jan 2026 following the mutual separation of Mr. Simate Simate.

*Academic:* BA Mass Communication and LLB, University of Zambia, plus professional media and law qualifications. Career path: Senior Sub-Editor → Editorial Editor → Sunday Mail Editor → Deputy Managing Editor.

*Standing:* Highly regarded by MISA Zambia, IBA, ZAMWA and WIN Zambia — cited for *”editorial excellence and professionalism.”* No known political party cadre history. Seen as a technocrat and gender equality champion, not a political operative.

*Loyalty assessment:* No evidence of PF or UPND hardline allegiance. Appointed under this administration; PS Thabo Kawana attended her innovations launch in May 2026. Her appointment was welcomed as merit-based.

*Professional risk:*

She is 10 days into the substantive role. The first major supplement of her MD-ship has failed. Whether sabotage or error, it lands on her desk.

3. WHO IS EDITOR-IN-CHIEF AND THE JUNIOR LAYER

· The Managing Editor / Editor-in-Chief layer remains dominated by career Daily Mail staff who served under PF (2015–2021) and transitioned through 2021–2026. PS Kawana himself toured the Daily Mail with Simate Simate and Musonda in the past year and noted that 2026 is crucial for elections coverage.

· The newsroom has a history of dual survival — staff who survived PF by being PF, and survived UPND by being UPND. In the last five years, several hang-on elements have produced “own goals” that paint the ruling party as petty and vengeful, while they pose as neutral victims.

· This supplement required a reporter, a sub-editor, the graphics designer who placed the portraits, and the Editor-in-Chief who approved the supplement front. Missing a Head of State who served six years is not a typo — the portrait row is a deliberate design choice. Two different front pages in one print run suggests production either bypassed normal sign-off or was corrected mid-run without the MD’s knowledge.

4. POLITICAL ANALYSIS — WHY WOULD THEY EMBARRASS THE PRESIDENT?

Hypothesis A Passive Sabotage (Most Likely):

The old guard leaves Lungu out knowing UPND will be blamed for bitterness and historical erasure, precisely during Independence week when the President is preaching reconciliation. Government looks small; the opposition gains proof for its victimhood narrative — *”UPND hates ECL even in death.”* The new MD takes the blame, and government is forced onto the defensive.

Hypothesis B— Over-zealous Pleasing (Also Possible):

A junior editor interprets court language describing Lungu as a *”private person”* (from the burial dispute — family refusing a state funeral, body still in South Africa since 5 June 2025) to mean “do not treat him as a former President.” An attempt to please authorities erases him — the opposite of the President’s consistent position that all former Presidents must be honoured, including ECL.

Hypothesis — Genuine Error (Least Credible but Possible):

A graphics error — the designer used an old 2022 template and no one proofread. But the absence of a checklist of all seven Presidents for an Independence supplement is itself professional negligence at national level.

In all three scenarios the outcome is identical:* a President who must satisfy 21 million people is made to look like he is fighting one dead man, while his economic delivery (UCF US$1.6bn and other gains) is drowned out.

5. NATIONAL COHESION ANGLE
· The Independence supplement is not a news page — it is an archival record. Future schoolchildren will keep it. Erasing a President who served 2015–2021 breaks constitutional continuity and fuels the narrative that history is selective under UPND.

· The PF/Tonse Alliance is currently using the burial impasse to mobilise. Each small omission becomes evidence of “hatred.” The President has been careful to name all predecessors. The Daily Mail omission directly contradicts the Presidential message.

· With the burial still unresolved and a second term just begun, any perception of state erasure is high-risk for national unity.

6. RECOMMENDATIONS— POST-CEREMONY HANDLING

The ceremony window has closed. There is no longer a speech moment to neutralise the story. The remaining levers are institutional correction, workflow control, and a deliberate, dignified Presidential gesture at the next suitable national occasion.

Guiding principle:

State House and the PS should not come out aggressively. If the Presidency comments before the institution explains itself, it will look like the Presidency ordered the omission and then ordered a cover-up. Let the institution untangle itself first — this preserves the Presidency above the fray.

Immediate— within 24 hours (now urgent, as the ceremony has passed):

1. PS Information to call MD Musonda and Board Chairperson Belly Dubeka privately.* Demand a written report: who supplied the portraits, who approved the final PDF, who authorised Version A versus Version B, at what time the correction was made, and whether the Board was aware.

2. Instruct the MD to issue the institution’s own correction.* Publish on the front page of the Daily Mail on 25 October:

“Correction: Our Independence Supplement of 23 October had early copies missing the portrait of 6th President Edgar Chagwa Lungu. The correct version includes all former Presidents. The error is regretted and does not reflect the position of Government or the Company. All seven Presidents are part of Zambia’s history.” Include an inclusive image.

3. No defensive statement about AI.* Acknowledge the two versions and explain them. Silence or denial will be read as concealment.

Short-term — within 7 days

4. Audit the newsroom and production workflow.* Map political leanings and controls: who has access to the final PDF, and who released the early copy to PF pages before official distribution. The MD needs two weeks to stabilise her team. She needs support, not public humiliation.

5. Issue an SOP circular to all state media via IDC.* All national day supplements must include a checklist of every Republican President, sourced from the Office of Former Presidents / Cabinet Office. The final front must be signed off by both the MD and the Editor-in-Chief.

Medium-term — next suitable national occasion:

6. Support MD Musonda if she is found professionally competent but let down by juniors.* If the investigation shows deliberate sabotage by the Editor-in-Chief or juniors, the Board should take administrative action quietly — not as a political purge.

7. CLOSING

· This was not just a picture. It was a test of whether state media can carry the national cohesion message, or will remain an avenue for hang-on elements to embarrass the President.

· The new MD is professionally competent and in good standing, but ten days into the job she was not in control of production. The Editor-in-Chief layer must account.
· If handled as institutional self-correction, government gains: it shows UPND respects history, including its opponents, and upholds media professionalism. If handled as a State House attack on the Daily Mail, government loses and feeds the propaganda.
