ITALY BOARDS RUSSIAN ‘SHADOW FLEET’ TANKER AFTER CAPTAIN REFUSES TO COOPERATE
Italian forces have boarded another vessel linked to Russia’s so-called “shadow fleet,” signaling that Europe is increasing pressure on Moscow’s sanctions-evasion network.
The EU-sanctioned tanker Toa Payoh was intercepted in the Mediterranean west of Pantelleria after questions arose over its registration. When the captain initially refused to cooperate, Italian troops boarded the vessel from a helicopter. The inspection lasted roughly two hours, during which authorities seized documents for further review before allowing the Cameroon-flagged ship to continue its voyage.
This marks another step in Europe’s campaign against Russia’s shadow fleet—a network of aging tankers used to transport Russian oil while attempting to bypass Western sanctions. Every inspection raises the financial and operational risks for vessels involved in sanctions evasion.
While the tanker was not detained, the seizure of its documentation could prove significant if investigators uncover evidence of fraudulent registration or sanctions violations.
