MOSCOW SAYS EUROPE HAS “NO PLACE” AT THE NEGOTIATING TABLE

Maria Zakharova, the official spokesperson for Russia’s Foreign Ministry, has declared that European countries should have no place in negotiations over Ukraine.

“We reiterate that the deployment of foreign armed contingents in Ukraine is categorically unacceptable—neither through the so-called ‘coalition of the willing’ nor under the auspices of any other associations,” Zakharova said.

Zakharova has served as the public voice of Russia’s Foreign Ministry since 2015. She works directly beneath Foreign Minister Sergey Lavrov and has become one of the Kremlin’s most recognizable international propagandists, routinely defending Russia’s invasion and repeating Moscow’s political narratives. She has been sanctioned by the European Union, United States, Britain, Japan and other governments for her role in supporting Kremlin propaganda.

Her statement followed preparations for multinational exercises involving approximately 2,800 troops from 11 countries. Led by Britain and France, the exercises are intended to test the command, logistics and coordination required for a possible European deployment to Ukraine after a ceasefire and at Ukraine’s invitation.

Russia is attempting to claim authority over which countries Ukraine may invite onto its own territory and which governments may participate in negotiations affecting European security.

Europe cannot realistically be excluded. European countries provide Ukraine with weapons, air defence, financial assistance and humanitarian support. They enforce sanctions against Russia, host millions of Ukrainian refugees and would be responsible for much of any future security force or reconstruction effort. Any settlement involving NATO, the European Union, sanctions, frozen Russian assets or European troops would require European agreement.

Zakharova’s declaration also conflicts with the Kremlin’s own recent position. Kremlin spokesperson Dmitry Peskov acknowledged that European representatives would eventually need to participate in discussions concerning security guarantees and the wider European security system.

Moscow wants Europe to finance the consequences of Russia’s invasion while surrendering its voice over the resulting security arrangements. It wants Russia to decide Ukraine’s borders, Ukraine’s alliances and which defensive forces Ukraine may host.

Ukraine is a sovereign country. European forces deployed at Kyiv’s request after a ceasefire would not be invading Ukraine. They would be present because Ukraine invited them to deter another Russian attack.

Russia does not possess a veto over Ukraine’s partnerships, and it cannot negotiate Europe’s future while ordering Europeans to leave the room.
